Universal Health Coverage In Indonesia
The National Health Insurance Program (JKN) is part of the National Social Security
System (Navigation) which is administered through mechanisms of social health insurance
which is compulsory (mandatory) pursuant to Undang-Undang Nomor 40 Tahun 2004 on
National Social Security System with the aim to meet the basic health needs decent society
which is given to every person who has paid dues or whose contributions are paid by the
Government.

Universal health coverage in Indonesia that named JKN (Jaminan Kesehatan Nasional)
/ the National Health Insurance Program was implemented on January 1st 2014. JKN handle
by BPJS/ Badan Penyelenggara Jaminan Sosial Kesehatan/ Social Security Management
Agency for Health Sector that is single social security in Indonesia. JKN cover more than 120M
Indonesian which is targeted 250M people within 2019.

PERSI
PERSI stands for Perhimpunan Rumah Sakit Seluruh Indonesia. Persi is an organization that
home hospitals throughout nation with the designated vision and mission

To achieve these vision and mission PERSI coordinate with all the hospitals to:

1. Facilitate quality standard of Indonesian hospital


This reflected in PERSIs target which is for all the hospital in Indonesia will be well
accredited to ensure the safe and best healthcare services provided.
2. Coordinate referral system
In conjunction with Health Department, PERSI coordinate the referral system to
prevent foul play and monopoly between hospitals. PERSI also has a role in
recommending new location and new hospital as well as recommending the need to
additional beds and or facilities in hospitals
3. Health technology assessment
PERSI play role in preventing monopoly and deadly competition between hospitals,
therefore PERSI has a right to conduct a Health Technology Assessment (HTA) and to
give recommendation according to the result whether or not a hospital need
improvement or addition to the facilities or technologies in that hospital
4. INA-CBG tariff negotiation
PERSI as a national hospital association play a very important role in negotiating
tariff with BPJS company. With the data center that PERSI have and enough data
costing as reference, the main target is to prevent bankruptcy of a hospital because
this hospital serve for BPJS, therefore the tariff negotiated need to ensure that it will
also be enough for the Hospital Development itself.

Beside those 4, through active programs of PERSIs Data Center (Pusat Data PERSI), PERSI
has played a holistic role, which are:

1. To community / consumers
Provide all information about product and services of hospitals throughout
Indonesia
Provide access to information about health, diseases, prevention, and
doctors in hospitals
Provide easier access to information for a job vacancy
2. To hospitals
Free exposure of all services and products and also doctors available in all the
hospitals
Provide online reports through data center
Updated information and updates related to development and trends in
Hospital in Indonesia
Access to information about seminars and trainings available for healthcare
provider
3. To other medical associations
Virtual private network in a smaller scale and more specific in accordance to
specific area of different kind of associations
4. To doctors
Provide access to all information and articles and statistical data needed by
doctors to update and help them in practices
5. To insurance providers
Accommodate the process of registration and claim
Provide information about facilities available
Provide information about right and duty
6. To pharmacological companies
Online buying and re-stocking
Exposure of a new products (drugs)
ARSADA
ARSADA stands for Asosiasi Rumah Sakit Daerah se-Indonesia. ARSADA roles in Indonesia
healthcare services have become important and significant because of the autonomy policy
in Indonesia. Since the autonomy policy implemented, the link and synergy between
different autonomic cities has become crucial.

ARSADA play role to:

1. Disseminate information to accommodate the more synergic perception throughout


all the Hospitals by:
Provide bulletins (monthly)
Visitations to hospitals in different provinces
Organize a training or seminar in accordance to the roles of ARSADA and UU
and universal healthcare coverage (BPJS)
2. Advocate and facilitate hospitals to play role in the design and implementation of UU
kesehatan, UU rumah sakit, and UU BPJS
3. To engage in a partnership with business entities (PT ASKES, BPJS, et cetera)

All the points above are also related to the tasks of ARSADA to ensure the implementation
of:

1. UU Kesehatan
Mediation for healthcare provider suspected in malpractice or negligence in
duties
Health funding allocated 5% out of APBN and 10% out APBD (excluding
salary)
Sanctions (in term of fine or jail) for any healthcare providers refusing to act
in emergency situation
2. UU RS
Accreditation at least every 3 years
Patient safety
Restructurization and revitalization of Komite Medik in accordance to
Permenkes No. 75/2011
3. UU SJSN and BPJS
Everyone to register for JKN and pay the monthly fee accordingly
The fee to be paid by personal, employers, and or government
Jamkesmas program to be continuingly implemented until BPJS program is
all settled
BPJS Kesehatan to start operating by January 2012
BPJS Ketenagakerjaan by July 1st 2015
