Subject: Increased USCG Port State Control Detentions

Dear Shipowner/Operator/Designated Person Ashore/Master;


USCG PSC DETENTIONS INCREASING

The USCG is increasing Port State Control inspections and detaining vessels with existing
deficiencies that have gone uncorrected, which is leading to increased detentions. Detentions are
avoidable, provided deficiencies are reported and it can be demonstrated that corrective action has
been initiated. It has been noted that the pre-arrival check lists are indicating all is in order, yet
during PSC inspections equipment is not operating as required and the problems are existing.
Owners, operators, DPAs are requested to encourage Masters and crew to accurately complete the
pre-arrival check list and report any required equipment that is inoperable and ensure action is being
taken address the problem. This Administration should be notified prior to the vessel port call in
order that we may assist by authorizing additional time for repair or other alternative action.

The following are examples of existing deficiencies that resulted in detentions and could have been
avoided had they been reported in advance and corrective action initiated:

Failure to report and take corrective action on existing inoperable rescue boat davit,
rending the rescue boat incapable of launching.
Failure to report and take corrective action on existing inoperative electronic switchboard
cards, which caused the engine room to be without required alarms, including the low
starting air pressure alarm which was found to be a contributing factor to the loss of
propulsion.
Failure to report and take corrective action on existing inoperative quick closing fuel supply
valves, which were found intentionally blocked in the open position preventing the valve
from closing.
Failure to report and take corrective action on existing inoperative three way valves.
Discharge of oily mixtures from ship to the sea bypassing the oil content meter.

Prior to arrival arriving in the USA, DPAs should ensure the accuracy of information submitted to
safety@liscr.com on Liberias pre-arrival check list or a similar company form.

We will work with you and the PSC authority to correct the reported deficiencies and ensure the
vessel is in compliance.
