The
Competition
ALTERCHITECTURE (Alter+Architecture) is an annual
architectural design competition that seeks to revolutionize
perspectives on the development of our built environment
through progressive design and sustainable architectural
innovation. It calls for a change in designing the built
environment by way of shifting our thought processes
challenging designers to speculate, break, and innovate.

COMPETITION BRIEF
Alterchitecture 2016 tackles the topic of relocation housing
developments. With the ongoing urbanization in the country and
the rapid increase in population especially in condensed areas that
appear to offer a wide range of economic opportunities to many
Filipinos, the overwhelming demand for land and shelter continues
to escalate which poses as a consistently urgent socio-economic
issue that affects an alarming number of members in our society.
This problem continues to persist as informal settlers experience
several issues with the relocation projects developed for their
communities with regards to location, and customization to their
respective needs and lifestyles thus forcing them to revert back to
their informal settlements. This produces a vicious cycle that is in
dire need of attention and a solution to resolve it. The competition
aims to address this prevalent social issue of housing in the
Philippines by challenging young aspiring architects to compose
designs for a relocation development that feature sustainability
and innovative solutions on land access, material technology and
other schemes for practical and low-cost housing that is suitable
to the needs and lifestyle of a chosen existing community in need
of immediate attention.

COMPETITION OBJECTIVES

Speculate
Involve architecture students and designers from related
fields more in the process of problem-seeking by allowing them
free reign to identify and reflect more on the core issues inherent
between building typologies and the Filipino contemporary way
of living to come up with future-forward solutions to the built-
environment.

Break
Address these issues and redefine the contemporary by
rethinking norms and exploring possibilities in architecture.

Innovate
Provide utmost freedom to generate the most innovative
architectural solutions grounded on Filipino culture, tropical context,
sustainability and technology.

Afford the students a chance to exhibit their skills in


architectural conceptualization, design and presentation;
while in the process, providing them avenues for immersion,
learning and exploration.

Call for a change in designing the built environment by


way of shifting our thought processes.

Problem
Rapid urbanization growth is a feature exhibited among developing
countries. Even though this displays progress, this development
also means the increase of urban population and the rise of many
problems.

In many cities in the Philippines, poverty and inequality have always


been longstanding challenges which have lead many people to
participate in informal activities outside the established protocols and
regulations. One of these activities is the erection and accumulation
of informal settlements which is associated with the lack of basic
infrastructures specifically sustainable housing facilities in the urban
areas.

The informal settlements along Multinational Riversite in Barangay


Sto. Nino, Paranaque City is one of these communities in the country
that need to be provided with adequate housing facilities. This
informal settlement community is located at the front of the Ninoy
Aquino International Airport (NAIA) runway. Moreover, since these
settlements are found along the river, they are in the danger zone.
Due to this alarming matter, the Multinational Riversite community
has experienced relocation activities. However like many relocation
programs, these activities have not been completely successful
because the residents still return to the riversite.

Despite the attempts of many organizations, agencies and


developers to provide housings and relocation developments for the
informal settlers, the issue still continues. According to research,
this occurs due to the problem with the current planning of housing
developments which is the lack of insight inclusion from the target
communities. Being part of both the issue and solution, the people
must be the center of the design and development for a more
sustainable environment appropriate for everyones growth.

Challenge
Design a relocation development that will provide
sustainable housings and environment best fit for the
welfare, livelihood and lifestyle of the Multinational Riversite
community through:

SPECULATING. Question the current problem and identify


its causes. Understand every issue and determine the essential
factors that should be addressed and included in locating the best
relocation site, programming the system of the whole development
and designing sustainable housing modules. Theorize a scheme that
would strategically incorporate your design ideas for an effective
and appropriate relocation development for the community.

BREAKING. Critically challenge and assert the norms in the


current standard housing plans and schemes. Consider the identity
and lifestyle of the community in designing the residential structure
and development. Create a strategic and appropriate environment
that would effectively provide comfort and convenience for the
community.

INNOVATING. Incorporate design schemes that are functional


and ergonomic for the residents. Introduce architectural,
landscape, structural or construction techniques and materials that
would show your projects uniqueness, potential and feasibility. Be
creative in integrating these details and elements in your relocation
development design.

Context and
Site Parameters
The location and area of the relocation site for 300 households
from the Multinational Riversite community shall be decided by
the participants. In line with this, the residential structure or
modules are not limited to the existing housing typologies (i.e.
sprawling developments), taking into consideration the appropriate
environment for the target community and their culture as well as
the neighboring establishments

The site need not be an empty lot. However, no existing facilities,


establishments and buildings shall be eradicated. (A competition
situationer will be sent to the participants upon completing the
registration requirements).

The minimum standards set by the Revised Rules and Regulations


for BP 220 for mass housing developments MAY BE reassessed
according to what the participant designers deem appropriate and
necessary to their design. HOWEVER, these design approaches
should be justified in the submittals.

Registration
ELIGIBILITY
1. The competition is only open to all currently-enrolled,
undergraduate students and fresh graduates (Graduates from
March 2015 to June 2016) in the Philippines.
2. The members of the Organizing Committee of
ALTERCHITECTURE 2016 and the current Executive Committee
of UAPSA-UPD are not allowed to join the competition.
3. Teams may be composed of non-architecture students (both
undergraduates and fresh graduates). However, at least fifty
percent (50%) of the team members must be architecture
students (both undergraduates and fresh graduates)
4. Teams are limited to a maximum of five members.
5. Individual entries are permitted.
6. Members from different schools may comprise one team.

HOW TO REGISTER

1. Participants may submit multiple entries, but each entry shall


be individually registered.
2. All participants must register by September 26, 2016 (Monday)
and pay by October 15, 2016 (Saturday).
3. The registration fee is P500.00 per entry submitted.
4. Payment shall be made through the BANK OF THE PHILIPPINE
ISLANDS (BPI)

5. Completion of the registration shall be done through an
online form posted on Alterchitecture 2016s facebook page
(facebook.com/alterchitecture) after which a confirmation mail
will be sent to the contact person via email for payment details/
confirmation and further competition updates.
6. Manual registration will be limited and will be available only
during UAPSA-UPD events.
7. Upon registration, participants must send a photo of their
school IDs (validated 2016-2017), university registration, or
college diploma (for fresh graduates) to alterchitecture@gmail.
com with the subject (ALTER2016 Reg Surnames separated
by comma). This shall be sent together with the photo of the
deposit slip of payment with the reference number only until
three days after the deadline of payment.
8. After the online registration and submission of all the required
documents (School ID and deposit slip), UAPSA-UPD will give the
Official Registration Number and Submission Guidelines (short
description of project) inclusive of the Entry Form and Relevant
data of the competition via email to the contact person.

Submittals
WHAT TO SUBMIT
(2) Design boards and (1) project brief

SUBMISSION CONSIDERATIONS
Design Boards
20x30, landscape, 300 dpi, minimum font size 9
At the very least should containbut is not limited to
(1) perspectives and plan of the master site development, and
(2) the plans and cross-sections of the housing modules. The
team may include other drawings, perspectives, illustrations,
and information (e.g calculations, maps, blocking, labels,
spot-details, etc.) to further communicate their design
strategies and architectural innovations effectively.

Design Write-up
A4-size, maximum of three (3) pages, minimum font size 12;
the layout is up to the participants discretion and is not limited
to text (e.g diagrams, visual aids, tables, graphs, etc.)
Should be able to explain rationale behind the design; may
contain data not included in the board (e.g calculations,
programming, design process, etc.)
All references should be properly cited (APA format)

Other Regulations
Aside from the project title, no identifying marks like names,
logos or other information (even the registration number)
that will reveal the identity of the designer/s and their
respective architecture school shall be included in the boards.
Entries that failed to comply will automatically be disqualified
from the competition.
All entries must be original designs and unpublished entries.
Plagiarized content from existing works shall be automatically
disqualified.

Other Regulations
Each submission shall include:
Design rationale and site justification included on the
design board/s or explained in the design write-up
Master site development plan with proper northing and
housing modules (see Challenge, Context and Site
Parameter, and Submittals stated previously)
Other materials you deem necessary to effectively
communicate your design intent such as graphs and
diagrams, programming, photos and others on the
design board/s or design write-up
Submissions shall be saved in PDF Format
Submission of entries will be ONLINE by sending a .ZIP file or
shareable link to alterchitecture@gmail.com

The ZIP file or a shareable link shall be attached and sent
to alterchitecture@gmail.com on or before December 19,
2016, 11:59 pm. Please accomplish all the requirements as
early as possible to prevent internet traffic. Late submissions
will be accepted up to three days after the deadline (December
22, 2016, 11:59 pm), with a late penalty payment of P750.
Failure to comply with the competition rules and requirements
may mean disqualification.
Verification of entries will be done by the Organizing Committee
prior to the presentation of eligible ones to the jurors.
Clarifications will be made through email for ineligible entries
regarding non-compliance and deficiencies.
Qualification of ineligible entries will be subject to the decision
of the Competition Secretariat after clarification.

Judging
The identities of the participants shall remain anonymous to
the judges during the judging period.
The judges decision is final and irrevocable.
The submitted entries shall be rated based on the following:

Innovative (35 points)


a. Introduction of new technologies and materials
b. Introduction of new building strategies or systems
c. Creativity

Provision for social needs (35 points)


a. Upholds human right to a dignified life
b. Inclusion of essential spaces configured to the needs
of the specified community
c. Availability of social services

Feasibility and viability (20 points)


a. Construction efficiency
- Efficient construction methods or materials
b. Structural integrity

Presentation (10 points)


a. Effective communication of design
- Completeness of information
- Comprehensive flow

Peoples Choice: P 2,000.00

Announcement of TOP 10 winning entries will be 3 weeks prior


to the Awarding Ceremony via email.
The TOP 10 entries will be published online in the Alterchitecture
Facebook Page and displayed at the venues of the
Alterchitecture 2016 Exhibit for the Peoples Choice Award.
The Peoples Choice Award will be acquired from online votes
on Facebook (30%) and on-site votes during the Alterchitecture
Exhibit (70%).
The TOP 3 winning entries and special mentions will be
awarded during the Awarding Ceremony on February 2016.
(venue to be announced).

Display and
Publication
The winning entries will be displayed during the Alterchitecture
Exhibit and the Awarding Ceremony.
All winning entries and special mentions may also be recognized
in publications.
UAPSA-UPD reserves the right to copy, publish and distribute
all submitted entries in any form of media.
