Supplemental Information Use of ANBA Field (4500 Lincoln Avenue) AL Ei ing Use of ANBA Field: ANBA’s clients, who are developmentally disabled adults, currently use the field for passive recreational purposes. However, this use is limited due to the uneven nature of the lawn and dirt for wheelchair access. If the use permit is granted, ANBA anticipates the field would be maintained with a more uniform surface that would increase access for its disabled clients. The proposed lease allows ANBA continued access to its field when the school is not using it. The proposed lease would not allow users of the field during its term other than Head Royce School and ANBA. B. _ANBA Hours of Operation: ANBA’s hours of operation are generally 7:00 a.m. to 7:00 p.m. Evening and weekend events occur as needed to fulfill our mission of promoting independent living skills for adults with developmental and physical disabilities. Pedestrian Access to Field: Exhibit A shows the various pedestrian pathways that students can take to access the ANBA field, Students will leave the Head Royce campus either at the gatehouse, the Middle School Gate or the school’s upper driveway. However, parents of students with before or after- school practices may desire to drop off or pick up their students directly from the ANBA field, These drop off and pick up activities are already occurring during off-peak hours (e.g. 6:30 a.m. or 6:30 p.m.) on Lincoln Avenue but would now occur in the ANBA parking lot. To do this, drivers will turn into the ANBA driveway and parking lot depicted above in Exhibit D and then turn around within the ANBA parking lot and exit onto Lincoln Avenue. No queuing or 3-point turns need occur on Lincoln Avenue. E, Athletic Activities to Occur at Field ‘The School proposes to use the field for athletic practices (not games). There are multiple factors driving the proposal ‘© ANBA’s field is currently an underused asset. * ANBA needs additional revenue to support its programming. ‘¢ HRS has recently added lacrosse as a team sport and there is competition between the soccer and lacrosse teams for practice space. ‘+ Rotating field use team practices would help preserve the surface of the HRS grass field. Grass fields need “rest” to maintain their surface. ‘¢ HRS already busses athletes to off-site locations for practices, such as to the Mills College campus. SPARK programs are developed to involve all children, be highly active, incorporate social skills, and emphasize both health-related fitness and skill development. Classes involve 18 to 40 students at a time supervised by 2 coach or instructor. Lower School students attend physical education classes three to four days a week. Activities at the ANBA field would include flag football, soccer, ultimate Frisbee, lacrosse and various types of running activities, ‘Middle School Courses: The Middle School (6-8) physical education program introduces a variety of instructional units over a three-year period. The emphasis is on participation and the development of skills, Fitness is emphasized daily. Activities at the ANBA field would involve 20-50 students at the time (supervised by coaches/instructors) engaged in ball skills, cardio fitness, and mobility training and the same games/activities described for the lower school. Middle School students attend Physical Education classes four days a week. osrasayas26740v4 5 Upper School Courses: Four years of physical education are required in the Upper School, Students (9-12). All freshmen are automatically enrolled in a physical education class, which includes a CPR component, a health class, as well as activity classes. Activities that would take place at the ANBA field would include cardiovascular fitness activities, ball skis, and mobility training, Phys Ed classes for the Upper School generally involve 20:50 students at a time with an instructor/coach. Hours of Use HRS and ANBA both desire that the field be available for use 6:30 a.m. to 7:00 p.m. HRS desires this because PE classes and athletic practices occur throughout the day and not just before or after school. ‘Over a lease term of 20 years, it cannot be determined exactly what time the field will be in use. ANBA desires this also because hours of use affect the lease payments to be received. However, use of the field will not be continuous but is anticipated to be 4-6 hours per day. HRS also desires to use the field for organized Summer Program athletic activities such as soccer and ultimate Frisbee. HRS is willing to restrict use of the field for “bouncy houses” or anything that requires use of portable generators or amplification. ‘As noted above, the field is surrounded by institutional uses (HRS on the north, ABNA itself on the east, East Bay Agency for Children on the west and the former LCC campus on the west). Wilson Ihrig Associates has already modeled use of the field for up to 50 students at a time and determined that noise levels would meet the City’s Noise Ordinance. If the use permit is granted, ANBA anticipates the field would be maintained with a more uniform surface that would increase access for its disabled clients. The proposed lease allows ANBA continued access to its field when the school is not using it. The proposed lease would not allow users of the field during its term other than Head Royce School and ANBA. B. NBA Hours of Operation: ANBA’s hours of operation are generally 7:00 a.m. to 7:00 p.m. Evening and weekend events ‘occur as needed to fulfill our mission of promoting independent living skills for adults with developmental and physical disabilities. C. Pedestrian Access to Field: Exhibit A shows the various pedestrian pathways that students can take to access the ANBA field. Students will leave the Head Royce campus either at the gatehouse, the Middle School Gate or the school’s upper driveway. At all of these exit points, there is a sidewalk on the north south side of Lincoln Avenue along the entire frontage of the school. Students will be then be directed by coaches/instructors to cross Lincoln Avenue either at the lower signalized cross-walk at the school’s gatehouse or at the upper signalized crosswalk at the school’s upper driveway (depending on the exit taken).
