Iwasamusedbecauseasmanyassevenyearsand11monthsagoamajorwebportalhadpostedan
articleofminebearingtheheadlineItcouldnallybeJammuvsKashmir.Myforecastthenwas
notbasedonastrologyorpresciencebutonastudyofthepastagoniesofJammuthathadrunover
intothepresent.AndstudyissomethingthatcurrentbredofBreakingNewsjournalistshardlydo,
ifatall.

Itdidnotrequiremeticulousresearch,butjustsomeseriousreading,toknowthatJammustroubles

todealwithJ&Khimself.AndsocraftyandcunningwasSheikhAbdullahthathegotNehruto
agreetoincludeintheConstitutionofIndia,1950,theArticle370thatgaveJ&Kaspecialstatusthat
nootherstateofIndiahaseverenjoyed.AndevenasJ&KwasallowedtodraftitsownState
Constitution(separatefromtheIndianConstitution),Abdullahwaspermiedtoholdthepositionof
thestatesWazireAzam,orPrimeMinisterandtheJ&Kstatewaspermiedtohaveitsownag.

ThesupremedominanceoftheKashmirValleyanditsMuslimsoverJammu&Kashmirstatehad
begun.ThesuppressionofJammuandthestatesthirdregion,Ladakh(predominantlyBuddhist)
hadbegun.

AndtherstoppositiontothismonopolyoverthestateofJ&Kwasstartedmorethanhalfacentury
ago.Ironically,itwasstartedbyNehrusministerialcolleague,DrShyamaPrasadMookerjee.The
Bengaltigerstakedhislifeinhiseortto(i)securetheintegrationofJ&KwiththerestofIndiaand
(ii)savetheDograsofJammufromSheikhAbdullahsactionsthatwerereportedlydescribedbya
formercentralintelligencechiefasabidatethniccleansing.

InaspeechatKanpuronDecember29,1952,DrMookerjeehadmadethegravechargethat,Mr
NehruandSheikhAbdullahhavejointlydecidedtocarryonaruthlesspolicyofrepressionin
Jammu.Hehadreferredtoanimpressiongaininggroundthatwithourbloodandmoneyweare
carvingoutavirtuallyautonomousstateforSheikhAbdullah.Therefore,heproclaimed,Jammu
andLadakhmustbefullyintegratedwithIndiaaccordingtothewishesoftheirpeople.

DrMookerjeecategoricallystatedthatwhilehedidnotwantthepartitionofJ&K,ithadbecomea
maerofHobsonschoice:KashmirValleycouldbemadeaseparatestatewithallnecessary
subventionsdesiredbytheSheikhandhisadvisers,butJammuandLadakhmustnotbesacriced.

DrMookerjeediedonJune23,1953,undersuspiciouscircumstanceswhileunderhousearrestinan
abandonedcoageonahilloutsideSrinagar,withnotelephoneormedicalfacilitywithinmiles,
withoutNehrumeetinghimthereevenonceduringhis40daydetention.Hissoulmustsurelybe
astirnowwithtalkgaininggroundabouttherevivedcallforaseparateJammuandaseparate
Ladakh.

Contrarytotheallegationsofthepseudosecularists,thisseparatistdriveandthepresentangerin
JammuovertheAmarnathlandarenotbasedontheHinduMuslimdivide.Instead,itisentirely
basedontheeconomicdeprivationandpoliticaldespotismexercisedbytheAbdullahclanandits
kithandkinfromSrinagar.ThechargesagainsttheKashmirValleycliquearemany.Writinginthe
May2000issueofVoiceofJammuKashmirmagazine,JNBhat,retiredjudgeoftheJ&Khighcourt,
allegedthat:

1.ThousandsofplotscarvedoutinthesuburbsofJammuhavebeenalloedtoKashmiris,allthe
beneciariesbelongingtooneparticularcommunity.
2.InsomelocalitiesofJammucity,waterissuppliedafteragapofthreetofourdays,andnoteven
enoughofittoquenchthethirstofthepeople.Obviously,fundsgotfordevelopmentgetmisused.
3.IntheJammuregion,theHinduminoritiesofDodaandPoonchdistrictshavebeentorturedand
manyofthemhavefound,accordingtosources,conversiontheonlyoption,thoughtheyprefer
deathtoforcedconversion.

AnothereminentpersonwhohasmademoreseriousaccusationsisHariOm,professorofhistoryin
JammuUniversity,andamemberoftheIndianCouncilofHistoricalResearch(ICHR).Ina
newspaperarticleeightyearsago,mindyoutheprofessorcomplainsthat:

1.ThoughKashmirisconstituteroughly22percentofthestatestotalpopulation,thedelimitation
mechanismcleverlydevisedbySheikhAbdullahsNationalConferencePartyin1951enablesitto
capturenearlyhalfofthetotalassemblyandLokSabhaseats.Thetrickliesin46assemblysegments
havingbeencreatedinthesmallValleyasagainst41segmentscombinedinJammuandLadakh
regionsthatarefarbiggerandmorepopulatedthantheValley.Thismechanismisapparently
contrarytotherulesframedundertheIndianParliamentsRepresentationofPeoplesActandthose
undertherelevantStateActof1957.

2.Kashmirisholdover2,30,000positionsoutofanearly2,40,000positionsingovernmentandsemi
governmentorganisationsintheValley.Inaddition,theycornernearly25percentofthejobsinthe
regionalservicesofJammuandLadakh.

3.Alltheprofessionalandtechnicalinstitutions,universitiesandallthebigpublicsectorindustrial
unitslikeHMT,thetelevision,telephoneandcementfactorieslocatedintheValleyarethesole
preserveoftheKashmiris.Besides,theymanipulateforthemselvesmorethan50percentoftheseats
inJammusillequippedandunderstaedmedicalandengineeringcollegeandintheAgricultural
UniversityinRSPura.NosuchinstitutionexistsinLadakh.

4.TheKashmiriscontroltrade,commerce,transportandindustry,andownbigorchardsaswellas
landedestates.Noneofthemiswithoutahouse.Likewise,thepercapitaexpenditureonwoollen
clothesinKashmirisperhapsthehighestintheworld.Tilldate,nooneinKashmirhas,unlikeinUP,
BiharandOrissa,diedeitherofhungerorcold.

5.Interestingly,yetnotsurprisingly,avastmajorityoftheKashmirisdontpayevenasinglepenny
tothestateintheformofrevenueduetoit.ItisJammuandLadakhthatcontributeover90percent
tothestateexchequer,butamajorpartofthismoneyisspentnotintheextremelybackwardand
underdevelopedJammuandLadakhbutinthehighlyprosperousanddevelopedKashmirValley.

Asaresultoftheabove,professorHariOmsays,ItisKashmirisandKashmiriseverywhereandall
othersinthestateexistnowhere.

Thedismalscenarioabovehasapparentlyprevailedforsolongthateveneditorsofournational
dailynewspapersrefermostcasuallytoJ&KmerelyasKashmir,forgeingthefundamentalfact
thatJ&KisnotKashmirandthatKashmirisnotJ&K.

SheikhAbdullahandhisNationalConferencecabalcreatedthatscenariowiththeconnivanceof
NehruandhisCongressdynasty.Today,theMufticlanhasaddedfueltothere.Ithasallbecome
perpetuatedbecausePakistanscrossborderterrorismhasstruckNewDelhiwithcowardice,
denyingthemthecouragetoghtagainsttheKashmiriyatclanfortherightsofthemeekandthe
oppressed,theJammuitesandtheLadakhiswhotoohavebeendemandingfreedomfromthe
tyrannyoftherulersfromtheValley.

ThecomingmonthswillshowwhethertheJammuiteshavenallystoppedturningtheothercheek.
IfJammusoldpoliticaloutt,thePrajaParishadParty,cantakerebirthasitwereandjoinhands
withtheLadakhis,Buddhistsandall,theongoingJammuvsKashmirbalewilladdanotherpageof
historytoJ&KandIndia.
