GCSO LAW ENFORCEMENT SUMMARY

APRIL 3, 2017 APRIL 9, 2017

On Monday, April 3, 2017, Deputy C. Harvey served a juvenile pick up order in the 600
block of W. Creekview Drive in the Stone Mill Creek area. The juvenile was taken into
custody and delivered to the Department of Juvenile Justice (DJJ) in Bay County.

On Tuesday, April 4, Sgt. C. Dixon executed a transport order and transported James
Waylon Porter (38) from the Calhoun County Jail to the Gulf County Detention Facility
(GCDF). The Gulf County Sheriffs Office (GCSO) held a Violation of Probation warrant for
his arrest. Sgt. Dixon served the warrant.

On April 4, Deputy P. Baxley responded to the GCSO Sub-Station in Wewahitchka to serve

an arrest warrant on David Arthur Broxson Jr. (47). Broxson had a Violation of Probation
warrant for his arrest and was present with his Probation Officer N. Alcorn at the GCSO
Sub-Station. Deputy Baxley arrested Broxson and transported him to the GCDF.

On April 4, Investigators P. Williams and S. Ferrell conducted a traffic stop on a red Toyota
truck driven by Jerry Dale Goodwin Jr. (46) on Harden Circle in Wewahitchka. The
investigators had prior knowledge Goodwin was wanted by the Bay County Sheriffs Office
(BCSO) for Violation of Pre-Trial Release. Goodwin was arrested and transported to the
GCDF.

On April 4, Lt. T. Wood served Lajuan Shakur Quinn Zaccaro (42) with a Non-Support arrest
warrant at the GCSO. Zaccaro was arrested and delivered to the GCDF.

On April 4, Investigators P. Williams and S. Ferrell conducted a traffic stop on a red

Chevrolet driven by Sarah Cheyenne Luckie (23) on Doc Whitfield Road in Howard Creek
for running a stop sign. During the traffic stop investigators smelled a strong odor of
marijuana coming from inside the vehicle. Luckie admitted to investigators she had just
smoked some. A probable cause search of the vehicle was conducted. The search

revealed Luckie was in possession of marijuana. Luckie was arrested and charged with
Possession of Less Than 20 Grams of Marijuana. Luckie was transported to the GCDF.

On Wednesday, April 5, the GCSO received a theft complaint that occurred at a vacant lot
on Old Bay City Road in Howard Creek. Deputy M. Layfield responded to the complaint
to conduct an investigation. The complainant reported two white tire rims and a Sta-Rite
well pump were stolen from the property. Deputy Layfield continues to investigate.

On April 5, Investigators P. Williams and S. Ferrell arrived in the 700 block of Old Panama
Highway in Wewahitchka to serve an arrest warrant on Jordan Lee Nickell (24).
Investigators knocked on the door and Eric Anthony Sims (29) answered. Investigators
told Sims why they were there and he stated he was the only person at the residence.
Investigators observed a female inside the residence while the door was open at which
time Sims became irate and reached into his pocket. Investigators instructed Sims to
show his hands and he refused to do so. Investigators physically took control of Sims to
conduct a pat down search. The search revealed Sims was in possession of a large knife,
methamphetamine and drug paraphernalia. Another female presented herself to the
investigators but they still heard movement inside the residence from a third person. A
search was conducted and Nickell was found hiding in the bathroom. Nickell was arrested
for a Failure to Appear warrant. Sims was arrested and charged with Possession of
Methamphetamine and Possession of Drug Paraphernalia. Nickell and Sims were
transported to the GCDF.

On Friday, April 7, Deputy C. Harvey executed a transport order and transported Inmate
Ricky Applegate Jr. (39) from the Gulf Correctional Institution Annex to the GCDF.
Applegate Jr. was released from prison on this date but was wanted for another crime out
of state. Applegate Jr. was transported to the GCDF where he awaits extradition.

On April 7, the GCSO received a theft complaint in the 100 block of April Lane in the Stone
Mill Creek area. Deputy C. Harvey responded to the complaint to conduct an
investigation. The complainant reported a 9mm Taurus semi-automatic handgun was
missing from their residence. The handgun was discovered missing after a house guest
had left. Deputy Harvey continues to investigate.

On Sunday, April 9, at approximately 3:11 am Eastern Time Deputy M. Manley observed

two suspicious vehicles parked underneath the Overstreet Bridge. Deputy Manley made
contact with the occupants of the vehicles to offer assistance if needed. Through further
investigation Deputy Manley detected the odor of marijuana coming from inside of one
of the vehicles. A probable cause search was conducted where marijuana and drug
paraphernalia were located on the passenger side of the vehicle. The passenger Sean
Michael Rice (22) was arrested and charged with Possession of Less Than 20 Grams of
Marijuana and Possession of Drug Paraphernalia. Rice was transported to the GCDF.

On April 9, Deputy P. Baxley served a Violation of Probation arrest warrant on Karl Alan
Boyter (53) at the GCDF.

On April 9, at approximately 11:30 pm Eastern Time Deputy M. Peek was patrolling in the
area of State Road 71 & Jehu Road in Wewahitchka when he observed a white male
walking north on State Road 71 carrying a duffle bag. When Deputy Peek passed the
white male he attempted to conceal his face. Deputy Peek stopped and made contact
with the white male who he then immediately recognized as William Vincent Hal Hurd
(25). Hurd provided a false name and date of birth to Deputy Peek. Deputy Peek told
Hurd he was under arrest at which time he resisted by fleeing on foot into a wooded area.
A diligent search was conducted but Hurd was not located. A records check confirmed
Hurd had a Violation of Probation warrant for his arrest. Additional arrest warrants have
been applied for charging Hurd with Resisting an Officer without Violence and Giving False
Name or Identification to a Law Enforcement Officer.
