AND TO WHOM IT MAY CONCERN
Sir,
This correspondence is not intended and neither must be perceived to either implicate or
10 vindicate President Assad of Syria (so his government) any chemical weapons conduct.
I received an email with the heading Evidence That Assad Did Not Conduct Chemical
Attacks which noted that there was a video that disproved (so I understood) President Assad
being implicated in the chemical weapon usage. Ordinary I do not download from YouTube but
15 decided to do so at https://youtu.be/HNqjn0Kqyyw (20170411-01 downloaded 47,2MB).
I will below reproduce some screenshots which heading I used then to some of my own very
limited research.
In brief, I do not agree that this video proved that President Assad Government was not
implicated but neither can it be concluded it was.
20 One must be careful to draw conclusions as the reported in the video did, as the White House
statement and other statements made clear that it related to declared chemical weapons. As
such, any statement was limited to declared chemical weapons. However, the UN report also
appears to indicate that from 5 different locations chemical weapons in the 2013 Ghouta
chemical killings appeared to be then under control of rebels, etc.
25 It also should be born in mind that reports indicated that declared (as such any undeclared
cannot be ignored, if there existed any.) chemical weapons were transferred to US ships and as
such unless there is prove by independent observers that all chemical weapons transferred to US
ships were actually destroyed it remains then a question if the US didnt keep some of it and then
transferred it to rebel forces.
30 I have included below some of the material I view relevant for consideration.
We know too well how with the armed murderous invasion into Iraq it was all about WMD
(Weapons of mass Destruction) safe to say that the High Court of Australia on 4 occasions
refused to accept for filing, in clear violation of s75(v) of the Commonwealth of Australia
Constitution Act 1900 (UK) my application challenging the Australian government to its
35 constitutional validity to invade Iraq. However my strategy was to get it nevertheless before the
courts and I self-represented successfully and un challenged my appeals regarding FAILING TO
VOTE upon constitutional grounds (meaning all State and Federal Attorneys were advised of this
constitutional challenge) including that Australian Citizenship is not a nationality and cannot
be granted by the commonwealth of Australia and that the then Prime Minister John Howard had
40 no constitutional powers to authorize the armed invasion into Iraq and the then general Peter
Cosgrove was notified by me way back in July 2002 that he would be in violation of the
constitution if he went to war without the governor-General first having published in the Gazette
a DECLARATION OF WAR naming the country that was to be invaded. As such considering
the Nureberg trails it is my view that Mr John Howard and his fellow Ministers as well as the
45 then General Mr Peter Cosgrove (now purportedly being Governor-General) committed
TREASON, Crimes against humanity, war crimes, mass murder, etc. Again, this was part of my

case and as a (self-educated) CONSTITUTIONALIST and Professional Advocate (Actually, I
used to represent also lawyers including a Barrister in litigation despite not being a legal
practitioner myself). Again, none of my written submissions as part of my ADDRESS TO THE
COURT were in any part and/or wholly challenged by any of the Attorney-Generals.

Having the current Prime Minister Malcolm Turnbull as I understand it from media report
supporting the shelling of a Syrian Airforce airport in my view underlines the lack of
understanding by this man about what our constitution stands for. I understood long ago he
claimed to be a constitutional lawyer which is an oxymoron as like a firebug firefighter.
10 Let us be clear Syria is a sovereign country and one must not attack some sovereign country
merely because one is obsessed to pursue a war or war, like conduct. In my view, as indicated
above the current Governor-General Mr Peter Cosgrove is unfit to be governor-General
considering what I consider his treason and other war criminal conduct. As such, I view he has
no legal position to even represent the Crown, let alone issue any DECLARATION OF WAR
15 against Syria. If the USA as like upon the deception of war into Vietnam and the invasion of Iraq
is yet again intending to invade Syria then I urge you to consider that constitutionally you might
find the Commonwealth of Australia not to participate in anything. Wanting to be a Prime
Minister and being a competent Prime Minister is totally different and I view Mr Malcolm
Turnbull is sheer incompetent and could face real criminal charges if he (and so other Ministers
20 of his cabinet) were to support the USA in attacking Syria.
We had this nonsense about intelligent failures about the WMD of the then President Saddam
Hussein, yet engaged in a murderous expedition to bomb the place (Iraq) back in to the Stone
Age.

25 In my view the Congress should take a close look at your conduct if it might be grounds for
impeachment to have attacked a sovereign country and placed the USA at the brink of war.
In Australia we had moneys thrown to the so called intelligence services as of their rot was to
improve with this. To use your expression to drain the swamp you need to get rid of
incompetent intelligence staff and replace them with those who really are worth to serve in
30 intelligence services. The same could be stated about the USA intelligence services. As with Iraq
when so called intelligence services (an insult to the word intelligence) were seemingly relying
upon opposition to the then President Saddam Hussein, we had seemingly the same now with
this chemical attack issue. Surely even Blind Freddy would know you are not going to get the
truth from opposition forces, as why on earth would they tell the truth and perhaps incriminate
35 themselves when they want to achieve to mislead the USA? If intelligence services rely upon
opposing rebels being truthful then they not only lack intelligence but are a disgraced to the
service and should be charged for derelict of duties. After all soldiers have died and will continue
to die because of those so called intelligence services seemingly being more interested to
pervert the truth then to present a solid case.

In my view, as the President you are entitled to hold the intelligent services and indeed your
Secretary of Defence accountable as to what, if any, irrefutable evidence it had that the Syrian
Government actually was using chemical weapons! In my view those who deceived you must
pay the price and resign, as failing this then I view you cannot be a competent President and
45 should resign yourself. One cannot have a president who is willing to risk innocent peoples lives
and protect wrongdoers who might next time do the same or worse. So to say heads should roll
and if you cannot manage it yourself then I view Congress may have to consider if you are or are
not capable to be a competent President.
Indeed, having as I understand it authorized the act of war to violate Syrian sovereignty without
50 the approval of Congress may itself be a ground for impeachment. However, if you can show
that despite that the Syrian Armed Forces didnt participate in any chemical weapons attack you
nevertheless relied upon it being an urgent matters considering the advice you had received from

the US military command/Secretary of Defence then if you can show to you disposed of those
who gave to incorrect advise then the Congress may consider this as a valid excuse.
The issue would be if you recklessly engaged in putting the world on the brink of war or you
acted in good faith trusting your advisers, and where they misled you/deceived you then they had
5 to go. It should not be ignored that there were reportedly Syrian soldiers who were killed in the
airport attack and they surely didnt deserve to die where they did nothing to harm anyone and
were serving their country. The same could be stated with American/Australian soldiers who
should not have their lives destroyed/terminated because of foolishness military conduct by some
purported leader, who lacks to competently lead and so use warmongering as to try to distract
10 from incompetent conduct.
I understood from media reports on the internet were that you were going to appoint a former
general who was a warmonger as Secretary of Defense who had shown little or no respect for
opponent parties. It will be your call to determine if indeed the Secretary of Defense was more
15 interested in warmongering then to consider irrefutable facts and if so he should go, at least in
my view. While you are the Commander-in-Chief it is the Secretary of Defense who is ultimately
responsible and should be held accountable if things went horribly wrong.
The word Defense is what it means to defend ones country and this doesnt include pre-
emptive strikes nor unjustified attacks upon another sovereign nation. The USA as like the
20 Commonwealth of Australia is governed by a constitution and hold it appropriate to quote what
the Framers of our Constitution stated, which I view is also relevant to the USA regarding its
constitution;

As such no matter what position any person holds, government official, President, judicial
35 officer, etc, all are subject to the constitution.

When you are acting in private capacity engaging in business transactions then you may venture
out to certain strategies, but you cannot likely do the same when you are placing at risk the lives
of soldiers and others. It is a totally different kind of responsibility which regretfully to often
40 those who are in government fail to understand and they then go out doing their own thing,
including pork barreling for votes, etc. and defying the constitution itself in numerous ways.

and if any such consequences in the end are serving the interest and wellbeing of Americans and
any of the coalition partners.
As President you must be vigilant to ignore any warmonger who might be willing to place
soldiers lives in jeopardy for ulterior reasons nothing to do with national security.

As I understood it, there was in 2015 a fabricated picture of a young child found dead on the
beach who purportedly was part of a refugee mass while afterwards it was clarified this child had
drowned on his way to his father and the incident was staged. Yet, it appears that Chancellor
Merkel fell for it and opened borders and as result Germans in particular females were becoming
10 victims, even rapes and murder.
What this shows that it is better to question any images if they reflect the truth and in what
circumstances they were created. For the victims (alive or dead) it makes no difference who
caused them to be the victims as they suffered horrendously but on the other hand to cause the
killing of others because of misguided advice cannot be accepted nor tolerated.
15 For sure the world would be a better place if there was no crime at all, even so that would put out
of a job all politicians (Not that would save a lot of monies to begin with!), no police needed to
enforce the law because no one will violate it, no legislation required because self-control will be
the issue, and on it goes. Meaning as lot of people will be out of a job in the process.
The world simply will always have criminals, and more than likely those in government are the
20 worst ones, and what is needed is for those in Government to try to resist getting involved in
matters that are beyond its control.
If anything we saw how Mr John Howard claimed that to invade Iraq would make the world a
safer place. Well reality is that it is far worse off. This because we sowed hatred. We had no
legitimate business to invade Iraq, let alone overthrow an elected President. And again on
25 constitutional basis I view that Mr John Howard committed TREASON and so his fellow
Ministers, etc, to invade Iraq. Had President Saddam Hussein still been in power it would in my
view have been unlikely IS/ISIS/ISIL or whatever other name it uses would have existed.
If you desire to get rid of President Assad then you might very well place the lives of Americans
at risk by getting something like IS in Syria.
30 We cannot resolve the problems in every other country and a government is elected for its own
country and not to try to micromanage some other country. We have seen with the Apartheid that
Nelson Mandela (I understand was a war criminal) succeeded and what now eventuated is that
there is the farm killings, of mainly whites. Yet, where are all those government now to ban
trade, etc, because of those horrendous killings?

This is an appalling list of Farm murders in a 2month period.


I call upon all de cent people to boycott South Africas product and to use other
5 sanctions as to show we do not accept this kind of ongoing murders upon mainly white
farmers.

LAST month, British woman Sue Howarth and her husband Robert Lynn were
25 woken at 2am by three men breaking into a window of their remote farm in
Dullstroom, a small town in the northeast of South Africa, about 240km from
the nearest capital city.

The couple, who had lived in the area for 20 years, were tied up, stabbed, and
tortured with a blowtorch for several hours. The masked men stuffed a plastic bag
30 down Mrs Howarths throat, and attempted to strangle her husband with a bag around
his neck.

The couple were bundled into their own truck, still in their pyjamas, and driven to a
roadside where they were shot. Mrs Howarth, 64, a former pharmaceutical company
executive, was shot twice in the head. Mr Lynn, 66, was shot in the neck.

35 Miraculously he survived, and managed to flag down a passer-by early on Sunday


morning. Mrs Howarth, who police said was unrecognisable from her injuries, had
multiple skull fractures, gunshot wounds and horrific burns to her breasts.

Sue was discovered amongst some trees, lying in a ditch, writes Jana Boshoff,
reporter for the local Middelburg Observer newspaper. Her rescuers managed to find
40 her by following her groans of pain and then noticing drag marks from the road into
the field.

Her head was covered with a towel. Her eyes were swollen shut. She was partially
clothed with just scraps of her shirt remaining. Her breasts and upper body was
bloody. The plastic bag, shoved down her throat, took some effort to remove because
her jaw was clamped down tightly.

5 How she managed to breathe with the bag in her throat remains a mystery. One of
her rescuers later recalled how Sue was unresponsive except for the constant
groaning. Whilst the man ran back to the road to see if an ambulance has not arrived
yet, she managed to curl one of her arms around her breasts in a last attempt to
protect herself.

10 She was rushed to hospital and placed on life support, but died two days later. Due to
her British nationality, her murder attracted an unusual amount of overseas media
attention.

In any other country, such a crime would be almost unthinkable. But in South Africa,
these kinds of farm attacks are happening nearly every day. This year so far, there
have been more than 70 attacks and around 25 murders in similar attacks on white
farmers.

20 Earlier this month, for example, 64-year-old Nicci Simpson was tortured with a power
drill during an attack involving three men at her home on a farm in the Vaal area,
about two hours drive from Johannesburg.

When paramedics arrived, they found three dead dogs, and the woman lying in a pool
of blood, spokesman Russel Meiring told News24. They used a drill to torture her,
25 police spokesman Lungelo Dlamini said.

Official statistics on farm attacks are non-existent, due to what human rights groups
have described as a cover-up by the notoriously corrupt

The most reliable numbers are released by the Transvaal Agricultural Union, which
represents commercial farmers, and civil rights group AfriForum.

30 According to the TAU, last year there were 345 attacks resulting in 70 deaths the
highest death toll since 2008. In 2015 there were 318 attacks resulting in 64 deaths,
and the year before there were 277 attacks resulting in 67 deaths.

In total, between 1998 and the end of 2016, 1848 people have been murdered in farm
attacks 1187 farmers, 490 family members, 147 farm employees, and 24 people
35 who happened to be visiting the farm at the time.

While South Africa has one of the highest rates of violent crime anywhere in the world,
the attacks on white farmers are no ordinary crimes.

In a 2014 report, The Reality of Farm Tortures in South Africa, AfriForum wrote that
the horror experienced during farm tortures is almost incomprehensible.

40 The well-known blood sisters from the South African company Crimescene-cleanup
have rightly indicated that, in their experience, farm tortures are by far the most
horrific acts of violence in South Africa, the report said.

They are of the opinion that the term farm murders is misleading and that the terms
farm terror and farm tortures are more suitable.

While sometimes farmers and their families are tortured to obtain information, such as
the whereabouts of keys to the safe, human rights groups say the excessive brutality
5 may be intended to send a message to the general farming community get out of
our country.

Victims are often restrained, harmed with weapons such as machetes and pitchforks,
burned with boiling water or hot irons, dragged behind vehicles and shot. Female
victims are often raped during attacks.

10 AfriForum warns that the attacks are becoming increasingly sophisticated, military-
style raids, but says community farm watch groups and sharing of information on
WhatsApp and Facebook were thwarting a significant number.

The three men responsible for killing Mrs Howarth Themba William Yika, Nkosinathi
Yika and Lucas Makua were arrested soon after, and more than 150 farmers turned
15 up to demonstrate outside court.

But any form of justice is incredibly rare, and white farmers are increasingly
questioning their future. The number of white farmers in South Africa has halved in a
little over two decades to just 30,000. Thousands more farms are up for sale.

The farmers live in fear, because being a farmer in South Africa is the most

Perhaps in response to populist pressure from Malema, Zuma earlier this month called
for the confiscation of white-owned land without compensation. Zuma urged the black
parties in the parliament to unite to form the two-thirds majority that would be
needed to make the necessary change to the countrys constitution.

way renders the crisis that white farmers in particular face in South Africa as less
imminent, AfriForum deputy CEO Ernst Roets wrote in a report this month.

It is important to note that not all who are murdered on farms are white people. On
the other hand, it is equally important to note that black farmers are not subjected to

Australian rice farmer Graeme Kruger, who emigrated from South Africa to New

35 on-black violence or xenophobia, leaders need to be very careful with their positions
and inciting violence towards anyone.

Krugers family, like many, has been touched by violence. My wifes aunt it wasnt
a farm situation they broke in through the roof, stole her TV, tied her up with cords
and she was killed, he said.

40 Asked whether he feared South Africa would become another Zimbabwe, where white
farmers have all but been driven out, Kruger was uncertain.

My family back in South Africa have chosen not to [get out], and they love living
there, he said. They have a very hopeful, pragmatic view, but they are also
concerned.

talking about many blacks. There are lots of wonderful people of all colours that
believe all of this stuff is wrong.

The question I would ask, given the rhetoric, is there a future for farming in South
Africa? Its not just about, is there a future for white farmers. Its three times more
dangerous to be a farmer than it is to be a policeman. Its sad its not what we

Is this meaning that when it comes to horrendous conduct such as rapes and murder of mainly
white farmers is not so to say on the radar because after all they do not warned any excuse to go
to war whereas Syria might be? Why has countries like the USA and Australia not bothered to

countries such as Russia could join with this. That would I view be a far better way to pursue

"The ship has just left the port," the head of the Organization for the Prohibition of Chemical

More than 160,000 people have died in three years of the Syrian conflict.

The final 8% of the 1,300-tonne stockpile was loaded on to ships in the Syrian port of Latakia
on Monday, Mr Uzumcu said.

The chemical cargo is being shipped to a specially modified US naval vessel, the MV Cape
Ray.

somewhere in the Mediterranean Sea.

The remaining chemicals will be destroyed in Finland, the US and Britain.

However, the BBC's Anna Holligan says many military experts suspect President Bashar al-

A recent OPCW fact finding mission concluded that chlorine gas is likely to have been used in
"systematic attacks" in Syria.

Mr Uzumcu said the consequent investigation into use of chlorine, which is being jointly carried
out with the UN, "may take a little more time."

15 Chlorine is an industrial chemical and was not part of the weapons stockpile that Syria agreed
to hand over. However, use of it as a weapon would contravene conventions signed by
President Assad.

15 BEIRUT Syria has destroyed its declared chemical-weapons production facilities, international inspectors
said Thursday, marking a major step in the complex task of ridding the country of the weapons of mass
destruction.

The declaration came a day before a Nov. 1 deadline as the team overseen by the inspectors hewed to an
ambitious schedule for destroying Syrias entire chemical arsenal by the middle of next year a far more
20 rapid process than comparable efforts in other countries and one that must be implemented in the middle of a
civil war.

Weapons experts described the declaration as a milestone but warned that hurdles remain in the more
challenging work of destroying the toxic agents and their precursor chemicals, some of which is expected to
take place overseas. Syria has declared 1,290 tons of chemical agents and precursors, according to the
25 Netherlands-based Organization for the Prohibition of Chemical Weapons, which is tasked with overseeing
the destruction process.

Inspectors confirmed today that the government of the Syrian Arab Republic has completed the functional
destruction of critical equipment for all of its declared chemical weapons production facilities and
mixing/filling plants, rendering them inoperable, the OPCW said in a statement.

30 The process began in September, when Russia brokered an accord under which Syria agreed to surrender its
chemical stockpile after the Obama administration threatened military action against the government of
Syrian President Bashar al-Assad. The threat was in response to deadly attacks in August, apparently using
sarin gas, on civilians in rebel strongholds outside Damascus.

Two years after the first anti-government protests, conflict in Syria rages on. See the major events in the

Destruction of the mixing equipment and unfilled missile warheads began in the first week of October,
starting with relatively simple items such as high-speed saws and blowtorches.

Destruction of the equipment may have been the easy bit, said Karl Dewey, a proliferation analyst at IHS
Janes, a defense and security consultancy. As it stands, the countrys chemical weapons stockpiles remain
40 and need to be destroyed. A host country for this to happen in needs to be found. Transport and safety issues
need to be addressed, particularly given the wider security concerns.

About 1,000 of the 1,290 tons of the declared stockpile, which is in 41 facilities at 23 sites, consists of

chemical precursors, according to a report that the OPCW submitted to the U.N. Security Council a week

ago. The remainder consists of category 2 or weaponized chemical weapons. The Syrian government

45 has also submitted information on 1,230 unfilled munitions and says it found two cylinders that did not

belong to it containing chemical weapons, the report said.

OPCW and European security officials have said they are confident that the Syrian governments declaration

of its stockpile is relatively complete. U.S. security officials, however, have said they are trying to resolve

discrepancies between that declaration and Western intelligence estimates of the number of Syrian chemical

weapons sites.

5 This is a process that has to be based on mutual trust, OPCW spokesman Christian Chartier said Tuesday.

How can you be sure nothing has been hidden? You cant. But any member state of OPCW is at liberty to

share with us intelligence or suspicions of the existence of additional sites, in which case we have the

capacity to launch a visit within a very short time frame.

Others remain more skeptical.

10 History doesnt give us many grounds for much optimism, Dewey said. Many past declarations even

those made under some kind of duress have turned out to be less than accurate, and these sites have been

declared by the Assad regime. There are suspicions that these lists may not be complete and/or a small

capability may be retained.

Inspectors visited 21 of the 23 sites that the Syrian government had declared in September as part of its
15 accession to the Chemical Weapons Convention. They oversaw the work to render production facilities
inoperable over the past month.

The two sites that the inspectors did not visit are in contested areas that the Syrian government does not fully
control. But the OPCW said Thursday that government officials told it that both sites had been abandoned
and their equipment and chemicals moved to the other sites. It was not possible to independently to verify
20 that claim. The joint OPCW-U.N. mission is scheduled to produce plans for the destruction of the chemical
agents by Nov. 15.

The opposition has complained that the plan to rid Syria of its chemical weapons buys the Assad government

more time and allows it to continue killing by other means with impunity.

Even if the chemical weapons are destroyed, what effect would that have on the ground? said Aya Mahaini,

25 an activist from the Damascus suburb of Moadamiya, which was hit in the Aug. 21 attack. We have been

killed for the last three years with all different kinds of weapons tanks, mortar shells, snipers. Destroy the

chemical weapons, or dont. That wont matter, because with chemical weapons or without them, the killing

continues, the rivers of blood continue.

25 In the report titled Possible Implications of Faulty US Technical Intelligence, Richard Lloyd, a former UN
weapons inspector, and Theodore Postol, a professor at the Massachusetts Institute of Technology (MIT),
examined the delivery rockets design and calculated possible trajectories based on the payload of the cargo.

The authors concluded that sarin gas could not possibly have been fired at East Ghouta from the heart, or
30 from the Eastern edge, of the Syrian government controlled area shown in the intelligence map published by
the White House on August 30, 2013.

Based on mathematical calculations, Lloyd and Postol estimate the rocket with such aerodynamics could not
travel more than 2 kilometers. To illustrate their conclusion, the authors included the original White House
35 map that depicted areas under Assad control and those held by the opposition. Based on the firing range and
troop locations on August 21, the authors conclude that all possible launching points within the 2 km radius
were in rebel-held areas.

assessment of the situation from the gathered data, the report states.

The authors emphasize that the UN independent assessment of the range of the chemical munition is in

presented to the American people on August 30th and to the Foreign Relations Committee on September 3rd
in an effort to muster a military attack on Syria.

The Report on the Alleged Use of Chemical Weapons in the Ghouta Area of Damascus on 21 August
2013 was a 2013 report produced by a team appointed by United Nations Secretary-General (UNSG) Ban Ki-
moon to investigate alleged chemical weapon attacks during the Syrian civil war.[1] The report published on
5 16 September 2013 focused on the 21 August 2013 Ghouta chemical attack, which took place whilst the
Mission was in Damascus to investigate prior alleged incidents, including the Khan al-Assal chemical attack
in March 2013.

The Four Seasons Hotel Damascus, where the UN team stayed
Two days before the attack, a UN team headed by ke Sellstrm[1] arrived in Damascus with permission,
from the Syrian government, to investigate earlier alleged chemical weapons use. [2][3] On the day of the
attack, UN Secretary General Ban Ki-moon expressed "the need to investigate [the Ghouta incident as] soon
15 as possible," hoping for consent from the Syrian government. [2] The next day, UN High Commissioner for
Human Rights Navi Pillay urged government and opposition forces to allow investigation, [4] and Ban
requested the government provide immediate access.[5][6] On 23 August, clashes between rebel and
government forces continued in and around Ghouta, government shelling continued, and UN inspectors were
denied access for a second day.[7][8] United States officials told The Wall Street Journal that the White House
20 "became convinced" that the Syrian government was trying to hide the evidence of chemical weapons use by
shelling the sites and delaying their inspection.[5] Ban called for a ceasefire to allow the inspectors to visit the
attack sites.[9] On 25 August the government agreed to cease hostilities with the presence of UN inspectors, [10]
and agreements between the UN, government and rebel factions were reached for five hours of cease-fire
each day from 26 to 29 August.[11]
25 Investigation[edit]
Early in the morning of 26 August several mortars hit central Damascus, including one that fell near the Four
Seasons hotel the UN inspectors were staying in.[12] Later in the day the UN team came under sniper fire en
route to Moadamiyah in western Ghouta (in the south of Damascus), forcing them to return to their hotel and
replace one of their vehicles before continuing their investigation four hours later. [13][14] The attack prompted
30 Ban to declare he would register a complaint to the Syrian government and opposition authorities.[15][16] After
returning to Moadamiyah the team visited clinics and makeshift field hospitals, collected samples and
conducted interviews with witnesses, survivors and doctors.[13] The inspectors spoke with 20 victims of the
attacks and took blood and hair samples, soil samples, and samples from domestic animals. [16] As a result of
the delay caused by the sniper attack, the team's time in Moadamiyah was substantially shortened, with the
35 scheduled expiry of the daily cease-fire leaving them around 90 minutes on the ground.[11][16][17]

On 28 and 29 August the UN team visited Zamalka and Ein Tarma in eastern Ghouta, in the east of
Damascus, for a total time of five and a half hours. [1] On 30 August the team visited at a Syrian government
military hospital in Mazzeh, and collected samples.[18][19]
Report[edit]
40 The UN investigation into the chemical attacks in Ghouta was published on 16 September. The report stated
that "the environmental, chemical and medical samples, we have collected, provide clear and convincing
evidence that surface-to-surface rockets containing the nerve agent sarin were used in Ein Tarma,
Moadamiyah and Zamalka in the Ghouta area of Damascus." [1] The inspectors were able to identify several
surface-to-surface rockets at the affected sites as 140mm BM-14 rockets originally manufactured in Russia
45 and 330mm rockets probably manufactured in Syria. [20] U.N. Secretary General Ban Ki-moon called the

findings "beyond doubt and beyond the pale," and clear evidence of a war crime. "The results are
overwhelming and indisputable ... A majority of the rockets or rocket fragments recovered were found to be
carrying sarin."[21] The report, which was "careful not to blame either side," said that during the mission's
work in the rebel controlled Zamalka and Ein Tarma neighborhoods, "individuals arrived carrying other
5 suspected munitions indicating that such potential evidence is being moved and possibly manipulated." [22]
The areas were under rebel control, but the report did not elaborate on who the individuals were. [23] The UN
investigators were accompanied by a rebel leader:[24]

A leader of the local opposition forces [...] was identified and requested to take 'custody' of the Mission [...]
to ensure the security and movement of the Mission, to facilitate the [sic] access to the most critical
10 cases/witnesses to be interviewed and sampled by the Mission and to control patients and crowd in order for
the Mission to focus on its main activities.

An August Scientific American article had described difficulties that could arise when attempting to identify
the manufacturer of sarin from soil or tissue samples.[25] UN lead investigator Sellstrm told the UN Security
Council that the quality of the sarin was higher than that used by Iraq in the Iran-Iraq war,[26] implying a
15 purity higher than the Iraqi chemical weapons program's 4560%.[27] (By comparison, Aum Shinrikyo used
nearly pure sarin in the 1994 Matsumoto incident.[28]) According to Human Rights Watch, hundreds of
kilograms of sarin were used in the attack, which it said suggested government responsibility, as opposition
forces were not known to possess significant amounts of sarin. [29]

The UN investigation noted that the azimuth of two of the rockets could be determined based on their
20 position embedded into the ground and/or the pattern of craters they created as they impacted the ground at a
low angle. It drew no conclusions from this.
Responses[edit]
Independent analysts concluded that the two azimuths determined by the report intersect deep in Syrian-
government-controlled territory, near Mount Qasioun, noting that this region has been the target of Israeli
25 airstrikes against chemical weapons-capable surface-to-surface rocket launchers.[20] Based on analyses of the
azimuths provided by the UN report, Human Rights Watch and The New York Times concluded the rockets
that delivered the sarin were launched from areas under government control. [30][31] Specifically, the inspectors
listed the precise compass directions of flight for two rocket strikes and these pointed to the government's
elite centre in Damascus, Mount Qasioun.[32] The two azimuths were calculated from impact sites of two
30 different rockets a 140mm rocket and a 330mm one. Human Rights Watch conceded that while the 140mm
rocket was known to have a maximum range (9.8 km) such that Mt Qasioun was just in range of the impact
site 9.6 km away, the range of the other, a 330mm rocket, was unknown. [33]

The Russian government dismissed the initial UN report after it was released, calling it "one-sided" and
"distorted".[34] On 17 September, Russian Foreign Minister Sergei Lavrov reiterated his government's belief
35 that the opposition carried out the attacks as a "provocation".[35] The United Nations high representative for
disarmament affairs, Angela Kane, stated that the inspection team would review Russia's objections. [36]

A Russian defence expert Ruslan Pukhov, said that the code found by the UN investigators on the M-14
munition showed it had been produced in 1967 by the Sibselmash plant in Novosibirsk for a BM-14-17
multiple rocket launcher. He said that these weapons had been taken out of service by Syria and replaced with
40 BM-21s. The second projectile identified by weapons inspectors, he thought, looked to be home made. [37]
An Iranian chemical weapons expert, Abbas Foroutan, said in October 2013 that the UN should publish more
details about the investigation than were provided in the report, including victims' pulse rates and blood
pressure and their response to the atropine treatment, the victims' levels of acetylcholinesterase (sarin is an
acetylcholinesterase inhibitor), and more technical details on the lab testing process. [38]
45 Further developments[edit]
The UN inspection team returned to the Damascus area to continue investigations into other alleged chemical
attacks in late September 2013. A final report on Ghouta and six other alleged attacks (including three alleged
to have occurred after the Ghouta attack) is expected to be released on early December 2013. [39]

In the months immediately following the August attacks, and the situation they precipitated, "Syria declared
50 to the OPCW 30 production, filling and storage facilities, eight mobile filling units and three chemical
weapons-related facilities. They contained approximately 1,000 metric tons of chemical weapons, mostly in
the form of raw precursors, 290 metric tons of loaded munitions and 1,230 unfilled munitions, OPCW
documents showed."[40]

From the above it appears to me that what is needed is to hold off at any warmongering conduct
until the real facts are known and not to rely upon disgraced so called intelligence agencies
which seem to me to be grossly incompetent to do their jobs.
True leadership is to be able to distinct between incompetent intelligence and real intelligence
5 work. I recall when Colin Power presented his UN version showing a forklift loading a truck that
this proved Weapons of Mass Destruction I then wondered if he was for real as forklifts are used
all over the world and hardly it proves Weapons of Mass Destruction used by all of those forklift
drivers.
10 As I mentioned above regarding the Bourke Street Mall killings, the video at

driver towards Bourke Street Mall and so into the off limit (for cars) Swanston Street. People
therefore are wondering if this was a False Flag operation and likewise if the Syrian chemical
weapons issue is another False Flag operation. Did the US itself provide chemicals to rebel
15 groups which it collected from Syria but didnt altogether destroy? I understand that the CIA has
been involved in contrabands and as such why not this time? Are the CIA and other government
Department a law onto themselves? Have they placed themselves above the rule of law,
including the constitution?
20 Whatever the fact may be in the end concluded I view from my limited research there was no
legal justification for the attack upon Syria where the intelligence may yet again be resting
upon fabrication of details rather than a sound basis of factual issues.
So to say heads have to roll as to drive home that those who failed in their duties of care in their
jobs must be a shining example to be held legally accountable and be charged with derelict of
25 duties also. This, so that others will get the message that if you ignore the rights of others tolive
then you must pay the appropriate penalty.

upon intelligent agencies but relied upon firsthand communications, and regretfully proved to
be right. Yet, despite of this the government has not bothered to try to communicate with me in

even mass murder despite I invited them to do so. And this is the problem with politicians they
are playing politics and as I view it couldnt give a darn about the constitution and/or the
