GOPP Development Stages and Missions

Before GOPP: 1965 to 1973 (Greater Cairo):
This period started with the establishment of the Supreme Committee for
planning Greater Cairo as per Presidential Decree number 1965/2102, followed
by the establishment of the Greater Cairo Planning and Executive Agency. The
responsibility of this new agency was limited to preparing the Structural Plan
of Greater Cairo Region, the boundaries of which were approved for the first
time in 1966.
1973 to 1982 (National Development Orientation):
With the issuance of Presidential Decree 1973/1093 concerning establishing
GOPP, GOPP was mandated with the responsibility to prepare urban master
plans for all cities and villages in Egypt. These plans were prepared in
accordance with priorities established in the national Five-Year Plan, which
reflected social and economic transformations following the 1973 war.
1982 to1990 (Establishing Urban Planning
Legislations):
With the issuance of the physical planning law 1982/3 and its executive
regulations, GOPP became the states agency responsible for setting the
overall policy for physical planning and preparing urban development plans
and programs in Egypt. Accordingly, GOPP was transformed from a consulting
agency to an executive agency responsible for approving master plans in
cooperation with local authorities and building their capacity in the field of
urban planning through training programs.

GOPP at the national, regional and international levels.
1999 to 2004 (Spatial Development Strategy):
In response to rapid global transformations, GOPP continuously developed
and revised its approach to addressing urban development, mobilizing
resources, and building capacities of all members of civic society to take a
more active role in policy making and implementation. Moreover, GOPP
continuously implemented the most advanced techniques and methods in the
field of information, technology, etc.
2004 to 2008 (Effective Participation):
Emphasis was placed on establishing the principle of sustainable development
through the preparation of strategic plans at various levels. This was done
through applying the methodology of all stakeholders participation, including
civil society and the private sector, in all stages of strategic plans preparation.
Strategic plans were based on databases and integrated information.

1990 to 1994 (Decentralization and Regional
Planning):
During this period, GOPP paid great attention to national problems and
applied for the first time national and regional planning approaches,
ensuring the integration of master plans with regional plans. In support
of decentralization of urban planning functions, GOPP completed the
establishment of regional centers for urban planning in Greater Cairo, Delta,
Assiout, South and North-Upper Egypt regions, in addition to the Suez Canal
Region Center established earlier in 1986.
From 2008 to Now (GOPP Responsibilities issued in
Building Law):
With the issuance of law No. 2008/ 119 and its executive regulation, GOPP
became the state body responsible for the o verall policies of urban planning
and sustainable urban development. Regional centers for planning and
urban development in each economic region proceed with mandate of
GOPP in each region. GOPP became responsible for the preparation of urban
development strategic plans at the n
