1. The Revised Implementing Guidelines on the Selection and Hiring of ALS Literacy Volunteers
as stipulated in the enclosure of DepEd Order (DO) No. 59, s. 2012, Paragraph 5.2.2 states that:

Conduct of Learning Sessions at the Community Learning Centers

Organize a learning group composed of fifty learners or more.

2. The Revised Implementing Guidelines on the Provision of Teaching Aid and Transportation
Allowances to ALS Mobile Teachers and District ALS Coordinators as stipulated in the enclosure
of DO 19, s. 2013, Paragraph 2 states that:

All Mobile Teachers (MTs) and District ALS Coordinators (DALSCs) are entitled to receive the
teaching aid and transportation allowances. Such allowances shall be used to defray transportation
expenses that they incur to reach all types of ALS learners in far-flung areas and other types of
barangays. On the other hand, the teaching aid allowance is intended for purchase of supplies
and/or reproduction of materials they will use in the teaching-learning process.

In order to qualify and avail of this benefit, all MTs and full-time DALSCs are required to enlist at
least 75 learners for Nonformal Education (i.e Basic Literacy Program or Accreditation and
Equivalency Program) excluding enrolees of Informal Education or InfEd (i.e. short term courses,
livelihood training, etc.). However, their InfEd learners must still be included in their list of enrolees to
be considered as a value-added to the ALS implementors performance. Part-time DALSCs on the
other hand are required to enlist at least 50 Nonformal Education learners.

3. The Guidelines on the Abot-Alam Program as stipulated in the enclosure of DO 17, s. 2014,
Paragraph 4.2.2 states that:

Teachers assigned to serve as, either full-time or part-time for the Abot-Alam Program shall
receive the corresponding teaching aid and transportation allowances as provided to existing ALS
Mobile Teachers and DALSCs pursuant to the guidelines stipulated in DO Nos. 58, s. 2012 and 19, s.
2013.

4. While the 2015 Guidelines on the Abot-Alam Program as stipulated in the enclosure of DO 17,
s. 2015, Paragraph 4.2.2 states that:

If there are no more excess teachers, as attested by the school and SO, and there are OSYs who
are still unattended in the area, mobile teacher items shall be requested by the SDO to the Central
Office. If, after doing this, there are still a shortage of ALS teachers, Abot-Alam Facilitators shall be
hired or contracted following the existing guidelines in the selection of ALS Literacy Volunteers (LV)
(DO 59, s. 2012), except on the new qualifications as stated below:

College graduate, preferably of Education course

LET passer, an advantage

Not currently employed as a regular public school teacher

5. However, due to failure of some MTs (ALS and Abot-Alam), DALSCs (full-time and part-time)
and LV (ALS and Abot-Alam) to complete the required number of enrolment of their learners in
the Learner Information System (LIS) contained in Enclosure No. 1, the Department of
Education (DepEd), through the Bureau of Learning Delivery (BLD) has amended the aforecited
provisions and shall read as follows:

All MTs (ALS and Abot-Alam), District ALS Coordinators (full-time and part-time) and LV (ALS
and Abot-Alam) who failed to complete the enrolment of their learners in the Learner
Information System (LIS) but made an update on their enrolees in the LIS in May 2016 will
receive their 2015 stipend, transportation allowance and teaching aid on a pro-rate basis as
shown in the following tables:

6. Moreover, all schools division superintendents are requested to recall all excess formal
school teachers assigned as Abot-Alam Facilitators. Also, contracts of all Abot-Alam LVs shall end
in December 2016. Corollary to this, hiring of Abot-Alam Facilitators shall be discontinued until
further notice.

7. The Abot-Alam MTs shall be absorbed in the regular programs of ALS in 2017.

8. All mapped prospective learners under Abot-Alam shall be referred to regular ALS program.

9. All other provisions of DepEd Order shall remain in force.

10. Immediate dissemination of and strict compliance with this Order is directed.

Implementing Guideline for Alternative Learning System (ALS) Programs


1. In consonance with the policy of the Department of Education to expand
access to quality Basic Education, the DepEd shall pursue all modalities
available to deliver basic education services to all Filipinos.
2. To this end, DepEd through the Bureau of Alternative Learning System (BALS)
will provide financial resources to regions, divisions and schools to implement
the ALS programs through its Field Operations Fund and Human Resources
Development Fund for FY 2010 as follows:

The ALS program implementation is lodged primarily with the Mobile Teachers and
District ALS Coordinators who are assigned to conduct intensive community- based
learning sessions for out-of-school children, youth and adults in far-flung
communities in all divisions nationwide.

The ALS programs are also delivered through Unified Contracting Scheme with

2.3. A&E Assessment and Certification System.........................

It includes A&E Test Administration, Processing and Certification and Development
of Test Items for eTesting. Fund for the purpose is centrally managed by the Bureau
of Alternative Learning System which is utilized during the conduct of the test
administration in the region/division as well as in the development of item bank for
the e-testing aspect.
2.4. Human Resources Development Fund..............................

ALS Capability Building Program includes orientation, training, Immersion and


Exchange Program for field implementers in various levels.
3. Specific guidelines are hereby reiterated/issued to enable the regional and
division offices to receive and utilize their share in each of these funds.
a. DepEd Delivered (Enclosure 3 - DepEd Memo No. 313 s. 2008, Provision of
Teaching Aid and Transportation Allowances to ALS Mobile Teachers and
District ALS Coordinators);
b. DepEd Procured (Enclosure 4 - DepEd Memo No. 443 s. 2007, Unified
Guidelines for the ALS Contracting Scheme; and DepEd Memo No. 369 s.
2009, Establishing a Literacy Volunteer Program Under the National Service
Corps created under E.O. No. 788).
c. A&E Assessment and Certification System (Enclosure 5 - DepEd Memo No. 82,
s. 2010, Guidelines for the August 2010 Alternative Learning System
Accreditation and Equivalency (ALS A&E) Tests).
4. DepEd field offices that receive financial assistance under this Order, are
required to submit financial and physical accomplishment reports every
month which shall be submitted to the Director IV, Bureau of Alternative
Learning System (BALS).
5. Immediate dissemination of and compliance to this Order is directed.

Contracting Scheme

1. Towards the goal of a full integration of the Alternative Learning System (ALS)
Unified Contracting Scheme into the Department of Education (DepEd)
Accreditation Program, the specific provisions in the existing Guidelines for
the ALS Unified Contracting Scheme are hereby amended as follows:
o a. On the Contract Amount for Service Providers
The contract amount for Service Providers shall now be
PhPl10,000.00 per contract for 10 months.
The contract amount for the Balik Paaralan Para sa Out-of-School
Adults (BP-OSA) Schools as Service Providers shall now be
PhP125,000.00 per contract for 10 months.
o b. On the qualifications required of Literacy Facilitators/Instructional
Managers (IMs) hired by Service Providers
Literacy Facilitators/Instructional Managers (IMs) hired by the
Service Providers must be professionally licensed teachers or
passers of the Licensure Examination for Teachers (LET).
o c. ALS Service Providers shall submit the following ALS Management
Information System (MIS) Form Nos. 1 to 3, through channels on a
quarterly basis:
MIS 001 - Profile of Prospective Learners in the Household
MIS 002 A - Non Formal Education (NFE) Learners Profile
MIS 002 B - Informal Education (InfEd) Learners Profile
MIS 003 - Community Learning Centers (CLC)/Service Providers
(SP) Profile
2. Except for the above amendments, all other provisions in the existing
Guidelines on the Implementation of the ALS Unified Contracting Scheme
shall remain in force unless sooner repealed, amended or rescinded.
3. The Amended Guidelines on the implementation of the ALS Unified
Contracting Scheme are enclosed for reference.
4. Immediate dissemination of and strict compliance with this Order is directed.

1. To further realize the full integration and unification of the different
contracting schemes of the Bureau in the delivery of quality education to the
out-of- school children, youth and adults in the Philippines through the
Alternative Learning System (ALS), the Department of Education (DepEd)
amends the guidelines for the ALS Unified Contracting Scheme as follows:
a. The ALS Literacy Volunteer Program as covered by DepEd Order No.59,
s. 2012 shall now be part of ALS Unified Contracting Scheme. As such,
apart from the Literacy Service Contracting Scheme (LSCS) and the
Learning Support Delivery System (LSDS), the ALS Literacy Volunteer
Program shall be included in the services procured by DepEd for
various ALS programs from different service providers under the BALS
Field, Operations Funds.
b. Aside from stipends and. allowances of the Literacy Volunteers to be
downloaded to recipient Division, Monitoring and Evaluation (M&E}
Funds for the Regional and Division Supervisors shall be included.
Regional level M&E shall be conducted once and the Division level
twice, within the ten (10)-month period.
c. Existing provisions in the Guidelines on the Selection and Hiring of ALS
Literacy Volunteers shall remain in force unless sooner repealed,
amended or rescinded.
2. All other provisions of the DepEd Order No. 77, s. 2012 shall remain in force.

3. Immediate dissemination of and strict compliance with this Order is directed.
