Remembering
Glorious autumn sunshine welcomed
the ANZAC Day march in Bacchus
Marsh on Sunday afternoon.
Always held the Sunday prior to 25
April, the march drew large crowds
lining the Main Street and at the Village
Green for a formal service and wreath
laying.
Clans of the West Highland Pipe Band
brought goosebumps to onlookers with
the popular Creswick Light Horse
Troop leading the march.
Past RSL President Stan Franklin sat
alongside war veterans in a mini bus,
with Moorabool Mayor David Edwards
marching with fellow councillors Keogh
and Dudzik. Member for Melton Don
Nardella and Federal MP Catherine
King were also in attendance.

solemn reminder of those who fought

Ballan RSL held a dawn service at
the Lone Pine tree in A.A. McLeans
Reserve.
This is the first dawn service ever in
Ballan I am led to believe, said new
President Rick Campey.
We have a new committee and now
have the RSL rooms open every first
and second Saturday to coincide with
the local markets. We also plan to bring
out the memorabilia into the hall for
everyone to see.
Ballan also held a march later in the
day.
ANZAC Services were held across the
Moorabool Shire including Balliang,
Lal Lal and Bungaree.

Murderer sentenced
with a concession

The man who murdered
Springbank war veteran Ken
Handford has been jailed for
16 years.
Jonathan Jeffery Cooper
broke into Mr Handfords
home on the eve of his 90th
birthday and stabbed him 13
times in the back.
Victorian Supreme Court
judge, Justice Jane Dixon
jailed the 29-year-old man
on Friday (April 21), order-
ing he serve a non-parole
period of 13 years.
Justice Dixon said Cooper
had received a considerable
discount on his sentence be-
cause of his guilty plea and
the fact that he had agreed
to give evidence against his
co-accused.
She said if he had not of-
fered that assistance, he
would have been sentenced
to 27 years behind bars,
with a non-parole period of

On September 14 2015,
Cooper was under the influ-
ence of ice when he, and a
co-accused, tied Mr Hand-
ford up by his wrists and
legs and gagged him with a
sock.
Justice Dixon said Cooper,
who was sexually abused as
a child, had been wrongly
instructed by his accomplice
that Mr Handford was a pae-
dophile, leading him to lose
control and stab the great
grandfather with a double-
edged knife.
After the attack, Cooper
and the co-accused stole
cash and war medals before
leaving Mr Handford tied
up in his bedroom, where
he succumbed to his injuries
four hours and 38-minutes
later.
His body was found by a
family friend the following
day.

His co-accused, Adam Wil-
liamson, initially pleaded
guilty to identical charges,
however in a separate hear-
ing, was successful in an ap-
plication to change his plea.
He will face trial later this
year.

Devils roll Cobras

The ANZAC Day local derby match kicked off the BFL season for
Darley and Bacchus Marsh last Sunday, with the 2015 Premiers
Darley looking to defeat 2016 Premiers Bacchus Marsh. The match
started with pressure reminiscent of a final rather than a season
opener as both teams battled for ascendency.
Bacchus Marshs Jarrah Maksymow continued on last years finals
form kicking the first goal. It wasnt until the 17 minute mark that
Spiteri replied for Darley from a set shot which he followed up with
another on the run soon after. Baker also goaled for Darley putting
them two goals clear before Maksymow finished the quarter with
another for Bacchus Marsh leaving them six points behind.
The second quarter started well for Darley with another two goals
before the Cobras Maksymow stamped his class on the game.
Bacchus Marsh kicked the next five goals with three coming from
the boot of Maksymow, enabling Bacchus Marsh to take an 11 point
lead into half time with all the momentum.
Darley coach Scotland rallied his team behind closed doors
at half time. After a goalless 12 minute start to the second half,
Ancrum for Darley managed to break the deadlock with a soccer
goal on the goal line. The rest of the quarter was all Darleys as
momentum swung their way and they were able to capitalise with
six consecutive goals. Brian Graham was all class with two of the
goals.
The 22 point lead Darley took into the last quarter was essential as
Bacchus Marsh were not prepared go down without a fight. Goals
to Del Papa and Bolton cut the margin to 10 points before Darley
were able to steady with two goals of their own. The game petered
out in the last 10 minutes as exhausted players had given thier all
in a hard fought contest. The final margin was a 19-point win for
the Devils.
Recruits Chris and Brian Graham were impressive on their debut
for Darley with a Krakouer brothers like display, Brian being
awarded Best on Ground. Bacchus Marshs Jarrah Maksymows
five goal haul and Darleys Leigh Spiteris five goals were also
impressive.
Scotland applauded his Darley players after the game for their
hard work. Bacchus Marsh was far from disgraced, as both local
clubs appear to have strong teams going into the 2017 season.
In the A grade netball, Bacchus Marsh prevailed in a close
encounter 36 to 34.
Next weekend Bacchus Marsh play Sunbury at Maddingley Park
in a Grand Final rematch, whilst Darley take on Melton at Melton.

Tell council
about the
roads

Roads can be a big issue for some Moorabool residents and
now is the time to make the effort and put in a submission to
council on the new draft road management plan.
The RMP provides an overview of Councils road
management policy and maintenance procedures.
The plan defines the roads that council maintains, councils
responsibilities in managing roads, standards of performance

and policies and procedures in relation to the ongoing risk
inspection of roads.
It also covers intervention levels and associated response
times for Council to address road asset defects identified in
its risk inspections.
Council maintains a road network of more than 1,440km of
sealed and unsealed roads the road assets, including roads
and paths, collectively have a current replacement value of
more than $321M.
Mayor David Edwards said the plan sets out in detail how
and when these assets are maintained.
The plan details road inspection information, emergency
and risk information, the criteria for determining road
hierarchy and intervention levels for asset management, so
there is a lot of information in there, Mayor Edwards said.
The Mayor said that he is looking forward to feedback from
the community.
I encourage anyone who has an interest in Councils road
management to make a submission and have their say during
this consultation process.
The RMP is out for public consultation for 28 days, since
Monday 10 April. For information on how to make a

Warriors march on Ballan

A marching band all the way
from California has graced the
main street of Ballan.
The Mission San Jose High
School Band marched to old
and new favourites, including
Hold Your Hand by the Beatles
and Bruno Mars Uptown Funk,
as they made their way down
Inglis Street on Tuesday (April
18).
Members of the band included
72 high school students, with
more than half being just 14 or
15-years-old.
Following the street parade,
the band took to the stage of
the Ballan Mechanics Institute,
where they performed a
number of old classics including
Overture to the Wind by Kirt
Mosier and Soon Hee Newbolds
Orion and the Scorpion.
The marching band performs
in parades, band reviews and
concerts throughout the year,
with the whole band consisting
of around 200 members, which in
some performances can stretch
for a few hundred-metres.
Drum Major and Marching
Instructor, Harrison Cheng
said the band started their
Australian experience in
Bendigo, where they performed
at the local Easter Festival.
The students then travelled
through to Ballan before
heading to Sydney for three-
nights prior to flying home.
Mr Cheng said the students
brought around 100 instruments
on their international trip, 60 of
which arrived by boat.
As well as our musicians, we
also have dancers, the banner
and shield line and the flag
line, he said.
We have represented our
country in Paris, London,
Madrid, Edinburgh, Rome and
Australia. When competitions
are judged we always place Elsa from Cartier World Travel (Ballan) organised the tour to perform in

Mr Cheng said the experience
had been wonderful for all
the students, staff and parents
involved.

on their first Australian trip,
one that I could not attend, and
upon returning home everyone
said it was the best trip ever, he
said.

West Ward Councillor Tom Sullivan is
fighting to keep the Bungaree train loop
open when the new track is built.
Cr Sullivan raised the issue in Urgent
Business at the April 5 council meeting,
moving a motion that councils CEO
write to Public Transport Victoria
requesting that the loop be retained.
That as part of the Regional rail
upgrade (Ballarat Line) project, the
CEO writes to Public Transport Victoria
requesting that the Bungaree Loop
be kept open and the option of an
integrated transport hub be explored on
the site of the old Wallace Station and
the Western Freeway at Wallace, the
motion stated.
It also requested that a copy of the letter
be sent to the roads Minister for Public
Transport Jacinta Allan and the Roads
Minister Luke Donnellan.
Cr Sullivan said that especially with
expected growth in Bungaree and
Wallace, it would make sense to leave
the door open for future transport
needs.
I guess one can only point out the folly
of closing it, but to me its something that
would be disappointing not to consider
in this whole equation, because once its

PROPOSED AMENDMENT TO COUNCILS ROAD MANAGEMENT PLAN
In accordance with the Road Management Act 2004, Moorabool Shire Council gives notice that it
proposes to amend its existing Road Management Plan (RMP).
The RMP and associated register of public roads and paths, details what Council proposes to
implement in respect to inspections, and maintenance and repair of road assets that Council
maintains on behalf of the community. The RMP also provides road users with an overview of the
road management policy and practices of Council.
A copy of the draft plan can be obtained at any of Councils customer service centres and is also
available at www.moorabool.vic.gov.au.
Any person who wishes to make a written submission for consideration, may do so until 5.00pm
on Monday 8 May 2017. Submissions should be posted to Chief Executive Ofcer, Moorabool

Clashing for the Cup Easier

The rivalry between Dar-
ley and Bacchus Marsh has
grown as the junior football
and netball clubs fight to lay
claim to a new perpetual
trophy.
The inaugural cup will be
awarded to the junior club
who earn the most amount
of points during the biggest
rival match of the year.
Darley Junior Football and
Netball Club president,
Matt Colley said all senior
sides would be awarded two
points for a win and one
point for the reserves.
Those eligible to win
points include the under-12
to 16s in football and the
under-13 to 17s in netball,
he said.
The respective teams will
pick up points for each win,
which will be tallied at the
end of the day. The team
with the most amount of
points will have their name
engraved on the trophy.

Riding the storm surge

At the height of the recent
cyclone that was devastat-
ing Queensland and New
South Wales Adam Bandt,
the Greens MP for Mel-
bourne, asked a question of
the Prime Minister in par-
liament. Adam: My Ques-
tion is to Prime Minister. He
recently said that keeping
Australians safe was the
highest priority and was
the first duty of my govern-
ment and every govern-
ment. We know burning
more coal will make global
warming worse. Scientists
tell us it may mean fewer
cyclones but they will be
more intense when they
hit. But on the very day
Queenslanders were pre-
paring for Cyclone Debbie,
your Resources Minister
dropped a front page story
spruiking a new coal fired
power station in that very
state, and you backed him
in. Given the destruction
that cyclones reek upon
our country, why do you
push policies like burning
more coal that will make
cyclones more intense?
Doesnt your duty to keep
Australians safe include
everything you can to stop
cyclones becoming more
violent?
If you followed this on TV
you would have seen the
response of the PM. We are
all taught in school that if
you see someone respond
to a question with shouting
and flinging of arms you
see someone deeply threat-
ened. The PM was indeed
threatened and found to
be, just like the emperor,
not wearing clothes. It was
also this same PM who
only months earlier had,
in the midst of the South
Australian storms which
resulted in a system black-
out, immediately blame
the black out on the fault
of the wind turbines. To
use his own words against
Adam Bandt, How dare
you try to politicise an ex-
treme weather event, when
we should all be pulling
together.
The Climate Councils Dr
Martin Rice told the ABC
in January 2017 that global
warming temperature rises
could have devastating
consequences for human-
ity. Its hugely concerning;
most of the heat goes into
the oceans. He explained
that the impact of global
warming was already be-
ing felt in Queensland.
Weve already seen that
with the coral bleaching
on the Great Barrier Reef,
he said. We can expect,
and we are already seeing,
more intense heatwaves.
Whats worrying are the
overnight temperatures;
we are not having that cool
reprieve that we should in
the evening, so thats when
we start to get in trouble.
Climate change impact in
Queensland coastal areas
is likely to be particularly
severe, where it is prone to
storm surges. The storm
surges are riding on elevat-
ed sea levels and so were
going to see much more de-
structive storms and per-
haps more intense cyclone
activity in Queensland, he
said. We have an option,
we simply must reduce
drastically and rapidly our
emissions.
The Resources Minister
Matt Canavan, inciden-
tally from Queensland,
has been a vocal advocate
for building new coal
plants in Queensland, and
if necessary subsidising
them through using the
Northern Australian In-
frastructure Fund. This is
in addition to supporting
the Adani coal mine de-
velopment and supporting
NAIF providing a subsidy
to build a rail line to Abbot
Point Coal Terminal.
The governments re-
newed embrace of coal also
appears to be at odds with
Australian voters. A Fair-
fax-IPSOS poll published
recently found just 33 per
cent of those surveyed be-
lieve Australia should con-
tinue backing coal.
Also as you are no doubt
aware the rainfall has not
been in Queensland and
NSW only. The floods in
Columbia have been ter-
rible. However, President
Juan Manuel Santo didnt
blame a questioner in Par-
liament. He simply blamed
climate change for trig-
gering the avalanche, say-
ing that the accumulated
rainfall in one night was
almost half the amount
Mocoa normally received
in March.
In neighbouring Peru
more than 90 people have
died since the start of the
year because of unusually
heavy rainfall, which also
caused landslides and flash
floods. Half the nation is
affected while more than
100,000 people are home-
less. The full size of the
humanitarian disaster will
not be known until emer-
gency workers reach the
areas that have been cut off
since the flooding began.
It is mind boggling.
We had bad flooding in
1982, and we all thought it
was terrible. But that was
childs play in comparison
to now, one local authority
said.

The Blues took on old time
rivals Springbank at home
with the key talking point
continuing to be the change
in the arena with the trees
removed.
The Blues opened well and
were going goal for goal
with their opponents in the
first quarter but then in the
second quarter the Tigers
drew away; the Blues were
in at every contest but could
not match their opponents
strength in the air. Sammy
Hitching was again a pil-
lar of strength around the
ground along with Ash Mul-
lane who never gave up in
the backline, Jack Shaw and
Kurzman were also tireless
workers at the main contests.
The Blues were not disgraced
and threw themselves at
everything that came their
way, but once the ball went
high and into Springbanks
forward line the Blues had
a real challenge. The young
Blues attack on the ball was
certainly never in question.

memorable clashes with

cade and this will certainly
be remembered for that. The
Blues looked slow and out
of touch in the first half and
lacked the team cohesion of
earlier matches. Simon Dale
was a shining light dashing
around the packs and try-
ing to get things moving.
Connor McLeod also did an
outstanding job in defence.
At the final break the Blues
were four goals down and
looked fried but the stern
rebuke from Coach Johnny
Mullane had the desired
result. Corey Pascoe booted
two early goals and the Blues
fired into action and in the
dying minutes of the game
they gained the lead and
were a completely different
outfit. When Taffe booted a
goal in the mayhem of a con-
gested forward the crowd
wereamazed at the turn-
around. The Bluessnuck
home but cannot afford for
this to happen again when
they play the top line teams.
