MAINTENANCE REQUIREMENTS
CHAPTER C.2 ISSUE 1

CERTIFICATION OF MAINTENANCE
1. GENERAL

1.1 This chapter prescribes how maintenance work shall be recorded and certified.

1.2 On completion of each maintenance task, before the aircraft or aircraft component
is returned to service, a description of the work done shall be entered in the
appropriate logbook or associated documents and a Certificate of Compliance
shall be issued by an approved organization or person appropriately licensed or
approved by the Director General.

1.3 At periods approved in its Maintenance Schedule, a Maintenance Release must be


issued to certify that all required maintenance has been completed and that the
aircraft may be flown in accordance with its Certificate of Airworthiness, subject
to any special conditions and the period of validity given on the Maintenance
Release.

2. CERTIFICATE OF COMPLIANCE

2.1 No aircraft for which a Certificate of Airworthiness is in force shall fly unless a
Certificate of Compliance has been issued for each maintenance task completed or
deferred which could affect the Airworthiness of the aircraft or its equipment.

2.2 A Certificate of Compliance is a certification that maintenance has been


completed or deferred in accordance with the standards prescribed in the Rules
and the Nepalese Civil Airworthiness Requirements currently in force, and may be
issued only by an approved organization a person appropriately licensed or
approved by the director General.

2.3 A Certificate of Compliance shall describe the maintenance done or deferred and, if
done, identify the place where it was done. If any components are removed from
or installed on an aircraft or aircraft component, the Certificate of Compliance
must identify the components by description, type, model number, part number
and, if applicable, serial number. The Release Note (or equivalent document),
identification of new parts and the reason for removal or installation of a
component must also be given.

2.4 The Certificate of Compliance shall include a certificate worded in the following
manner:

I/we hereby certify that the maintenance specified above has been completed or
deferred in accordance with the Rules and Nepalese Civil Airworthiness
Requirements currently in force.

2.5 A Certificate of Compliance shall be issued for the following work:


a) All inspections prescribed in the approved Maintenance Schedule.
b) The implementation, by inspection or modification, of an Airworthiness
Directive.
c) Any repair or defect rectification performed, or deferred in accordance with
an approved procedure, on an aircraft or aircraft component.
d) Any modification or unscheduled inspection of an aircraft or aircraft
component, e.g. an inspection after a heavy landing or lightening strike etc..
e) Any change or replacement of an aircraft component or of aircraft equipment,
such as cabin seats, ordinarily carried on the aircraft.
f) The overhaul of any part of an aircraft or aircraft component.

2.6 A Certificate of Compliance shall be given in the appropriate aircraft, engine or


propeller logbook or in the Technical (Flight) Log carried in the aircraft, except
that, if the entries would be unduly voluminous or the certificate is in respect of
equipment not associated with a particular aircraft, it may be given on other
documents, such as worksheets or labels. If maintenance is certified on
worksheets, their location and identification shall be entered in the appropriate
logbook and they shall be preserved as prescribed in paragraph 4. If maintenance
or deferment of maintenance is record in an approved Technical (Flight) Log, the
procedure in the Instruction For Use of the Technical (Flight) Log shall be
followed.

2.7 If maintenance is completed at a location where the logbook are not available,
appropriate records shall be made and certified and be forwarded to the place
where the logbooks are held for insertion into them.

2.8 A Certificate of Compliance shall be issued only by:

a) An appropriately licensed person, or


b) A person or organization approved by the Director General to issue Certificate
of Compliance for specified maintenance work.
2.9 No person shall issue a Certificate of Compliance unless he has knowledge and
experience of the maintenance performed and has supervised, performed or
personally inspected the work done.

2.10 A Certificate of Compliance must be signed in ink by the issuing person or
organization, show the number of his licence or approval, and be dated.

3. MAINTENANCE RELEASE

3.1 A Maintenance Release may be issued only after all required Certificates of
Compliance have been issued.

3.2 A Maintenance Release shall be issued in the manner prescribed in Chapter C.3.

4. RETENTION OF DOCUMENTS

4.1 Record of maintenance completed on aircraft and aircraft components, and all
associated Certificates of Compliance, shall be preserved by the last owner of the
aircraft or component until one year after the aircraft or component has been
permanently withdrawn from service.
