SCOPE
This procedure states the requirements for qualification and certification of NDT personnel whose specific tasks
require appropriate knowledge of the technical principles underlying the nondestructive tests (NDT) they
perform, witness, monitor, or evaluate.

- Recommended Practice SNT-TC-1A, Personnel Qualification and Certification in Nondestructive Testing,
Edition 2006.

RESPONSIBILITIES
3.1) The General Manager of FORJA NEPTUN SRL shall appoint the NDT Level III person, upon the Quality
Manager documented recommendation. This one shall take into account the applicable procedure used for the
certification of NDT Level III and the personal file associated with.
3.2) The Quality Manager shall certify all NDT personnel, upon the NDT Level III documented recommendation.
He may engage an outside agency providing Level III services meeting the requirements of this written practice,
but he retains the responsability for certification.
3.3) The NDT Level III, in the methods he is certified, shall prepare and conduct the personnel training program for
certification and he is responsible for administrating and grading the examinations for NDT Level I, II, or other
Level III personnel. As an exception, if the Level III person has not a valid certification for VT method, it is
accepted to perform the above duties if he holds a valid Level III PT/MT certification and he is qualified as welding
inspection engineer.
NONDESTRUCTIVE TESTING METHODS
4.1)The qualification and certification of NDT personnel in accordance with this procedure are applicable to each
of the following methods:
- Visual Test (VT), performed by eye and without visual aids (except light source, mirrors for improving the
angle of vision, and/or corrective lenses);
- Liquid Penetrant Test (PT), using color contrast and fluorescent materials, water washable;
- Magnetic Particle Test (MT), using yoke technique with both fluorescent and color contrast magnetic
particles;
- Ultrasonic Test (UT), using manual direct contact pulse-echo technique.
LEVEL OF QUALIFICATION
5.1) There are three basic levels of qualification for NDT personnel, as specified in Table 1 below.
Level Requirements
I - properly perform calibrations specific to the method;
- perform tests specific to the method;
- perform specific evaluation according to written instructions;
- record test results.
Note: Level I NDT personnel shall be instructed and supervised by a certified Level II or III individual.
II - adjust and calibrate the equipment;
- interpret and evaluate the results, according to applicable codes, standards and specifications;
- shall be thoroughly familiar with the scope and limitations of the methods for which they are qualified.
- shall exercise assigned responsibility for on-the-job training and guidance of trainees NDT Level I
personnel
Note: Level II NDT personnel shall be able to draw up and report the NDT results.
III - shall be capable of developing, qualifying and approving procedures, establishing and approving
testing techniques;
- interpret codes, standards, specifications and procedures;
- designates the particular test methods, techniques and procedures to be used;
- shall be responsible for NDT testing he is qualified for and assigned to;
- shall be capable of interpreting and evaluating results in terms of applicable codes, standards and
specifications;
- shall have sufficient practical background in applicable materials, fabrication and product technology
to establish techniques and acceptance criteria when none are otherwise available.
Note: NDT Level III shall have general familiarity with other appropriate NDT methods.
The NDT Level III, in the methods in which is certified, shall be capable to train and examine NDT
Level I and Level II personnel for certification in these methods.

EDUCATION AND EXPERIENCE REQUIREMENTS FOR INITIAL QUALIFICATION
6.1)Personnel considered for certification in NDT shall have sufficient education, training and experience to ensure
understanding of the principles and procedures of those testing methods for which certification is taken into
account.
6.2)Documented training and/or experience, gained in positions and activities comparable to those of NDT Levels
I, II and III as described in Table 1, prior to establishment of this written practice, may be considered in
satisfying the criteria stated bellow. This is the case of personnel holding a valid certification according to
EN ISO 9712, or former EN 473 standard.
NDT Levels I and II
6.3)A candidate for initial certification in NDT shall satisfy the minimum time for training listed in Table 2.

6.4)The NDT personnel shall be attested on work experience time according to Table 3 requirements.

6.5)For Level II certification, the experience shall consist of the time at Level I or equivalent. For direct qualification
at Level II, with no time at Level I, the required experience shall consist of the sum of the times required for
Level I and Level II, and the required training shall consist of the sum of hours required for Level I and Level II.
NDT Level III
6.6)NDT Level III personnel shall be qualified by examination and the candidate shall satisfy one of the criteria
listed in Table 4.
6.7)The required formal training shall consist of the sum of hours required for Level I and Level II training and, in
addition, 8 (eight) hours for each examination method.

TRAINING PROGRAM
7.1) The personnel considered for certification shall complete sufficient organized
training based on a curriculum to ensure the candidate is thoroughly familiar with the principles and practices
of the applicable specified NDT method related to the level of certification intended and applicable to the
techniques to be used and the products to be tested.
7.2) The training program shall be approved and conducted by the NDT Level III
responsible and shall include sufficient examinations to ensure understanding of the necessary information.
EXAMINATION FOR CERTIFICATION
8.1) Vision Examinations.
a) The NDT personnel shall be subject to vision examinations which:
- shall demonstrate natural or corrected near-distance acuity which enables the applicant to read at least
Jaeger No. 2, except the VT personnel where Jaeger No.1 is required, at a distance of at least 30,5 cm;
equivalent near vision tests are acceptable.
- shall demonstrate capability of distinguishing and differentiating contrast among colors for methods PT

(red against white), MT (yellow-green against black and black against white) and UT (black against white,
blue against white, yellow against blue, black against yellow and grey against black).
b) The near vision acuity and the color contrast differentiation shall be administered annually.
8.2) Theoretical and Practical Examination
8.2.1) NDT personnel shall be examined in view of qualification as Level I, II or III.
8.2.2) The minimum number of questions of the written examination, for each method, for Level I and II, is listed
in Table 5.

Notes:
a) The basic knowledge examination (required only once when more than one method examination is
taken), The minimum number of question is as follows:
-15 questions relating to understanding of the SNT-TC-1A;
-20 questions relating to applicable materials, fabrication and technologies used;
-20 questions relating to other appropriate NDT methods.
Method Examination (for each method). The minimum number of question is as follows:
-30 questions relating to fundamentals and principles;
-15 questions relating to the application and establishment of techniques and procedures;
-20 questions relating to the capability of interpreting codes, standards and specifications.
c) Specific Examination (for each method) consists in 20 questions relating to specifications, equipment,
techniques, applicable procedures and administration of this written practice.
8.2.4) Examination for certification, for Level I and II, shall consist of:

- Theoretical examination general & specific;


- Practical examination test sample.
The theoretical examination shall be written (closed book, except that necessary data which may be
provided with or in the examination).
The practical examination shall be an examination of at least one flawed specimen approved by the Level
III responsible.
All questions used for Level I or Level II examination shall be approved by the Level III responsible.

a) General Examination - shall refer to the basic principles of the applicable method;
b) Specific Examination - shall refer to the equipment, operating procedures and NDT techniques;
c) Practical Examination - shall demonstrate familiarity with and the ability to operate the necessary NDT
equipment, record, and analyze the resultant information. At least ten check points shall be included in
this practical examination, including check points that failure to succesfully complete will result in failure
of examination.
Notes:
- The Level I Practical Examination: Proficiency shall be demonstrated in performing the applicable
NDT on one or more specimens.
- The Level II Practical Examination: Proficiency shall be demonstrated in selecting and performing the
NDT technique corresponding to the method and interpreting and evaluating the test results on one or
more specimens.
- After the Practical Examination, the description of the specimen, the test procedure, the check points

and the results of the examination shall be documented.
8.3) Administration and Grading
The NDT Level III is responsible for the administration and grading specified in 8.2 for NDT Level I, II or other
Level III personnel.
For level I and II personnel, a composite grade shall be determined as the simple average of the results of
the general, specific, and practical examinations.
For level III personnel, the composite grade shall be determined as the simple average of the results of the
basic, method and specific examinations.
The examinations administered for qualification shall result in a passing composite grade of least 80%, with
no individual examination having a grade lower than 70%.
CERTIFICATION
9.1)The certification of all levels of NDT personnel is the responsibility of FORJA NEPTUN SRL.
9.2) The certification of all levels of NDT personnel shall be based on demonstrating a
satisfactory qualification as determined by this procedure in chp. 6, 7 and 8.
9.3) Personnel certification records shall be maintained on file at least for five years
after termination of employment.
9.4) The certification file shall include the following:
- Name of certified individual;
- NDT method and level of certification;
- Education background and experience of certified individuals;
- Certificate indicating satisfactory completion of training in accordance with this procedure;
- Results of the vision examinations prescribed in paragraph 8.1 for current certification period;
- Evidence of successful completion of examinations and composite grade(s);
- Signature of the Level III that verified qualifications of candidate for certification;
- NDT Personnel Certification Record (form code: F-6.2-7) including: date of certification/recertification,
certification expiration date, signature of the Quality Manager as certifying authority.
TECHNICAL PERFORMANCE EVALUATION
10.1) NDT personnel may be reexamined at any time at the discretion of the employer
and have their certifications extended or revoked.
10.2) Level I and Level II personnel shall be re-evaluated annually by the NDT Level III
administering and grading a practical examination. The evaluation and documentation is described in
paragraph 8.2.4.c).
INTERRUPTED SERVICE
If NDT individuals have not worked in a method for a period of one year or more, than they shall be recertified
according to this procedure.
RECERTIFICATION

12.1 All Level I, II and III personnel shall be recertified according to one of the following criteria:
- Evidence of continuing satisfactory technical performance;
- Reexamination in those portions of examinations in Chapter 8 deemed necessary by the NDT Level III.
12.2 The recertification interval is 5 (five) years for all certification levels.
TERMINATION
13.1 The certification is deemed revoked when employment is terminated.
13.2 A Level I, Level II, or Level III whose certification has been terminated when leaving another company may be
certified to the former NDT level by FORJA NEPTUN SRL, based on examinations as described in Chapter 8,
provided all of the following conditions are met.
- the employee has proof of prior certification;
- the employee has worked in the field and level of initial certification for six months before termination of
the contract;
- the employee is being recertified within six months of termination.

13.3.If the above-mentioned conditions are not met, prior to being examined for certification, employees shall receive addit
deemed appropriate by the Level III.
REINSTATEMENT
A Level I, Level II, or Level III whose certification has been terminated may be reinstated to the former NDT
Level, without a new examination, provided all the following conditions are met:
- the employer has maintained the personnel certification records required in paragraph 9.4.;
- the employees certification did not expire during termination;
- the employee is being reinstated within six months after termination.
