has often brought us to the brink of showmanship with all the
tapestry of a Greek comedy and our impasse last year was foolish

exchange information with your Academy of Sciences in which I
hope will foster mutual concern over this problem and hopefully
find some resolution, I have also instructed our CIA to provide me
with full disclosure on the phantom aspects and classified
programs in which I can better assess the situation. Can you
persuade your KGB to do likewise."

Central Intelligence Clarified
The following letter is considered to be of fundamental

importance to the CIA's responsibility in collecting UFO
Intelligence and redefines the authority of the DCI. This
letter was written in 1962, signed by President Kennedy, and
directed to John A. McCone, who succeeded Allen W. Dulles as
Director in late 1961. Prior to this letter, uncertainty had
prevailed among the various units in the UFO intelligence
community as to whether the DCI was simply head of another
agency or chief of the entire system. The letter reaffirms
that the Director is both the President's personal
representative and the government's chief intelligence officer.
In carrying out your newly assigned duties as Director of

Central Intelligence it is my wish that you serve as the
Government's principal foreign intelligence officer, and as
such that you undertake, as an integral part of your
responsibility, the coordination and effective guidance of the
total United States foreign intelligence effort. As the
Government's principal intelligence officer, you will assure
the proper coordination, correlation, and evaluation of
intelligence from all sources and its prompt dissemination to
me and to other recipients as appropriate. In fulfillment of
these tasks I shall expect you to work closely with the heads
of all departments and agencies having responsibilities in the
foreign intelligence field.
In coordinating and guiding the total intelligence effort, you

will serve as Chairman of the United States Intelligence Board,
with a view to assuring the efficient and effective operation
of the Board and its associated bodies. In this connection I
note with approval that you have designated your deputy to
serve as a member of the Board, thereby bringing to the Board's
deliberations the relevant facts and judgements of the Central
Intelligence Agency.

With the heads of the Departments and Agencies concerned you

will maintain a continuing review of the programs and activities
of all U.S. agencies engaged in foreign intelligence activities
with a view to assuring efficiency and effectiveness and to
avoiding undesirable duplication.
As head of the Central Intelligence Agency, while you will
continue to have over-all responsibility for the Agency, I shall
expect you to delegate to your principal deputy, as you may deem
necessary, so much of the direction of the detailed operation of
the Agency as may be required to permit you to carry out your
primary task as Director of Central Intelligence.
It is my wish that you keep me advised from time to time as to
your progress in the implementation of this directive and as to
any recommendations you may have which would facilitate the
accomplishment of these objectives.

Part I
Was President Kennedy Given ET UFO Message About Cuba?

A rare video has surfaced with important interviews and testimony concerning George Adamskis claims of having filmed flying
saucers and having met with their extraterrestrial occupants.
The video gives credence to Adamskis claims of having secret meetings with European dignitaries including Pope John XXIII and
members of the Pentagon to secretly brief them about extraterrestrial life. Among the more controversial of Adamskis claims is that
he privately met with President Kennedy in late 1961. Adamski claims he passed on a message from his extraterrestrial contacts
about a future world crisis.
If true, Adamski and his extraterrestrials played an unknown role in advising Kennedy on the best strategy for future events such as
the Cuban missile crisis.
The video contains a number of interviews with individuals that personally knew Adamski and were privy to the unique
circumstances of his alleged contacts with extraterrestrials. Desmond Leslie, a former Royal Air Force pilot, Irish Lord and cousin
to Winston Churchill, related his own investigation of Adamski. Adamski claimed he secretly visited Pope John XXIII and passed on
a message from the extraterrestrials to him shortly before the Pope's death.
Leslie was subsequently able to confirm Adamskis did meet Pope John XXIII and was given a papal gold medallion for his service.
One of the most powerful pieces of evidence confirming Adamskis claims of regular meetings with extraterrestrials occurred at the
Silver Spring, Maryland home of Madeline Rodeffer on February 26, 1965. Rodeffer worked as a secretary for the US Air Force
and was physically present when Adamski sighted a bell shaped flying saucer at her home. She saw it for approximately 10
minutes and at times could see human looking figures through the portholes.
Adamski filmed the saucer using her camera when she was unable to film it herself due difficulties from a recovering broken leg.
Prior to the sighting, she saw three young men arriving in an Oldsmobile who told Adamski to get ready to film the flying saucer.
Adamski told Rodeffer that they were part of a human looking contingent of extraterrestrials living among humanity.
The film was subsequently analyzed by three independent photo/film image experts.
One was William Sherwood, who at the time worked at Eastman Kodak as an optical physicist. He traveled to
Rodeffers home and was able to determine that the flying saucer in the film was not a model but
approximately 27 feet in size. Sherwood subsequently concluded that the film was genuine.
Another visual imagery expert was Colonel Colman Von Kevieszky who worked at the time with the United
Nations audiovisual department. He also traveled to Rodeffers home to investigate the video and confirmed
that it was genuine.
Finally, Bob Oechsler, who worked as a physicist and NASA mission specialist, also independently concluded
that the film was genuine and depicted a flying saucer.

Other witnesses were interviewed who said they saw flying saucers in association with Adamskis visits.
One of these was Major Hans Peterson from the Danish Air Force who had also worked at the Danish NATO exchange office in
Washington DC. Peterson had arranged lectures for Adamski in Scandinavia and personally saw flying saucers during Adamskis
visits.
Adamskis claim of having an ordnance pass which gave him access to U.S. military facilities was confirmed by William Sherwood.
Sherwood himself had previously worked for the U.S. Ordinance Department and possessed his own ordnance pass. Sherwood
saw Adamskis Ordinance pass thereby giving credence to Adamskis claims that he secretly briefed the Pentagon about his
extraterrestrial contacts.
If Adamski did regularly brief the Pentagon and European VIPs, then it's very possible that one or more U.S. Presidents also met
with him, and received messages from extraterrestrials. This leads to Adamski's claim that he secretly met with President Kennedy
around October 1961 to deliver a message from the space brothers.
According to Major Peterson, the message contained advise on a world crisis to occur in about a year that was later revealed to be
the October 1962 Cuban Missile crisis.
If true, the contents of the message may have helped Kennedy develop the right strategy for dealing with a conflict that could easily
have escalated into a Third World War. The extraterrestrial message, apparently, also contained an invitation for Kennedy to meet
with them in California.
While there is no direct independent evidence supporting Adamski's claim, there is important circumstantial evidence that President
Kennedy accepted the invitation.
This had dire consequences.

Part II
Did President Kennedy Meet Extraterrestrials?

According to claims in a rare video, George Adamski met with President Kennedy at the White House in late 1961 and passed on
a letter to him from human looking extraterrestrials.
In addition to giving advice on the Cuban missile crisis, the alleged letter also contained an invitation for Kennedy to meet with the
extraterrestrials.
If Kennedy did attend such a meeting, it may explain:
why he was certain about human looking extraterrestrial life

made undisclosed trips to Air Force bases to deal with the UFO issue
why he instructed NASA to cooperate with the USSR on joint space and lunar missions, and to release
classified UFO files

Lou Zinstag, Carl Jungs niece describes what she was told by Adamski concerning Kennedys alleged meeting with
extraterrestrials:
I still remember his [Adamskis] White House story. He told me that he had been entrusted with a written invitation for
President Kennedy to visit one of the space peoples huge mother ships at a secret airbase in Desert Hot Springs,
California, for few days. In order to keep this visit absolutely secret, Adamski was to take the invitation directly to the
White House through a side door.
Still glowing with excitement and smiling happily, he explained how the row of cars in which his taxi was traveling had
to stop because of a red light just in front of this particular door where a man he knew - a spaceman, he said - was
standing ready to let him in.
Adamski later learned that Kennedy had spent several hours at the airbase after having canceled an important trip to
New York, and that he had a long talk with the ships crew, but that he had not been invited for a flight."
The quality of witness testimonies, photos and film evidence presented in the rare video (see part one above, of this investigative
series), all lead to the conclusion that George Adamski was largely telling the truth about his flying saucer sightings and contacts
with human looking extraterrestrials.
There is however no direct physical evidence that Kennedy met with the extraterrestrials Adamski was in contact with. There is,
however, circumstantial evidence that such a meeting did happen, and it influenced Kennedys policies on space cooperation and
UFOs.
The first set of circumstantial evidence concerns Kennedys certain knowledge of UFOs and human looking extraterrestrials.
A former flight steward and loadmaster on Air Force One, Bill Holden, confirmed that Kennedy was aware of UFOs and human
looking extraterrestrials. In a June 2007 interview, Holden explained that in June 1963, while flying to Germany on Air Force One,
he placed two newspapers before Kennedy where UFOs were clearly pictured on the front page.
In response to Kennedys question of what he thought of UFOs, Holden said:
For us to believe that we are the only intelligent beings in the world is unbelievable. So, yes, I believe that there is
such a thing as other human species as well as UFOs.
In response President Kennedy said:
You're right, young man.
The unqualified nature of Kennedys response revealed his knowledge that both UFOs and human looking extraterrestrials were
real. This is circumstantial evidence that Kennedy was either briefed or did meet with human looking extraterrestrials as Adamski
claimed.
A second set of circumstantial evidence concerns a leaked document that claims that Kennedy knew, while serving in the U.S.

Congress, about UFO crashes and the recovery of alien bodies. As a former Naval Intelligence officer, Kennedy was deemed
reliable to receive such highly classified information. While the authenticity of the document in question, "Interplanetary
Phenomenon Unit Summary," is disputed, the U.S. Army did finally acknowledge through FOIA responses that the Interplanetary
Phenomenon Unit did at one time exist and was abolished in the late1950s.
The helps support the legitimacy of the leaked document. Furthermore, the claim that Kennedy had knowledge of UFO crash
retrieval operations is supported by British UFO researcher Timothy Good. In his book Need to Know (2007), Good cites a reliable
military source that Kennedy was taken to see the alien bodies from Roswell.
Good wrote:
"Around 1961/1962 President J.F. Kennedy expressed a wish to see the alien bodies associated with an alien
crash-site. He had obviously been informed of their existence and wished to see for himself the evidenceAccording
to information received, the alien bodies were taken to Florida when Kennedy went to see them [at] a medical facility."

If the leaked document and/or the military whistleblower are accurate, then President Kennedy was aware of the reality of
extraterrestrial life and technology. If Kennedy was so interested in seeing dead alien bodies during the early part of his
administration, then it is very plausible that he would have accepted an invitation to meet with live extraterrestrials as Adamski
claimed.
The third set of circumstantial evidence concerns President Kennedy secretly traveling to an undisclosed Air Force base to watch
UFOs.
A reliable source, according to UFO researcher Timothy Cooper, said that Kennedy,
"did fly out to an air force base to personally watch an unidentified bogie track from an aircraft under tight security
which got no press coverage sometime in 1962."
If Kennedy did travel to a secret airbase in California to meet with live extraterrestrials, then the incident described by Cooper
offered at least one opportunity for such a meeting to take place.
Kennedy's alleged meeting with extraterrestrials, would have made him the second U.S. President to meet extraterrestrial
ambassadors in the California desert. The first allegedly occurred on February 20, 1954 with President Eisenhower at Edwards Air
Force base.
So far, the circumstantial evidence reveals that President Kennedy had been briefed about UFOs and extraterrestrial life earlier in
his political career. Also, Kennedy knew that some extraterrestrials looked similar to humans. Finally, Kennedy secretly traveled to
one or more undisclosed Air Force bases to view UFOs in action in 1962. The circumstantial evidence considered so far, does make
plausible Adamskis claim that Kennedy secretly traveled to California to meet with extraterrestrials sometime in 1961/1962.
More circumstantial evidence for such a meeting is found in Kennedys initiative to get the USSR and USA to cooperate in joint
space and lunar missions, and to release classified UFO files.

Kennedy linked US-USSR space missions with classified UFO files

In 1963, President John F. Kennedy launched a ground breaking initiative to get the USSR and USA to cooperate in joint space
and lunar missions. In the background of this publicly announced initiative with powerful Cold War implications was a more secretive
attempt to release classified UFO files.
Leaked documents reveal that Kennedy instructed the CIA to release classified UFO files as part of the cooperative space effort
with the Soviet Union. If Kennedy had succeeded, there would have been joint space mission to the moon and eventual public
release of classified UFO files by both the US and USSR. President Kennedys assassination quickly led to the abandonment of his
joint moon mission with the USSR, and ended his administrations effort to force the CIA to release classified UFO files.
In a speech before the United Nations General Assembly on September 20, 1963, President Kennedy said:
Finally, in a field where the United States and the Soviet Union have a special capacity - in the field of space - there is
room for new cooperation, for further joint efforts in the regulation and exploration of space. I include among these
possibilities a joint expedition to the moon.
In putting into effect his commitment for joint space missions, President Kennedy issued National Security Action Memorandum No.
271 on November 12, 1963 with the subject header: "Cooperation with the USSR on Outer Space Matters:"
I would like you to assume personally the initiative and central responsibility within the Government for the
development of a program of substantive cooperation with the Soviet Union in the field of outer space, including the
development of specific technical proposals. I assume that you will work closely with the Department of State and
other agencies as appropriate.
The Memorandum went on to say that the cooperation was a direct outcome of Kennedys September 20 proposal,
for broader cooperation in outer space, including cooperation in lunar landing programs.
The Memorandum was classified Confidential and circulated to:
James Webb (NASA Administrator)

the Secretary of State
the Secretary of Defense
the Director of the CIA
the Presidents Science Advisor
three other agency directors.

In addition to the Confidential National Security Action Memorandum, Kennedy issued a more highly classified Top Secret
Memorandum to the Director of the CIA.
Dated the same day of November 12, 1963 the subject header of the file was:
Classification review of all UFO intelligence files affecting National Security.
The Top Secret Memorandum went on to say:
[I] have instructed James Webb to develop a program with the Soviet Union in Joint space and lunar explorations. It
would be very helpful if you would have the high threat [UFO] cases reviewed with the purpose of identification of
bona fides as opposed to classified CIA and USAF sources. When this data has been sorted out, I would like you to
arrange a program of data sharing with NASA where Unknowns [UFOs] are a factor. This will help NASA mission
directors in their defensive responsibilities. I would like an interim report on the data review no later than February 1,
1964.
Its important to note that CIA Memorandum refers to the National Security Action Memorandum issued to Webb on the same day.
Even though the leaked Top Secret Memorandum to the CIA has not been officially acknowledged (it has been ranked medium-
to-high level of authenticity), there is no question about the legitimacy of the National Security Action Memorandum (NSAM).
The November 12, 1963 National Security Action Memorandum clearly showed that Kennedy had decided to cooperate with the
USSR on Outer Space Matters. If Kennedy had been warned by about the dangers of future conflict with the Soviet Union and/or
with extraterrestrial life, then sharing classified UFO files was an obvious way to implement the National Security Action
Memorandum.
At the time of Kennedy's initiative, the USAF was conducting a public investigation of UFO cases and made many available under
Project Blue Book.
UFO cases that had national security implications, however, were investigated under a separate reporting system. Joint Army Navy
Air Publication (JAMAP) 146 created the Communications Instructions for Reporting Vital Intelligence Sightings (CIRVIS system)
that required all civilian and military pilots in the US and Canada to report UFO sightings. UFO sightings with national security
implications were investigated under the CIRVIS system.
These UFO cases were classified and their release was an offense under the Espionage Act. Less important UFO sightings were

not classified and made available through the Blue Book reporting system. The separate investigation systems for UFO sightings
was eventually disclosed in 1979 by a document released through the Freedom of Information Act.
In the released memorandum dated Oct 20, 1969, Brigadier General C.H. Bolender acknowledged:
reports of unidentified flying objects which could affect national security are made in accordance with JANAP 146 or
Air Force Manual 55-11, and are not part of the Blue Book system.
In 1963, President Kennedy was therefore seeking the release of classified UFO files collected through the CIRVIS reporting
mechanism, and not those made available through Project Blue Book.
In conclusion, National Security Action Memorandum No 271 and the associated Top Secret CIA Memorandum issued on
November 12, 1963 are evidence that Kennedy firmly linked cooperation with the USSR on outer space matters with the release
of classified UFO files. For undisclosed reasons, Kennedy was convinced that the CIA was the lead agency for ensuring the release
of UFO files.
This suggests that the USAF and the other military services were secretly required to release UFO files reported through the
CIRVIS system to the CIA. Kennedy was therefore directly confronting the CIA over its ultimate control of classified UFO files.
Ten days after the two November 12 memoranda were issued, President Kennedy was dead.
Part IV
Kennedy assassination linked to CIA and classified UFO files
June 9, 2009
On November 12, 1963, President John Kennedy issued two Presidential memoranda instructing NASA and the CIA to begin
cooperating with the USSR on joint space missions including a lunar landing. On the same day, a conversation occurred between
Kennedy and Soviet Premier Nikita Khrushchev on the importance of sharing information concerning UFOs as they moved forward
with joint space missions.
Leaked documents concerning the alleged conversation and the role of the CIA in controlling UFO information directly implicate the
CIA in Kennedys assassination ten days later.
In addition to the two Presidential memoranda cited earlier in Part III above, another leaked document shows the extent to which
Kennedy was prepared to cooperate with the Soviet Union in declassifying UFO files. The aim was to avoid the risk of a mistaken
military confrontation over UFOs.
The document (below images) is allegedly a Top Secret NSA intercept of a Hot Line conversation between President Kennedy
and Soviet Premiere Nikita Khrushchev dated November 12, 1963.

Kennedy and Khrushchev discussed the importance of their respective UFO working groups to deal with the UFO problem to avoid
the risk of future conflict.
Kennedy told Khrushchev:
I have begun an initiative with our NASA to exchange information with your Academy of Sciences in which I hope will
foster mutual concern over this problem and hopefully find some resolution.
Kennedy was certainly referring here to the National Security Action Memorandum released on the same day, November 12 1963.
Kennedy also said,
I have also instructed our CIA to provide me with full disclosure on the phantom aspects and classified programs in
which I can better assess the [UFO] situation.
While the NSA intercept has not been conclusively determined to be authentic (it has been ranked medium-to-high level of
authenticity), it is consistent with the November 12 National Security Action Memorandum 271 titled: Cooperation with the USSR
on Outer Space Matters."
The risk of mistaken identification of UFOs leading to an accidental nuclear war was also allegedly considered by NATO at the
same time. According to Robert Dean, a retired Command Sergeant Major who worked at NATO headquarters from 1963-1967, in
1964 NATO issued a Cosmic Top Secret document dealing with the threat posed by UFOs being confused with a nuclear first strike
by the Soviet Union.
Titled simply The Assessment, Dean said that it was feared that mistaken UFO sightings could start an accidental nuclear war.
Deans statement validates the content of the alleged Hotline transcript and gives support to its authenticity.
More circumstantial evidence for the accuracy of the Hotline transcript was found in a series of 1997 interviews conducted by
Khrushchevs son, Sergei. Dr Sergei Khrushchev said after his father initially refused Kennedys offer in September of joint space
and lunar missions, that in the weeks after the rejection, his father had second thoughts.
In another interview, he said:
I walked with him, sometime in late October or November, and he told me about all these things. He told me that we

have to think about this and maybe accept this idea. I asked why they would know everything, our secrets? He said
it's not important. The Americans can design everything they want. It is a very well developed country, but we will
have to save money. It's very expensive
He thought also of the political achievement of all these things, that then they would begin to trust each other much
more. After the Cuban missile crisis, his trust with President Kennedy was raised very high. He thought that it's
possible to deal with this President, he didn't think that they could be friends, but he really wanted to avoid the war, so
through this co-operation they could sojourn their thoughts on these achievements.
The November 12 National Security Action Memorandum revealed that Khrushchev had only just accepted Kennedys offer.
The Hotline conversation shows that Kennedy and Khrushchev reaching agreement on a broad range of issues concerning sharing
UFOs information and joint cooperation in space. The dating of the Hotline conversation is consistent with the agreement reached in
the background over this period between Kennedy and Khrushchev.
This gives more confidence that the Hotline document is genuine.

Ten days after the breathtaking events of November 12, Kennedy was assassinated.
The most documented source of a CIA link to the Kennedy assassination was the investigation by Jim Garrison, District Attorney of
New Orleans. Garrison found much documentary evidence to demonstrate that Lee Harvey Oswald was involved in a conspiracy
led by Clay Shaw.
Garrison discovered that Shaw had an "extensive international role as an employee of the CIA."
While Garrison was unsuccessful in earning a conviction against Shaw, Garrison was partly vindicated in 1979 by the House Select
Committee on Assassinations.
The Committee concluded:
The committee believes, on the basis of the evidence available to it, that President John F. Kennedy was probably
assassinated as a result of a conspiracy. The committee was unable to identify the other gunmen or the extent of the
conspiracy.

Historians who view the CIA as complicit in Kennedys assassination point to the CIAs role in covert operations in Vietnam as the
reason why the CIA wanted Kennedys removal from office.
Col Fletcher Prouty, in his well documented book, JFK: The CIA, Vietnam and the Plot to Assassinate John F. Kennedy, reveals
that Kennedy was attempting to end the CIAs influence over covert operations. Chief among these was the escalating U.S.
involvement in Vietnam that Kennedy wanted to end and was why he was assassinated. There is, however, a more compelling
reason for why the CIA wanted Kennedys removal for office - the CIAs role in controlling UFO information.
President Kennedys bold attempt to cooperate with the Soviet Union in joint space and lunar missions is a historic fact. What is not
well known is that this required extensive sharing of UFO information to prevent any misunderstandings over UFOs sightings that
could spark military hostilities and jeopardize space cooperation.
Documents confirm that on November 12, 1963 Kennedy and Khrushchev had agreed on steps to share UFO information precisely
for this reason, and Kennedy identified the CIA as the lead U.S. agency to implement the process. Kennedys assassination by a hit
team organized by a CIA asset, Clay Shaw, directly implicates the CIA.
CIA officials complicit in the Kennedy assassination were likely acting to preserve the CIAs institutional power and influence through
its control of UFO information.
There was, however, another secretive organization that was even more threatened by Kennedys efforts to share UFO files with the
USSR the MJ-12 Special Operations Group.

CIA Director issued secret directive denying President Kennedy access to UFO files

President John F. Kennedys desire to cooperate with the Soviet Union in joint space and lunar missions led to him asking the CIA
to release classified UFO information to the Soviets.
On November 12, 1963, Kennedy issued two Presidential Memoranda and participated in a Hotline discussion with Soviet Premier
Nikita Khrushchev to finalize details for future joint space missions. Most importantly, agreement was reached on the need for
sharing both countries most sensitive UFO files. Both Kennedy and Khrushchev were concerned that a mistaken identification of
UFOs could lead to nuclear war and jeopardize space cooperation.
Kennedys Memorandum to the Director of the CIA to share UFO files was relayed on to the James Jesus Angleton, the CIAs chief
of counterintelligence, who controlled access to the nations most sensitive UFO files. In responding to Kennedys request, Angleton
followed a secret directive from former CIA Director Allen W. Dulles to ensure that under no circumstances would any U.S.
President or his staff gain access to classified UFO files.
Earlier in this series I referred to a Top Secret NSA intercept of a Hot Line conversation between President Kennedy and Soviet
Premiere Nikita Khrushchev dated November 12, 1963. Kennedy and Khrushchev discussed the importance of their respective
UFO working groups dealing with the UFO problem to avoid the risk of future nuclear conflict.
Other (leaked) government documents refer to an MJ-12 Special Studies Project as the name of the project housing the U.S. UFO
working group. For example, on July 14, 1954 a memorandum was sent by President Eisenhowers National Security Advisor
Robert Cutler to U.S. Air Force Chief of Staff, General Nathan Twining to schedule a meeting for the MJ-12 Special Studies Project
briefing.
The Cutler-Twining memo (below image) was found at the National Archives in 1985 and is the most authoritative documentary
evidence so far that the name of the U.S. UFO working group during the Eisenhower and Kennedy administrations was associated
with the MJ-12 Special Studies Project.

Another leaked document that has been investigated and found to be authentic, more specifically names the U.S. UFO working
group as the MJ-12 Special Studies Group or more simply, MJ-12.
A top secret document was allegedly rescued from a fire burning the remainder of James Angletons files after his death on May 12,
1987.
A former counterintelligence colleague of Angleton, who claimed to be present at the burning, sent it on June 23, 1999 to Timothy
Cooper, a UFO researcher best known for his role in making public leaked MJ-12 documents (see cover letter).

Accompanying the burned memo was a one-page cover letter (above image) to Tim Cooper
regarding the history of these eight new directives concerning the MJ-12 program.
Startling revelations in the Source S-1 letter include:
"sensitive files that would connect MJ-12 to JFK's murder.
This document did not exist officially and has never been disclosed within the agency...
We in CI have monitored civilian UFO research for a long time and have played a major role in keeping the UFO community busy...
Nixon's special classified executive order (SCEO) ordered all MJ-12 documentation purged and destroyed.
This one was not. This carbon copy is the only link to MJ-12 and don't expect any more in the future.
Everything is now on computers and there is no existing paper trail to my knowledge..."
The redactions were done by the Majestic Documents team to protect the identity of the author.
According to Dr Robert Wood and Ryan Wood, the burned document,
is an original carbon with an Eagle watermark characteristic of government work, but so far forensic laboratories have
been unable to trace it. Although no dated is given, its content directly suggests the month of September. The year
is estimated to be in the early 1960s and is still under investigation.
The burned document (below images) dates from the Kennedy era and has the characteristics of a government document. If its
contents are accurate, it provides smoking gun evidence of a direct link between Kennedys efforts to gain access to UFO
information and his assassination.

The nine-page "burned" memo, stamped TOP SECRET/MJ-12, is named because it was snatched from
a fire before being destroyed, which is why it is discolored and disintegrating. Unlike many of the Majestic
documents, this one is an original carbon with an Eagle watermark characteristic of government work, but
so far forensic laboratories have been unable to trace it.
The memo is from the Director of Central Intelligence (MJ-1) to MJ-2, MJ-3, MJ-7, in reference to Project
MAJESTIC and JEHOVAH, Project EVIRO, Project PARASITE, and Project PARHELION. Although no
dated is given, its content directly suggests the month of September. The year is estimated to be in the
early 1960s and is still under investigation.
The purpose is to have the team review a new set of directives and recommend changes that can be
agreed on. Of note is the statement:
"As you must know LANCER [code word for JFK] has made some inquiries regarding our
activities which we cannot allow."

Particularly chilling is the Biological Weapons directive, which states:
"Designated MJ projects should be held in readiness to perform SPIKE and HOUSE

CLEANING operations in major population centers in the event conventional methods are
not satisfactory. Specialists from MK-ULTRA and ARTICHOKE are hereby activated to
conduct DOMESTIC."
Logically, this paragraph refers to UFO retrieval operations.
The authenticity of these directives seems beyond question: original onionskin papers, proper forensically
verified red ink of the time period, and rare "CI" (counter intelligence) stamps.

The classified Top Secret document with MJ-12 codeword access is a set of directives from the Director of the CIA who
simultaneously headed the MJ-12 Special Studies Project, to six other members of the Project.
It says:
As you must know Lancer [Kennedys Secret Service codename] has made some inquiries regarding our activities
which we cannot allow. Please submit your views no later than October. Your action to this matter is critical to the
continuance of the group.
The document clearly acknowledges that Kennedys efforts to gain access to UFO information soon after coming into office on
January 20, 1961, actually imperiled the existence of the MJ-12 Special Studies Project/Group.
While the burned document has no date of issue, the authority of the writer and the political context indicates it was written shortly
after Kennedy had issued his June 26, 1961 National Security Action Memorandum (below image) to the Director of the CIA who at
the time was Allen Dulles.

The Memorandum requested a Review of MJ-12 Intelligence Operations as they related to Cold War Psychological Warfare Plans.
The burned document acknowledged that it had,
become necessary to review and evaluate duplication of field activities in light of the current situation.
This appears to be a reference to the June 26 NSAM review Dulles was ordered to undertake.
The burned document appeared to be a draft for a series of MJ-12 directives from Allen Dulles, who knew his time as DCI was
limited due to the April 1961 Bay of Pigs fiasco. He needed an answer from the other MJ-12 members by October, a month before
he was to retire as DCI on November 29, 1961.
The burned document contained a number of directives concerning how to control UFO information and ensure that it would not be
shared with the,
Chief Executive [President Kennedy), National Security Council Staff, department heads, the Joint Chiefs, and
foreign representatives.
Basically, Dulles secret directives proscribed Kennedys National Security team from gaining access to the most sensitive UFO files
possessed by the CIA and MJ-12. Most important was what appeared to be a cryptic assassination directive in case senior
Washington officials did not cooperate with MJ-12.
While the response of other MJ-12 members is not known, subsequent events indicate that Dulles secret set of directives was
approved.

President Kennedys UFO involvement led to assassination order
June 15, 2009
On November 12, 1963, President John F. Kennedy had reached broad agreement with Soviet Premier Nikita Khrushchev on
joint space missions and sharing classified UFO files. This required both leaders instructing their respective UFO working groups to
share information. Kennedy did this through a Top Secret Memorandum to the Director of the CIA to share UFO files with NASA and
the USSR.
His November 12 Memorandum was relayed on to the James Jesus Angleton, the CIAs chief of counterintelligence. Angleton
controlled access to the most highly classified UFO files in the U.S, and was in direct communications with MJ-12 - the UFO
working group within the MJ-12 Special Studies Project.
In responding to Kennedys request, Angleton followed a Top Secret/MJ-12 set of directives.
JFK with his CIA Directors, Dulles & McCone in 1962
One of the secret directives, revealed in a leaked partially burned Top Secret/MJ-12 document forensically dated to the early 1960s,
was a cryptic assassination directive. In case any senior U.S. official did not cooperate with MJ-12, the directive sanctioned political
assassination. If accurate, the leaked document is smoking gun evidence that former CIA Director Allen Dulles was involved in
drafting and approving with other MJ-12 members a cryptic assassination directive.
The MJ-12 assassination directive was later implemented by Angleton in response to President Kennedys November 12, 1963
request to the CIA to release classified UFO files.
Earlier in this investigative series (above reports) I discussed the burned document and its genesis during the final months of Allen
Dulles tenure as Director of the CIA. Dulles and other MJ-12 members were responding to Kennedys initial effort on June 28, 1961
to be fully briefed on MJ-12 intelligence operations and UFOs.
Kennedy, according to a leaked Top Secret Memorandum titled Review of MJ-12 Intelligence Operations, (below image) requested
Dulles to give a brief summary.

In response and unknown to Kennedy, Dulles drafted a set directives shortly before his November 1961 retirement. Dulles draft
document was addressed to another six members of MJ-12 requesting comments and their approval. It had clear instructions that
under no circumstances would any U.S. President or his national security staff be briefed or given access to classified UFO files.
The most damming directive, drafted by Dulles and apparently approved by six other MJ-12 members was a cryptic assassination
directive.

Dr Robert Wood who is the foremost expert in analyzing MJ-12 documents using forensic methods, has concluded that the burned
document is an assassination directive.
In an interview (below insert) discussing the burned document, he pointed out that the cryptic phrase it should be wet originates
from Russia, where the phrase wet works or wet affairs denotes someone who had been killed and is drenched with blood.

The codeword wet was later adopted by the Soviet KGB and other intelligence agencies, according to Dr Wood. The term it
should be wet therefore was a coded command to kill someone. In drafting this cryptic directive, Allen Dulles was seeking approval
from six of his MJ-12 colleagues, to lay the justification for the assassination of any elected or appointed official in Washington DC
whose policies were non-conducive for growth.

Kennedys explosive NSAM to the CIA Director was relayed by William Colby, then (Deputy) Chief of the CIA's Far East Division, to
James Angleton in CIA counterintelligence. It was Angleton who had the authority to implement Kennedys NSAM.
On the bottom of Kennedys NSAM next to the signature space appears the following handwriting:
"Response from Colby: Angleton has MJ directive 11/20/63"
Colby is here acknowledging that Angleton, two days before Kennedys assassination, had the MJ directives the burned document
and would use them to respond to Kennedys NSAM. This handwriting directly implicates Angleton in the Kennedy assassination
due to the cryptic MJ-12 assassination directive.
There is more evidence to directly implicate Angleton in the Kennedy assassination. Lee Harvey Oswald was among a small group
of American citizens to have defected to the Soviet Union in 1959. The CIA established a file on Oswald in 1960, but some authors
claim that CIA counterintelligence were monitoring Oswald even earlier, and that Angleton was directly involved through an
intermediary.
An alleged leaked CIA document (below image) also suggests that Oswald was trained by the CIA in 1957 for Soviet assignments.

At the very least, as an American defector, Oswald was the responsibility of CIA counterintelligence headed by Angleton.
Upon his return to the U.S. in June 1962, Oswalds activities were closely monitored by CIA counterintelligence. Oswalds
subsequent association with a number of CIA assets including Clay Shaw provided opportunities for Angletons counterintelligence
to not only monitor, but to manipulate Oswald.
Ensuring Oswalds participation in the Kennedy assassination, no matter how minimal, provided a powerful rationale for preventing
a thorough investigation of the Kennedy assassination. As a former communist defector, Angleton and the CIA could persuasively
argue that Oswalds involvement directly implicated the USSR. This allowed the CIA to successfully argue to the Warren
Commission, through Allen Dulles who was a member, that a thorough investigation was too dangerous due to the risk of nuclear
war.
The assassination of President Kennedy directly resulted from his efforts to gain access to the CIAs control of classified UFO files.
Unknown to Kennedy, a set of secret MJ-12 directives issued by his former CIA Director, Allen Dulles, proscribed any cooperation
with Kennedy and his national security staff on the UFO issue.
It was Dulles and another six unknown MJ-12 members who sanctioned the directives found in the burned document including a
political assassination directive against non-cooperative officials in the Kennedy administration. While Dulles and his six associates
pre-authorized the assassination of Kennedy, it was the CIA counterintelligence chief who gave the final orders that culminated in
Kennedys assassination.
In doing so, James Angleton arranged for a communist defector to be involved so as to eventually take the blame and ensure that
no thorough investigation would follow by federal or congressional authorities. Documents and facts bear witness to the complicity
of former CIA officials in the assassination of President Kennedy.
The implications of leaked MJ-12 documents relevant to the Kennedy administration require a thorough public inquiry.

Did Allen Dulles draft Kennedy assassination directive in a covert MJ-12 coup?
June 20, 2009
A cryptic assassination directive found in a leaked document allegedly drafted by the Director of the CIA (DCI) was in response to
President Kennedys inquiries into covert activities of the MJ-12 Special Studies Project. The document reveals that the DCI, at the
time of its drafting, was also the head (MJ-1) of a covert group in charge of the highly classified MJ-12 Project.
The document contained eight directives describing future MJ-12 policies. The first directive prevented access by the President, his
National Security Council staff and Joint Chiefs of Staff to information concerning UFOs.
The alleged assassination directive was the eighth directive (below image) and appeared to be a cryptic order to eliminate
uncooperative U.S. federal officials.

Though the document is undated and unsigned, forensic analysis on the original carbon version dates it to the 1960s. The political
context dates it to the first year of President Kennedys term.
This means that just before he retired on November 29, 1961, outgoing DCI Allen Dulles drafted a document that would deny his
superior, President Kennedy, information that had been legitimately requested concerning MJ-12 activities.

More importantly, the assassination directive constituted pre-authorization for the violent removal of a sitting President from office in
a covert coup d'etat.
Dr Bob and Ryan Wood have conducted extensive forensic analysis of the burned document which was received in its original
carbon version. It was on government issued watermarked paper and dated to the 1960s. Though the paper has still not been
definitively traced to any government agency, it uses similar watermarks to other government documents.
The text of the burned document clearly points to President Kennedys inquiries concerning MJ-12 Special Studies Project activities
as the catalyst for it being drafted.
In a cover letter (below image) by the Director of the CIA (DCI) to six other members of group response for the MJ-12 Project, the
DCI said:
As you must know Lancer [Kennedy] has made some inquiries regarding our activities which we cannot allow.
Please submit your views no later than October.

More significantly, the document says that continuance of the group was at stake. While Dulles name does not appear on the
burned document other leaked documents reveal that he drafted it.
On June 28, 1961, President Kennedy wrote (below image) the following to Dulles:
National Security Memorandum

To: The Director, Central Intelligence Agency
Subject: Review of MJ-12 Intelligence Operations as they relate to Cold War Psychological Warfare Plans
I would like a brief summary from you at your earliest convenience
This leaked National Security Memorandum clearly shows that Kennedy in June of 1961, wanted to learn about MJ-12 activities and
the relationship with psychological warfare.
While the leaked June Memorandum has not been acknowledged by the CIA (it was classified TOP SECRET), other documents

from the period support its authenticity. Early in his administration, President Kennedy showed that he desired to restructure the
National Security Council and bring all intelligence and psychological warfare activities under direct Executive control.
On February 19, 1961, President Kennedy issued Executive Order 10920 which abolished the Operations Coordinating Board. The
Operations Coordinating Board was the primary interagency organization responsible for Cold War psychological warfare activities.
Its responsibilities were handed over to Kennedys national security advisor, McGeorge Bundy and the Department of State.
President Kennedys EO 10920 showed that he desired to gain control over all intelligence activities related to psychological
warfare. Abolishing the Operations Coordinating Board shows he was willing to dismantle any government entity in order to bring its
psychological warfare operations under the direct control of his national security team.
EO 10920 helps substantiate his later June 28, 1961 National Security Memorandum concerning a review of MJ-12 activities that
Kennedy had learned involved psychological warfare. EO 10920 also helps substantiate the very real concern expressed by the
drafter of the burned document that the future of MJ-12 was at stake.
The authenticity of the June 28 Memorandum is also supported by a declassified set of three National Security Action
Memorandums (NSAM) issued on the same day to the Joint Chiefs of Staff, and also forwarded to Dulles.
NSAM 55-57 (below images) placed Cold War operations firmly under the control of the Joint Chiefs.
According to Col Fletcher Prouty, they were Kennedys main means of gaining control over covert CIA operations.
This supports the content of the June 28 CIA Memorandum which involved Cold War operations by MJ-12. Furthermore, the three
NSAMs help explain why the Joint Chiefs were included among the entities in the burned documents first directive that would be
excluded from UFO information.
Finally, three 1952 Top Secret memos titled: "Joint Logistic Plan for MAJESTIC" (below images) from the Joint Chiefs of Staff were
declassified in 1976.
One states:
"The following plans in support of MAJESTIC are now under preparation: A psychological warfare plan.

Once again, this shows the relationship between MJ-12 (Majestic) operations and psychological warfare.
Kennedy therefore had good reason to issue his June 28 1961 memorandum to Dulles asking him for a review of MJ-12
psychological warefare operations.
Dulles response to Kennedys June 28 Memorandum was an alleged letter marked TOP SECRET (below image) that was issued on
November 5, 1961. Dulles letter gives an overview of the MJ-12 activities with regard to psychological activities.
It describes UFOs as part of Soviet propaganda designed to spread distrust of the government.
Dulles letter acknowledged that while it was possible some,
UFO cases are of non-terrestrial origin, these did not constitute a physical threat to national defense.
Most significantly, the letter said:
For reasons of security, I cannot divulge pertinent data on some of the more sensitive aspects of MJ-12 activities

If genuine, Dulles letter was giving President Kennedy only minimal information in response to his June 1961 NSAM request for a
brief summary of MJ-12 activities.
Consequently, the leaked June 28, 1961 Memorandum (above image), EO 10920 and NSAMs 55-57 reveal that a power struggle
was occurring over Executive control of Cold War psychological warfare programs and the covert activities of MJ-12. This struggle
is reflected in the Burned Document which requests others involved in running MJ-12 to respond by October.
The response of other MJ-12 members presumably led to Dulles November 5 letter to Kennedy. The letter firmly suggests that
MJ-12 had decided not to cooperate with Kennedy and authorized the set of directives drafted by Dulles. Thus Kennedys efforts to
incorporate MJ-12 psychological warfare activities under the direct control of his National Security Advisor were dismissed.
In conclusion, documents reveal that in 1961 President Kennedy was attempting to gain control over intelligence activities related to
Cold War psychological warfare operations. This is confirmed in Executive Order 10920 that placed interagency psychological
warfare plans under the control of McGeorge Bundy.
It is further supported by declassified 1952 memos from the Joint Chiefs of Staff to provide logistic support for MAJESTIC (MJ-12)
psychological warfare programs, and three NSAMs issued on June 28, 1961 to place covert Cold War activities under the control of
the Joint Chiefs of Staff. On the same day, June 28, Kennedy contacted Allen Dulles to request a summary about MJ-12s
psychological warfare activities. Dulles November 5 response highlighted that these activities involved the UFO issue but declined
to release sensitive information.
These events are consistent with the content of the burned document comprising eight directives restricting access to UFO
information from the President, his National Security Council Staff, including Bundy, and the Joint Chiefs of Staff. It can therefore be
concluded that Allen Dulles was the official who drafted the document including the cryptic assassination directive.
Some time shortly before his alleged November 5, 1961 letter to Kennedy, Dulles draft set of directives had been responded to and
approved by six other members of MJ-12.
The implementation of the assassination directive on November 22, 1963 therefore constituted a covert coup detat by MJ-12.

for James Jesus Angleton, Director, CIA Counter-intelligence from 1954 to 1974. After James
Angleton died on May 12, 1987, leaker said he pulled this 9-page memorandum from a fire
that was burning up Angleton's most sensitive MJ-12 secret files.

August 3, 2008 Newport Beach, California - In 1993, Robert Wood, Ph.D., retired from his management
work at McDonnell Douglas Corporation, a large aerospace company where he had worked since 1953.
That was the year he received his Ph.D. in Physics at Cornell University where his focus was theoretical
physics and aeronautical engineering. Immediately after graduation, he began working for McDonnell
Aircraft Corporation in Maryland, but was drafted into the U. S. Army for two years and was assigned to
Aberdeen Proving Ground northeast of Baltimore. For the Army, Bob analyzed the boundary layers of
ballistic shells. After completing his draft service, he left as a corporal and returned to McDonnell Aircraft,
which on April 28, 1967, merged with Douglas Aircraft to become McDonnell Douglas Corporation.
Bob Wood explained to me that beginning in 1967 during his continued employment with McDonnell
Douglas, he was asked by his boss to investigate the possible anti-gravity propulsion system attributed to
unidentified aerial vehicles.
Interview:
Robert Wood, Ph.D., Physicist and former Aerospace Manager for McDonnell Douglas Corporation,
now retired in Newport Beach, California: In 1967, I was asked by my boss to look into UFOs because
he had to give a speech on the subject. And that assignment resulted in my establishing a group of about
five scientists who studied the UFO subject for a couple of years. Thats when I met James McDonald,
Ph.D.
[ Editors Note: Senior physicist at the Institute for Atmospheric Physics and Prof. in the Department of
Meteorology, University of Arizona, Tucson, who was convinced UFOs were extraterrestrial, testified
before Congress in 1968 about the need for serious study of the phenomenon and was found dead on June
13, 1971, in a Tucson creek. His death was declared a suicide, but another theory is that he was murdered by
MJ-12 authority to enforce a policy of denial in the interest of national security that required keeping facts
about the UFO/extraterrestrial phenomenon out of the public and media.]
I also visited Edward Condon, who headed the Condon Committee UFO Project at the University of
Colorado in the late 1960s.
[ Editors Note: Edward Condon, Ph.D., graduated from the University of California-Berkeley, in 1926
with a Ph.D. in Physics. By 1943, Condon joined the Manhattan Project to develop the atomic bomb. Later
he was Research Director of Corning Glass, Director of the National Bureau of Standards, and President of
the American Physical Society.
Condon was also Prof. of Physics at the University of Colorado in Boulder when the U. S. Air Force asked
him to oversee a review of UFO reports and to produce an official report for Air Force use. From 1966 to
1968, Condon directed the University of Colorado UFO Project in which he concluded there was nothing to
the UFO phenomenon. His formal conclusion contradicted facts and eyewitness testimonies and many
researchers have concluded the Condon Study was a deliberate misinformation project by MJ-12 through
the USAF and Condon to discredit UFOs in the context of Project BLUE BOOK. After that, the USAF's
standard comment to UFO inquiries has been the Air Force no longer investigates UFOs because Prof.
Condon investigated and concluded there was nothing worth investigating.
One of Condons students was Cornell University astronomer Carl Sagan, who is also suspected of
replacing Harvard astronomer, Donald Menzel, on the MJ-12 member list. Nuclear physicist and long-time
UFO researcher, Stanton Friedman, hypothesizes that Menzel and Sagan had classified MJ-12 assignments
to misinform the public and media about the UFO/extraterrestrial presence in order to sustain the MJ-12
policy of denial in the interest of national security. ]
Robert Wood: My science team at McDonnell Douglas did not discover the secret of anti-gravity, but we
worked on it. Stanton Friedman, nuclear physicist and long-time UFO investigator, was one of the
contributors to our work.
When the group broke up, I knew I wanted to attack this problem further. In the meantime, I had to earn a
living. So, at McDonnell Douglas I became an expert on radar for ballistic missile defense and worked on
the international space station and other space-related projects.
In 1993 after I retired, I heard from Stanton Friedman that Don Berliner at the Fund for UFO Research
received undeveloped 35mm negative film by mail that I should see. So, I called up Don who asked me to
visit him in Washington, D. C., and we went together to get some high quality photographs of the
undeveloped film. That turned out to be the SOM1-01 Special Operations Manual. I examined the blown up
photographs in great detail and typed up paper copies of the text to share and study. That research got me
very interested in the authentication of questioned documents. For Robert Wood details on the

Robert Wood: In the meantime, I learned that Timothy Coopers father, Harry Bob Cooper, was assigned
to Holloman AFB in the late 1940s and one of the jobs he had was to run their reprographics facility
(document printing and copying). Apparently, in later life, he told his son, Timothy, that during his work at
Holloman AFB, he was involved in some UFO research. The father, Harry Cooper, even had a certificate
commending him for working in the UFO research program, which is amazing since the U. S. Air Force has
never acknowledged the existence of such a program!
Tim says he was with his father on November 22, 1963, watching television about the assassination of
President John F. Kennedy. Timothy told Bob Wood that there were tears in his fathers eyes when Harry
Cooper said, They really did it. That led Timothy to become very interested in the Kennedy assassination.
Timothy Cooper started putting in Freedom of Information requests back in the late 1980s for information
about the Kennedy assassination. At the same time, Timothy began to ask about UFOs. Timothy had put in
FOIA requests to about fourteen different government agencies for everything they had about the Kennedy
assassination and UFOs.
In 1996, Timothy Cooper received a surprise in the mail a leaked document. Timothy wrote to UFO
researchers, Stanton Friedman and Richard Haines, to let them know he had information relevant to White
Sands in 1947. None of them did anything about it. There was no visit to Timothy until Stanton Friedman
called me up and said, You live a lot closer to Big Bear Lake, California, than I do. Thats where this
Timothy Cooper is. Why dont you go visit him?
So, that was what caused my first visit to see Timothy Cooper in the early 1990s. He showed me some of
the documents that he had received in various ways. I was pretty impressed. But most of what he first
showed me were all xeroxed copies. He did not show me any original documents at that time.

But in June 1999, Timothy sent me an email saying, Wow, you wont believe what I got in the mail today!
That was when I went to Bear Lake to visit him again for the second or third time. What he had received
was the Vernon Bowen manuscript 339 pages that came in an envelope mailed from Fort Meade,
Maryland (U. S. Army and headquarters of the National Security Agency See Websites below).

Perhaps the most stunning physical evidence for the existence of the TOP SECRET/MAJIC program is this
original 339 page manuscript about flying saucers. Written by Vernon Bowen, the original is on
watermarked paper with red TOP SECRET/MAJIC stampings on some of the chapters. Most of the rest of
the document is marked CONFIDENTIAL. Original handwritten marginalia shows linkages to Project
White Hot, Twining, Vannevar Bush, Moon Dust, and Donald Menzel. A well written snapshot of the
public history of flying saucers from 1947 to 1954. Bowen was personally well-connected to many top
(government) people.]
Robert Wood: The author was Charles Vernon Bowen who in 1961, produced a manuscript entitled
Encyclopaedia of Flying Saucers. Then a friend of Bowen's in the U. S. Air Force asked to show Bowen's
manuscript to some U. S. Air Force authority and some one there apparently gave it to someone else in the
U. S. Army, because it was returned from the FOIA office at Fort Meade in 1999 to Timothy Cooper.
Charles Vernon Bowen was an advertising agent who spent most of his lunch time in the New York Public
Library looking up everything in the Periodical Guide to Literature on UFOs and flying saucers. His
encyclopaedia was basically an unclassified summary of everything he had read.
Were not sure where exactly his manuscript went in the government, but we do know there were people
actively reading it because they were writing on the margins. Ive analyzed the age of the ink when those
marginalia occurred. The earliest date is 1961 and those were the ink marks made by Vernon Bowen, the
last marks he made on the manuscript. Other ink margin notes are dated 1977.
The interesting thing is that the notes made in the margins of this original manuscript were datable by pen
and ink and some of the notes identified Harvard astronomer, Donald Menzel, as a guy who was a member
of the inner (government UFO) circle.
[Editors Note: Donald Howard Menzel (April 11, 1901 to December 14, 1976). An American astronomer
and astrophysicist who was one of the leading astronomers of his era. Menzel also earned notoriety as an
early skeptic of UFOs as being any extraordinary phenomenon. Physicist and UFO researcher Stanton
Friedman reported that his own research (including examination of Harvard University archives) showed
that Menzel had served as a consultant to the National Security Council.
The fact that Menzel had security clearance and worked with the U.S. government is not on its own
extraordinary; many scientists participate in sensitive duties for the U.S. government. What is somewhat
unusual about Menzel's case, is that he held the rarefied Top Secret Ultra clearance. Menzel's dual
membership in the academic community and in the black world of military secret projects was apparently
unknown to many colleagues and military contacts in the USAF Air Technical Intelligence Center.
Friedman argues that Menzel's high-level clearance is evidence that he was a member of MJ-12. In fact,
Friedman found Menzel's name on a list of purported MJ-12 members. Friedman then concluded that
Menzel's persistent debunking of the UFO phenomenon was a deliberate MJ-12 assignment to misinform
and reduce public and professional interest in UFOs.]
Vernon Bowen's Encyclopaedia is significant in that its one of only two or three documents I have that are
on original paper where you can actually date the paper and ink and determine it was authentic for that era.
WHEN DID YOU RECEIVE THE PAGES FOR THE FIRST TIME THAT YOU COULD STUDY THE
INK?
I think I saw it for the first time probably a week after he got it in June 1999. But I got possession of the
documents in 2001, when Timothy Cooper became disenchanted with the UFO subject, wanted to become a
TV script writer and was really short of cash.
I asked him, How much would it take to buy from you everything youve got? He agreed on a price and he
shipped me the documents.

PURCHASED ALL OF THE DOCUMENTS THAT TIMOTHY COOPER HAD IN 2001?
Yes. And interestingly enough, one week after I had been at his Big Bear Lake, California, home and saw
the Vernon Bowen inked manuscript with the TOP SECRET/MAJIC stamp on the title page, I received an
email from Timothy saying, You wont believe what arrived in the mail yesterday! Then he alluded to the
fact that a new memo he just received had apparently been scorched in a fire. Thats when I first heard about
the burned memo. As far as I know, this burned memo is the only document that I've ever heard anyone
claim could be the authorization to kill President John F. Kennedy.

I would presume that the scenario involved is that MJ-1

is dictating this burned memo to a secretary. He, MJ-1, does not want the
secretary to know that he is saying, We ought to kill JFK.

Robert Wood, Ph.D., Physicist and former Aerospace Manager for McDonnell Douglas Corporation,
now retired in Newport Beach, California: The cover letter was written, in my opinion, by the person
who says he worked for James Jesus Angleton in counter-intelligence at the CIA. It amazed me that my
name was in the letter. And also, it says -1 to the left of the red FILE stamp at the bottom of this letter.
That presumably was a way of identifying the leaker. We had other leaked documents from -2, which was
a different address and different kind of information.
[ Editors Note: Wikipedia James Jesus Angleton (December 9, 1917 to May 12, 1987), known to
colleagues as Jim and nicknamed the Kingfisher. Angleton was the longest serving Chief of the Central
Intelligence Agency's (CIA) Counter-intelligence (CI) staff from 1954 to 1974. The CIA recruited him in
1947 as the agency was first coming into existence. Angleton's internal CIA cryptonym (codename) was
KU/MOTHER. His cover name was Hugh Ashmead. He turned his attentions to Russia's KGB and the
Soviet nuclear weapons program with its probable reliance on technology leaked from the American
Manhattan Project to develop the atomic bomb.
In 1954, Allen W. Dulles, who had recently become Director of Central Intelligence, named Angleton head
of the Counter-intelligence staff, a position Angleton retained for the rest of his CIA career. Dulles also
assigned him responsibility for coordination with allied intelligence services.]
IN THE FIRST PARAGRAPH OF THE LEAKER'S COVER LETTER, WHO IS 'AWD' WHO WAS
VERY FEARFUL OF DISCLOSURE?
Allen W. Dulles. He was the Director of the CIA, and presumably MJ-1 up to 1961. He was a tough inside
player. But, in November 1961, President John F. Kennedy replaced Alan Dulles with John McCone.
McCone was also in charge of the CIA at the time of the November 22, 1963, assassination; Allen W.
Dulles served on the Warren Commission, which investigated the assassination, and Allen W. Dulles signed
the Warren Commission report cover letter.
Sixth signature down is Allen W. Dulles, September 24, 1964, cover letter of President's
Commission on the Assassination of President Kennedy, known as the Warren Commission
after its Chairman, Chief Justice of the Supreme Court, Earl Warren.
Allen Welsh Dulles (April 7, 1893 to January 29, 1969)
was the first civilian and the longest serving Director of Central Intelligence
(1953-1961). His professional civilian background was as a corporate lawyer
and partner at Sullivan & Cromwell, an international law firm headquartered
in New York, that is one of the world's most profitable and prestigious law firms.
If, as the Eisenhower document says, the Director of the CIA is MJ-1 in the Majestic 12 group, who wrote
the burned memo? Depending upon the date it was written - and we don't have a date - if it was written in
1963 shortly before JFK was assassinated, was the CIA Director then, John McCone, the MJ-12 memo
writer? The fact that the author says, Please submit your views no later than October after warning that
LANCER has made some inquiries regarding our activities which we cannot allow. For me, that seems to
tie with 1963 events in which we have a Kennedy letter dated November 12, 1963, that asks for information
from the CIA.
November 12, 1963 TOP SECRET Memorandum for Director, Central Intelligence Agency
(name blacked out, but presumably John McCone) from President John F. Kennedy.
SUBJECT: Classification review of all UFO intelligence files affecting National Security.
AND JFK IS DEAD ONLY TEN DAYS AFTER HIS NOVEMBER 12, 1963, MEMO.
Right. So, Im inclined to believe the burned memo is October 1963 and that would mean the writer of the
burned memo was John McCone, then CIA Director. But it might still have been Allen Dulles, the powerful
insider, if he remained MJ-1 even after McCone was appointed to take his place in the CIA. Or the burned
memo writer might also be Allen W. Dulles if it was written as early as 1961 when Dulles was head of the
CIA. AWD is mentioned in the burned memo and clearly, the writer of the burned memo is identified as
MJ-1.
If the leaker of the burned memo to Timothy Cooper in 1999 is implying in his cover letter that AWD, Allen
W. Dulles, was MJ-1, then the burn memo must have been written in 1961.
WHEN DID YOU FIRST HAVE A COPY OF THE BURNED MEMO IN YOUR HAND?
Probably 1999 because Tim Cooper called me about it in June and I think Ryan and I drove back there to
see it.
BECAUSE YOU THOUGHT IT WAS SO IMPORTANT.
Yes.
ANY UNDERSTANDING WHY THE LEAKER SNATCHED THE BURN MEMO FROM THE FIRE?
No. But the leaker apparently was a very senior guy in CIA counterintelligence, a right hand man to James
Angleton, meaning the leakers name was probably well known. His cover letter was dated June 23, 1999.
He might not be alive now. I dont know. But certainly when the leaker wrote this letter in June 1999, he
was a very coherent writer.
WHO WAS CLOSEST TO JAMES ANGLETON IN THE CIA?
I don't know. That's research that needs to be done.
IN PARAGRAPH 2 OF THE LEAKER'S COVER LETTER, IT SAYS: SALINA REQUESTED THAT

THE MJ-12 DIRECTIVES BE SENT TO YOU AND HOPEFULLY, BE DISSEMINATED IN A
RESPONSIBLE MANNER. WHO IS SALINA?
I think Salina was a secretary in counterintelligence to whom the burned memo was dictated. Thats my
opinion. One of the things I got from Timothy Cooper is a note from Salina in her original handwriting
dated June 5, 1996. Salina sent this note to Timothy Cooper in 1996 because it was accompanying other
documents that were leaked. I believe this note is the one that sent the Oppenheimer and Einstein 5-page
Project JEHOVA memo. So, she was transmitting other stuff at the time to Timothy Cooper.
June 5, 1996, note written by Salina to Timothy Cooper: At my father's request (Cantwell -
thought to be the CIA counter-intelligence operative under James Jesus Angleton),
I'm sending these private papers. Like my father, I worked in the Intelligence Community.
I'm a retired CIA employee with thirty years in CI (counter-intelligence) under Jim Angleton.

The burned memo really tells a fascinating story. JFK is beginning to ask too many questions. We cant
allow this, in pretty much no kidding language. And MJ-1 (CIA Director) is saying, I have some new
policies I want you other six guys to agree (MJ-2,MJ-3, MJ-4, MJ-5, MJ-6, MJ-7) and let me know before
October (presumed to be October 1963) that they are OK because we are going to put them in place. And
these six policies are pretty interesting.
The first Tab A says basically, if the President of the United States starts to ask questions, tell him its not a
matter of national security. And then at the end it says that if the UFOs show up suddenly and we have to
admit they are there, then well give full disclosure as the law requires, which amazes me because that
implies there is a law that says they (MJ-12) are supposed to disclose something. As far as I can tell so far,
MJ-12 has not operated within any law.
TO ME, THE MEMO IMPLIES THAT MJ-12 ALREADY KNOWS THAT UFOS DISPLAY HOSTILE
INTENT AND WHAT THEY ARE MAKING A DISTINCTION IN THIS TAB A IS: IN THE
UNLIKELY EVENT THAT UFOS OVERTLY DISPLAY HOSTILE INTENT OVERTLY WOULD
MEAN PUBLICLY.
THE WORDS IMPLY THAT MJ-12 ALREADY KNOWS THERE HAS BEEN HOSTILE INTENT
TOWARDS THE NATIONAL SECURITY OF THE UNITED STATES.
I read it without the word overtly in my mind. But if you put in the word overtly, you can attach your
meaning to it, too. So, I would not dispute your interpretation.
WOULD YOU CONTINUE WITH YOUR ELABORATION TAB BY TAB?

Tab B NEED-TO-KNOW
The second one, Tab B, basically says some people in the Federal Bureau of Investigation (FBI) are getting
to know too much, so weve got to tell J. Edgar Hoover that theres something going on. But dont tell him
anything more than we have to and get as much out of him (Hoover) as possible, while we keep our CIA
spies in place in the FBI. The back channel contacts means CIA guys working inside the FBI.

WHAT IS DOD NOTICE 5200.1?
5200.1 is just security rules concerning who gets access to classified material. The black stamp CI is
counter-intelligence. Its a stamp the counterintelligence guys used under Angleton to distinguish their work
from the rest of the CIA. You have to remember that the counter-intelligence people were basically the
people trying to figure out whether the Soviets had planted spies within the CIA, so they had a measure of
separateness from the rest of the CIA. That separateness was very important. CI could basically do whatever
they wanted to do, as evidenced by the fact thats where they put the MJ-12 program for control.
Tab C is interesting for two reasons. First, it affirms the existence of SCEO (Sensitive Compartmented
Executive Order) and also makes clear that apparently it's the 54/12 program that is exempt from that.
Otherwise, all of the Department of Defense has no access to anything on MJ-12.
SO, MJ-12 WAS UNDER THE CONTROL OF ANGLETON IN THE CIA'S COUNTER-
INTELLIGENCE?
I would say thats what this memo implies. However, I would be quick to add that there are a lot of agencies
in the United States and it is clear that the U. S. Navy had played a lead role in the past. And I believe it was
the U. S. Army that retrieved the Cape Girardeau, Missouri, crash (1941). So, all these agencies had been
snapping away to get control of the (E. T.) technologies by themselves. The CIA wound up with control of
the official program for MJ-12, but I think there are other little pockets of UFO work in all the agencies
some of which were perhaps cleared for MJ-12 access and some, which were not.
ALL COMPETING WITH EACH OTHER BECAUSE THEY WANTED ADVANCED
EXTRATERRESTRIAL TECHNOLOGIES?
Yes, I think so. Thats right. They were not caring about the public. They wanted the technologies.
IS 54/12 THE SAME ENTITY AS MJ-12?
No, I don't think 54/12 is the same as MJ-12, but apparently 54/12 was given some access to some parts of
MJ-12.
[ Update from Earthfiles viewer and Wikipedia: 54/12 was not in the Pentagon. This was a committee set
up under NSC purview to review covert and clandestine operations. NSC, you recall is statutory and within
the Executive Office of the President, so it was a very high level review committee concerning some of the
most sensitive matters. Over the course of Administrations, its name has mutated ... 303 Committee, 40
Committee, Operations Advisory Group, NSC Special Coordination Committee, National Security Planning
Group.
Wikipedia - 54/12: Since 1954, oversight of United States covert operations has been carried out by a
series of sub-committees of the United States National Security Council. Oversight of covert operations was
brought under the control of the National Security Council by the creation of the Planning Coordination
Group in 1954.
The Planning Coordination Group was created by President Eisenhower's Presidential Directive 5412/1
on March 15, 1954. The group, initially, was headed by Special Assistant to the President for Foreign
Affairs, Nelson Rockefeller.
The NSC 5412/2 Special Group, often referred simply as the Special Group, was an initially secret, but
later public, subcommittee of the United States National Security Council responsible for coordinating
government covert operations. Presidential Directive NSC 5412/2, issued December 28, 1954, assigned
responsibility for co-ordination of covert actions to representatives of the Secretary of State, the Secretary of
Defense, and the President respectively.
The Federation of American Scientists list of national security documents for the Eisenhower administration
does not show a directive 5412/2. It does, however, show a 5412/1 with a classified title (one of only three
such documents for the entire Eisenhower administration).
303 Committee - The covert actions oversight group was renamed the 303 Committee after National
Security Action Memorandum No. 303 on June 2, 1964. McGeorge Bundy, National Security Advisor,
became Chairman for that committee.
The successor to the Special Group was the 40 Committee.
The 40 Committee was a division of the Executive branch of the United States government whose mandate
was to review proposed major covert actions. In 1970, the 40 Committee played a major role in so called
Track I efforts to prevent Salvador Allende from taking office following the Chilean popular vote of
September 4, 1970.
Operations Advisory Group - On February 18, 1976, the 40 Committee was replaced by the Operations
Advisory Group, in accordance with Executive Order 11905 issued by Gerald Ford. The new group was
composed of the President's Assistant for National Security Affairs, the Secretaries of State and Defense, the
Chairman of the Joint Chiefs of Staff, and the Director of Central Intelligence.
NSC Special Coordination Committee - The following year on May 13, 1977, President Jimmy Carter
issued Executive Order 11985, which updated the previous order such that the Operations Advisory Group
thereafter would be known as the NSC Special Coordination Committee.
National Security Planning Group - Under the Reagan administration, the Special Coordination
Committee was replaced by the National Security Planning Group which included the Vice-President, the
Secretary of Defense, the Secretary of State, the Assistant for National Security Affairs, and the Director of
the CIA. ]
I think a number of people have concurred that President Eisenhower lost control to the MJ-12 program.
The MJ program did things the way they wanted. In fact, that was the time that MJ-12 allegedly started to
go and put some of the civilian contractors in charge sort of took MJ-12 research out of the government
and made the government clean so that when you ask the government, What do you know about MJ-12?
The honest answer is, We dont know squat.
YOU MEAN PUTTING MJ-12 OUT INTO CORPORATIONS LIKE BECHTEL?
Yeah, putting some of the responsibilities out into the corporations so the paperwork was not under
government control and they could use security systems that separated it from the government.
THIS MIGHT RELATE TO PRESIDENT EISENHOWERS WARNING WHEN HE WENT OUT OF

OFFICE ABOUT THE MILITARY-INDUSTRIAL COMPLEX?
Yes, I think so.
THATS CRUCIAL TO UNDERSTANDING THIS BURN MEMO. WHY IS IT THAT THE MJ-12
FORCES FROM TRUMAN TO KENNEDY WOULD SUDDENLY BE IN A HOSTILE POSITION
WITH THE PRESIDENT OF THE UNITED STATES, WHO IN THE BURN MEMO IS REFERRED TO
AS LANCER.
Yes, right. And apparently that was a code name (for JFK) that was pretty well protected at that time.
BUT TAB A IS ABOUT KEEPING ALL OF THIS KNOWLEDGE FROM LANCER.
Exactly. And Lancer in his November 12, 1963, letter is basically saying hes going to start a program to
share all this stuff with the Soviet Union. That scared the hell out of them (MJ-12)!
THAT WOULD BE THE REASON THAT YOU SUSPECT JFK WAS ASSASSINATED BY THE CIA
THROUGH SOMEBODY?
Yes. Actually jumping to the bottom line: As far as I know, this burned memo is the only document that
Ive ever heard anyone claim could be the authorization to kill President John F. Kennedy. Its written
evidence that could be entered into a court as the authorization to kill Kennedy.
Tab D Project BLUE BOOK
In my judgment, the National Intelligence Estimate (NIE) probably established Blue Book in a two-part
way. One part was only slightly classified, which is the one we all know about. The other was highly covert,
which was to take the information we were getting from the public and run it into MJ-12 to figure out how
to use it. Perhaps also, they might have had a misinformation component. I think the thing that is significant
to me is the reference to the NIE, the National Intelligence Estimate. Thats pretty important that the MJ-12
BLUE BOOK/MAJIC actually got in there.
MEANING THAT THE COVERT PROJECT BLUE BOOK WAS DESCRIBED IN THE NATIONAL
INTELLIGENCE ESTIMATE.
At least at that time in the early 1960s, which sure contradicts the misinforming public BLUE BOOK that
pretty much said there was nothing to UFOs even to investigate.

The next one, Tab E, basically says no matter who asks, dont tell them anything.
AND IN THAT PREVIOUS TAB D, REFERENCE TO BLUE BOOK IS AUTHORIZED ONLY WHEN
RESPONDING TO PUBLIC AND CONGRESSIONAL INQUIRIES. THAT MEANS THIS IS MJ-12S
WAY OF KEEPING EVERYBODY ELSE AT AN ARMS LENGTH DISTANCE FROM THE TRUTH.

SPIKE, HOUSE CLEANING, ARTICHOKE and DOMESTIC, I think are all unknown. Im still looking
for people who claim to know something about those projects. MK-ULTRA, of course, has been released
and discussed and basically that was a CIA project that did a lot of unconstitutional testing.
I think the part they have admitted to was the use of psychedelic drugs without permission of the subjects. If
you look up MK-ULTRA in the public record, I think youll find a lot of bad stuff that has been released.

The project studied hypnosis, forced morphine addiction (and subsequent forced withdrawal), and the use of

Project MK-ULTRA, or MKULTRA, was the code name for a covert CIA mind-control and chemical
interrogation research program, run by the Office of Scientific Intelligence, that began in the early 1950s
and continued at least through the late 1960s. There is much published evidence that the project involved the
surreptitious use of many types of drugs, as well as other methodology, to manipulate individual mental
states and to alter brain function.
Project MK-ULTRA was first brought to wide public attention in 1975 by the U.S. Congress, through
investigations by the Church Committee, and by a presidential commission known as the Rockefeller
Commission. Investigative efforts were hampered by the fact that CIA Director Richard Helms ordered all
MK-ULTRA files destroyed in 1973. The Church Committee and Rockefeller Commission investigations
relied on the sworn testimony of direct participants and on the relatively small number of documents that
survived Helms' destruction order.
Although the CIA insists that MK-ULTRA-type experiments have been abandoned, 14-year CIA veteran
Victor Marchetti has stated in various interviews that the CIA routinely conducts misinformation campaigns
and that CIA mind control research continued. In a 1977 interview, Marchetti specifically called the CIA
claim that MK-ULTRA was abandoned a cover story.
On the Senate floor in 1977, Senator Ted Kennedy said: The Deputy Director of the CIA revealed that
over thirty universities and institutions were involved in an extensive testing and experimentation
program, which included covert drug tests on unwitting citizens at all social levels, high and low, native
Americans and foreign. Several of these tests involved the administration of LSD to unwitting subjects in
social situations. At least one death, that of Dr. [Frank] Olson, resulted from these activities. The Agency
itself acknowledged that these tests made little scientific sense. The agents doing the monitoring were not

Robert Julius Oppenheimer is best known for his role as scientific director of the Manhattan Project,
America's TOP SECRET government project to develop the first nuclear weapons in the early 1940s in Los
Alamos, New Mexico, a facility that came to be known as Los Alamos National Laboratory.
In reference to the Trinity test in New Mexico, where his Los Alamos team first tested the atomic bomb,
Oppenheimer famously recalled the Bhagavad Gita: If the radiance of a thousand suns were to burst at
once into the sky, that would be like the splendor of the mighty one. ... Now I am become Death, the
destroyer of worlds.
After WWII, Oppenheimer was a chief advisor to the newly created United States Atomic Energy
Commission (AEC) and used that position to lobby for international control of atomic energy and to avert
the nuclear arms race with the Soviet Union. As a physicist, Oppenheimer is remembered most for being the
chief founder of the American School of Theoretical Physics at the University of California - Berkeley.
Later, at the Institute for Advanced Study in Princeton, New Jersey, he would hold Einstein's old position of
Senior Professor of Theoretical Physics. Oppenheimer's notable achievements in physics include the Born-
Oppenheimer approximation, work on electron-positron theory, the Oppenheimer-Phillips process, quantum
tunneling, relativistic quantum mechanics, quantum field theory, black holes, and cosmic rays.
Albert Einstein, Ph.D. (March 14, 1879 April 18, 1955),
German-born theoretical physicist best knwon for his theory of relativity
and the formula, E = mc2. Einstein received the 1921 Nobel Prize in Physics
for the discovery of the law of the photoelectric effect.
Albert Einstein was one of the many concerned scientists during WWII who recognized the danger of
German scientists developing an atomic bomb based on the newly-discovered phenomena of nuclear fission.
In 1939, the Hungarian migr Le Szilrd, having failed to arouse U.S. government interest on his own,
worked with Einstein to write a letter to U.S. President Franklin Delano Roosevelt, which Einstein signed,
urging U.S. development of such a weapon. In August 1939, Roosevelt received the Einstein-Szilrd letter
and authorized secret research into the harnessing of nuclear fission for military purposes.
By 1942, this effort had become the Manhattan Project directed by Robert Oppenheimer. Einstein himself
did not play a role in the development of the atomic bomb, other than signing the 1939 letter to FDR.
According to Linus Pauling, Einstein later expressed regret about his letter to Roosevelt. In 1947, Einstein
wrote an article for The Atlantic Monthly arguing that the United States should not try to pursue an atomic
monopoly, but instead should equip the United Nations with nuclear weapons for the sole purpose of
maintaining deterrence.

from dictation, and the secretary did not know how to spell this word. Generally, forensic examiners find
that errors present in documents tend to indicate authenticity instead of lack of authenticity. Fakers usually
try to make sure they're perfect. This is a six-page document, single-spaced, pica type. It has an elite type
note with initials of Vannevar Bush at the end. This is the first document to use the phrase, Extraterrestrial
Biological Entities, or EBEs.
This Oppenheimer-Einstein Draft says the presence of unidentified spacecraft is accepted as de facto by the
military, and the date is June 1947 - before the alleged crashs of discs or wedge-shaped aerial vehicles in
New Mexico. It deals with the subjects that you'd expect competent scientists to deal with; i.e., where do the
non-humans come from, what does the law say about it, what should we do, and why are they here? Those
are the subjects of this June 1947 six-page document.
On the first page of the six-page document, note the TOP SECRET classification. As you can see, there are
not many extra marks on the document. The last page shows no signatures, but it does show Vannevar
Bush's initials after the note that essentially says, I don't think that we should let Einstein talk to the
President, and MJ-9 Gordon Gray agrees.
While the language usage does not reflect the refined writing of Oppenheimer, it is easy to imagine that
Einstein, dictating with an accent, might have produced these words. The principal factors favoring
authenticity of the Oppenheiimer-Einstein Draft are:
- Literary analysis compares favorably with other Albert Einstein pieces during 1940s such as the use of
Latin, German and Jewish words.
- Period manual typewriter.
- Authentic Vannevar Bush handwritten initials VB on last page.
- Einstein officially retired from the Institute of Advanced Studies in 1945, but continued to live and work in
Princeton, New Jersey, when the draft was written in 1947.
Further, the document suggests that in the event that EBEs desire to settle here on Earth, there will be
profound change in traditional concepts of law and the possible need for a new Law Among Planetary
Peoples. There are also propositions concerning the necessary creation of a Cosmic International law that
would protect the rights of all celestial states to lay claim on otherwise unclaimed solar territories. Finally,
the document addresses the presence of celestial astroplanes in our atmosphere as possibly a result of Earth
military experiments with nuclear fission and fusion warfare devices. Oppenheimer and Einstein encourage
consideration of our potential Earth future situation and safety due to our present and past actions in space.

III. Conclusions [This is the first page I have.]
1. Current studies of other-world visitation are

in three phases: a. Technology exploitation; b.
Interplanetary travel; c. Cultural
communication.
2. On 19 September 1947, the IAC, JIOA, and

the JIC, reviewed a Top Secret intelligence
report titled REPORT TO THE PRESIDENT, 1947,
PARTS I-V, MAJIC EYES ONLY, DTG 000190947,
the report mentions:
"In compliance with your directive ... of 9 July

1947, the attached "REPORT ON FLYING
SAUCERS" is respectfully submitted. In
consequence with your instructions, advisers
from State, Treasury, War and Navy
Departments assisted me on a two month
exploratory mission concerning the reality of
other-world visitation. The principle
investigators and storage areas were visited.
Successful efforts were made to reach scientists
of all levels as measured by their work in
classified defense projects. Conferences were
held with national security officials and leaders
of private industry. Approximately 1,200
memoranda and intelligence reports were
considered. The report presents this situation
against a global background my estimates,
current and projected, in both the U.S., and
allied countries, and recommendations deemed
to be sound courses of action for formulating
plans and policies in light of recent
developments.
3. All efforts have been made to identify the
country or private concern which could have the
technical and financial resources necessary to
produce such a long-range flight. So far, no
country on this earth has the means and the
security of its resources to produce such.
4. A consensus reached by members of the

panel, that until positive proof that the
Russians did not attempt a series of
reconnaissance flights over our most secure
installations--tho sightings and recovered
objects are interplanetary in nature.
5. The occupants of these planform vehicles

are, in most respects, human or human-like.
Autopsies, so far indicate, that these beings
share the same biological needs as humans.

IV. DISCUSSION.
A. Nature of the Investigation.--
An analysis has been made of the first one-
hundred intelligence reports in the ATIC
Interrogation Reports and the ULATT
EXPLOITATION MAJESTIC SERIES 1-25, prepared
by the Military Intelligence Section of GHC/IPU,
in order to establish what material of flying
saucer intelligence value concerning the ULATT
is available in those reports.
1. The ATIC Interrogation Reports, numbered 1

to 93 (the last dated December, 1950), present
significant information on a broad variety of
subjects and areas where witnesses were
detained subsequent to the post-1947
incident. The un-published documents validate
records of interrogation derived from the
accumulated reports on interviews of selected
witnesses from New Mexico and military
personnel involved in removal of evidence.
2. In this digest, primary attention has been

paid to information of bio-medical intelligence
interest, particularly in the BW programs. Bio-
medical intelligence is only one of the
substantive fields covered by these
Interrogative Reports.
3. For the most part, the sources interrogated

were not trained observers, and their stories
indicate they have been subject to the familiar
pitfalls common to all eye witnesses. It must be
emphasized that, because the interrogators
used were not always specialists in this
phenomena of celestial sciences, there is much
lack of detail.
4. Because of the unique nature of the material

under study, a multi-layered security structure
has been in effect. Most of the results have
been given to private research and develops
labs for further study.
5. MAJESTIC SS&T are currently focused on Psy-

Op development for Cold War CI activities.
6. Utilization of Paperclip specialists has
yielded valuable results in new weapons
research in areas of flight dynamics, biological
and chemical agents, mind control, and
intelligence gathering techniques.

B. Panel's Contribution to MAJESTIC
1. The contribution of the President's Special

Panel to the MAJESTIC TWELVE PROJECT has
supplemented information on the ULATT
Program which could not be obtained in any
other way. Although only a small part of the
project, interrogation in technical and bio-
medical field has produced at least 5,973 items
for the files of Military Intelligence, GHC/IPU. Of
these items, 1,764 have been published (up to
December, 1950) in the ULATT KIPLOITATION-
MAJESTIC SERIES. The coverage of the New
Mexico incidents, from the over-all intelligence
point of view, has been very good.
(After the Panel's review was initiated, GHC/IPU

published in March 1951, the summary
"MAJESTIC SERIES," No. 98 and No. 99, of the
series titled "New Medical Facilities for
Biological Warfare; New Genetic and
Pharmaceutical Development Programs." These
summary reports have apparently made [of]
much of the AEC file material since 6,014 items
are now reported aqs published "Medical Items"
in the "Interrogation Reports" - see MAJESTIC
SERIES, No. 98, page1).
2. For the clarification of published reports or

for elaboration of the information of
fragmentary nature, resort may be had to the
AEC files of unpublished data as well as to the
possibility of reinterrogating the sources.
C. Review of the Military Assessment
With current deployment obligations, troop
commitments, and few air groups with stand-
by fighters with radar capability, the Joint
Chiefs are unable at the present time, to effect
a complete and all-encompassing defense plan
that would guarantee the protection and well-
functioning of the national political order.
Personnel, material [sic], and logistical
requirements for such a defense would deplete
current resources.
If such a crisis should occur--in government

failure to defend and assure the public's trust,
it is the belief of the Joint Chiefs, that the
following would insue [sic]: insecurity and
mistrust; employment of subversive agents;
infiltration; incitement of disorder and chaos to
disrupt normal economy and undermine
popular support of government and its leaders;
seizure of authority without reference to the
will of the people.
D. Technology.
At present, the ability to reconstruct the

technology that may be eons ahead of us, the
boost to our current efforts would be
incalculable. Areas such as aircraft and missile
design would benefit only after a working
understanding has been achieved. Weapons
science will follow.

E. Nuclear Weapons Development.
Miniaturization of atomic bomb components is

the goal of the AEC and the AFSWP. Studies at
MIT indicate that such a technology is within
reach before the decade is out. The apparent
use of micro-circuitry found on the recovered
planform indicates that miniaturization, low-
power transmission, light conductor-sensitive
components are required for interplanetary
space travel. Atomic engines and nuclear
propulsion technologies could be advanced
based upon current use of hydrogen and
electro-magnetic research and weapons
components development in U.S. and U.K.
F. Biological Warfare Programs.
BW programs in U.S. and U.K. are in field test

stages. Discovery of new virus and bacteria
agents so lethal, that serums derived by genetic
research can launch medical science into
unheard of fields of biology. The samples
extracted from bodies found in New Mexico,
have yielded new strains of a retro-virus not
totally understood, but, give promise of the
ultimate BW weapon. The danger lies in the
spread of airborne and bloodborne outbreaks
of diseases in large populations, with no
medical cures available.
G. Genetic and Pharmaceutical Development
Programs.
Current research in U.S. and U.K. can be
accelerated when studies are complete.
Understanding the human makeup through EBE
research will bring a varied wealth of
information in how cells replicate themselves
and may help in developing new drugs and
markets. Healthcare industries are considered
the best source of R&D for DoD programs.
H. New Materials Development.
Conclusions reached by the Air Materiel

Command in 1948, upon the close examination
of the material structure of the Corona and
Ossure Peak, N.M., sites, compelled the Air
Force to launch a new machineability research
program. Samples tested and evaluated by the
AMC suggested that future materials would
have to incorporate new alloys and composites,
if space exploration and hypersonic dynamics
are to be achieved. As a result, new machining
techniques are underway for high-temperature
alloys and titanium.

I. Planned Future Rocket Development
Programs.
There have been a number of failed high-

altitude rocket launches to study radiation
effects on living organisms. The Air Force's
Project BLOSSOM, conducted at Holleman AFB,
is but one example. V-2 rocket launches at the
White Sands Proving Ground, N.M., have been
knocked down by undetermined jamming. The
source of the jamming is believed to come from
UFO sightings on or near the range. Guidance
systems are believed to be vulnerable and this
presents a clear and present danger. Such
keeper flights carrying nuclear weapons are too
horrific to contemplate. Shielding of systems
and circuits are underway.
J. Nuclear Propulsion Development Programs
The AEC and MEPA are currently conducting
research for advanced technologies in atomic
engines and radical propulsion studies. Systems
studies at Los Alamos, N.M., Oak Ridge, Tenn.,
and at Langley, Va., are attempting to duplicate
the water drive and plastic core elements found
on the engine being kept at HAFB. Integration
of hydrogen base fuels and electro-
hydrodynamic technology may open up for us,
development of super-aerodynes with mach 5
capabilities.
K. Intelligence Gathering and Analysis--
[Here is where the presumption of malevolence
begins--with Neutrality.]
Based on what is known of the technology and

intelligence of the visitors, it is fairly certain
that there will be either sightings and
encounters of a spectacular nature. As to
purpose and modus operandi, we are not
certain, but it is clear, that if these visitors had
conquest in mind, it would not be difficult for
them, given their ability to penetrate our
airspace at will, and their ability to jam radio,
telephone, television and teletype
transmissions, let alone power grids. So far,
reports and sightings are blatant and
deliberate, thus allowing our intelligence
agencies to gather good data. As to the
analyses of such reports, only a continuous
wave of sightings and encounters worldwide
would provide enough data for a clear
understanding of intent.
L. Foreign Policy and National Security
To date, only Great Britain, Canada and the

Soviet Union are contacted and appraised in the
event invasion is imminent. It is the current
policy of the Administration that no other
foreign countries will be consulted or advised.
The national security status of the MAJESTIC
operation exceeds that of the H-bomb
development.

M. Domestic and Constitutional Issues--
[Here we see why they "use" terrorism to control
us.]
In dealing with clear violations of civic law and

guarantees as defined under the Constitution, it
has been discussed among members of
MAJESTIC TWELVE, that such protection of
individual rights are out-weighed by the nature
of the threat. Only a declaration of war or a
national emergency, would give the
government the power to enact martial law and
recind individual rights.
N. Social, Religious and Scientific Reaction--
It has been the downfall of great nations and

cultures when a new reality is not readily
accepted by the masses. The social order was
severely ravaged by the last [staged--ed.] world
war, with [intentional--ed.] great damage to
the religious dogma of "earth without end,"
thus making a government disclosure
irresponsible and inherently dangerous. The
scientific community would predictably
question such a reaction as a world suffering
from a Buck Rogers delerium and attack anyone
of their own ranks for believing such fantasy.
Science itself, may undergo a traumatic
transformation, with belief structures in
shambles, putting the institutions under
scrutiny by the layman, thus eroding any
credibility. Science would be left with an image
of credulity.
O. Cold War Development--
This is one of the most dangerous phenomena

of the twentieth century. To misidentify a flight
of space objects for actual Russian bombers, or
to dismiss Russian bombers as phantoms, is
the most idiotic approach to take. Even though
governments may distrust each other, it is the
responsibility and creed of the military and
intelligence professional to prevent wanton
death and destruction of his country. It is
advisable to maintain some form of direct
communication with a hostile enemy before
taking false assumptions of his response if
faulty data wrongly indicates such. Even using
the "Flying Saucer" ruse to create fear and
confusion among your enemy's leaders could
result in accidental war. Even our early analysis
of the recovered planforms in 1947 led to the
wrong assumption that the Russians were
preparing a sneak attack on the continent.
P. Government Policy of Control and Denial--
One of the most difficult aspects of controlling

the perception in the public's mind of
government attempts of denial and ignorance-
-is actual control of the press. Until a clear
intent is established with diplomatic relations
firmly in hand, it is the recommendation of the
President's Special Panel with concurrence from
MAJESTIC TWELVE, that a policy of strict denial
of the events surfacing from Roswell, N.M., and
any other incident of such caliber, be enforced.
An inter-active program of controlled releases
to the media, in such fashion to discredit any
civilian investigation, be instituted in
accordance with the provisions of the 1947
National Security Act.

ANNEX A
1. The Panel's review of the AEC and AFSWP

investigation of Site L-1 and the Air Force Site
L-2 has led the Panel to conclude that the
objects under study are the result of a high
altitude ejection of an escape cylinder from a
fatal mid-air collision of two unidentified
circular planform aircraft of interplanetary
nature.
2. Of particular interest to the Panel was Site L-

2, located at Lat. 33-40-31, Long. 106-28-29,
as this site yielded the most materiel for
analysis.
3. Site L-2 may be closely associated with Site

L-1, due to the similarity of materiel recovered
and that the impace at Site L-1 and debris
pattern suggests that the craft hit the ground at
a sharp angle and continued to remain airborne
until coming to rest at Site L-2.
4. The craft found at Site L-2 is either the

remains of a rocket-plane or a powered glider.
What remained of the power plant was
examined and determined to be of a magnetic
drive propulsion powered by a fusion reactor of
sorts.
5. Lack of wiring, fuel systems, cables, motors,
hydraulics, intakes, exhaust, and surface
controls strongly suggests that the craft was
designed to travel outside of our atmosphere.
6. The second craft that impacted at Site L-3

provided very little evidence that it too was
similar in design, as the impact was vertical in
nature and at very high speed. It is believed
that the debris discovered on 2 July 1947 by a
local rancher was the result of a mid-air
collision with an X-plane from HAFB; another
unidentified object; or possibly collided with
both. Radar film and tower logs do not explain
the merging of three radar targets prior to
collision and subsequent crashes.
7. There were five recovered bodies, two of

which were found in a severely damaged escape
cylinder, and the remaining three were found
some distance away from the cylinder. All five
appeared to have suffered from sudden
decompression and heat suffocation (recovery
and autopsies of the occupants are covered in
detail in a separate study GRAY SUIT within
Projects 612 and 621, ULATE
KIPLOITATION_MAJESTIC SERIES 4, p. 40-102),
as a result of damage sustained by unknown
causes.

8. The Panel was concerned over the

contamination of sev eral SXD personnel upon
coming in contact with debris near the power
plant. One technician was overcome and
collapsed when he attempted the removal of a
body. Another medical technician went into a
coma four hours after placing a body in a
rubber body-bag. All four were rushed to Los
Alamos for observation. All four later died of
seizures and profuse bleeding. All four were
wearing protective suits when they came in
contact with body fluids from the occupants.
9. Autopsies on the four dead SXD technicians
are not conclusive. It is believed that the four
may have suffered from some form of toxin or
a highly contagious disease. Tissue samples are
currently being kept at Fort Detrick, Md.

10. The Panel was also concerned with the

detection of airborne release of radiation over
the state of New Mexico. AFTAC detachment
from McClellan AFB has conducted several
airborne monitor flights over Site L-2.
Radiation readings indicate a high neutron
count was recorded as the plane flew over the
site. Neutron count dropped off as the plane
flew a considerable distance from the site. A
report has been filed with the USAXDS. (?)
11. Ldetection of a high altitude explosion was

recorded by a Project MOGUL constant-level
balloon on 4 July 1947. Radar from White Sands
Proving Ground and HAFB also detected a
surge.
12. Parachute recovery team from HAFB were

dispatched to Site L-2. Upon arrival, the team,
realizing the nature of the crash, radioed
instructions and marked crash site for the
investigators that arrived later.
13. In the opinion of the senior AEC medical

officer, current medical equipment and supplies
are wholly inadequate in dealing with a large
scale outbreak of the alien virus.
14. Facilities at Los Alamos and Mayo clinics

were considered as lacking in the current
climate.
15. On 26 September 1947, the first meeting of

the NSC-1 was held to discuss the New Mexico
incidents and how to implement the policy
established by MJ-12 SS&P.

11. Panel member and MAJCOM-4 meet with

MAJCOM-1 on 10 October 1950 along with
members of IAC. The Chief of Global Survey
Group desired estimates requested by the
Pentagon concerning possible defense project
for MAJESTIC LOGISTIC SSP-1.
12. On 6 Decemb er 1950, MAJCOM-4 alerts

MAJCOM-1 of a breach in DEW Greenland of a
UFO on a south-westerly course. HQ IPU alerted
and dispatched a scientific team to X1 Indio-
Guerrero on the Texas-Mexico border.
MAJCOM-4 orders a recov ery team from
Project STORK and MOON DUST TO CRASH SITE.
Teams transport debris from crash site to ADC
HAFB and to9 AEC laboratories at Sandia, New
Mexico.
13. MAJCOM-1 enlists the Panel's aviation
consultants for the purpose of advising the
"Princeton Consultants."
14. On 28 December 1950, MAJCOM-1 is

provided with the "Black Book" summaries
prepared by the Watch Committee. Beginning
every Friday, the President is briefed on world
situation and on MAJESTIC via the CIA weekly,
Current Intelligence Review.
15. At the request of Panel member Cardinal

Francis Spellman, met with the President to
discuss the containment within the Catholic
Church and its hierarchy of religious
speculation if mass sightings occur. Such
containment was successful during the 1947
sightings when Cardinal Spellman met with the
Secretary of War on 29 June. The President has
been briefed on Defense Plan 4," which was
written in part by the Panel member.
16. In support of the MAJESTIC program for
developing atomic engines, Panel members and
their association with the AEC, the Armed
Forces and the National Advisory Committee for
Aeronautics have consulted MAJESTIC for the
development of nuclear fission reactor for
powered flight studies.
17. Atomic engines for aircraft built here on

earth faces many difficulties because of size
and weight of the reactor and radiation
shielding. Such a nuclear power planet would
give an aircraft unlimited range.
18. Panel members contributed to the writing

of ULATT KIPLOITATION--MAJESTIC SERIES 5
title Hypersonic Small-Disturbance Theory,
which gives consideration to a three-
dimensional body fixed in a steady, uniform,
hypersonic stream. The theory assumes that
shock waves can be approximated by abrupt
discontinuities and the planform body being
thin, so that the slope of the local surface in the
stream direction is uniformly small.

ANNEX C
1. Military commanders are taught a basic

promise that the ideal defense as characterized
by Karl von Clausewitz is a "shield of blows."
When an enemy attack begins, the defender
yields the initiative using his prepared positions
and knowledge of the battleground to slow its
momentum and to strike the enemy with
repeated, unexpected blows. Such a defense
can work only when the enemy is detected, his
strength known, his weaponry identified and
his tactics and movements are revealed.
2. In the annals of warfare, mass

disappearances of soldiers and their equipment
are rare but are on record.
In the eighteenth century during the Spanish
War of Succession, 4,000 soldiers were
reported to have disappeared, together with
their weapons and equipment (horses
included).
In 1885, about 600 French colonial soldiers

disappeared near Saigon, French Indo-China,
without a trace of them nor their equipment.
On August 21, 1915, members of the New

Zealand Army Corps' First Field Company
signed sworn statements that they saw the
One-Fourth Norfolk Regiment disappear in an
unusually thick brown cloud which seemed to
move and race upward and vanished. There
were no traces of the regiment nor their
equipment. No explanation can be found in the
historical records of the Imperial War Museum
archives.
In 1939, over 2,900 Chinese Nationalist troops
were reported missing from their camp, just
south of Nanking. Again, men, equipment,
guns, were missing though campfires and mess
tents were undisturbed.
During the Pacific campaign, there have been

instances where whole platoons and larger
units seemed to have disappeared without any
sign of combat or a struggle. Men, equipment,
weapons--vanish without a trace. In all
instances, the disappearances occurred in
tropical climate and in the heat of battle or near
combat scenes.
3. Missing aircraft, pilots and crews are of

special concern to the military when no
explanations fit the usual reasons outside of
combat. One such incident is the disappearance
of a flight of five U.S. Navy TBM-3 Avenger
torpedo bombers from NAS Fort Lauderdale on
5 December 1945. While no explanation as to
why navigation instruments on all five aircraft
could have failed at the same time, and efforts
to rescue the 14 crewmen were unsuccessful, it
is believed that Flight 19 encountered a
phenomenon of celestial nature. The last
known radio transmission from the instructor
pilot was heard by a ham operator,
"Don't come after me ... They look like they are

from outer space. ... I'm at 2,300 feet. Don't
come after me." After one of the most intensive
air-sea rescue operations in U.S. naval history,
the Naval board of Inquiry said, "We were not
able to make even a good guess as to what
happened."

4. On 7 January 1948, an ANG F-51 pilot was

lost near Godman AFB, Kentucky. After being
directed to land his flight of four F-51s by the
tower, Captain Thomas Mantell pursued a large
metallic object alone after two pilots returned
to Godman AFB, and finally his wingman was
ordered to return to the field. It is believed that
Mantell was following a large, structured object
not in the flight path of a classified Navy
SKYHOOK balloon. Mantell radioed Godman
tower that he was at 22,000 feet and still
climbing. At one point Mantell said that the
object had paced his aircraft for several
minutes, then would speed up. His last
transmission to the tower was,
"It appears to be a metallic object ... and it is of

tremendous size. ... It appears to be a metallic
object or possibly the reflection of sun from a
metallic object."
When Godman personnel arrived at the crash

scene, Mantell's F-51 was found in many
pieces, not large sections as one would find
from a free stick descent. The wreckage
contained unusual damage as if Mantell's plane
was repeatedly hit by shotgun blasts. Some of
the metal had pitted surfaces and unusual
scoring. All rubber material had disintegrated
into a soft powdery substance. There was no
indication of gunfire damage or fuel burn. The
crash site and debris exhibited an unusually
high amount of radiation of undetermined
nature. The site was cleared of debris and
covered. Mantell's plane was subsequently sent
to Wright-Patterson AFB, Ohio, for examination.
An autopsy was conducted on the body and
interned in storage for future study. It is
believed by the Air Force investigators that
Mantell's plane had been destroyed by an
ionization phenomenon, possibly from the
propulsion wash of the object's exhaust.
5. From 1949 to late 1950, there have been

several crashes of B-36 bombers on routine
arctic patrol that bear all the earmarks of the
Mantell incident. None of the crews were found.
The atomic bombs were not recovered, thus
creating a serious problem for the Air Force
when nuclear weapons are lost over friendly
countries.
6. The death of two Air Force

counterintelligence officers in the crash of their
B-25 aircraft enroute to Hamilton AFB,
California, after interviewing two auxiliary CG
men who reported six UFOs over Maury Island,
Washington, in June 1947. CIC agent Crisman
had spoken to Kenneth Arnold, who on 26 June
1947 had reported a flight of UFOs over Mt.
Rainier, Washington, and filed his report after
he had spoken to Captain Davidson and
Lieutenant Brown. The material given to
Davidson and Brown was believed to come from
Maury Island and may be celestial fragments
containing metal from a nuclear reactor from a
UFO. Fragments were turned over to CIA agent
Shaw, and Crisman was ordered to the Alaskan
ADC for assignment in Project IVY.

7. Aerial interference with military aircraft has

demonstrated the ability to observe our air
operations in war and peacetime conditions.
During the war, over 900 near-miss incidents
were reported by allied pilots and crews in all
theatres of operation. One of the most dramatic
near-miss encounters occurred on 14 October
1943, 8th
AF Mission 115 over Schwienfort, Germany. B-
17 crews reported many formations of silverly
discs flying down into the B-17 formations.
Several times during the bombing missions,
large objects were seen following the discs
descent into the formations. Unlike previous
reports, no engine failures or airframe damage
was reported. After the surrender of Nazi
Germany, GAF fighter pilots were interrogated
by AF intelligence concerning Mission 115. GAF
did not have any aircraft above our bombers at
that time.
8. On 1 August 1946, a C-47 piloted by

Captain Jack E. Puckett, Assistant Chief of
Flying Safety for TAC, experienced a near-miss
of a cylindrical-shaped aircraft about 100
meters in length. The incident occurred at an
altitude of 4,000 feet, northeast of Tampa,
Florida. Just 1,000 years on a collision course,
the UFO flipped over sideways, crossing the
flight path of Puckett's C-47. Three other crew
members observed the UFO and described it as
being over twice the length of a B-29 and
cylindrical in shape with illuminated windows.
Observers on the C-47 reported a stream of
fire trailing the object. The crew and Puckett
watched the UFO for over three minutes. TAC
radar stations had tracked a large target
approaching the C-47 and then performed a
right-angle course change while flying at
speeds of excess of 600 mph.
9. On 1 October 1948, a ANG F-51 pilot

engaged a blinking luminous UFO in a
dogfight-style encounter over Fargo, North
Dakota.
10. On 24 April, 1949, engineers and

technicians from the White Sands Proving
Ground observed an elliptically-shaped object
moving in an eastward course at very high
altitude. The object was discovered while
tracking a Skyhook balloon through a
theodolite. The object appeared whitish in color
and pale yellow at the tail end. The object was
estimated to be two-and-a-half times as long
as it was wide. It was difficult to see any
structure of the object as it was moving at a
very high speed. The object was observed
through a theodolite for approximately one
minute before disappearing in a steep climb.
The object was estimated to be traveling at an
altitude of over 60 miles.

11. From 1944 to early 1951, our atomic bomb

and component plants have been the target of
UFO reconnaissance. Of late, our MEPA projects
are of special attention to the visitors. During
some of the flights, radiation levels have risen
sharply, then dropped suddenly to normal. In
some instances plutonium production has been
halted due to contamination of plant personnel
during these sightings of low-level flights.
12. On 25 October 1950, the Superintendent of

Security, Oak Ridge, filed a security report for
X-10. He stated that a round object, about ten
feet in diameter, burnished yellow in color,
hung low over the Control Zone. The object
would move slightly from one side to the other
and emit a low hum sound.
13. On 24 October 1950, the Assistant Chief of

Security, NEPA Division, Oak Ridge, observed a
similar object near the restricted area
(Restricted Flying Zone). The object emitted a
varying color of light from red to green to blue
to orange. This sighting was confirmed by an
Air Force officer also of NEPA Division, Oak
Ridge. Radar from Knoxville Airport tracked
several slow-moving targets flying over the
Southeast sector of the "Restricted Zone."
Fighters were vectored to the radar targets but
the pilot reported no visual contact.
14. Naval aircraft with nuclear weapons delivery

capability have reported a sudden drop in
neutron counters. Aircraft carrier storage of
nuclear weapons have also reported unusual
neutron counts. During recent NATO naval
maneuvers, the USS Franklin D. Roosevelt had
been trailed by numerous UFOs for long
periods on-and-off since 1950.
CONCLUSIONS
The future of American citizens and the world

for that matter are jeopardized today by
developments as portentious as those leading
to World War II. Given the growing challenge
from the Soviet Union and her satellites and the
intrusion of extra-terrestrials, the United States
is compelled, therefore, to initiate realistic lines
of action to protect United States' strategic
interests.
RECOMMENDATIONS
It is recommended: that the United States

Government provide as early as practicable--
moral, advisory and material support to the
MAJESTIC12 Project in order to contribute to
the early establishment of peace in the world in
consonance with the enunciated principles of
the United Nations and to protect United States'
strategic interests against forces which now
threaten them.
