An Act Respecting Access to Documents Held by Public Bodies and the Protection of
Personal Information, CQLR c A-2.1
9. Every person has a right of access, on request, to the documents held by a public body.
The right does not extend to personal notes written on a document or to sketches, outlines, drafts,
preliminary notes or other documents of the same nature.

14. No public body may deny access to a document for the sole reason that it contains certain
information that, according to this Act, it must or may refuse to release.
Where a request pertains to a document containing such information, the public body may deny
access thereto where the information forms the substance of the document. In other cases, the
public body must give access to the requested document after deleting only the information to
which access is not authorized.

37. A public body may refuse to disclose a recommendation or opinion presented less than ten
years earlier, and obtained from one of its members, a member of its personnel, a member of
another public body or a member of the personnel of the other public body, in the discharge of his
duties.
A public body may also refuse to disclose a recommendation or opinion presented, at its request,
by a consultant or an adviser less than ten years earlier on a matter within its jurisdiction.

53. Personal information is confidential, except in the following cases:

(1) the person to whom the information relates consents to its disclosure; in the case of a minor,
consent may also be given by the person having parental authority;
(2) where it relates to information obtained by a public body in the performance of an adjudicative
function; the information remains confidential, however, if the body obtained it when holding a
sitting in camera or if the information is contemplated by an order not to disclose, publish or
distribute.

54. In any document, information concerning a natural person which allows the person to be
identified is personal information.

59. A public body shall not release personal information without the consent of the person
concerned.
Notwithstanding the foregoing, a public body may release personal information without the
consent of the person concerned in the following cases and strictly on the following conditions:
(1) to the attorney of that body if the information is necessary to prosecute an offence against
an Act administered by that body or to the Director of Criminal and Penal Prosecutions, if the
information is necessary to prosecute an offence against an Act applicable in Qubec;
(2) to the attorney of that body, or to the Attorney General where he is acting as the attorney of
that body, if the information is necessary for purposes of judicial proceedings other than those
contemplated in paragraph 1;
(3) to a body responsible by law for the prevention, detection or repression of crime or statutory
offences, if the information is necessary to prosecute an offence against an Act applicable in
Qubec;
(4) to a person to whom the information must be disclosed because of the urgency of a situation
that threatens the life, health or safety of the person concerned;
(5) to a person authorized by the Commission daccs linformation, in accordance with section
125, to use the information for study, research or statistics purposes;
(6) (paragraph repealed);
(7) (paragraph repealed);
(8) to a person, body or agency, in accordance with sections 1, 66, 67, 67.1, 67.2, 68 and 68.1;
(9) to a person involved in an incident that has been the subject of a report by a police force or
by a person or body acting in conformity with an Act that requires a report of the same nature; in
the case of information on the identity of any other person involved in the incident, except a
witness, an informer or a person whose health or safety could be endangered by the release of
such information.

Dear members of the McGill community:
Professor Andrew Potter has resigned from his position as Director of the McGill Institute for the Study of
Canada (MISC). He announced his resignation publicly.
I would like to acknowledge the contributions of Professor Potter and his courage in making this very difficult
and painful decision.
The Board of MISC regretfully accepted Professor Potters resignation. The mission of MISC is to promote a
better understanding of Canada through the study of our heritage and to support the study of Canada across the
country and internationally. Professor Potter recognized that he had failed to uphold this mission and that the
credibility of the Institute would be best served by my resignation.
Andrew Potter remains a professor and a valued member of the McGill community. We are committed to
offering him our support as he transitions from the Directors position.
His resignation provoked unfounded rumours and concerns regarding academic freedom.
I want to assure members of the McGill community that academic freedom is a foundational principle of
McGill University, as enunciated in our Senate- and Board-approved Statement of Academic Freedom:
Academic freedom is central to McGill Universitys mission of advancing learning through teaching,
scholarship and service to society.
The scholarly members of the university have the freedom to pursue research and artistic creation and to
disseminate their results, without being constrained by political or disciplinary orthodoxies, monetary
incentives or punitive measures as a result of their academic pursuits. They may exercise this freedom in the
service of both the university and the wider society. When scholarly members of the university participate in
public forums and debates, they should represent their views as their own.
The exercise of academic freedom requires collegial governance with the full participation of scholarly
members. They retain the right of free expression, including the freedom to criticize one another, university
policies and administration.
The university and its officers have a duty to protect the academic freedom of its scholarly community,
both individually and collectively, from infringement and undue external influence as well as to maintain
the universitys institutional autonomy.

Le professeur Andrew Potter a dmissionn de son poste de directeur de lInstitut dtudes canadiennes de
lUniversit McGill (ICM). Il a rendu publique sa lettre de dmission sur les mdias sociaux.
Je tiens souligner les contributions du professeur Potter et le courage dont il a fait preuve en prenant cette trs
difficile et douloureuse dcision.
Les membres du conseil dadministration de lICM ont accept regret la dmission du professeur Potter. La
mission de lICA est de promouvoir une meilleure comprhension du Canada par ltude de notre hritage et
de soutenir ltude du Canada aux quatre coins du pays et lchelle mondiale. Le professeur Potter a reconnu
quil a failli cette mission et que sa dmission tait prfrable pour conserver la crdibilit de lInstitut .
Andrew Potter conserve son rle de professeur au sein de notre institution et demeure un minent membre de la
communaut mcgilloise. Nous sommes dtermins lui fournir notre plein appui alors quil se retire de son rle
de directeur.
Sa dmission a fait natre des rumeurs non fondes et soulev des proccupations au sujet de la libert
universitaire. Je tiens assurer aux membres de la communaut mcgilloise que la libert universitaire est un
principe fondamental de lUniversit McGill, comme en tmoigne lnonc sur la libert universitaire
approuv par le Snat et le Conseil des gouverneurs :
La libert universitaire est au cur de la mission de lUniversit McGill, laquelle consiste faire progresser le
monde grce lenseignement, la recherche et aux services quelle rend la socit.
Les chercheurs de notre institution disposent de la libert de mener des travaux de recherche, den
communiquer les rsultats et de crer des uvres artistiques sans tre soumis aux contraintes de la rectitude
politique ou assujettis des mesures disciplinaires ou punitives. Leurs travaux ne peuvent par ailleurs tre

saxonnes). En fait de solidarit, c'est au Qubec, sous le Parti qubcois de Ren Lvesque, qu'il y a eu avec la
nation autochtone Cree une des ententes les plus respectueuses de dveloppement conomique dans le respect
de chacun. Bien sr, les lites qubcoises ne sont pas sans tache face ce dossier, mais avant d'accuser les
autres d'alin, il faut regarder dans sa cour.
En tant que contribuable qui paie avec fiert et solidarit des taxes pour maintenir DEUX universits
anglophones dans la 2e ville francophone du monde (peut-on en dire autant sur la solidarit du ROC envers les
francophones hors Qubec), je souhaite le congdiement de l'auteur de cette analyse boiteuse et le mea culpa
des diteurs du Macleans qui ont publi ce texte offensant.
En terminant, bien que la socit qubcoise connat, comme dans toute autre socit, sa part de mdiocrit, et
qu'il faut continuer d'tre critique, cela ne veut pas dire pour autant qu'il faut faire des amalgames offensants,
surtout quand cela vient du directeur d'un organisme qui ''semploie favoriser la recherche et organiser
divers vnements publics grand dploiement sur des sujets qui interpellent les Canadiens... et qui se veut
aussi un lieu de dbat et de controverse''.

de cette analyse boiteuse et le mea culpa des diteurs du Macleans qui ont publi ce texte
offensant.
En terminant, bien que la socit qubcoise connat, comme dans toute autre socit, sa part de
mdiocrit, et qu'il faut continuer d'tre critique, cela ne veut pas dire pour autant qu'il faut faire
des amalgames offensants, surtout quand cela vient du directeur d'un organisme qui ''semploie
favoriser la recherche et organiser divers vnements publics grand dploiement sur des
sujets qui interpellent les Canadiens... et qui se veut aussi un lieu de dbat et de controverse''.

As some of you will have seen by now, I wrote a piece yesterday for Macleans magazine making an argument
about the relationship between the recent snowstorm crisis in Montreal and levels of social solidarity in the
province. The article has generated a great deal of negative feedback here in Quebec, most of it directed at
me personally but much has inevitably been directed at McGill and the Institute.
The piece is ill-considered in many ways, from the poor use of anecdotes to excessively negative rhetorical
flourishes that add nothing to the argument. But probably the most significant is that its simply not the sort of
piece I should be writing in my capacity as Director. Links to the piece and my Facebook posts are appended
to this note.
I cant begin to tell all of you how much I regret even considering writing the article. I wont try to explain or
justify it, except to say that after eight months in the job, it is clear that sometimes I still think too much like a
journalist and not enough like the representative of an academic institution.
I will also add, in the most strenuous manner, that the column was not motivated by any modicum of bad
feeling or ill will towards this province or its people. My wife and children were all born here, and we intend to
make the rest of our lives here, because we cant imagine living anywhere else in Canada. Montreal is home.
The Maclean's piece cannot be taken down, but I have written a post on Facebook, in both official languages,
retracting the unsupportable aspects of the column and apologizing for the hurt caused. The university has
also put out a short statement and a few tweets distancing itself from my comments.
I would like to apologize to the members of the Administration and the members of the Board, collectively and
individually. Being Director of the MISC is an enormous privilege and responsibility, the dream job of a lifetime,
and I am extremely sorry for having let all of you and the Institute down.
If anyone would like to speak to me privately about this, I would welcome a call or a meeting. If anyone can
suggest any further steps I can take to make this right, for MISC and for McGill, Im all ears.

J'ai honte pour l'universit McGill qu'un de ses nombreux directeurs ait crit, sans rflchir aux
consquences, et fait publi dans le magasine MacLeans ce fatras presque entirement non fond.
Mme si j'ai bien pris connaissance que l'universit McGill se dissocie et ne cautionne pas les propos exutoires
de ce directeur, permettez-moi de constater que le directeur de lInstitut dtudes canadiennes de lUniversit
McGill, Andrew Potter mrite, tout le moins, une rprimande publique de l'universit McGill. Ce genre
de fatras laisse une trace que l'Universit McGill ne pourra effacer.
En votre qualit de Chef de direction de l'universit McGill votre rle principal est d'accompagner la
collectivit universitaire dans sa qute d'excellence dans les domaines de l'enseignement, de la recherche et des
services la socit, force est de reconnatre que le directeur de l'institut d'tudes canadiennes de l'Universit
McGill, le professeur Andrew Potter, a manqu de discernement en publiant son ramassis, son fatras de propos
sans provenance et sans lien entre eux.
En 1994, la famille Bronfman a conclut une entente avec l'Universit McGill dont la finalit tait qu'un
programme d'tudes s'emploie favoriser la recherche et d'organiser divers vnements et confrences ayant un
grand retentissement auprs des dcideurs, des mdias et du grand public.
Sous votre gouverne, madame la principale et vice chancelire, les membres de la haute direction dfinissent
les contours de la vision de l'Universit et dterminent la direction dans laquelle elle s'engage. Ce sont le
Conseil des gouverneurs et le Snat qui prcisent l'orientation stratgique de l'Universit McGill, encadrent ses
activits et veillent la transparence de ses actions grce au systme formel de prise de dcisions et
d'tablissement de rapports.
Nous tous et toutes qui vivons au Qubec sommes constamment la recherche de meneurs fiables et srs qui
conjuguent l'intensit passionnelle et l'amour de la vrit, tout en trouvant le courage de dire non pas ce qui
convient, mais ce qui est vrai. S'il est une valeur spirituelle c'est bien d'avoir le souci de la vrit. Mais c'est
aussi une valeur minemment sociale.
Le fondement de tout code de dontologie consiste en un mot simple et parfois difficile : honntet.
Je demande que vous exigiez du directeur de l'institut d'tudes canadiennes de l'universit McGill
qu'il s'abstienne de ce genre de drive qui provient, soit de l'usage instrumental de nouvelles non vrifies, soit
dans la course au scoop, pour satisfaire la curiosit du public. Ce type de drive qui n'a pas de fondement dans
la ralit rend plus difficile et douloureux le vivre ensemble, tout en renforant et alimentant les prjugs.
Au cours de nos expriences, nous devons procder un patient et lucide travail de discernement toujours
mettre en uvre, reprendre ; ainsi, nous pouvons distinguer le vrai du faux.
Nous le savons madame la principale et vice chancelire, la dsinformation, c'est dire des choses moiti, ce
qui convient le mieux, et ne pas dire l'autre moiti.
Voyons un passage sur le souci de la vrit in Renchanter la vie du livre du regrett Jacques Grand'Maison.

I am a graduate of McGill University (B.Sc 71). I have donated every year in support of
McGill (except perhaps in the first couple of years after graduation because I was too poor) for
nearly 45 years. I was always proud to have had the opportunity to attend the University and
was always proud of its accomplishments. I have used the past tense with purpose.
I write to you to reproach the departure of Andrew Potter. His departure indicates that
intellectual freedom no longer has its place at McGill. It may well be that he wrote nonsense, in
my view he did write nonsense. Many great people have written and do still write
nonsense. But they were, and are, entitled. It is from this right that great thoughts can arise and
great works and deeds can be attained. I would make to you a modest proposal: if Mr Potter is
gone then I would say that Ms Suzanne Fortier should be gone also. If Academic Freedom is
worth preserving then those guilty of its demise should be encouraged to pursue their lifetime
goals elsewhere than at McGill. I would like to be able to resume using the present tense, with
purpose, when I speak to myself and others of my Alma Mater. Thus I feel my wish for the
fulfillment of this modest proposal should be granted. Thus can academic freedom be restored
at McGill.

MAUTs core principles are the protection of academic freedom and the promotion of collegial
governance. MAUT was instrumental in the development of McGill's Statement of Academic Freedom,
from which the Principal quoted in her message last night regarding the resignation of Prof. Andrew
Potter from his position as the Director of the McGill Institute for the Study of Canada (MISC). At this point,
all that is known is that Prof. Potter has apologized for his controversial March 20 Maclean's article How
a snowstorm exposed Qubecs real problem: social malaise and has resigned as Director of MISC, while
remaining an Associate Professor (Professional) in the Faculty of Arts. Now, it is crucial to hear from Prof.
Potter and the administration the facts of the case. MAUT is reaching out to Prof. Potter and I have urged
the Principal to make clear, both to the McGill community and the broader public, the role of the
administration in the chain of events preceding his resignation. Further action on our part will depend on
the facts as they emerge.

Many have raised concerns about a chilling effect regarding academic freedom implicit in the tweet sent
by the administration in response to Prof. Potters article. Whether the McGill administration should
comment on any opinion expressed by academics, however controversial or not, is a question that we will
pursue at Senate.

what a dicult Ime for you. For what it's worth and you may not agree the comment below from
my friend who is one of the smartest people I know:

"...I thought of you when I saw the onslaught of criticism of McGill in the papers today, i.e.,
editorials in the Globe and Mail, the National Post and the Gazette all decrying the lack of academic
freedom, columnists accusing McGill of having "caved" to political pressure, etc.
My take on it is this: The Andrew Potter affair has nothing to do with academic freedom and
everything to do with judgement.
Potter was not writing the Macleans article in his capacity as a contract professor at McGill. The
article clearly states "Andrew Potter is the Director of the McGill Institute for the Study of Canada."
The question then becomes was the article compatible with the mission statement and the aims of
the Institute. Clearly, it was not. Could one argue that the article, nonetheless, made a compelling
argument that there is a link between the social malaise that characterizes Quebec and the
snowstorm that stranded as many as 300 motorists. Of course not, as Potter himself, has
acknowledged. So what are we left with? Answer: An MISC director who has shown an appalling
lack of judgement. Is it reasonable to expect the benefactors who finance the Institute to overlook
such an egregious lack of judgement. I can't imagine why. If you are financing an Institute, you
have to be able to trust the judgement of your director.

Like most of McGills faculty, I have been dismayed to see the developments that have transpired in recent
days, from Andrew PoQers opinion piece that was published in Macleans magazine to his resigna/on as
Director of MISC.
As Andrew himself has acknowledged, the op-ed was a awed piece of journalism. I have re-read it a few
/mes now, and while I see its aws, insensi/vi/es, and inaccuracies, I am less convinced that the piece was
wriQen with the inten/on of bashing Quebecers or Quebec society. (I should say that I do not know Andrew
at all personally, and while I have been to some of the MISC events he organized this academic year, I have
had no personal communica/on with him about this maQer.)
In my personal experience, unfortunately, it is clear that a sensi/ve audience can misinterpret and
misconstrue communica/ons, and aQribute ill inten/ons where none existed.
I am concerned like others, that this recent case involving Andrew PoQers opinion piece has been blown
quite out of propor/on. It would be good to slow down the pace of response, and perhaps as a general rule,
the University administra/on should take at least a week or even two before deciding on how to act in
response to such cases. We have gone from a situa/on where the credibility of one academic was at stake, to
one where the credibility of our en/re ins/tu/on is at stake. This is deeply unfortunate and unnecessary.
Andrew has submiQed his resigna/on, and the University has accepted it. However, I suggest that it is
possible for the University to re-think its posi/on, in light of cri/cism, and the worries expressed that the
resigna/on (even if volunteered with no internal pressure) undermines academic freedom. I think it is
important to acknowledge that while the University did not intend to undermine the principle of academic
freedom in accep/ng PoQers resigna/on, the decision could have that eect, which the University must now
counteract. One way to counteract the eect is to acknowledge it, and amend the acceptance of his
resigna/on as a temporary step, but specify that the next step is to implement a process for reviewing
PoQers directorship, and leave open the possibility of his re-appointment as Director a\er the (external)
review. In this way, faculty would regain control over deciding whether or not PoQer is t to be Director. Of
course, the review commiQee may decide that he is not the best person for the job a\er all, in which case the
search for a new director would begin. He may also decide not to seek a review and re-appointment. But
then its up to him to decide this, and oering this process of review of his directorship a\er his resigna/on
would signal that McGill was commiQed to a transparent process with the usual standards of integrity, free of
the vagaries of poli/cal sensi/vi/es.

I hope that you are able to discuss with Andrew PoQer further about the most construc/ve response to this
incident that would help him, as well as MISC, the university, and the general public. If I can be of any help,

The column was bad. But parts of it were more than bad. If you write something as mysCfying as
that you can regularly get a special cash-only receipt at a restaurant, or that cash machines
dispense Uies so that you can pay your contractor under the table, it really does suggest that
you're looking to nd corrupCon everywhere you look. It was reasonable for Francophones in
Quebec to think that PoZer was going out of his way to bash a province and a society. I wish
more folks defending PoZer understood this. Francophone Quebecers frankly have had to
endure a lot of this kind of crap from English Canada. Notably McLean's.
(Sidenote: some are saying that Patriquin's infamous corrupCon cover story was "vindicated" to
some degree by the depth of the subsequent scandal. We forget about the story's tone,
embodied by the cover itself: Bonhomme Carnival with wads of cash, as clear a way as you could
have come up with to say: "Your disCnct society? Yeah, it's roZen to the core.")
The problem is that in communicaCng "Your arCcle was insulCng," it was criCcal to communicate
which bits were insulCng. It is really, very deeply important for PoZer as MISC director to be able
to say that there is a low level of social capital in Quebec, whether he's right or wrong, provided
he does so in an intellectually honest and rigorous way. Where his arCcle mobilized empirical
research, it had a point -- one with which it is, of course, possible to disagree. The real problem,
from my point of view at any rate, is not in the argument, but in the way he made it. But buried
in the arCcle is sCll a legiCmate argument. So where there gets to be a second big problem is
when criCcism of the arCcle doesn't make this disCncCon. It makes it hard for people to
comment in good faith on bad stu happening in Quebec, and I wish more folks criCcizing PoZer
understood this. And that's where there are legiCmate grounds to worry about academic
integrity. One ought to be able to criCcize the level of social capital in Quebec, and to do so
provocaCvely, and that right needs to be defended.
Now, insult should not be grounds for losing most academic jobs, parCcularly insult so
immediately, graciously and sincerely apologized for. But this was not most academic jobs. Let's
say a big part of your job is public outreach, promoCng dialogue, and improving our
understanding, and you run a centre whose mission statement includes promoCng a diverse
society. Then let's say you do public outreach via blanket condemnaCon--with staggering
tendenCousness--of the major linguisCc minority of the country your insCtute is all about. Well,
look: you eed up at your job. And you eed up in a major way. You shredded your credibility in
your own job. The job of director of MISC is just dierent from the job of professor (which PoZer
keeps, as is right). Having published something so boneheaded that it was indisCnguishable from
Quebec-bashing, I don't think PoZer would have been able to conCnue to be an eecCve
director of the McGill InsCtute for the Study of Canada. Not because of mob jusCce, but because
he'd shot his own credibility in a huge part of the country.
Now he'd had a lot of other successes in a short Cme in the job, and he might have been able to
conCnue to be eecCve in some aspects of the job. So there is a legiCmate debate to be had on
this, and Peter Loewen has usefully engaged on this level, poinCng out the successes PoZer has
achieved. But note that this is a pracCcal debate. There were reasonable grounds for McGill to
insist that he go.
However, these two disCncCons--between the insult and the social criCque, and between MISC
director and other academic jobs--are subtle and to be handled with care. It was all the way
along vital to insist on the defense of academic freedom in everything but the limited framework
of (a) a bad-faith, insulCng argument (b) in the job PoZer held. And these limited criteria do not
accurately describe the reason why many of those who were calling for PoZer's ring were
calling for it. The reCred judge who compared PoZer to the theorists and propagandists of the
Rwandan Genocide in Le Devoir was not, safe to say, in a mindset that admiZed of subtleCes.
And so there is a real problem now: emboldening further aZacks on academics' statements that
can easily overlook the disCncCon between the post of director of a public-engagement research
center and the post of professor, and the disCncCon between idenCfying a major social problem
in Quebec and doing so so poorly as to insult eight million people.
You will note that this leU McGill's administraCon in a dicult posiCon. They would have to
choose between lefng MISC spuZer to a halt, on the one hand, or be seen to bow to the
pressure of public outrage, with hints of well-placed private threats, over public comment by
someone with an academic appointment.
But McGill's tweet did not help its case. I don't know exactly what the wording should have
been, but referring to "the views of McGill University" was a mistake. A university, as an
insCtuCon, can certainly have views--it would be a liZle ridiculous for it not to on, say, the
necessity of public funding for educaCon, and we can probably be comfortable with its having
views on intelligent design--but there was stu in PoZer's column that was not in the bounds of
what McGill should go around having views on. Once the university invokes "its views," it is in
the problemaCc spot of needing to say what didn't t with them. That Quebec is somehow
innately alienated? Or... that there is a problem of social trust in Quebec?
So I don't think McGill's reacCon ought to have been in 140 characters, or wriZen quickly. These
things take nuance, and Cme to think through. There wasn't much Cme: very quickly, I believe,
PoZer needed to be defended in his right *as an academic* to say what he did, at the same Cme
as saying that it was not OK for someone *in his job as MISC director* to say what he did.
The principal's new statement says, in line with what I think, that the problem was that the
column was inconsistent with MISC. But it does not go far enough in defending academic
freedom. RepeaCng McGill's policy does not clarify how the administraCon intends to apply it.
That is, it does not amount to saying, as it should, "Look, things are dierent for the job of MISC
director, and we will absolutely not re a professor or a sessional lecturer from either of those
jobs for saying such things in an arCcle." McGill has a lot to clarify. The principal's message reads
like a defensive crouch.
Nobody in this omnishambles is exactly covering themselves in glory here, though. And what is
likeliest now is another round of polarizaCon. There will be blanketly insulCng op-eds about
Quebec's innate hypersensiCvity, with germs of truth. There will be absurd overreacCon to the
op-eds, along with legiCmate outrage. We will all focus on the hyperbole at the expense of
understanding, and we will pull a liZle bit further apart.

have been especially wrenching for you given all of your hard work over the years to break down the
mistrust that has seemed at .mes to cut McGill o from Quebec. His ill considered and intemperate

administra.ve roles that faculty regularly take on are part of their belonging to the university
community.
If anyone from the administra.on encouraged Po*er to resign, or suggested that he do so, why should
any of us agree to take on administra.ve du.es within the University? Does taking on an
administra.ve role make us liable to pressure from above should our public pronouncements prove
embarrassing to the University? This is untenable.
Can you assure me that no member of the administra.on suggested or encouraged his resigna.on?
Can the Principal assure the en.re community of this? If so, I would strongly urge that such assurances
be made, and as soon as possible. If such assurances cannot be made, then, the Principal's claim that

En tant que charge de cours lUniversit McGill, je prends trs coeur la formation de mes
tudiants. Je mefforce de leur enseigner que la rigueur intellectuelle est la base dune analyse de
qualit, quun argument se construit sur des faits vrifiables et une analyse srieuse, non sur des
prjugs, des expriences personnelles et des raccourcis intellectuels. En tant que doctorante, on
sattend ce que je fasse preuve de cette rigueur dans mes recherches. Dtenteur dun doctorat en
philosophie, on sattendrait tout le moins que le directeur de lInstitut dtudes canadiennes soit
capable de faire preuve de cette rigueur intellectuelle. Son article dmontre, au contraire, quil na ni la
stature intellectuelle ncessaire ni la dignit pour occuper ce poste. Jajouterais que sa mconnaissance
de la socit qubcoise mais surtout son mpris envers cette communaut indiquent quil na pas sa
place dans une universit qubcoise. Ses excuses, bien que ncessaires mais dont je doute
srieusement de la bonne foi, neffacent en rien son manque de jugement et ses propos mprisants et
offensants.

Vraiment, jai t profondment secou par cet article. Secou comme en 1995 quand jai entendu en
direct la dclaration de Jacques Parizeau le soir du rfrendum. Cette fois cest ma communaut
mcgilloise qui est touche.
Tant le ton et que les propos ne sont pas la hauteur dun universitaire. Provenant dun universitaire
mcgillois et en plus du directeur de linstitut dtudes canadiennes, cela va tre brutal comme impact.
Vraiment brutal.
Je reois des dizaines de courriels soit des courriels dinsultes car pour plusieurs Qubcoises et
Qubcois, il ya un amalgame, MISC-PQ-CRIEM ou soit des courriels minvitant dnoncer
publiquement ces propos.
Cest dsolant pour des gens comme toi et moi qui travaillons donner une image complexe et nuance
du Qubec.
Je reois des courriels de gens du Ministre des Relations internationales du Qubec, de lAssociation

soulignant leur profond malaise avec cette signature de la part dun universitaire McGillois.

shame to the community.
During my studies at McGill I was constantly witnessing people trying to understand each
other and building bridges between dierent cultures.
I think it is very dispoinNng that Mr. Poêr is represenNng McGill University and that he
gets that kind of exposure. His text really demonstrates his bias against the Qubecois
culture and idenNty.

moins dhabiter une autre plante, tu nauras pas pu chapper au raz-de-mare mdiatique qui a
suivi la publication de larticle de Potter dans le MacLeans. Je tcris pour te demander si la Facult
entend rpondre, comme je lespre, par une action forte et exemplaire un geste mes yeux
indigne de la part dun directeur du MISC. Les deux derniers directeurs du MISC, pour ne parler que
de ceux-l, avaient une sensibilit et une comprhension du Qubec, que le nouveau directeur na
apparemment pas. Cet article nous tire tous 40 ans en arrire. Plusieurs collgues prparent des
rponses et je ne pourrai, , faire lconomie dune rponse publique,
mais mesure. et moi recevons des messages de collgues de lextrieur et de personnes
inconnus qui confondent MISC, CRIEM et PQ, et qui nous croient solidaires du brlot de Potter. Je
nai pas, personnellement, lintention de jeter de lhuile sur le feu ; je sais que Potter a publi un
statut Facebook, mais cette rponse, publie par la voie des mdias sociaux, ne rparera pas le mal
qui a t fait. La perception des Qubcois que McGill et ses chercheurs sont dconnects du
Qubec vient de recevoir une conrmation malheureuse.
Je reste ta disposition pour discuter et, si possible, participer de la solution.

Je tiens vous faire part de ma trs grande dception de constater que le McGill Institute for the Study
of Canada/Linstitut dtudes canadiennes de McGill est dsormais dirig par quelquun comme M
Andrew Potter, une personne apparemment incapable de faire preuve de jugement. Larticle quil signe
dans le no du 20 mars 2017 de la revue Macleans, intitul How a snowstorm exposed Quebecs real
problem : social malaise comporte en effet une telle somme de prjugs, de gnralisations, de
raccourcis intellectuels, de faussets et daccusations mensongres ou sans fondements au sujet du
Qubec que son texte est bien prs de frler le racisme pur et simple.
Historienne ayant fait carrire lUniversit de Montral, je suis membre du Montreal History Group/Le
Groupe dhistoire de Montral depuis plus de 25 ans. Ce groupe, bas luniversit McGill, mais
runissant des chercheurs de diffrentes universits travers le Qubec et au-del, a t fond dans les
annes 1970 entre autres par Brian Young lun des vos professeurs mrites parmi les plus rputs et
lun des historiens les plus respects de la communaut scientifique qubcoise et canadienne. Ce
groupe de recherche a toujours fonctionn dans le plus grand respect de ceux et celle qui le composent,
francophones et anglophones, dans une volont de scruter le pass et le prsent de ces deux groupes
(parmi dautres) pour mieux faire ressortir ce qui les relie tout autant que ce qui les divise, pour mieux
explorer leurs similarits, mais aussi comprendre leurs diffrences et les surpasser. Pour moi, jusqu
prsent, McGill ctait cela : une communaut capable dtre inclusive et respectueuse. Je constate,
regret, quelle peut aussi tre sectaire et mprisante.
