Head base
1. Create a100x100x100 box with 3, 6, and 5 for length, width and height.
Convert it to Editable Poly and position it at 0,0,0
2. Delete half of the box then adds a Symmetry Modifier, the box is back
to its original shape. Activate the Show End Result Icon. Highlight the
Editable Poly stack and just edit half of the box and the other half will
automatically follow any modifications you do.
3. Shape the box into a Roundy, near-sphere shape by moving the
vertices. You can reduce the amount of vertices you handle by using
FFD modifier.
4. Switch to Left View and move the lower right parts of the box to make
the chin. The overall base head shape is formed
5. Right click on FFD stack and choose Collapse To. This will apply the
modifier’s modification into the object and removing the modifier from
stack
6. Select the second face from center, fourth face from bottom. Enlarge it
but don’t overlap the surrounding faces

7. Choose the first and second faces from the center, second faces from
bottom. Enlarge it but don’t overlap the surrounding faces.
9. Select the second horizontal edge from center, Ring and Connect
10. Select the fourth vertical edge from bottom, Ring and Connect

11. Tweak the 8 sided face to make them shaped like a diamond
12. Select the diamond shaped faces plus four faces on the center next to
them, Extrude with 0 extrusion and shrink it using Scale Tool
13. Remove 2 faces at center and extrude selected faces twice with 0
extrusion while scaling and shaping them to eye like shape on the last
extrusion

25. But since the eye socket interior are barely visible, you can safely
delete the interior polygons

Add a meshmooth modifier:
Ugly eh? But worry not, since from this stage you can build any type of
head you want while maintaining a correct edge loop based on real life
facial muscle construction. Just tweak, tweak and tweak, add some details
or whatever you need until you get the desired result.
