21. Overview
This chapter provides the procedures for assigning, using, and controlling MCNs for items that are not cataloged within
the Federal Catalog System (FCS). Details for assigning blocks of MCNs are in AR 708-1, chapter 3. This chapter also
addresses the policy established in AR 708-1, chapter 3.

2 TACOM is the central point of contact for combat, assault, and tactical tracked vehicle in this FSC class. ACALA is the central point of contact for self-
propelled artillery.
3 TACOM is designated as the mission assignee for all end items in the FSC classes. The Defense Logistics Information Services, Army Cataloging, (DLIS-
A) is the central point of contact and the activity assigned Army Retail Management responsibility for all components.
4 ACALA is the manager for all items in these 43 FSC classes (FSG 34 and 36) that qualify as industrial plant equipment with an acquisition cost of $3,000
DLIS-A is the central point of contact for non-medical items in FSC classes 6630 and 6640.
8 Regulated items of data processing equipment are procured by the Chief of Staff, Army, Director of Army Automation (DAA), through the U.S. Army Com-
puter System Selection and Acquisition Agency. Inventory and reutilization functions are performed by the U.S. Army Signal Command.
