There are 53 sites in Sweden and in varying degrees, vulnerable both to serious crime
and socio-economic factors. Of these 15 areas are considered to be particularly
vulnerable. Crime areas can manifest itself through acts of violence, riots drug
trafficking and other serious crime affecting the residents both directly and indirectly.
Most of the risk factors are beyond the control of the police such as state welfare
systems, unemployment, ethnic segregation, stigmatization and overcrowding.
However, the police can play a role in the experience or the feeling of the situation. In
addition, the police act to reduce fear and increase trust, cohesion and collective ability.
If the police together with other stakeholders to achieve increased confidence in the
authorities, and an increased ability of local communities to deal with emerging
problems, it is not unreasonable to assume that risk residential areas can be
significantly reduced.
An exposed area exhibits a problem that primarily require police presence and police
efforts to address the existing problems.
A particularly vulnerable area exhibits a problem that largely requires the joint effort of
several actors in society to come to terms with the existing problems.
