The originally small settlement has also become one of the most
congested and densely-populated non-poblacion barangays of Vigan.
GEOGRAPHICAL LOCATION
AREA
The barangay has a total land area of 48.8 hectares or 0 .488 square
kilometers. The total land area of the barangay is distributed according to
the following land uses with the corresponding areas in the table below.
ACCESIBILITY
The barangay can be accessed all throughout the year by land such as
motorcycles, tricycles, kalesa, jeepneys and four-wheel motorized vehicles.

There are a total number of 598 residents who are employed. 387 of
them are locally employed, 159 of them are self-employed and 52 of them
are employed overseas. Unfortunately, a total of 1016 residents are
unemployed.

Health Facilities
The barangay has a barangay health center with basic amenities and
being managed by 8 Barangay Health Workers and 1 Barangay Nutrition
Scholar.
Sports Facilities
Facilities in the Barangay for sports include two (2) basketball courts,
one covered and the other one is not.

A. Community Development
Although the Day Care Center and their Barangay Hall are
still functional, they now need to be improved and repainted for a
more conducive place for the pupils to study and for the councils
to work in. This is also true to their Barangay Covered Courts of
which, needs repairs. The main court, which is the covered one,
needs to be improved and widened so that it may serve more
people when there is an event. The creation of bleachers is also
of value for a more comfortable set-up when an event takes
place. It may also be used as an evacuation center for residents
who will be devastated by storm or typhoon. The residents and
non-residents will also feel safe if additional streetlights would be
installed along the streets.

IV. Conclusion
This three-year development plan is one of the most effective tools for
individuals particularly the barangay officials and everyone presently
residing in Barangay Capangpangan who want to achieve an enormous
development and improvement to uplift their economic status. It addresses
the major concerns of the said barangay particularly in its community, social
services, environment and infrastructures that need immediate and excellent
response.
Given the fact that Capangpangan is situated near the centro where
most tourists from different places visit, it is a must priority for the local
government unit and the different agencies being addressed to make their
necessary actions, support and guidance to bring this plan to fruition. Also, it
is necessary to ensure continued effective and responsible management and
maintenance of these soon-to-be-implemented plans in order to achieve
optimum success and development not only for the benefit of the residents
of the barangay but also for the pride of Vigan City especially now that it has
been regarded as one of the new seven wonders cities of the world wherein
people around the world probably monitoring constantly.
