The ethics is the study of the characteristics of morals, also deal with the
moral choice that are made by each person in his or her relationship with other
persons. In term of engineering rules and standards governing the conduct of
engineers in their role as professionals. It encompasses the more general

their professional lives.
Based on the Second Penang bridge collapse, it is very not ethical

Maung Interchange that connects the bridge to the Tun Dr Lim Chong Eu had
collapsed onto a passing car along the road underneath the structure. The wrong
design or installation and lack of maintenance will cause the bridge to collapse.

In the other hand, Following the incident, DOSH investigates the safety
aspects at the site. The investigation team, comprising of three forensics from
Putrajaya and senior officers from Penang look into factors contributing to the
collapse, worker competency, management of contractors and whether the
proper work procedures compliance to the Standard Operating Procedure (SOP)
were adhered. They also evaluated the standard operating procedures, materials
used and whether the scaffolding complied with national standards. From the
initial investigations, the cause of the collapse was decided due to the failure of
the support of the formwork on the affected portion. Therefore, the team's
investigation focused on the failure of the support such as the design and
installation of the support. Wrong design or installation and lack of maintenance
would have caused the bridge to collapse.
Besides that, Penang DOSH director said during an interview that the
incident happened during the last stages of the RM 152 million Batu Maung
Interchange project and prior the incident DOSH had regular inspections done at
the construction site under the Cergas Murni Sdn Bhd having a clean record with
no reported accidents since work started in 2010. In-depth investigation would
be conducted, adding 13 DOSH investigators, led by him, would scrutinize
scaffolding material, support form, maintenance, design, safety system of work,
quality of workers, wind factor, and soil and earth movements.

Cergas Murni Sdn Bhd is taken by section 17 of the OSHA 1994, the
employers to undertake duties to ensure those not under their
employment are not exposed to risk to safety and health and was fined
by RM50,000. Giga Engineering & Construction Sdn Bhd is been legal action
for section 15(1) of OSHA 1994, for failure to ensure the safety of its
employees at the site, was fined RM35,000.
The conclusion, why safety and health should we manage? It is by moral
and ethical issue. Why do engineer need to know about Ethics? With knowledge
& skills, engineers have the capability to do services to the public. With this
capability, engineers have a tremendous responsibility to clients, individuals and
society. Ethics help engineers to guide their decisions to ensure they act
responsibly. Basic concept ethical is Wherever engineers practice, they should
hold paramount the health, safety, and welfare of the public. The lesson learned
from the accident is design calculation of the construction that made by
contractor must be approved by the Dosh, also make a drain at the construction
area and do the inspection for the safety frequently.
