EXAMINATIONS OF BASIC B1,1 AND B2
A. AUTHORITY:
A1. This Airworthiness Notice is issued under the authority vested in DG CAA vide Rule No. 4 of Civil
Aviation Rules, 1994 (CARs,1994).
B. PURPOSE:
B1. The purpose of this Airworthiness Notice is to explain the procedure and requirements of basic
B1.1 and B2 examinations conducted by the training organizations, duly approved by Airworthiness
Directorate for this purpose, on behalf of PCAA.
C. SCOPE:
C1. This Airworthiness Notice is applicable to all training organizations, duly approved by
Airworthiness Directorate to conduct modular examinations of basic B1.1 and/or B2, on behalf of PCAA,
for the candidates who want to acquire basic license in category B1.1 and/or B2.
D. DESCRIPTION:
D1. DEFINITIONS: The following terms when used in this AWNOT have the meanings, assigned to
them respectively. However, any term used in this AWNOT but not defined herein shall have the same
meaning as given in the Civil Aviation Ordinance 1960, Pakistan Civil Aviation Authority Ordinance 1982,
Civil Aviation Rules,1994 (CARs,1994) and/ or relevant ICAO Annexes, as the case may be, accordingly.
D1.1 B1.1 BASIC COURSE: A mechanical course, which covers basic training relative to
combination of Aeroplanes and turbine engines.
D1.2 B1.2 BASIC COURSE: A mechanical course, which covers basic training relative to
combination of Aeroplanes and piston engines.
D1.3 B1.3 BASIC COURSE: A mechanical course, which covers basic training relative to
combination of Helicopters and turbine engines.
D1.4 B1.4 BASIC COURSE: A mechanical course, which covers basic training relative to
combination of Helicopters and piston engines.
D1.5 B2 BASIC COURSE: An Avionics course, which covers basic training relative to category
avionics (no further sub-division).
D1.6 ON THE JOB TRAINING - OJT: A system of under supervision training conducted in a PCAA
approved organization.
D1. GENERAL:
D2.1 Airworthiness Directorate has now moved towards adaption of EASA based SARI regulations.
This process of harmonization in the region stems from the desire of CAA Board, under which CAA
Pakistan has been directed to transform its regulations in harmony with EASA (European Aviation safety
Agency). In this region, the forum of SARI is developing harmonized Regulation on continuing
Airworthiness through European Unions agency EASA. The harmonized Regulations on Licensing of
Maintenance Personnel (SARI Part-66) and Approval of Training Organizations (SARI Part-147) for
South Asian Countries are being formulated under Working Groups which has members from all SAARC
Countries including Pakistan.
D2.2 While the regulations on licensing and approved training organizations based on SARI
regulations are under development process, this notice describes the requirements to conduct modular
examinations of basic B1.1 and/or B2, on behalf of PCAA, for the candidates who want to acquire basic
license in category B1.1 and/or B2.
D3.2 An applicant shall be capable of reading and writing the English language.
D4.1 An applicant shall be free from physical or mental disabilities, which can cause any hindrance in
discharge of his/her duties regarding maintenance of aircraft.
D4.2 At the time of issue / renewal of basic license for category B1.1 or B2, the applicant shall
submit a medical and color vision certificate from a registered medical practitioner.
D5.2 05 years of practical maintenance experience in requested category, on operating large aircrafts
(gross weight >5700 KG) in PCAA approved maintenance organizations, for the applicants who have no
previous PCAA or EASA approved Basic B1.1 or B2 course.
D5.3 This maintenance experience shall be exclusive of any OJT, Programmed OJT, workshop
activity or any other maintenance activity, which has been performed to fulfill the requirements of Basic
B1.1/B2 courses.
D5.4 This experience must be practical which means being involved with a representative cross
section of maintenance tasks on aircraft, an experience logbook must be maintained in this regard. This
experience should cover a wide range of tasks in length, complexity and variety.
D5.5 For all applicants, at least one (01) year of the required experience, must be recent maintenance
experience on aircraft of the category. To be considered as recent experience, at least 50% of the
required 12 month recent experience should be gained within the 12-month period, prior to the date of
application for the issuance of basic aircraft maintenance licence. The remainder of the recent
experience should have been gained within the 7-year period prior to application date.
D6.2 These basic module knowledge examinations shall be conducted by a training organization
appropriately approved by Airworthiness Directorate of PCAA or EASA Part-147 approved training
institute.
D7.1. All examination MCQ papers shall be made by "Computer Random Selection (CRS)" through
customized software. All approved examination unit shall develop a "Question Database (QDB)" for this
purpose, which must be independent from the questions bank developed for phase examinations of basic
courses.
D7.2. The Question Bank for each module should be shown to concern airworthiness officer upon
request. The question bank must be updated/revised on regular basis and record of such revision must
be maintained.
D7.3. Examination Manager shall nominate invigilators/examiners who shall be present during all
examinations to ensure the integrity of the examination. Presence of concerned module instructor/s shall
not be allowed in the examination hall during examinations in any case. Candidates can write their
remarks/comments, regarding any question, on reverse side of answer sheet in the form of NOTE.
D7.4. New essay questions shall be raised at least every six months (06) and used questions
withdrawn or rested from use. A record of the questions used shall be retained in the records for
reference.
D7.5. All examination papers shall be handed out at the start of the examination to the candidate and
handed back to the examiner at the end of the allotted examination time. Candidates or invigilators will
not be allowed to take examination paper/s away from the examination room during the allotted
examination time.
D7.6. Bags, coats, calculators, books, charts, mobile phones, ipads, and any other digital devices shall
not be allowed in examination hall.
D7.7 Photographic proof of identity must be placed on the desk and will be checked during every
exam. The photographic ID must be a passport, CNIC, computerized driving license, or ASF airport entry
passes are acceptable.
D7.8 Candidates will not permitted to bring their own pen or pencil and they will not be allowed to have
any items on their examination desk other than those provided by the examination staff.
D7.9. Candidates appearing in examination shall be separated from each other with the minimum
spacing of 1.5m on right/left and 1m on front/back, so that they cannot read each other's examination
papers and they may not speak to any person other than the invigilator or examiner.
D7.10. Candidates who are proven to be cheating shall be banned from taking any further examination
of any module within 12 months of the date of the examination in which they were found cheating.
D7.11. All basic examinations must be carried out using the multi-choice question format and essay
questions as specified in Para D6.
D7.12. Each multi-choice question must have three alternative answers of which only one must be the
correct answer. The correct answer should be absolutely correct and complete or, without doubt, the
most preferable. Responses that are so essentially similar that the choice is a matter of opinion rather
than a matter of fact should be avoided. The main interest in MCQs is that they can be quickly performed:
this is not achieved if doubt exists about the correct answer.
D7.13. Each essay question requires the preparation of a written answer on A4 size page/s. The
purpose of the essay is to allow the examiner to determine if candidates can express themselves in a
clear and concise manner in the form of a written response, in a technical report format using the
technical language of the aviation industry. The essay examination also allows assessing, in part, the
technical knowledge retained by the individual and with a practical application relevant to a maintenance
scenario.
D7.14. Suitable essay questions must be drafted and evaluated using the knowledge syllabus of
Modules 7, 9 and 10. The question should be relevant to the category and level of difficulty listed in the
syllabus, e.g. a description of a typical general aviation system may not be acceptable for a typical
commercial aeroplane.
D7.15. Each essay question will have a model answer drafted for it, which will also include any known
alternative answers that may be relevant for other subdivisions.
D7.16. The model answer will also be broken down into a list of the important points known as Key
Points. Supporting diagrams should not be encouraged but, if used, should supplement the answer and
not replace the need for a broad text answer.
D7.17. The pass mark for each module and sub-module multi-choice part of the examination is 75%.
D7.18. The pass mark for each essay question is 75% in that the candidates answer must contain 75%
of the required key points addressed by the question and no significant error related to any required key
point.
D7.19. If either the multi-choice part only or the essay part only is failed, then it is only necessary to
retake the multichoice or essay part, as appropriate.
D7.20. Penalty marking systems must not be used to determine whether a candidate has passed.
D7.21. All modules that make up a complete basic course must be passed within a 5 year time period of
passing the first module.
D7.22. A failed module may not be retaken for at least 90 days following the date of the failed module
examination.
D7.23. No examination can be conducted without prior intimation to local Airworthiness field office and
HQ Airworthiness at least 07 days before the date of examination.
D7.24 All MCQ examination results shall be announced within 24 hours of its conduct and a copy of
result shall be submit to local airworthiness field office and HQ Airworthiness, may be, through email.
D8.1 Director Airworthiness may approve any training organization to conduct written examination of
basic B1.1/B2 courses, provided they meet following minimum requirements:
D9.2. On receipt of CAAF-466-AWEG-1.0 and supporting documentation, the local field office shall
verify CAAF-466-AWEG-1.0 for completeness and ensure that the experience claimed meets the
requirement of Para D5 above.
D9.3. When satisfied that the applicant meets the standards of knowledge and experience as required
by this notice, the field office will forward the case to HQ Airworthiness with recommendations. The
applicant shall be required to appear for an oral examination, by a board constituted by Director
Airworthiness, before issuance of basic license in requested category.
D9.4. During oral, the candidate will be examined in following modules, as mentioned against each
category:
D9.4.1 For B1.1: M3, M9, M10, M11A, M15 & M17
D9.4.2 For B2: M3, M4, M5, M9, M10, & M13
D9.5. On satisfactory result of oral examination, the candidate will be issued basic license in category
B1.1 or B2, as the case may be.
