Because the parties who started it don't want to end it as their main goal is to

topple Assad from power or killing him at any cost.

And what is UN.? Has UN ever took action on its own? Without USA approval? All i
t does what is told by its master USA and it is its puppet. I don't think it has
any conscience. If it had, then why it did not stop USA from entering Iraq and
other countries from Libya and when western nations helped to fund Arab Spring a
nd Op orange and many more thus escalating them to the point of no return. Why d
oesn't UN think about the plight of humanity.? Why it is not diverting world lea
ders to the African continent where all levels of brutality crossed?
You will get details from answer written below from my other answer.. i am pasti
ng it here .
I will try to explain as simple as possible, i just have the idea but i am no ex
pert and My writing skills are just average.
It just started practically with the simultaneous events of Arab Spring as happe
ned with Egypt, Tunisia & Libya in which protests by people led to regime change
from dictatorship to democracy. Egypt's regime changed by the will of it's peop
le. But Libyan dictator Gaddafi was more hated by west, so western govt involved
into the simple protests of Libyan people and turned it into a civil war thus e
nding by killing Gaddafi and regime changed. But in fact Libya disturbed more th
an before and now is in the hands of various hardline factions and terrorist gro
ups. Saudi Arabia also saw these democracy protests though of less impact but Sa
udi monarchs quelled these protests in earliest stages by offering lots of sops
to its people.
Now it turned to Syria. And also the Syrian govt came hard on protesters intenti
onally or not but left with some protesters dead. Now the west govt armed the di
ssident protestors, but it is important to note that although peaceful protestor
s were Syrians mainly and armed rebels were especially foreign fighters came for
Jihad against Bashar Al Assad govt.
Now why USA and allies did that?
Because they want Syria and its recources under their control from a very long t
ime then converging on Iran from all sides. Other angle in this was religious be
tween Sunni Saudi and Secular Syria. Iran supports Syria and are best of allies.
Saudi, Turkey, Qatar and other gulf countries want to reduce Iran's influence t
o rubbles. Iran & Syria are Russians almost last of influence areas in middle ea
st. They don't want to let it go to their arch rivals ie NATO.
So Suddenly Syria becomes a great opportunity for all players popping out from A
rab Spring. Saudi, Turkey and allies along with USA and Allies starting to fund
and train jihadis like Al Qaeda s branch Al Nusra front and other terrorist groups
to overthrow Syrians legitimately chosen govt. And it became out of control wit
h terrorist running amock and murdering innocent civilians and beheading them. A
ll of the most hardliners among those terrorists joined together under the umbre
lla of ISIS or ISIL with different goal of restoring Islam s previous glory during
its peak in medieval times.
So it is natural that Iran is a friend in need which came to rescue Syria by sen
ding its troops, funds and advisors. This was grown into regional war. By west s h
elp rebels captured most cities from govt. ISIS on the other hand captured large
parts of Syria and Iraq along with some parts of Syrian & Iraqi Kurdistan which
is a semi autonomous region with their own govt as well as military called Pesh
merga. Kurds were also at war with Turkey for their regional reasons. These so c
alled rebels fighting the Syrian govt are also at fight with each other continou
sly. At the same time they are also anti-west but also funded by west and allies
. See the irony, its really complicated and how the world leaders disturbed the
situation to such an extent hat it seems to be at the point of no return. As ISI
S has crossed all limits of brutality, USA and coalition has to bomb them unwill
ingly. It is evident why after 1.5 years of continuous and intense bombing of IS
IS it is still that strong.
Now Syrian govt was loosing day by day their key cities and when the USA was thi
nking to get Assad to negotiating table or worst surrender, Assad played smart o
r told to be so, he formally requested Russian govt for help. Russian parliament
gave full approval unanimously providing help to Syria and so Putin entered the
arena. And that was a game changer. Russians uprooted most rebels along with hi
tting ISIS decisively giving Assad upper hand in civil war which is now in its 6
th year. Now same USA is not agreeing on negotiations for much needed peace as t
heir dreams are shattering. So USA attacked Syrian armed forces killing them man
y times, i think under frustration. And Turkey under the influence of NATO, dest
royed Russian Air Force fighter plane which was attacking ISIS terrorists. They
want to destroy Assad and Syria whatever the cost be.
Atleast 112 armed groups are fighting against Syrian govt. some under the coalit
ion of Free Syrian Army (FSA), some are splinter groups, individual players. Mos
t are fighting with each other too. Countries alleged to be helping them are Tur
key, Qatar, Saudi Arabia, USA, France. Also some other countries are in the coal
ition that only fights ISIS such as Australia, Jordan, Canada, Belgium, Denmark,
Italy, Netherlands, Morocco, UK., Bahrain.
Iran & Russia are also helping coalition to eradicate ISIS. Some are willingly d
oing it while others are just showing. And on the other hand, Pro Syria militias
are numbered around 45. Russia and Iran are actively participating on the side o
f Syrian govt. Also there is some armament support from North Korea, Iraq, Belar
us and China.
So we can say that its almost a world war with most countries at war.
Total killed: { Wikipedia }
301,781 422,317 (September 2016 SOHR estimate)
470,000 (February 2016 SCPR estimate)
Over 7,600,000 internally displaced (July 2015 UNHCR estimate)
Over 4,800,000 refugees (August 2016 estimate NRC Handelsblad)
Over 4,000,000(July 2015 UNHCR estimate)
Now you can understand its complexity. I tried hard to explain and hope you will
get the idea. I am not perfect in world politics. Just got some knowledge from
news articles, Wikipedia and many other sources.
