Introduction
TheinvestigationisabouttheGovernmentCostofEmployedPrivateSecurity
Guards in the selected municipalities/cities on government offices. Safe guard the
premiseswith24/7PrivateSecurityAgenciestogetherwiththeirguardsistheirconcern.
Policeareexcellentprotectorsforprivatecommunitiesandcenters. However,relyingon
publicsecuritymaynotbe enough. Apoliceofficercannotbe availableto guardthe
entirepremisesonaconstantbasisandothercallsandcrimesmaytakeprecedence.
ThisiswhymanygovernmentofficerinthePhilippinesturntoprivatesecurityguardsto
handletheir24/7hoursecurityneeds. Aprivatesecurityguardcanguardthepremises
ofgovernmentofficesdayandnightandworkwithpolicetomakesurethattheyare
safe. Intheeventofanemergency,aprivatesecurityguardwillensureanimmediate
response. Whereas, Philippine Association of Detective and Protective Agency
Operators (PADPAO), in its efforts to professionalize the industry, is desirous of
standardizingthecontractrateforsecurityguardsservices,whichratemustbeadequate
andconformitywithcurrentlaborandsociallegislation. Thewagesandotherbenefits
duetoasecurityguardarecoveredbythelaborcodeofthePhilippines,asamendedby
lawsandwhichisbasedontheminimumwageandallowancebenefitsrequiredbylaw.
TheresearcherisverymuchinterestedindeterminingtheGovernmentcostofEmployed
PrivateSecurityGuardsintheselectedmunicipalities/citiesongovernmentofficesand
soheconductedthisresearch.
BackgroundoftheStudy
The study is all about the cost of government employment of private security
guardsingovernmentofficesespeciallyinthemunicipalities/citiesofeveryselected
locality. Theresearcherwouldliketodeterminethecostofgovernmentemploymentof
privatesecurityguardsinthegovernmentofficesandtheimportanceoftheirservicein
governmentofficesinsteadofhavingpoliceenforcementandlocalenforcerinitsevery
locality.

Theresearcherwouldbeabletoinvestigatehowmuchisthecontractofprivate
securityagenciesinthegovernmentoffices,includingthesalarygiventoeverysecurity
guard posted in government offices. The researcher would identify the legal basis of
contractofprivatesecurityguardsbaseonthemeritunderthelawoflaborcodeofthe
Philippines. The researcher would also be able to know how the private security
agenciesrenderingservices,enteredinthegovernmentoffices.
ImportanceandSignificanceoftheStudy
Therehasbeenlimitedattentionandinterestgiventothegovernmentcostof
employment of private security guards of selected municipalities/cities in government
offices. Itis oneofthereasonswhywedevotetostudy,as wellas forthefollowing
objectives:
a.) Todeterminethecostofcontractbetweengovernmentofficesandprivatesecurity
agencies.
b.) Toemphasizetheimportanceofprivatesecurityguardsinthegovernmentoffices.
c.) ToidentifythelegalcontractbasedonRA5487(PrivateSecurityAgencyLaw).
We believe that by identifying the cost of government employment of private

securityguardsinthegovernmentofficesincludingthesalarygiventoeverysecurity
guard posted in every government offices. The researcher would be able to
investigateanddeterminewhetherthelegalcontractcostinpayingprivatesecurity
guardsisimplemented. Hence,theimportanceofthestudy.
ScopeandDelimitation
Thisstudywouldbeconductedtodeterminethecostofgovernmentemployment
of private security guards in selected five municipalities/cities in Metro Manila. The
findings would apply only to the data gathered from the private security guards
respondents,20082009. Theaspectslookedintothelegalcontractofemployingprivate
securityguardsingovernmentoffices.
Generalpurpose : Todeterminetheemploymentcostofprivatesecurityguardsposted
infiveselectedmunicipalities/cities.
