The Proposal

Background
Recent discoveries of oil in Guliver have presented prospects and challenges
of optimizing efficiencies from these resources for the benefit of Guliver as a
nation, and most importantly the livelihoods of the Gulivern populace. The
Guliver National Oil and Gas Seismic Data Center aims at establishing a
framework to optimize efficiencies from the countrys oil and gas resources
for Guliverns by Guliverns. The framework entails increasing capacity in the
form of scientific expertise, and advancing research to maximize the
translation of oil and gas efficiencies into outcomes and benefits for Gulivern
livelihoods.

Objectives:
1. Increase capacity in the Gulivern workforce equipped with scientific
expertise; increasing the proportion of Gulivern youth with relevant
advanced training (MSc, PhD) in natural sciences, mathematics,
statistics, computer sciences and health sciences, through liaisons with
established training programs.
2. To create public private partnerships to advance the creativity and
translation of research in oil, gas and seismic data

3. with the private sector and government which will give the private
sector a bigger role in the training and education of a creative Gulivern
workforce
4. Connect government, universities and industries with communities in
need through projects using applied geophysics to benefit people and
the environment in the country.
Target population: Youth aged 15 to 40 years
Target sectors: Agriculture, Oil and Gas, Health, Energy,
Telecommunications and ICT,
Brief description
Set up a framework that will connect people in industry, government and
academia to the target population. This framework shall be used by private
sector, academia and government
1. to share information with target population regarding
1. the available opportunities and how to take advantage of them (
work and education)
2. career guidance
3. making appropriate career choices
2. to motivate youth to aspire for advanced training in the target fields
3. to make it easy for academia to find suitable individuals for training

National Oil and Gas Seismic Data Center

This will be a collection of data stores maintained by government, with
information about oil and gas seismic surveys, reserves, drilling and
production.

The following activities will be carried out at the center:

Research and Development
Data exchange among stakeholders and researchers
Collaboration and information sharing
Capacity building in the form of providing basic skills in data technology used
in oil and gas industry
