SUB.:- Procurement of Baskets (Heating Elements) for Primary & Secondary Air
Preheater in Boiler Unit-7 (500MW).
Ref.:- CE (Stores)/NP/Standard Makes/6177 Dt. 11.06.2014.

In CSTPS, Chandrapur Unit No-7 is commissioned in the year 1997 and is under commercial
operation from 1998. There are M/S. BHEL make 2 Nos. Primary Air-Preheater Model 25.5 VI
1750 and 2 Nos. Secondary Air pre-heaters Model 30 VI 1750) respectively in Unit-7. The air
heaters are in service since commissioning of unit. The complete set of heat transfer elements
(baskets) are replaced during Annual overhaul in the year 2009. Since then these are in
service. These baskets are worn out and are due for replacement in the year 2016-17.
Unit 7 boiler is designed for coal flow of 300 T/hr. but due to poor quality of coal over 350 T/ hr.
coal is being fed to boiler. Due to increase of coal flow, total air flow is increased, which
increases the gas velocity as well as increase in ash burden adversely affects in excessive
erosion of air heater baskets which affects the performance. The total replacement of Air
Preheater basket assemblies proposed will improve the heat rate of unit. Now, it is essential to
replace the APH baskets during forthcoming capital overhaul of Unit-7 in Aug. 2016.
Therefore, it is proposed to procure air Preheater basket assemblies by floating the limited
tender as per resolution passed at the meeting of Board held on 25 th Feb.2014 vide letter under
ref. in which it is intimated that CE (O&M) CSTPS will initiate the steps for procurement of
baskets through Limited Tender from the agencies mentioned below as per the procurement
guide lines,
1. M/S. BHEL, Ranipet 2. M/S. ALSTOM Projects India Ltd.
3. M/S. L&T Howden Ltd. 4. M/S. Geeco Ltd., Trichy
APH baskets for Unit-5 & 6 are already procured from M/S. BHEL and GEECO Enercon Pvt.
Ltd., Trichy, resp. An estimate is based on the last PO with the price escalation 5% per year
considering the lead time for process of tender and placement of PO.
Estimated cost of material is Rs. 440.78 lakhs/-. (Excluding taxes)
Budget provision shall be made in the year 2016-17.
Proposal initiated under DoP, Clause No. 2335, for procurement through Limited Tender.

SPECIAL TERMS & CONDITIONS

1. Delivery Period: Material as per above Scope of Supply shall be delivered within 03
months from date of receipt of Purchase Order.
2. MSPGCL does not have any manufacturing drawings. Therefore, for bidders other than
OEM, payment of supplied material will be effected only after Erection and proper fitment
of all material during annual overhaul of Unit-7 scheduled in Aug.-2016.
3. For bidders other than OEM, Amount 20% of order value performance guarantee shall
be submitted for minimum one year after commissioning of component.
4. It is assumed that, bidder must be a regular, experienced and proven supplier having
drawings of this type of APH ready and have enough experience regarding material
specifications, element profile and quality assurance plan.
5. During installation, bidder has to depute his Engineer / representative for
guidance and suggestions if any.
6. All material certificate, test and guarantee certificate to be submitted with supply.
7. If required third party inspection to be allowed by bidder on Mahagenco request.
8. Delay on any account will not be accepted.
9. Bidder can visit the site before quoting to have brief idea about its location and
requirement.
