Dear Ms, Stuckey:
The University of Utah is in receipt of your request for records dated May 8, 2017, which
seeks “the employment contracts for both Vivian Lee and A. Lorris Betz,” as well as “the most
recent annual budget” of the Huntsman Cancer Hospital (“HCH”). As you may know, the
University, as a governmental entity of the State of Utah, is subject to the Government Records
‘Access and Management Act, Utah Code sections 63G-2-101 to -901 (“GRAMA”).
With respect to your request for employment contracts, we have searched the University’
files and gathered together responsive and public documents from those files. The documents
consist of 4 pages. The reasonable fee for documents responsive to most GRAMA requests is
$0.25 per copy. Therefore, your cost to obtain the enclosed documents will be One Dollar and
Zero Cents ($1.00).
Under GRAMA, a governmental entity may require payment of past fees and future
estimated fees before beginning to process a request if the requester has not paid fees from
previous requests. /d. at § 63G-2-203(8)(a)(i). We are in receipt of your cash payment in the
amount of $30.00 as payment for your March 8, 2017, March 22, 2017, April 24, 2017, April 26,
2017 and May 2, 2017 open records requests. As stated in our letters to you dated March 8, 2017,
April 21, 2017, May 16, 2017, May 1, 2017 and May 10, 2017 the reasonable fees for those
documents were $4.75, $1.00, $1.00, $13.00 and $10.00 respectively, for a total of $29.75. The
remaining $0.25 of your cash payment will be applied to the enclosed documents. Although
GRAMA permits the University to assess a fee to cover the University’s cost of providing a
record, in this instance the University has elected to waive the remaining $0.75 associated with
production of the enclosed documents. Utah Code Ann. § 63G-2-203(1).
With respect to the remainder of your request, the University generally has ten business
days to respond to requests for government records. Id. § 63G-2-204(3), However, the University
is currently processing a large number of records requests. See id. §§ 63G-2-204(3)(by(iv) & -
204(5)(d). As a result, the University is unable to respond to your request in full within this

(iSVPHS), Executive Dean of the School of Medicine, and Chief Executive Officer of University of
Utah Health at the University of Utah, This appointment will be effective May 1, 2017. Your
appointment as iSVPHS falls under the personnel category including Vice Presidents as
described in the University of Utah Policy and Procedures Manual.
As iSVPHS, you will report directly to the President of the University. Your term of appointment
will be indefinite, but you serve at the pleasure of the President.
You and Ruth Watkins will be the senior administrators and academic officers of the University;
together, the three of us are responsible for overall guidance of the University’s academic and
budgetary direction. Our collective goal is to improve the academic position of the University while
serving the people of the State of Utah and the Intermountain West.
‘Your personal compensation will be as follows:
Base Salary — $67,000 per month (0.75 FTE)

+ University basic retirement plan ~ 14.2 percent

(SVPHS), Dean ofthe School of Medicine, and Chief Executive Officer of University of Utah Health
Care at The University of Utah. This appointment will be effective July 1, 2011, It is subject to
formal notification of the Academic Senate and approval by the University's Board of Trustees. Your
appointment as SVPHS falls under the personnel category including Vice Presidents, as described in
the University of Utah Policy and Procedures Manual,
As SVPHS, you will report directly (othe President of the University. Your term of
appointment will be indefinite, but you serve at the pleasure of the President. You will also hold
academic appointments as Professor (with tenure) in the Department of Radiology and Adjunct
Professor in the Department of Bioengineering, subject of course to the approval of the faculty and
appropriate administrators.

Pershing will be the senior administrators and academic officers of the University and will be
responsible for overall guidance of its academic and budgetary direction. Our collective goa is to

residence and being immediately accessible to the Health Sciences Center. Itis anticipated

during the first three years of your appointment, you will receive two years of transition
support, and the deferred compensation will vest immediately. Upon completion of the
wansition period, your salary will be set at the seventy-filth percentile (AAMC) lor professors

In your third year of this appointment, the University President will review your overall
compensation to determine whether an increase is warranted based upon your performance
and national benchmarks.

unrestricted license to practice medicine in the State of Utah and medical staff privileges at

The Office of the SVPHS will provide $500,000 in funds for you to use to transition your
research program from NYU to Utah and for ongoing expenses in the conduct of your
projects. Moving costs related to your research program will also be covered.
‘You will also receive 25 percent of the returned overhead derived from the grants that are
awarded to you and to the investigators in your research group.
