DOLE-NCR CHILD LABOR PREVENTION AND ELIMINATION PROGRAM

(CLPEP)
ANNUAL ACCOMPLISHMENT REPORT

DOLE-NCR leads the Regional Child Labor Committee (RCLC) in working


towards the prevention and progressive elimination of Child Labor through
protection, withdrawal healing and reintegration of child workers into a
caring society.

DOLE-NCR is also strong in the conduct of preventive measures such as


Advocacy Orientations among stakeholders and implementers. The said
activity made possible thru integration of anti-child labor advocacy module
to other advocacies conducted by the field offices such as TAV, CLES, and
TIPC wherein the target groups are company workers. This year, twelve (12)
advocacy orientation with six hundred (600) participants were conducted.

Strengthening of Sagip-Batang Manggagawa Quick Action Team (SBM-QAT)


was also conducted through orientation on the manual in the conduct of
rescue and closure operations. It was participated by the members of RCLC,
Field Directors and Coordinators per field office.

Rescue and closure operation coupled with case conferences were still the
priority in the implementation of Child Labor Prevention and Elimination
Program through the SBM-QAT and other partner non-government
organization (NGO) like the International Justice Mission (IJM). This year we
conducted four (4) rescue operations and four (4) case conferences. A total
of four (4) establishments were closed while twenty-eight (28) children were
rescued from hazardous and exploitative work. Criminal cases were filed by
the law enforces and the Department of Social Welfare and Development
(DSWD).

To be able to sustain the camaraderie of the RCLC Members and to have


updates on the implementation of CLPEP which was lead by the committee
on RCLC Quarterly Meeting is also conducted.

The region also conducted activities in celebration of the Childrens Month.


Four hundred (400) children from Pasay City participated in the said activity
in partnership with the City Government of Pasay and Our Lady of Sorrows
Outreach Foundation, Inc. (OLSOFI) which provided gifts during the program.

One of the most significant event that happened this year is the launching of
the Child Labor-Free Philippines come 2016 none other than the Secretary
Rosalinda Dimapilis Baldoz who launched the program. The national
launching was conducted at Occupational Safety and Health Center (OSHC)
with DOLE as in-charge of the activity.
In the implementation of Child Labor-Free Barangay National Capital Region
(NCR)has a share of five (5) barangays woth the most number of child
laborers and would be child laborers and the objectives os to turn them into
Child Labor-Free Barangays. Since NCR has six (6) field offices, Director
Macaraya decided to have six barangays for NCR.

At the end of this year, NCR was able to identify six (6) barangays with high
incidence of child labor and additional four (4) barangays initiated by
Congressman Benjamin D.R. Asilo of District I, Manila for a total of ten (10)
barangays. Three (3) field offices have launched and conducted Community
Assemblies wherein parents and child laborers were organized as a group.
Three (3) FOs provided livelihood assistance to the parents of Child Laborers
and two (2) FOs enhanced their PICs.
