xi.Among other sectors the total allocation includes, welfare/ minority welfare-7.10%, Policing
and disaster management-6.23%, Urban development, drinking water and sanitation-6.02%,
Health-4.10%, Rural development and Panchayati Raj-3.84%, Road and building construction-
8.06%, Energy-7.93%
xii.The budget also laid emphasis on development of the scheduled tribes (ST) and scheduled
caste (SC) and has allocated Rs 22,259 crore for special schemes related to their uplift.
xiii.Out of this Rs 18,026 crore has been allotted for development of ST areas while the remaining
Rs 4,233 crore has been set aside for development of SC areas.
xivThe government expects to earn Rs 19,900.50 crore in tax receipts and Rs 11,258.16 crore
from non-tax receipts.
xv.Besides, Rs 13,414.57 crore is expected from central aid while the states share from central
shares taxes is estimated to be worth Rs 21,034.19 crore.
xvi.The state government hopes to earn Rs 10,000 crore from public loans while advance loan
collection is estimated to be worth Rs 66 crore
Govt. of Jharkhand Signs Joint Venture Agreement with the Ministry of Railways
i. The Indian Railways signed a joint venture agreement with the state government of
Jharkhand on January 20, 2017 for the development of railway infrastructure in the State.
ii. Aim: The JV agreement would enable to provide active representation to States in the Planning
and Implementation of Railway Infrastructure Projects, take up railway project on states priority
basis and generate more financial resources through participation of State & other stakeholders in
the project specific subsidiaries.
Aim: To promote industrial activity in Jharkhand and establish the state as one of the prime
investment destination of Eastern India.
The Global Investor Summit 2017 was organized by the Jharkhand government in
partnership with Confederation of Indian Industry (CII). This is the first time that
Jharkhand held the Investors Meet.
The Summit was inaugurated by the Union Finance Minister Arun Jaitley while Prime
Minister Narendra Modi addressed the summit through video-conferencing.
Mahendra Singh Dhoni was the brand ambassador of the event.

Mascot
A Flying Red Elephant was the mascot for the Jharkhands Global Investors Summit (GIS) 2017.
It was designed by AdFactor, a public relation and advertising company based in
Mumbai.
About the Summit
The two-day global investors summit (GIS) saw the participation of over 9500 foreign and
domestic delegates.
Delegates from four partner countries namely Japan, Czech Republic, Tunisia and Mongolia
as well as those from 28 countries such as Australia, the US, Britain, Russia, China,
Singapore, Saudi Arabia, UAE, Italy, and Pakistan, among others attended the meet.
On February 16, 2017, a sectoral sessions was held on infrastructure development, Make in
Jharkhand Urban Development & Smart city and Mining & Mineral Development.
On the February 17, the sectoral sessions was held on IT/ITeS, ESDM & Start-ups, high
education & healthcare, agro & food processing and textile & footwear.
Some leading industrialists and Ambassadors and High Commissioners of other countries
were also present at the gathering.
Jharkhand chief minister Raghubar Das also announced that the state would hold a three-
day Pravasi Jharkhand Divas on November 28, 29 and 30 in 2018 and another Global
Investor Summit in 2019-20.
Jharkhand Signs 209 MoU with different companies at Concluding Day of Global
Investors Submit
On the concluding day of the 2017 Global Investors Summit on February 17, 2017, 209
MoUs were signed between nine departments of the Jharkhand government worth Rs
3,03,987 crore with different companies.
The 209 proposals is expected to create 2,09,176 direct employment
and 3,92,150 indirect employment as per the state government.
Other departments which signed MoUs include
1. Department of Agriculture, Animal Husbandry and Cooperative worth Rs 1,900
cores
2. Department of Health, Medical Education and Family Welfare worth Rs 2,060
crore
3. Department of Higher and Technical Education worth Rs 3,231 crore
4. Department of IT and e-Governance worth Rs 8,499 crore

5. Besides, the Chief minister Raghuvar Das also handed over lands rights to a number of
companies which had signed MoUs some two three months before on the concluding day
of the summit.
6. The government handed over 66 acres of land to Lafarge India for setting up a
cements plant with 300 crore rupees.
7. Similarly Hindustan Petroleum was handed over 58.86 acres of land for setting up
LPG bottling plant with an investment of 85 crore rupees promising jobs to 85 people.
President Appoints New Chief Justices in MP, Patna, Kerala, Chattisgrah, Jharkhand HCs
The President of India, Shri Pranab Mukherjee announced the appointment of new Chief
Justices in the state of Kerala, Madhya Pradesh, Chhattisgarh, Patna and Jharkhand High
Courts on March 10, 2017.
Jharkhand High Court: Justice Pradip Kumar Mohanty, Judge of Jharkhand High Court has
been appointed to be the Chief Justice of the Jharkhand High Court.

Govt. of Jharkhand Signs Tripartite MoU with AAI, DRDO for Development of Deoghar
Airport in Jharkhand
The Government of Jharkhand along with Airports Authority of India (AAI) & Defense
Research and Development Organization (DRDO) has signed a tripartite MoU on March 28,
2017 in Ranchi for development of Deoghar Airport located at Deoghar district of Jharkhand.
Key Features of the MoU
i. Under the MoU, both the government organization would help the state to complete the
international airport project in Deoghar worth Rs 300 crore within a time period of two years.
ii. AAI and Jharkhand govt would contribute Rs. 50 each while DRDO would provide Rs. 200
crore for the project.
