Accessibility. La Trinidad is accessible by land transport via the


following entry points:
from Mt. Province thru the Baguio-Bontoc Road on the northeast;
from La Union thru Marcos Highway via Pico-Lamtang Road on
the southwest;
from Nueva Vizcaya through the Benguet-Nueva Vizcaya Road
on the southeast;
from Pangasinan, thru Kennon Road on the south.
All these roads converge in City of Baguio where the nearest

travel time takes about seven hours ride by land or 45 minutes
plane flight. At present, there are no commercial flights to Baguio
City. Tourists can however take the general aviation planes from
other airports of the country.

The trend of 2013 overnight tourist arrivals on a quarterly basis in
the province of Benguet follows the overall trend for La Trinidad.
This reflects the leading role of La Trinidad in influencing
destination arrivals in the province. For day tourists, on the other
hand, most of them flock to La Trinidad during the first two
quarters of the year which is the peak season at the strawberry
farm. For the rest of the province, peak season for day tourist
and campers also occurred at the last quarter particularly in

SWOT Analysis in the Formulation of Tourism Development Strategies for
Destinations

The municipality as a tourist destination has unique tourism


advantages that give it a competitive edge with the positive
growth of tourism demand in the Philippines in general and in the
Baguio-Benguet area in particular. This plan therefore seeks to
gain from this by proposing for the expansion and diversification
of the tourism products of the locality through strategic external
cooperation while building on its established core attractions (i.e.,
strawberry farm and cupflower gardens). This will be supported
by an aggressive strategy of market penetration and improvement
of physical and human resource infrastructures. These are the

caves included in the circuit represent a shelter or escape
from the urban life around these sites.

Raising Quality Standards and Tourism Investment


Promotion. The quality of major frontline tourism services
directly affects the quality of tourism experience in La Trinidad,
and consequently the market in terms of return visitation and in
drawing in more tourists by word of mouth. In this regard, support
for the accreditation of accommodation and other tourist
establishments shall be pursued.

The challenge is to increase investments in tourism enterprises


and product development to raise the competitiveness of tourism
services in La Trinidad, particularly in relation to Baguio City and
other neighboring destinations. The limited local capital resources
of La Trinidad leads to the option of attracting outside investment
sources. Actions along this line are proposed as follows: a)
simplification of LGU tourism business set-up and business tax,
accreditation, and licensing procedures; b) identifying private
sector investment requirements in tourism enterprises and
products and undertaking investment promotion drives to
encourage take up of investment requirement; c) taking
advantage of opportunities for public-private-partnership (PPP)
under the BOT Law.

The LGU shall also facilitate capital support to small tourism


enterprises. This is in the form of reducing the cost of making
business in the municipality and the inclusion of tourism in the
livelihood programs being implemented in partnership with such
agencies as DOLE, DA, DTI and TESDA.

developments of local roads that connect the attractions within
