My Vision for Our Future

To my fellow Virginians For the last four years, I have had the distinct privilege and
honor to serve as your Lieutenant Governor, during which our state weathered the fallout from
one of the worst recessions in American history, and during which our people faced economic
hardship head-on with the steeliness one would only expect from citizens of the Old Dominion.
Despite the so-called recovery that Washington likes to tout, too many people in our
commonwealth have yet to feel the effects; unemployment remains at near-double digits, wages
are stagnant across the country, jobs are leaving our country or becoming automated. And in the
face of all the hardships Americans are facing, Washington, led by the Democratic
establishment, refuses to act. Im running for the United States Senate because I want clean up
our system and make it work for you.
As your senator, I promise fight each and every day for three simple things family-
supporting jobs for all our unemployed; smaller, more accountable government that truly serves
the American people; and patriotic defense of our Constitution and our rights. My opponent
promises a fresh start for Virginia, but offers the same old policies and same old business-as-
usual attitude that has failed our people too many times. She represents the entrenched, dynastic
political class who are too timid to offer real leadership and change.
In the Senate, I vow to take on the dynastic political elite and to shake down and clean up
Washington, D.C., make it accountable to the citizens of our Republic, and build a better future
for our children and grandchildren. With your support, we can change our country for the better.

About Bill
William Augustus Henry Clayborne is a father,
a patriot, a Virginia Cavaliers fan, a
conservative, and the 40th Lieutenant
Governor of Virginia. He has dedicated his life
to serving the people of the Commonwealth of
Virginia, since his start as a city councilman in
his hometown of Roanoke. Since then, he has
served Virginia as the City Manager of
Roanoke, a state senator, a congressman, and
most recently as Lieutenant Governor.

Having served in local, state, and federal
government, Bill Clayborne offers to bring a wealth of public service experience and
knowledge to the United States Senate on behalf of the Commonwealth. Like our Founding
Fathers, understands the true power of federalism to serve the people, and believes
political power should be brought as close to the people as possible. He is a staunch
defender of the Constitution has fought tooth-and-nail to uphold the rights of all American
citizens.

A Virginian through-and-through, Bill graduated from the University of Virginia in 1973
with a degree in political science, and got his law degree from Washington and Lee Law
School in 1977. He and his wife Elizabeth of 30 years live in Roanoke and have two
children, Henry and Annabeth.



Cleaning Up Washington, D.C.
For too long, our country has been ruled by an unaccountable, self-serving political elite who
put their own interests and ambitions ahead of the American people. As your senator, I will
fight to bring accountability to Washington.
Term Limits Congress today is totally disconnected from the American people,
and needs fresh blood to reconnect the government to our citizens. I will introduce
and advocate for a Constitutional amendment to establish term limits for members
of Congress and senators.
Campaign Finance Reform Elections should be about people and ideas, not about
money. In the Senate, I will work to reform our campaign finance system so that the
candidates with the best ideas - not the deepest pockets - are able to serve our
Republic.
Closing the Revolving Door Today, ex-politicians make millions working for
lobbying companies and peddling influence, starting the day after they leave office.
As your senator, I will introduce legislation to end revolving door lobbying and ban
former federal officials from engaging in paid lobbying.
Enhancing Oversight and Ethics I will seek to create a Senate counterpart to the
Office of Congressional Ethics to independently oversee, investigate, and
recommend action to the Senate Ethics Committee.
Putting Congress on Obamacare If Congress believes Obamacare is worth
keeping, they should take their own medicine. I will work to ensure all senators and
members of Congress use Obamacare, like ordinary Americans, to get their health
coverage.
Strengthening Anti-Nepotism Laws Government service should be about what
you know, not who you know. As your senator, I will work to crack down on
nepotism and quid pro quo hiring in the federal government.
Ending Donor Bailouts The government should not be able to bail out companies
based on who they donated to. As your senator, I will push for accountability for all
federal bailouts.
Putting Virginians to Work
The Democrats in Washington have failed to bring about a recovery for our struggling
economy. My economic plan is based on three principles: jobs, jobs, and jobs, and as your
senator, I will fight to bring a family-supporting job to every unemployed Virginian.
Investing in Infrastructure Americas infrastructure is some of the oldest in the
developed world and desperately needs reinvestment. In the Senate, I will fight to
bring infrastructure dollars to Virginia to upgrade our congested highways, airports,
roads, bridges, and ports.
No More Tax Hikes As your senator, I will vote against any attempt to raise your
taxes. Americans are taxed enough already, and I will fight to make sure you keep
more of what you earn.
Exploiting our Energy Resources In the Senate, I will push for more drilling off
the Virginia coast and more exploration to grow our economy, cut gas and
transportation prices, and create jobs right here in the Old Dominion.
Reforming Our Education System We need to prepare our children for the
knowledge-based economy of the future. America spends more per student on
public education than almost any other developed country, but we still lag behind in
results. As your senator, I will champion a systemic overhaul of our education
system that puts students first.
Defending the Right to Work As a senator, I will back a national right-to-work
act to end union monopolies on closed-shop industries and prohibit forced union
membership. No American should be forced to pay union dues just to work in the
industry of their choice. Union membership should be a right, not an obligation.
Supporting our Veterans Our vets are the best we have, and we need to pay them
back for their sacrifice. In the Senate, I will work to expand tax credits for hiring
veterans and improve accountability and efficiency in the Department of Veterans
Affairs, to make sure the VA serves our brave and deserving vets.
Investing in Our Navy and Defense As your senator, I will push for increased
investment in our defense, especially in our Navy, to bring shipbuilding jobs to
Virginia and to make our country safer and the world more peaceful.
Protecting Your Rights
The number one role of government is protect your God-given rights. As your senator, I will
fight day-in and day-out to protect your rights and strike down any attempt to infringe upon
them.
Upholding Federalism Our Founders envisioned a federal republic, because they
knew that one size never fits all. As your senator, federalism will be my guiding
philosophy - I will work to bring big decisions down to local and state levels
whenever possible, including issues of minimum wage, education, and same-sex
marriage.
Defending the Second Amendment The right to bear arms and self-defense is
one of the most fundamental in our Constitution, and responsible gun-owners
should not be punished for the actions of criminals and mentally ill shooters. As
your senator, I will work to streamline gun ownership, including promoting
national-level concealed carry reciprocity laws. I will also work to reform our
mental health system to get help to the mentally ill and prevent gun-related
tragedies from occurring.
Repealing and Replacing Obamacare The individual mandate of Obamacare is a
violation of your rights, and the law creates a health system that is on the verge of
failing. It needs to be repealed and replaced with a market-based, patient-centered
alternative to provide real affordable healthcare to Americans.
Protecting the Right to Life As your senator, I promise to fight for the right to life
of all unborn children. I will work to restrict mid- and late-term abortions, except in
cases of incest or when the life of the mother is threatened. I understand, however,
that unplanned pregnancy is not good for the mother or the child, which is why I
promise to streamline our adoption system and make it more affordable, so that all
American children can be placed in a loving home. I will also seek to promote
contraception and sex education to make sure that Americans can make informed
decisions about parenthood.
