I. GENERAL
INSTALLING TRAFFIC INDICATORS
Indicators are to be installed on the right side of the road in the current direction of traffic,
to provide good visibility.
NOTE. In special cases, when required by traffic safety, the road signs may be repeated on
the left side of the road, or on brackets.
Reflective signs will be provided at an angle of 80o to the road centreline, except for the
signs in fig. F29, F30, F31, F32, F33, F34, F35, F36, F37, F38, G5 of SR 1848/1 that must be
vertical, or parallel to the road centreline, depending on the type of intersection.
The road signs in fig. C38, C39, C40, C41 must be vertical or parallel to the road centreline,
from case to case.
Recommendations to follow, when installing reflective foil road signs:
- the horizontal angle generated by the sing front surface and the perpendicular to the road
centreline is 5o for the warning signs and 10o for the orientation and advance signing.
- the front leaning of road signs from the vertical is 2o.
The height measured up to the bottom edge of the road sign is:
- 1.30-1.80 m from the carriageway centreline level, outside localities, except for the
additional sign panels at grade railway crossings, where the height must be 0.50 m
- 1.80-2.20 m from the sidewalk level in cities
- 0.60-1.20 m for road signs located on central green areas, on traffic directional islands
inside and outside localities, as well as on the traffic islands in tram stops.

Reflective foil traffic signs must be placed, so that their bottom level, as compared to the
carriageway centreline level, should be:
- 1.50 m for triangle, circular, orientation signs, as well as miscellaneous signs.
- 1.30 m for locality road signs and advance signing for orientation in great intersections on
roads running in the direction towards outstanding localities.
- 0.60 m for road signs placed on central green areas and on traffic directional islands.
Road signs are an exception, that are erected on portals and brackets, which must provide
free height for vehicle passage of 5.50 m min.

The installation distance of road sign, in road cross-section, from the platform margin and
sidewalk kerb to the indicator edge is 0.50 m min. and 2.00 m max. Road signposts must be placed
outside the exterior edge of ditches and gutters.
In the case of high fills, the posts must be mounted at the exterior margin of the shoulder,
having their length adequately determined.
In high fills, mounting procedure of road signs that require 2 posts must start from the
exterior margin of the shoulder, with an adequate blinding platform added to the fill, or using
longer posts on slopes.

ERECTING POSTS
The length of posts shall be determined, so as to enable min. 40 cm embedding into the
foundation of concrete Bc 10, according to provisions, as per STAS 3622, min. 80 cm, respectively,
when directly planted in earth.
Generally, road sign mounting is to be provided, either on special posts, made in conformity
with clause 3.4 of SR 1848/2, on the traffic lights posts, on other posts, on the post mounted
brackets and on brackets embedded into existing constructions, as well as on portals and specially
designed brackets for intersections advance signing panels.

Devices and methods of fixing the metallic road signs are detailed in Annex.

II. QUALITY CONTROL


Road sign quality control will be provided during execution and as a part of acceptance
procedure.
Verifications to be provided include checking of:
- form and dimensions, in conformity with the provisions as per SR 1848/1. Allowed
dimension tolerances are + 1% for metal road signs.
- evenness of front surface, allowed tolerance is 1 mm for metal road signs.
- resistance and non-deformability of the post fixtures.
- aspect and accuracy of the symbol.
- correct application of the reflective foil, adherence accuracy, smoothness, possible
swelling.
- aspect and accuracy of inscriptions: the allowed tolerance is + 1mm and + 2 mm for letters
up to and over 130mm high, respectively; + 0.5mm and +1mm for letters up to and over 18mm
thick, respectively.

Road sign verification after mounting consist of checking:


- conformity to placement indications, with respect to distances and elevations.
- fixture accuracy on poles.
- mounting of advertising and other panels is not allowed on the land area extending from
the margin of the road platform to the road sign limit, as this could affect their good visibility and
drivers alertness.
Fixtures and fixing methods of road signs on posts will be provided according to the
provisions, as per Annex B.

III. INSTALLING GUIDING SIGNS AND CATADIOPTRE POLES


Guiding signs and catadioptres must be placed on roads for visual guiding of vehicles,
especially by night, by reflective devices (as per SR 1948/1).
Mounting of the guiding posts will be provided on shoulders in vertical position; they will
be aligned on the platform at 0.25 m from the exterior margin of the latter, so that the reflective
devices are visible from both traffic directions.
The guiding posts will be placed on both sides of the road platform, wherever guardrails are
not required. In this case, the posts will be placed along each roadside alternatively, in different
cross sections (criss-crossing).
The guiding posts will only be placed on one side of the road platform, wherever guardrails
are required on the other side of the road platform. Catadioptres will be mounted on the guardrails
at the same interval as the guiding signs.

IV. STRUCTURE OF AUTOMATIC PEDESTRIAN CONTROLLED CROSSING


SIGNALIZATION
The pedestrian controlled crossing signalisation system using pedestrian controlled green
colour buttons consists of the following elements:
1) Signalisation automaton for pedestrian crossings;
2) Bicolour signals (red/green) for pedestrian crossing control;
3) Tricolour (red/yellow/green) signals of various sizes, for vehicle passage control;
4) Pedestrian actuated buttons, asking for pedestrian permission to cross;
5) Traffic signs, fig. G1 (G2), of pedestrian crossing;
6) Poles supporting the system components, that is: signalisation automaton, pedestrian
signalisation, vehicle signalisation, pedestrian buttons, and traffic signs;

7) Power supply and control installation of the traffic lights, underground electric cabling placed
in PVC or metal pipes, overhead electrical cables on steel wire support.

1. SIGNALISATION AUTOMATON
The signalisation automaton is mounted into a metal box with protection coefficient
according to provisions, as per STAS 1848/6, placed on one of the supporting posts. To allow for
adequate pedestrian traffic in the area of the signalisation posts bearing larger boxes, as compared
to the post diameter, the box must be mounted at 2.20 m minimum, from the ground to the bottom
margin.
Insertion of traffic signals supply and control cables into the box is provided through 4
stuffing boxes placed on the bottom side. It is recommended to use five cables: one for feeding (3 x
2.5 mm2), one for the control of signals placed on the posts at both ends of the pedestrian crossing
(6 x 1.5 mm2), and one for each pedestrian button (2 x 1 mm2).
The box contains the central unit, one electronic control component of the vehicle and
pedestrian signals, through-joints, one general fuse and one switch plug. The control circuits of
signal bulbs are protected against excess current by safety fuses.
The signalisation automaton must provide the following safety requirements in traffic
control signalisation:
a) Signalisation start programme, consisting of the regimes: discontinuous yellow, fixed
yellow and general red;
b) Protection against contradictory crossing commands, known as contradictory green;
c) Protection against control circuit break of the vehicle signals red lights, termed as defects
red;
d) Protection circuits inside the central unit, necessary to monitor its good operation and control
the turn on of the discontinuous yellow signalisation, whenever operation defects are
detected.
The tricolour restrictive or non-restrictive operation is non-cyclic. The green light turns on
for pedestrian crossing, provided one of the pedestrian controlled buttons has been actuated. The
green appears immediately (observing the safety time necessary for the transition from one traffic
stage to other) not before the minimum programmed time interval has elapsed between two
successive pedestrian crossing commands. The green light for pedestrian crossing is programmable
and it is only activated to allow the latter to engage in crossing (not to reach the other side of the
zebra crossing). To prevent inadequate traffic interruption, it is intended to generate pedestrian

groups gathering at zebra crossing ends that shall be granted minimum green crossing time,
necessary to engage in street crossing only to reach the road centreline; then the discontinuous
green colour will be warning pedestrians not yet engaged in crossing to stand waiting and those
already engaged in crossing, to speed up crossing. Even under continuous actuation of the
pedestrian crossing buttons, the pedestrian green will not be granted until end of a minimum green
time for vehicles, which is programmable, to prevent major disturbance of vehicle traffic flow.

2. TRAFFIC LIGHTS
At least two pedestrian traffic lights and two vehicle signals are necessary. For roads with
more than two by two traffic lanes, it is recommended to provide redundancy vehicle signals for
safety reasons. The latter are to be placed, either on the left side of the road, or on bracket, in case
bracket posts are used. For the bracket traffic signals, it is recommended that the diameter of the
red lens (restrictive colour) provide the feature 300mm intense red signal. For the east-west
direction, a contrasting panel will enable visibility of the traffic signal at sunrise and sunset. The
size of the contrast panel is 900 x 1350mm (width x height).
The 90mm diameter vehicle signal that is the first vehicle traffic signal is intended to
increase the car driver comfort, he who is the first at the traffic signal.
The size and form of traffic signal dispersing lens shall be according to the provisions, as
per STAS 1848/6.

3. PEDESTRIAN CONTROL BUTTONS


The pedestrian control buttons are damage protected, sunken mounted into the signal
post. The aluminium plates on which they are mounted cover the post and are laid up with
reflective foil.

4. SIGNAL POSTS
Non-bracket signal posts have the exterior diameter min. 100mm (as per SR 1848/4). It is
recommended that they be made of hot plated tubes. The electric cables are located inside the latter.
A removable cover placed at 40cm from the ground enables the access to cables and electrical
connections. The traffic signals will be mounted on posts by using M6 screws. The upper part of
the vehicle and pedestrian signals must be aligned. The minimum distance from the ground to the
lower part of the vehicle signals must be 2.2m. The pedestrian button will be mounted on the
opposite side of the vehicle signal, at approximately 1.1m from the ground.

5. SIGNAL PLACEMENT AND OPERATION


The placement and operation of traffic signals, the operation of traffic lights, acceptance
and exploitation of traffic signals will be performed in accordance with the provisions, as per SR
1848/4.
In addition, the provisions recommended, as per STAS 1848/6 must be observed for:
- Technical quality;
- Construction specifications;
- Protection coefficient;
- Photometric and colorimetric requirements for traffic control;
- Temperature resistance;
- Protection covering;
- Long-term operation;
- Marking;
- Quality control rules;
- Verification methods;
- Marking, packing, delivery, transport and storage;
- Guarantee period.
