Vehicular travel has been the main activity in a developing country mostly in large urban areas in
providing beneficial to both environment and economy of the country because it manages the flow of
people and also goods. Throughout the world or more specifically in a developing country, number of road
users is constantly increasing and this issue has been a main concern for the country. Due to the increasing
number of vehicles on the road, the improvement of traffic flow must be enhanced in order to avoid
future problems.

In nowadays traffic situations, traffic lights are used to control the flow of traffic in order to avoid
traffic jams, in order to sequence the flow of traffic at intersections and also to control the behavior of
the road users on the road. Usually, traffic problems that occur always because of road accidents that
brings to traffic jams. Other than road accidents, number of car waiting at an intersection with traffic lights
also can cause traffic jams this is because the cars have to wait for their turn to go at the intersection.
These situations may leads to many unwanted sides effects like people arriving too late at their
destination, economical damage and environmental pollutions.

Although traffic lights use at the intersections brings more beneficial than problems, the problems
that occur can cause many other problems not only to the government but also to the road users. After
brief researchers have been done, a traffic light at an intersection can cause unnecessary long waiting
times for vehicle when there are traffic light flows at the intersections because of the inefficient
arrangement of the traffic lights. As we all know, the configuration of traffic lights are based on fixed cycle
protocol, which essentially means that the light will change from a color to the another color for a fixed
amount of time, like in this case from red to green, from green to yellow, and from yellow to red
continuously.

This situation is of course not the best thing that should happened because the traffic lights do
not take into consideration of the current traffic situation at a particular intersection, meaning that
situations can transpire in which a car at the southbound has to wait or being held up by a shorter queue.
If situations like this happens, not only the time a road user has to wait is long but also the travel time of
the vehicle also becomes longer.

These problems here occurred for a long time. Many researchers have done research to control
the situations by controlling the traffic lights in order to optimized the traffic flow at an intersection an
also to minimized the waiting time at each intersections not only for a four way intersection but also other
intersections too. The need of controlling the traffic lights these days is so important in order to maintain
a smooth and optimized traffic flow.
