Peace Corps Response positions are open to returned Volunteers or U.S. citizens with
significant professional and technical experience.

Project Description
A Peace Corps Response Volunteer (PCRV) is needed to serve as a Solid Waste Management
Program Expert for the Local Government Unit (LGU), of Catbalogan City, in Samar Province,
Philippines. Catbalogan received city status recently, and this has served as a catalyst for
promoting various municipal improvement programs. One of the priority programs is Solid
Waste Management. Catbalogan serves as the commercial center for several surrounding
municipalities, which makes the city busy and crowded. Solid waste disposal has increased
dramatically, from 14 metric tons per day in 2012 to over 29 metric tons per day now. The
mountainous terrain contributes to the problem, as solid waste disposed in upper
municipalities flows into Catbalogan. The present administration of the Local Chief Executive
of Catbalogan is prioritizing the preparation of the first Solid Waste Management Plan of the
City. At present, the city is strictly implementing an anti-littering City Ordinance to regulate
solid waste in the city. Various sectors were informed, such as schools, communities,
commercial institutions, etc. Although many seem to ignore or take for granted the law being
implemented, the city is trying its best to provide a solution by continuing barangay
orientations and seminars on solid waste management.

A Solid Waste Management Program Expert with at least two years of experience in solid
waste management is needed to build the local government capacity in Catbalogan. The City
Government of Catbalogan believes that the PCRV could help the city in drafting/formulating
a 10 year Solid Waste Management Plan that will serve as benchmark for further
developmental programs on Solid Waste Management of the city. As a priority program of the
city government, an annual budget allocation is provided for its implementation. The PCRV will
serve the City Government of Catbalogan in close collaboration with the City Environment and
Natural Resources Officer. Specific responsibilities of the PCRV will include: Working in
partnership with the City Environment and Natural Resources Officer; conducting a barangay
(community) assessment, survey, consultation meetings, and workshops with community
stakeholders; providing technical advice as a solid waste management program expert;
assisting the City Environment and Natural Resources Officer in drafting the 10 Year City Solid
Waste Management Plan; designing and conducting orientations/seminars/workshops on solid
waste management; attending staff and coordination meetings with partner organizations; and
performing other tasks and function as the need arises related to his/her assignment. The goal
of this assignment is to build the local government capacity of Catbalogan to strategically
plan and implement solid waste management.

Required Skills
Degree in Environmental Management; or any degree relevant to Solid Waste Management
At least two years work experience on Solid Waste Management planning activities
At least two years experience in the conduct of Solid Waste Management program
orientations/seminars/workshops with community stakeholders
Excellent people skills with demonstrated flexibility and patience

Medical Considerations in Philippines

Philippines may not be able to support Volunteers with the following medical conditions:
insulin-dependent diabetes.

The following medication(s) are not permitted for legal or cultural reasons: Adderall, Ritalin
and Vyvanse.

Volunteers who should avoid the following food(s) may not be able to serve: gluten,
peanuts, and shellfish.

After arrival in Philippines, Peace Corps provides and applicants are required to have an
annual flu shot, to take daily or weekly medication to prevent malaria, and to receive
mandatory immunizations.
