I.

ABOUT THE PRIZE

The Manila Water Foundation Prize for Engineering Excellence is a nationwide search for engineers and
scientists who manifest excellent engineering competence, inspiring passion to make a difference, and
outstanding commitment to the development of communities resulting in projects that champion water,
sanitation, environment, and sustainability.

Through this, the organizers hope to inspire and empower all Filipino engineers to serve the country
better through engineering solutions resulting in positive social impacts.

II. THE ORGANIZERS

The Manila Water Foundation Prize for Engineering Excellence is a nationwide search for engineers and
scientists who manifest excellent engineering and scientific competence, inspiring passion to make a
difference, and outstanding commitment to the development of communities resulting in projects that
champion water, sanitation, environment, and sustainability.

This undertaking is an initiative of the Manila Water Foundation in collaboration with the Department of
Science and Technology (DOST) and the Philippine Technological Council (PTC).

DOST and PTC are the perfect partners for this endeavor to recognize inspiring and laudable Filipino
engineers as they bring so much to the table. DOST is the governments executive department at the forefront
of science and technology-related projects in line with national development while PTC acts as the umbrella
organization of all accredited professional engineering organizations recognized by the Professional
Regulation Commission and self-certifying engineering professional organizations in the country.

With Manila Water Foundations commitment to uplifting the quality of life of marginalized communities
through sustainable projects, DOSTs mandate to provide direction of the country's scientific and
technological efforts for the benefit of its people, and PTCs crucial role as the focal point for advocacies that
impact on the engineering profession and engineering practice, international linkages, and continual
improvement and promotion of the global competitiveness of the Filipino engineers, the 2017 Manila Water
Foundation Prize for Engineering Excellence aims to reach out to more Filipino engineers and inspire more of
them to pursue innovative projects for the betterment of the Philippines, one community at a time.

III. WHO ARE ELIGIBLE FOR NOMINATION?


Any practicing engineer and/or scientist may be nominated provided that he or she:
1. is a bona fide Filipino citizen;
2. is of good moral character;
3. a graduate of any engineering course and related science coursesi;

4. has been actively performing engineering and scientific functions in the Philippines for the last 10
years; and

5. has contributed remarkable engineering solutions that have resulted in positive social impacts,
especially for the Base of the Pyramid (BOP) communities.

IV. WHO ARE NOT ELIGIBLE FOR NOMINATION?


The following are not eligible for nomination:
1. Employees of MWSS, Manila Water Company and all its subsidiaries, and Maynilad;
2. Spouses and first-degree relatives of officers and employees of Manila Water Foundation;
3. Co-workers, as well as their spouses and first-degree relatives, of members of the Technical Working
Group and the judging panels;
4. Engineers who have been suspended or have been sanctioned for violation of administrative policies,
rules, and regulations; and
5. Engineers who have pending administrative, civil, or criminal cases.

V. WHO CAN SUBMIT A NOMINATION?


A nomination may be made for an engineer and/or scientist who meets the eligibility requirements by
anyone of the following:

1. Past and present Company President, Group Director, Department Head, or Colleague of a
prospective nominee;
2. Former Professor, Adviser, Department Head, or Dean of the College/University where a prospective
nominee graduated from;
3. President, Officer, or Co-Member of a civic/non-government/professional/religious/business
organization a prospective nominee is affiliated with;
4. Leader or Member of a community that benefited from a prospective nominees project/s;
5. Barangay, Municipal, Provincial, or National Official;
6. Relative or Friend of a prospective nominee.

VI. THE EVALUATION CRITERIA


1. Accomplishments
a. Validity and accuracy of the accomplishments stated in the documents
b. Impact of the project of program/s conducted
2. National Social Responsibility
a. Knowledge of socio-economic and political issues in the profession
b. Able to display conviction in the catalyzing role of the profession
3. Personal Qualities, Background, and Character

a. Model of morality, credibility, and integrity.

VII. THE PROCESS

A. NOMINATION AND ACCOMPLISHMENT OF NOMINEES INFORMATION FORM (NIF)


The process begins with the nomination.
Anyone can nominate a practicing engineer who meets the general qualifications set by
submitting a fully-accomplished Nomination Form, which can be downloaded at www.dost.gov.ph, or
www.manilawaterfoundation.org, or procured from both the Manila Water Foundation and DOST
(Main) offices.
A nominee who confirms his or her participation and agrees to be a part of the process
needs to accomplish the Nominees Information Form (NIF) and provide the following supporting
documents:
1. Photocopy of NSO Birth Certificate
2. Photocopy of 3 Proofs of Identity (with photo)
The following proofs of identification are accepted:
o Drivers License
o Passport
o Professional Regulation Commission (PRC) ID
o Postal ID
o SSS ID
o GSIS ID
o TIN ID
o Company ID
o NBI Clearance
o Police Clearance
o Senior Citizens ID
3. Summary of Accomplishments (1 page maximum - Times New Roman, size 12, single space)
The 1st paragraph should cover personal data of the nominee.
The 2nd paragraph should summarize nominees major accomplishments in their
professional career.
The 3rd paragraph should summarize nominees accomplishments in community
involvement.
4. Maximum of 5 Letters of Endorsement (1 page maximum each - Times New Roman, size 12,
single space)
Submit letters of endorsement from any of the following:
o Managing Supervisor
o Former Employer
o NGOs
o Media

o Professional, Civic, Non-government, Religious, or Business
Organizations/Affiliations
5. Narrative Report (1 page maximum - Times New Roman, size 12, single space)
A brief narrative report on each requested category. It should include who were involved,
what it is about, where it took place, and when it happened:
a. Describe five (5) situations where the nominee has gone above and beyond the line of
duty to serve.
b. Share five (5) situations where the nominee has introduced or implemented an
original or creative way in his/her respective field.
c. Select one (1) career highlight that nominee has performed in his/her practice and
explain why this merits a recognition for excellence
6. Annexes
Provide the necessary supporting documents, photos, news articles, and/or other related
materials to accompany the accomplishments (5 pages maximum)
B. SUBMISSION OF NIF AND SUPPORTING DOCUMENTS
Once the nominator and the nominee have completed filling out the necessary forms and
securing all the supporting documents, they must send everything on or before June 30, 2017 (Friday)
to the following address:

C. SCREENING OF NOMINEES
The Secretariat screens and validates all the documents submitted to check if they are
complete. If incomplete, Secretariat has the right to disqualify a nominee.
Once collated, the Secretariat then turns over the documents to a Screening Committee.
The Screening Committee then carefully assesses the pre-qualifications of prospective nominees and
come up with a shortlist of twenty (20) candidates for the initial judging.
D. INITIAL JUDGING (SEMI-FINALS)
Twenty (20) nominees move on to the initial judging where they are expected to give a 15-
minute presentation on their accomplishments and their vision of further uplifting the lives of many
Filipinos through projects and innovations championing water, sanitation, environment, and
sustainability. The board of judges scores the nominees based on agreed criteria.
The top ten (10) scorers move on to the finals.
E. BACKGROUND CHECK
Manila Water Foundation, through a private investigation agency, then conducts a
background check on the nominees. Any confirmed derogatory fact and/or information may be ground
for disqualification.
F. FINAL JUDGING
The finalists are interviewed by a final panel of judges composed of individuals from
different sectors. The judges evaluate and score the finalists based on agreed criteria.

G. AWARDING
An awards night will be staged to recognize the five (5) recipients of the MWF Prize for
Engineering Excellence.
The Prize Winners will also be honored through courtesy calls at the Congress and Senate.

IX. THE WINNERS


Five (5) individuals will be the recipients of the MWF Prize for Engineering Excellence.

X. THE PRIZES
All five (5) recipients of the MWF Prize for Engineering Excellence will each receive the following prizes:
1. Php 500,000 cash prize
2. Trophy
3. Medal
4. *Corporate Gifts and Tokens from the Foundation and its Partners
