The homeless & refugee growing global sorrows is seriously out of control and
tragically getting worst daily. Not just those within war-torn areas who are either forced
out or displaced from their homes. Presently at this current time placing these sad words
to this page Im within the Philippines; todays, date and time is 5/25/2017 at 9:02 am.
And today something must be done for those living within the squatter area throughout
the country.
The utter squalor and degradation of those who barely live within squatter areas,
seemingly with no choice insight; daily, survive. And those who dare to survive, some
must face the daily tragedies of drug dealers, forced prostitution, being robbed or raped.

Even if those horrific conditions are not so prevalent in some areas the daily
grind of poverty, living in rat and cockroach-infested areas and because of stagnant wa-
ters surrounding the properties comes unmerciful mosquito bites throughout the night.
 To say nothing about the stifling smell of the open sewers, running throughout
the areas. Living within these chaotic conditions, asthmatic sicknesses, along with colds
(viruses) and other infections attack adults and children alike.
Even when the rains come which should clean the air and wash away the raw
sewage,

the decaying dead bodies from the graveyard property, where some of the squatters live,
a slush of green slime comes out from the corpses buried on top of one another; provid-
ing more deadly peril to live within.

And yes, we can continue this discussion regarding worldwide poverty sorrows
throughout the global community, such as in Calcutta, India or in Nigeria, Africa, and
the war-torn Middle East. A daily flood of people are fleeing their homelands because
of war or running, desperately seeking a better life.

The tragic consequences are the same; the sad reality is the worst of human na-
ture takes place. Desperate measures are used by those who are in desperate situa-
tions this is an example of those fleeing on floating death trap rafts, yes, this is one
desperate way. Desperately seeking to feed your family by joining a radical terrorist
group is another. Quoting wise words from the Eternal Where there is no vision, the
people perishProverbs 29:18 (KJV). Lacking hope and opportunities to back-up
that hope breeds misery and despair.

Yet, the same desperate tragic decisions take place in the so-called first world,
like America. Even in California where I currently reside, homelessness is a very seri-
ous problem throughout the state.
 And yes, Tragic events takes placed daily where I was born and raised in Chica-
go, now given a new name, called Chiraq. Because of the rampant, senseless killings.

If Chicago doesn't fix the horrible "carnage" going on, 228 shootings in 2017
with 42 killings (up 24% from 2016), I will send in the Feds!

 Many are those who criticize the President of the United States, as well as leaders
of other nations. Here, Philippine President Duterte is trying to protect the country and
the people from those who peddle drugs, putting poison within their bodies and yet all
we do is criticize these leaders, for doing what they can to get rid of the problem and
especially those who complain, do absolutely nothing.

And yes, you can argue people in America become homeless for different rea-
sons. Yet, the tragic effects are the same. Wherever the reasons their lives spiral out of
control, this leads to more tragic, desperate acts. Becoming addicted to a plethora of
medications or narcotic drugs in many cases, these actions lead to homelessness and
perhaps that homeless state is the least of their troubles. The solution is a new way of
thinking and a great way to enhance this new way is to change their environment,
providing a clean secure place to live.

A place to live, learn, work and grow in a place of peace, the global community
must give those suffering with many sorrows, relief. Relief must come in the form of
opportunity and these opportunities will breed hope.

Introducing the new Renewable Energy Communities, SARAP Centers.

These facilities will help bring a new beginning, a new start, a new life.

If many of those suffering throughout Chicago ware given a decent place to live
with a decent living wage job, providing for their families, there would be little time
and thought of killing thy neighbor.

If the thousands of homeless living in California, lived in a better environment

away from the drug infested streets, they would have a chance to clear their minds and
strive to dream bigger and live cleaner lives. The same with those living in the Middle
East, when these renewable energy communities are established, especially throughout
the promise safe zones, they will be giving new hope, with new opportunities to live,
learn, work, grow and provide for their families, There would be little incentive for
them to join any radical terrorist group.

And those poverty-stricken citizens barely living, barely surviving in many

places throughout Africa, as well as throughout the nation of India and the Philippines,
can also acquire a new way of thinking.

Giving the opportunity, living with hope, in their new environment; learning,
working and growing, having gainful employment, building these renewable energy
facilities themselves, then their lives will be changed, for the better, forever. Now, gain-
ing this new way of thinking, they become Educators of this new way of life, giving the
opportunity to others.

Instead of their present darkness of life literally living on bodies of the dead,

They now live with a new energy for life; not as, (HR) Homeless Refugees but
as what we all are created to be, a great (HR) Human Resource.

 The new renewable energy facilities community, designed within is Homes,
Schools, Offices, Emergency Medical First Aid unit, Stores throughout, and a Portable
Farm on site; 400 renewable energy homes built in and around the community.

The 400 homes will approximately house about two thousand people, that's five
persons per household (which is todays average family per home.)

Again, all facilities will operate on renewable energy, utilizing the ESP Monolith
System; (ESP) ENERGY SOLAR POWER which will run the electrical applications
inside all facilities. The ESP renewable energy unit includes a water and power regener-
ation system to back up all the electrical applications inside.

All Homes are furnished, with a smart shelving and drawers system. This struc-
ture maximizes the space within and provides for all the needs of the families who live
within. The homes include a master bedroom with a complete set of linen accessories
given for each unit; also, a childrens room with a Tri-bunk bed set, complete with all
linen accessories. The bathroom & shower unit with sink & toilet has all basic bathroom
accessories with bathroom drawers and shelving structures throughout, again, to maxim-
ize the floor space.
 The bathroom, shower, sink & toilet unit is designed to save energy and water
consumption, all basic bathroom accessories are included for a family of five, (note an
instant hot water tank-less system is installed for all kitchen and bathroom water
sources.)

A kitchenette unit is supplied with basic appliances such as a refrigerator &

freezer unit, electric stove, rice cooker, and coffee & tea maker.

The family room comes with a couch, table & chairs including a 32inch TV en-
tertainment center.
 Three Ceiling Purifans are built within each unit.

Most units come equipped with a whole house, air filtration cleaning, heating,
and cooling system. (Circulating clean air from one end of the facility to the other.)

Also, designed for all facilities, there are two terrace awnings installed on each
side of the unit. This will provide a shading system for the front and back porch areas.
The 2-set terrace awning system is approximately 20ft. on each side, providing you with
a Patio Lounge living area on one side and a car & motorcycle port on the other side. In
addition, one table with five lounge chairs are included.

Most SARAP facility includes a separate (ESP) ENERGY SOLAR POWER

system. Its an optional portable power unit, about 7.5 square meters in size. As a back-
up water & power system, it integrates with the solar panels on the top of the home fa-
cility, which back-ups the renewable-battery cell system within. Giving you uninterrupt-
ed 24- hours of power daily, also the supply of water is a purified desalinization water
system.

The fresh & grey water tanks are built within the ESP water & power unit, sup-
plying clean, purified water throughout the kitchen, shower, and bathroom areas.
 The complete SARAP facility has a store center establish within. The SARAP
food stores also operate on renewable energy, utilizing the same ESP monolith system;
the store facilities will be 12 individual outlets, build side by side. The store center is
essential; so, the residence within dont have to go so far to get their daily supply of
food.

1st & 2nd unit. The portable farm will harvest fish & grow produce within the
center, this is an organic harvesting fish and produce unit, providing some of the
produce for the farmers market and the fruits and vegetable 2nd store unit. Make no
mistake about it, this portable Farm facility is the future for providing food global-
ly.

That's right, we're going to make farmers throughout all communities where
these SARAP centers are established, bringing farming back into the mainstream of

those within America that think their food comes from the store; including yours truly

Now, the 3rd unit within the store facility is a bakery and water store, a bread &
purifying water unit, providing fresh bread daily, also used as a purified water source for
all residences within the community.

The 4th unit will be a Meat, Poultry & Fish outlet, also a Rice, Flour & Corn store.

The 5th unit is a convenient store, providing quick basic needs and products.

The 6th store facility will be the Internet Caf, SARAP Coffee & Tea Shop. This
Internet unit will be available 24-hours a day, giving all citizens living within the com-
munity access the internet, utilizing the web, receiving guidance, direction, and educa-
tion, along with global news and information at no charge.

 The 7th is a Copy, Print, & Ship, Computer access outlet. The 8th store unit will
be a personal vendors Electronic Accessories Outlet. This unit is established for entre-
preneur opportunities, the residence within to be able to sell their wares, products & ser-
vices to the community; providing for all the electronic accessories that we use today
with mobile phones, notebook pads, and computers.

The 9th is a franchise fast food rental store. Now, this facility is a vendor space,
giving all franchise companies an opportunity to least this unit, providing the most de-
sirable or popular; fast food such as pizza, chicken, burgers or my favorite Philly Cheese
Steak Sandwiches.

This is a great opportunity for the franchise vendor, as well as the job opportuni-
ties for the residents who work in the facilities.

The 10th unit is a General Apparel & Emergency Supply Store.

Now, my personal favorite is the 11th and I believe will be the favorite of all the
community, is the Lydia sewing & knitting fabric, apparel outlet and factory.

Now, this outlet will give all the women, and anyone young or old, those which
live throughout the SARAP Center the opportunity to be an entrepreneur. Providing an
outlet to sew, sell their goods & services. Utilizing various fabrics and designing apparel
wear, even the sportswear for all the venues, the recreational venues that are set within
the centers themselves. We believe that this will give them an opportunity to make a liv-
ing for themselves and provide for their families.

The 12th unit is a management & maintenance administration office, managing

all the legal aspects and rentals of the store facilities, administering all guideline rules
and regulations.

The middle building facility is the official SARAP center offices; there are four
individual office structures side by side.

The first is the Administration office, second is a Security office, third is the Po-
lice office, which includes a detention center within, utilize for those who are unruly in
the community needing to be held in containment for the local authorities.

The fourth will be a barangay office, which is a governmental arm, such as, in
the Philippines, which enforces the rules & regulations throughout the facility. So, what-
ever official government office or local office that you would have in your part of the
world, this facility will be utilized for that.

Also, within the community, there is the SARAP School facility. The school
center consists of 12 individual unit buildings, designed side by side as one complete
facility.

With the various grade level classrooms from 1st grade to 12th grade will be pro-
vided. This online educational system will be certified by professional teachers and in-
structors qualified to teach each class level.
 Also, #9, for adults who have not finish their basic education throughout the
high school level they will have an opportunity to complete this education. Utilizing
the Certified GED General Educational Diploma or whatever the equivalent certifi-
cate in your part of the world this program will be provided for those who want to
finish their basic education.

Moreover, regarding building renewable energy facilities, technical training

classes will be conducted on-site within the SARAP Center Community. This will be
an enormous opportunity for residents who are learning this new technology, within
the new Renewable Energy Facility Industry.

The community students will be blessed with a knowledgeable upper hand,

especially within the renewable energy job world. Not only will they understand the
basic working of renewable energy, they will become somewhat experts because
they live in a renewable energy community.

The technical workings, supplying power to their homes, schools, stores,

emergency medical units, and portable farms will be to them common knowledge.

#11, will be a drug & mental health counseling office.

Now, this new educational system is an online webinar system. One teacher for
every grade level will instruct the students online.

An educational webinar will also be conducted for each education level for night
school classes, designed for students to complete their educational needs.

Qualified volunteer teachers worldwide, whether from the United States, Cana-
da, or within Europe and a plethora of qualified educators throughout Asia, most nation-
alities internationally will be accommodated. Matchmaking teachers worldwide to pro-
vide for students with various language challenges can be met with a global online sys-
tem. International education can be provided to students in many cases free of charge.

 We believed that we can minimize the cost of education with our SARAP Learn-
ing System; in most cases at low cost, to free of charge; through volunteer teachers con-
ducting similar courses utilizing the same books & booklets given to the students. An
online worldwide tuition-free educational system will grow globally. Global instructors
will educate, within each level up to grade 12.

Design within the center of the community is a Playground Park area. For recess,
school children will utilize this Park area, exclusively at a designated time of day. The
park is approximately 752 square meters of play space; which includes four separate
playing structures with multiple slides, swings, climbing bars and a complete Jamboree
set system built within. In addition, a jogging path will be built in and around the park
area center.

Also. Internet access for the entire Community Center will be integrated
throughout. GEP NEWS System, (Global Emergency Provisions, Network Energy
Wireless System.) Providing internet services for 400 homes and all structures within
the community, giving each facility the option to have its own private internet on a 24-
hour basis.
 Total connectivity for mobile smart TVs, I pads and mobile phones, subscrib-

Next, the recreational facilities are one of the highlights of the center and will be
essential, for many that live within the community. Learning and developing new skills,
perhaps undiscovered God-given talent, whether in Volleyball, Tennis, Swimming, or
Basketball, the benefits of these recreational facilities will be endless. Two professional
size volleyball courts, two professional size tennis courts a professional Olympic Pool
and two professional size Basketball courts will be provided for all residents to enjoy.

All residents will have an opportunity to grow their talents or perhaps, hopeful-
ly, have the opportunity for the Olympics. Yet, just to have a place where they can culti-
vate their talents, competing with other centers throughout the country and perhaps
worldwide will be beneficial.
 The best part of this entire New Renewable Energy Community Center, this
New Portable Innovative Sustainable City, supported by a New Global Facilities In-
dustry, is to have a students build and design them worldwide.
Because the centers operate on renewable energy, the communities themselves
will eventually become Ground Zero for building this new renewable facilities indus-
try. All eligible residents living in the community will have employment learning op-
portunities, being educated, learning to design and build new renewable energy facili-
ties throughout the country and internationally as well; again, becoming Ground Zero
for USC University saves country
Renewable Energy Facility Construction Development Courses will be con-
ducted on the very ground of the SARAP community centers.
Moreover, utilizing the (USC) University Saves Country program, all con-
struction and development companies will be demanded to utilize the students, within
universities, the high learning centers, to build these facilities, these portable renewa-
ble energy facilities on the college campuses themselves.
 Now, global needs are endless, the refugee crises, those displace for their homes
to civil unrest or war deceptively stop for a timeout but the poverty levels around the
globe tragically increased on the daily basis.

Those without homes, to those without the opportunity to learn, or grow, or cul-
tivate the God-given talents will come to an end and begin with these renewable energy
facilities.

I am looking forward to working with the global community and taking the UN
to another level, ending these UN tents. Providing the homeless, refugees needing a
home, needing to go to school, and desperately needing a job will be provided; within
the SARAP Renewable Energy Facility Communities.
 Built within the Global Emergency Provision Organization is logistical
expertise to provide the necessities of Life, Food, Clothes, Shelter, and Emergen-
cy First-Aid to nations that need it now. We can provide all emergency provisions
to the homeless and refugees worldwide throughout Africa, Asia, and the turbulent
Middle East. But not forgetting America; states like Hawaii, having the highest home-
less rate per capita in the nation. The millions of families displaced from their homes
which need foods, clothes, and shelter, now, immediately can be provided for. Criti-
cally, 20 million people across four countries face starvation.
 The SARAP centers themselves will be renewable energy, educational,
job providing, breeding grounds. Learning this new technology, the community
residents will become renewable energy experts; as well as, first second and
third responders, providing emergency and disaster provisions for those within
