About PTSP

It began with Joko Widodos idea while serving as DKI Jakartas governor, on 15th October 2012,
and continued by Basuki T. Purnama to accomplish timely and uncomplicated services in additions
to create easy public access to government services, which was later realized by setting up an
Agency that serves residents for issuing per

mit and non-permit documents.

In early 2014, the idee was introduced to the public as Pelayanan Terpadu Satu Pintu (One-Stop
Integrated Service) or PTSP, which administratively receives all files submitted by residents and
eliminates other doors previously scattered in many agencies. Thus, people can just come to PTSP
and leave out unnecessary round-trips to other agencies.

One-Stop Integrated Service is an activities of permit and non-permit issuing starting from its
initial request until its issuance under one roof in the Province of DKI Jakarta.

This integrated service is intended to provide residents with convenience and certainty in permit
and non-permit services. The convenience is offered in the form of easy access to acquire permit
and non-permit services, as well as easy access to acquire information about the place, time, cost,
procedure, and complaint handling. The certainty is offered in the form of legal certainty, which
has not been fully implemented by related SKPD/Technical UKPD.

The initial goals of PTSP are to:

1. Improve the quality of permit and non-permit services


2. Provide residents with easy access to permit and non-permit services
3. Improve the certainty of permit and non-permit services

Badan Pelayanan Terpadu Satu Pintu (BPTSP) is a Local Government Agency that provides One-
Stop Integrated Service. Based on Local Regulation Number 12 Year 2013 concerning The
Implementation of One-Stop Integrated Service, BPTSP is responsible in guiding, controlling,
monitoring, and evaluating the implementation of PTSP by PTSP Administrative City, PTSP Sub
districts Implementing Unit, and PTSP Administrative Villages Implementing Unit, as well as
signing permit and non-permit and its related documents.

The function of BPTSP is realized in the following activities:

1. To form PTSP technical policy based on terms and regulations


2. To guide, control, monitor, and evaluate permit and non-permit and its relevant documents
by PTSP Administrative City, as well as in PTSP Sub districts Implementing Unit, and
PTSP Administrative Villages Implementing Unit.
3. To receive permit and non-permit documents and its related documents under its authority
4. To examine and check permit and non-permit document proposals and its related
documents under its authority
5. To conduct technical research and physical test of permit and non-permit proposals and its
related documents under its authority
6. To sign permit and non-permit documents and its related documents under its authority
7. To assign permit and non-permit documents and its related documents under its authority
8. To manage permit and non-permit document archive under its authority
9. To determine and assign sanction to misused permit and non-permit and its related
documents under its authority
10. To manage information technology system in PTSP organization
11. To serve, process, and perform complain handling on PTSP organization
12. To conduct service and complain mitigation in PTSP Administrative City, as well as in
PTSP Sub districts Implementing Unit, and PTSP Administrative Villages Implementing
Unit that cannot be fulfilled in PTSP Administrative City
13. To register, to record, and deliver PTSP service retributions report

The operation of BPTSP was officially launched on January 2nd, 2015 by The Governor of DKI
Jakarta Province, Basuki T. Purnama. BPTSP consists of 318 service points from Province to
Administrative Village, namely:

1. PTSP Province Agency: 1 unit located in DKI Jakarta City Hall Complex
2. PTSP Administrative City/Regency: 6 units located in each Mayors Office
3. PTSP Sub districts Implementing Unit: 44 units located in each Sub districts Office
4. PTSP Administrative Villages Implementing Unit: 267 units located in each Village
Chiefs Office

Located in all government offices, BPTSP Service Points aim to deliver services closer to
community, which enable residents to ask for permit and non-permit at their nearest PTSP. Having
Official Middlemen for permit in DKI Jakarta, people can easily come to nearest PTSP instead
of enduring the hassle of back and forth procedures. Processing permit and non-permit issuance is
now our obligation.

Since the official launch, BPTSP has been performing innovation in several services such as:

1. Conducting permit and non-permit services in only one day / One Day Services (ODS)
2. Delivering priority services, which come in 2 forms, namely:
1. Service innovation package: in this service package, only 122 working day needed
for BPTSP to accomplish all permit/non-permit, starting from principal permit,
SP3L, KRK, SIPPT, RLTB, IMB, Environmental Permit, UUG, SLF, until
Enterprise Permit.
2. Drive-Thru service: in this service package, only 1 hour needed for BPTSP to
finalize permit and non-permit. Drive-Thru services itself consist of RPTKA,
legalizing research permit, IUJK, and UGB.

FUNCTION
To form PTSP technical policy based on terms and regulations

Unit, and PTSP Administrative Village Implementing Unit.
To receive documents for permit and non-permit request and related documents under its
authority.
To examine and check documents for permit and non-permit request and related documents
under its authority
To conduct technical research and physical test of permit and non-permit requests and
related documents under its authority
To sign permit and non-permit documents and supporting documents under its authority
To deliver permit and non-permit documents and supporting documents under its authority
To manage archiving of permit and non-permit documents and supporting documents
under its authority
To determine and assign sanction to misused permit and non-permit, as well as
administrative document under its authority
To manage information technology system in PTSP implementation
To serve, process, and perform complain settlement of PTSP implementation
To conduct service and complain settlement in PTSP Administrative City, as well as in
PTSP Sub district Implementing Unit, and PTSP Administrative Village Implementing
Unit, which cannot be fulfilled in PTSP Administrative City
To register, to record, and deliver PTSP service retribution report

Due to discussion with the staff of PTSP who is in charge of IUJPTL license, for the construction of Power
Plan we still can issued (with the proper SBU and all requirement belongs to) for the license in the middle
of project work unless before the Commissioning and Erection stage which is as a main contractor and
acknowledge by the owner. But he suggest the best way is to submit or prepare all of the requirement of
project before the project start.
