Kazakh President Nursultan Nazarbayev awarded diplomas May 27 to
the graduates of Nazarbayev University (NU). The commencement
was followed by a meeting of the NU Supreme Board of Trustees,
Nazarbayev Intellectual Schools and Nazarbayev Foundation to
discuss the autonomous educational organisations development.
The President congratulated the graduates and said their success
was made possible thanks to the joint efforts of students, instructors,
members of the Board of Trustees and the university staff.
This spring day is marked by a very joyful event the start of a
professional career for the graduates of Nazarbayev University. Today,
737 graduates completed their studies. For the first time in its history,
nine doctors of philosophy have graduated, he said.
Over the past years, more than a thousand students have graduated
from the university. Half of them continued their studies at the most
prestigious universities in the world. Those graduates who entered the
labour market have already proved their high competitiveness. They
work in the largest companies of our country, in science, medicine and
in public service, he continued.
The President noted those achievements were made possible through
an educational model based on meritocracy and competition.
The doors of the university and the intellectual schools are open for
everyone, but only the most talented, hardworking and knowledge-
seeking young people enter these institutions, he said.
Nazarbayev also stressed the need to increase NUs capacity in
response to increased enrollment.
Today, the number of students has reached 4,000 and it will double in
the future. Scientists from 55 countries of the world work here today;
they do not only teach, but also conduct scientific research. English
is the language of instruction and research. More than a thousand
papers have already been published, with some of them in the most
quoted world scientific publications, he said.
The head of state also noted the importance of allocating grants
for research and providing youth the opportunity to expand their
scientific contacts. He also spoke about the universitys international
relations and integration into the global academic environment.
Partnerships have been established with more than a hundred
educational and scientific institutions. Nazarbayev University became
a co-founder of the Alliance of Asian Universities, which includes

the leading universities of China, Hong Kong, India, Indonesia, Japan,
South Korea, Malaysia, Singapore and other countries, he said.
He suggested training instructors at NU who would then share what
they learned at their own universities as well as applying some of
the Bolashak Programmes funds to Nazarbayev University. He also
suggested more support for young people bringing innovations to
market.
Addressing the graduates, the President highlighted the factors
for success outlined in his article Course towards the future:
modernisation of Kazakhstans identity.
My life experience has convinced me that a modern Kazakh in a
new era needs to have specific qualities. First, being competitive. This
is relevant not only for the economy as a whole, but also for every
individual. Being pragmatic and being a patriot. Maintaining the cult of
knowledge. The more a person knows, the wider his possibilities are,
he said.
Nazarbayev also noted the importance of preserving the evolutionary
development of society, as well as an open attitude, knowledge of
world languages and a perception of global developments for personal
growth.
I am confident that you will make a worthy contribution to the
development and prosperity of an independent Kazakhstan. Your
success will contribute to the growth of our alma maters prestige, he
said.
The Board of Trustees meeting discussed developing NU and
intellectual schools, organisational aspects and the selection of new
members of the boards of trustees.
All the graduates of the intellectual schools enter universities,
including abroad. More than 90 percent are holders of state and
university educational grants. To impart a new impetus to our
educational institutions, we need to update the strategies for their
further work, said Nazarbayev.
He noted that in seven years, the university has achieved significant
successes and has graduated about 2,000 students.

Mazhilis Updates Laws in Line with Constitutional Reforms

The Kazakh Mazhilis (lower chamber of Parliament) recently
approved amendments to the countrys laws to bring them in line
with the recent constitutional reforms.
Amendments to eight constitutional laws, seven codes and 46
laws were approved May 24 by the Mazhilis on first reading. The
bills aim to bring legislation into accordance with the amendments
to Kazakhstans Constitution that were made March 10. These
constitutional reforms, initiated by President Nursultan Nazarbayev,
more evenly distributed governing powers across the countrys
branches of government.
According to the bills, the governments responsibility before the
Parliament will be increased. The draft laws introduce an obligation
for the prime minister to hold consultations with the Mazhilis on
candidacies for the cabinet. The government, according to the
amendments, is to act within the term of the Mazhilis and resign
before a new legislature is convened. The procedure to motion a vote
of no confidence in government members is also to be simplified.
The draft laws also give the government authority to approve
programmes and ensure their implementation, as well as take charge
of the unified system of financing all governmental bodies.
The government will also decide carrying out oil operations at sea,
in inland waters, in emergency ecological situation zones and,
particularly, in protected natural areas. It is also proposed to give the
government such powers as determining state planning, suspending
inspections of private companies, defining the boundaries of regions
and cities of national importance and other authorities.

Amendments were also introduced to the Constitutional Law On
National Referenda, with certain issues not permitted to be the
subject of a referendum. These include issues of unitary sovereignty

Executive Code, laws on legal acts, citizenship, the legal status of
foreigners, and migration and identity documents. One of the most

According to Minister of Justice Marat Beketayev, crimes such as
genocide, ecocide, state treason, forcible seizure of power, armed
insurrection, separatist activity, all extremist crimes, as well as crimes
committed in time of war, will be considered as grave harm to the vital
national interests.

Kazakhstans new FMD-free status will allow exports of animal and vegetable products to WTO member states
Kazakhstan Now Foot-And-Mouth-Disease Free, Will Boost Exports
The World Organisation for Animal Health (OIE) recognised
Kazakhstan May 25 as a zone free from foot and mouth disease
(FMD), enhancing the countrys agricultural exports to World Trade
Organisation member states (WTO), the Prime Ministers press
service reports.
First Deputy Minister of Agriculture of Kazakhstan Kairat Aituganov
said at a press briefing that OIE delegates from 180 countries
unanimously voted to assign this status to Kazakhstan at the
organisations General Assembly session in Paris. He said the
designation is the result of work on prevention and strict adherence
to the FMD control strategy in accordance with international
requirements.
In the post-Soviet space, Belarus and Ukraine have historically been
safe from foot and mouth disease. Russia, since 2016, has had FMD-
free regions. The rest of the Commonwealth of Independent States
(CIS) countries do not have this status.
This status enables our country to export products of animal and
vegetable origin to WTO member states, which will in turn help
realise the export potential of the agro-industrial complex and
positively affect the development of domestic entrepreneurs foreign
trade activity, Aituganov emphasised.
He noted China lifted FMD restrictions because of the OIEs decision
for nine Kazakh regions in September 2016. The Veterinary Control
Committee of Kazakhstans Ministry of Agriculture will work with the
Chinese to remove the restriction from the five remaining regions
based on the new status.
Persian Gulf countries, Iran and Israel are also ready to import
livestock products from all parts of Kazakhstan.
OIEs decision was the result of systemic changes in the countrys
veterinary service under the new State Programme for the
Development of the Agro-industrial Complex of Kazakhstan for
2017-2021 and opens new opportunities for domestic agricultural
producers, Aituganov said.
Agricultural producers and livestock scientists said at the briefing that
the new status would also increase production at meat processing
factories, which will increase the number of Kazakh White-Headed
breed cattle.

Beksultan Yelubayev, vice president of Merke Yet, LLP from Zhambyl
region, briefed the press on production expansion in connection with
the new status. He said the plant is ready to produce up to 10,000
cans of canned meat products daily and up to 300-400 kg of sausage
products under the Halal brand. More than 70 additional jobs will
be created. The plant can also increase the number of cattle on the
feedlot to 3,000.
Obtaining the status of a zone free from foot and mouth disease
will allow us, agricultural producers, to make wider use of the export
potential of livestock products, Yelubayev said.
Chief Research Officer of the Scientific and Innovative Centre for
Livestock and Veterinary Medicine of the Ministry of Agriculture
Anuarbek Seitmuratov said state support for the agro-industrial
complex has increased the Kazakh White-Headed breed to 230,000
over the past five years.
The Kazakh White-Headed breed population is the largest out of 10
meat breeds bred in Kazakhstan. Now, after obtaining the status of a
zone free from foot and mouth disease, livestock producers will have
an opportunity to make a worthy contribution to the development
of meat export potential and receive the proper return for their
painstaking work, Seitmuratov said.

The sponsors and partners of the fourth international Kazakhstan through the eyes of foreign media contest
MFA Media Contest Opens
The Ministry of Foreign Affairs of Kazakhstan has issued a call for
submissions for its annual Kazakhstan Through the Eyes of Foreign
Media contest, the fourth iteration of the international writing
competition.
The aim of the contest is to find and promote the best news articles,
features and analyses about Kazakhstan published between Jan. 1
and June 25 of this year and award their authors a package of prizes.
It intends to promote and support the creation of high quality
reportage within the international media, which exhibits the many
facets that Kazakhstan has to offer. This includes a diverse range of
subjects, from excellent coverage of diplomatic or economic news,
to broader insight into the lifestyle, culture, art and diversity of
contemporary Kazakhstan, the official competition guidelines from
Kazakhstans Foreign Ministry explain.
Eligible works are divided into five geographic regions the Americas,
Europe, the Commonwealth of Independent States and the Baltics,
the Middle East and Africa, Asia, and Australia and Oceania. One
winner will be selected from each region. Previous contest winners
have hailed from Argentina, Egypt, Indonesia and a host of other
nations and have been honoured for travel pieces, economic analyses,
trade articles and other works.
Submissions are first reviewed by an organising committee headed
by the deputy foreign minister of Kazakhstan. A panel of three judges
the foreign minister of Kazakhstan, the deputy foreign minister of
Kazakhstan and the president of Kazakhstans Chief Editors Club
will determine the winners.
Winning authors will be given a week-long trip to Kazakhstan
in August 2017, including airfare and accommodations. The trip
programme will include a visit to Almaty and a number of events near
the capital, Astana, including a trip to the Borovoye resort area, a stop
at EXPO 2017 and other cultural excursions.
Honoured authors will also be awarded a Certificate of Appreciation
from Kazakhstans foreign minster and will be introduced to
government officials, scientists, journalists, academics and artists
from Kazakhstan connections it is hoped the journalists will benefit
from in their continuing coverage of the country.
The yearly contest is organised by Kazakhstans Foreign Ministry in
cooperation with the countrys Chief Editors Club. It is supported

by the Astana EXPO 2017 Company, the Kazakhstan Temir
Zholy national railway company, Kazakhstans National Olympic

To be considered, articles must be sent in English, Russian or Kazakh,
or accompanied by a translation into one of those three languages.
Submissions can be made over email and are not to exceed 2,000
words.
June 25 is the deadline for submissions; winners will be announced
July 5, to mark the Astana Day holiday.
In other news, LOT Polish Airlines, the contests partner, recently
conducted its first flight from Warsaw to Astana. It is Polands first
air link to Kazakhstan and the company held a flight presentation
ceremony May 30 in Astana.
This direct flight will connect a country located in the centre of
Europe with a country that is located in the centre of Asia. I believe
that this step will be good for expanding cooperation between our
two countries, said LOT Polish Airlines Chief Executive Officer
Rafa Milczarski at the presentation ceremony.
The flights are about five hours and LOTs Boeing 737-800 NG will
operate four weekly return services.
We did not have a direct link between Poland and Central Asia.
Today, Kazakhstan is the most dynamically developing economy in
the region. Export to the Republic of Kazakhstan plays an important
role in Polands foreign trade, making it a strategic economic partner
for Poland in Central Asia. The Polish-Kazakh trade is at a stable high
level; in 2016, it amounted to $759.4 million. I am sure that thanks to
direct flights between Warsaw and Astana, this figure will grow soon,
said Milczarski.

Strengthening UN & Intl Security
Central Asian parliaments seek regional peacebuilding, joint
anti-terrorist efforts
A model of a regional peace, security and cooperation zone can be
developed on the basis of a harmonious combination of the interests
of all involved Central Asian countries, said Mazhilis (lower chamber
of Parliament) Chairperson Nurlan Nigmatulin. He spoke on the role
of parliaments in legislative support for cooperation and regional
security at the May 25 international roundtable in Astana.
The event, organised by the Mazhilis in cooperation with the
Collective Security Treaty Organisation Parliamentary Assembly
(CSTO PA), was held under the auspices of the 25th anniversary of
the signing of the Collective Security Treaty and the 10th anniversary
of the CSTO PA.
New ways to strengthen cooperation between the parliaments
were outlined at the event. The representatives agreed to develop
a legislative base for regional cooperation and spoke of the need
for parliaments to approve the signed agreements expeditiously to
ensure security in the region. The important role of CSTO PA inter-
parliamentary cooperation and the cooperation of international
organisation deputies was also specified.
Nigmatulin said Central Asia is one of the main priorities of
Kazakhstans activities as a non-permanent member of the United
Nations Security Council. The country intends to actively work to
promote the interests of all the states in the region in ensuring its
stability and security, strengthening cooperation and promoting its

Samsung becomes EXPO 2017 global partner
Astana EXPO 2017 and Samsung Electronics Central Eurasia signed
an official contract under which Samsung will provide equipment for
the international exposition.
The company will be located in the EXPO corporate pavilion. A
co-working centre will also operate there for the participants most
productive work.
The co-working centre will become a business platform for holding
forums, conferences and business meetings. Samsung will host a
total of 15 conferences, 15 culinary master classes and more than 100
meetings.
EXPO 2017 and Samsung will also conduct a number of joint
marketing events during the exhibition and will continue to brand
the commercial products of the leading high-tech equipment
manufacturer with the exhibition logo.

AIFC and NASDAQ sign technology deal for new AIFC
Exchange
NASDAQ Inc. and Astana International Financial Centre (AIFC)
announced a significant new agreement May 29, as NASDAQ has
been selected to power Kazakhstans nascent AIFC Exchange. The
exchange is targeted for launch later this year and will initially trade
equities and fixed income with other asset classes in future phases.
Within the framework of the agreement, the NASDAQ matching
engine will be implemented and go through several rigorous testing
and acceptance stages before official deployment. The NASDAQ
machine engine is the most widely used matching engine in the world,
combining extraordinary performance with extensive functionality to
cost-effectively meet current and future business and performance
requirements. Once the AIFC Exchange goes live, NASDAQ will
provide continual maintenance and technical support.

Kazakhstan and Cte dIvoire to intensify cooperation
Kazakh Foreign Minister Kairat Abdrakhmanov met in Astana
May 29 with the Cte dIvoire Minister for African Integration
and Ivorians living abroad Ally Coulibaly. The visit was the first
of one of the nations representatives to Kazakhstan at a high
governmental level in the history of Kazakhstan-Ivorian relations.
The ministers discussed prospects for bilateral cooperation in trade
and economic spheres and within international organisations.
Abdrakhmanov noted since establishing diplomatic relations
between the countries, the sides have developed friendly contacts
and are supporting each other on the global stage. Cte dIvoire
backed Kazakhstans candidacy for the United Nations Security
Council (UNSC) for 2017-2018 and Kazakhstan reinforced Cte
dIvoire for UNSC in 2018-2019.Out of 55 African countries, Cte
dIvoire occupies 10th place in terms of commodity turnover with
Kazakhstan. This is a good indicator, but the volume of trade has all
grounds for further growth, said Abdrakhmanov. The sides agreed
to intensify contacts between the countries. Special attention was
paid to interaction within the Organisation of Islamic Cooperation
(OIC). Coulibaly conveyed the message of Cte dIvoire President
Alassane Ouattara with an invitation to the 44th session of the
OIC council of foreign ministers, scheduled for July 10-11 in
Abidjan. Abdrakhmanov confirmed Kazakh President Nursultan
Nazarbayevs invitation from Ouattara to take part in the first
OIC Summit on Science and Technology, to be held Sept. 10-11
in Astana. Kazakhstan and Cte dIvoire established diplomatic
relations May 25, 2009 during the 36th session of the OIC Council
of Foreign Ministers in Damascus. In 2016, the trade turnover
between Kazakhstan and Cte dIvoire amounted to $2.7 million.
Moroccan Foreign Minister confirms highest-level participation
in the OIC Summit in Astana
Special envoy of the President Kazakh Deputy Foreign Minister
Akylbek Kamaldinov paid a working visit to Morocco, where he met
with Foreign Minister Nasser Bourita. Highlighting Moroccos key
role in the Organisation of Islamic Cooperation (OIC) as a state
initiating the creation of this major Muslim international structure,
Kamaldinov conveyed President Nursultan Nazarbayevs message
for Moroccan King Mohammed VI about the importance of his
participation in the first OIC Summit on Science and Technology,
to be held Sept. 10-11 in Astana. Bourita stressed the King greatly
appreciates Nazarbayevs initiative and attaches great importance
to the forthcoming summit. The minister noted the idea of holding
the first meeting of Muslim leaders dedicated to developing science
and technology fully coincides with the vision of the Moroccan
monarch to expand the range of OIC activities. In this regard,
the foreign minister assured Morocco will participate in the OIC
summit at the highest level.Kamaldinov spoke highly of Moroccos
activities in alternative energy development, congratulating the
recent launch of Nur, the largest solar power station in the region.
In this connection, the special envoy invited specialised Moroccan
companies to participate actively in Astana EXPO 2017. The sides
also compared notes positions on topical international and regional
issues. Bourita noted Kazakhstans tenure as a non-permanent
member of the UN Security Council and the Astana Process on the
Syrian settlement.
Kazakh-Australian political consultations take place in Astana
The third round of political consultations between Kazakhstan
and Australia took place May 26 at the foreign policy department
structural subdivision level of the two countries.The meeting
addressed bilateral political and economic cooperation, including
new measures to enhance trade and investment cooperation
within the Astana International Financial Center (AIFC) and
technologies and services in the mining and equipment supply
sectors. The sides exchanged views on a wide range of topical issues
on the international and regional agenda, including the priorities for
Kazakhstans 2017-2018 membership on the UN Security Council.
The sides reached a cooperation agreement in the spheres of
countering terrorism and interaction with the permanent missions
in New York to strengthen peace and security. The Australians
appreciated Kazakhstans contribution to the Syrian settlement
by holding four rounds of talks within the Astana Process, which
resulted in establishing a ceasefire regime and creating de-
escalation zones in Syria.
Kazakh Central Election Commission outlined Senate candidate
nomination results
The May 29 session of Kazakhstans Central Election Commission
outlined the results of the candidate nominating stage for deputies
of the Kazakh Parliament Senate (upper chamber). Eighty-one
candidates were nominated throughout the country in the period
from April 28-May 28. In 2014, there were 88 candidates for Senate
seats and in 2011 the number reached 96. This year, there are on
average more than five candidates for each seat, with the largest

number of candidates (nine) nominated in Astana and the smallest
(four) in East Kazakhstan region. The number of self-nominated
candidates increased to 82, which constitutes 92.1 percent of the
total number compared to 82.4 percent in 2014 and 82.7 percent in
2011. Seven candidates (7.9 percent) were nominated by maslikhats
(local legislative bodies). Compared to previous election
campaigns, womens political activity in the nomination process
increased 2.6 times with 13 women among nominated candidates,
including seven from the cities of Astana and Almaty. The average
age of candidates is 51.9 (54.1 in 2014, 53.3 in 2011). The youngest
candidate is 30; the oldest, 68. The candidates professions vary: 26
engineers, 21 economists, ten teachers, ten lawyers, nine agricultural
workers, five doctors, two political scientists and six in other
professions. Four current senators nominated their candidatures.
In addition, there are five maslikhat deputies, 35 persons from the
private sector, 13 employees of state organisations, enterprises
and institutions, 23 civil servants and seven representing non-
governmental organisations. Candidate registration is currently
underway and will last until June 7. Electoral commissions, together
with governmental bodies, continue their work on verifying the
credibility of documents submitted by candidates. (election.gov.kz)
Astana conducts 24h foreigner registration shortly before EXPO
2017
Astana Internal Migration Department officers are registering
foreign residents 24 hours a day on the eve of the EXPO 2017,
reported the departments press service. Non-citizens can register
anytime at 29 Seifullin Street and can get temporary passport
registration and issued or extended visas. In addition, EXPO 2017
Shared Service Centre at 53 Mangilik Yel Avenue can also issue legal
entity invitations for immigrants. Foreign residents can undergo
registration in the migration service city and district departments or
via the unified information systems visa and migration web portal
(www.vmp.gov.kz).Using the web portal, egov.kz and an electronic
key, foreigners can also get a temporary registration. Entering
the system with a username and password, guests need to fill in
passport details and the purpose, duration and address of their

Astana to host fourth MGIMO alumni forum
Kazakh Parliament Senate (upper house) Chairperson Kassym-
Jomart Tokayev received Moscow State Institute of International
Relations (MGIMO) Vice-Rector Artyom Malgin. The May 22
meeting included a discussion about organising and holding the
IV International Forum of MGIMO Alumni. The event, which
traditionally gathers well-known state and public figures, diplomats
and business circle representatives from dozens of countries of the
world, will be held in Astana in October. The goal of the meeting will
be strengthening humanitarian contacts, promoting the common
