2. General information
Project title: OT Site Kitchen & Dining Facility Project
Earth work: 6876 m2

Earth Work covers the site preparation, excavation and compaction work for porch, grease trap,
HVAC room, dewater room, freezer room, rubbish compactor and dry storage buildings, equipment
foundation and underground pipe work.
All earthwork will be carried out in accordance with the related norms and rules. In any circumstances
where specifications are not provided or they are in any way incomplete, the matter shall be referred back to
consultant for additional information.

3. Purpose
The purpose of this method statement is to describe and control the process of surveying, excavation,
backfilling and compaction work for foundation bases and other related earthwork (i.e. road, trench, valve,
manhole) in accordance with contract specifications and approved drawings.

4. Planning and Site Preparation


4.1. Consultation
The principal contractor, the contractor doing the work, employers, employees and their
representatives will consult with each and determine the provision of all safeguards. The consultation process
will be used during the planning and preparation stages to determine safe systems of work based on the
assessment of the risks. Structural or geotechnical engineers will be involved in the consultation process
when appropriate.
The consultation process will at least cover the following:
(a) Nature and condition of the ground or working environment.
(b) Nature of the work and other activities that may affect safety
(c) Static and dynamic loads near excavation
(d) Interaction with other trades
(e) Soil slope protection
(f) Management of surrounding vehicular traffic and ground vibration
(g) Work force safety
(h) Type of equipment used for excavation

4.2. Planning
Planning and preparation will be the first essential step in ensuring that work is done safely. Planning
and preparation will involve consultation with all relevant persons engaged in the work and will include
hazard identification, risk assessment and risk control processes. The principal contractor and the contractor
in their capacity as employers will:
1. Provide such information, instruction, training and supervision as maybe necessary to ensure the
health and safety of employees; and

2. Provide or maintain means of access to and egress from the work place safe and without risks.

5. Procedure
5.1. Work sequence flow chart
Due to limited usable site area for construction layout, earthwork of temporary utilities and sewage,
and water tanks will be executed after completion of primary structure.

5.2. Site Clearance


Clearing shall consists of the cutting or taking down, removal and disposal of everything above ground
level.

5.3. Survey and marking work


Before the any works, a professional land surveyor
shall determine the boundary and establish the bench marks
and ground level on the site. All these have to be confirmed
by the lead engineers.

5.4. Excavation work


For all excavation activities, adequate safety
barriers, sign boards, advance warning signs
would be placed.
If necessary, additional protection must be
placed to prevent soil collapsing around the
existing building.
The excavation of cutting shall be carried out
in accordance with the relevant approved
drawings and to the levels, widths and
heights.
The depth of excavation shall be periodically checked by a surveyor to avoid over excavation.
The edge of excavated area shall be sloped no less than 45 degrees and shall be maintained to
avoid a collapse.
Where necessary, all trenches and excavations will be adequately shored or supported to prevent
a fall or dislodgement of earth, rock or other material forming the side of or adjacent to, any
excavation work from burying, trapping or striking a person that is in the excavation.
All excavated material shall be kept a minimum of 1.0 meter from the edge of excavation or
shall be stockpiled to the area designated by the Engineer.
If soil is rock or consist of boulders excavation may be carried out by a tracked bulldozer and
ripper or by the use of blasting with explosives or any other method approved by the Engineer.

5.5. Compaction work


Before the compaction starts, it will be checked
that the excavated level is free from standing
water or excessive moisture content.
Compaction work shall be executed by tamper
and roller.
Inspection would be conducted during
compaction for checking and approval of the
Engineer.
After completion of the compaction under foundations,
compacted soil will be tested as in Appendix A. Base
soil must be compacted to 95 % of maximum dry
density.
Sand-Cone method shall be used for determine in-place
density and unit weight of soils by accordance with
ASTM D1556.
The compaction test report shall be submitted to the
Engineer for approval prior to proceed succeeding work.

5.6. Backfilling
Prior to backfilling, the compacted surfaces inspection and testing (Appendix B) shall be
accepted by the Engineer.
The subgrade once approved, the excavated materials or any material source approved by the
Engineer shall be placed in layers not more than 300 mm thick followed by compaction test
until the final level is achieved.
Compaction test shall be performed at the rate indicated in the specification.

5.7. Surface finishing and grading


Detailed surveys, planning, and layout are necessary for surface grading jobs.
Surface grading consisting cutting, filling, and smoothing to be operated according to plan and
drawing.
Surface grading work executed by motor grader machine with planned path as show below
picture.

6. Plant and Machinery list


The following plant and machinery will be employed under this Method Statement:

All plant will have the appropriate certificates and the operators will have the appropriate
qualifications.

8. Manpower Planning
All the employees/staffs who work on earthwork shall carefully study Method statement of earth
work and job descriptions. All the employees/staffs shall be trained in HSE training and provided by PPE
/personal protection equipment/. Geodesy engineer and technician shall work within 2 groups and shall be
responsible for monitoring the location and distance.

8.2. Job Discription


Project manager:
Project manager is responsible for managing construction stages through engineer/technicians. Also
project manager will receive reports from project engineers and site foremen and give the instructions to
further work. And contact directly witht the clients representative.
QA/QC manager:
QA/QC manager is responsible for developing QA/QC plan suited for sepcific project with project
engineers and submist for project managers approval. Project engineers, material engineer and geodesy
engineer shall be controlled by the QA/QC manager. QA/QC manager shall develop integrated report by
collecting reports from engineer/technicians whose executing the construction work.
Project engineer:
Project engineer will work under the QA/QC managers control. Project engineer is responsible for
quality control in assigned area, and erect concrete form and reinforcement in accordance with method
statement. Also project engineer is responsible for prepare the daily report including quality control reports,
site photo. Also responsible to track daily record book, and construction work acceptance record.
Geodesy engineer:
Geodesy engineer is responsible for setting out redline and benchmark on every stage of construction
work.
Document controller:
Document controller is responsible for controlling and archiving all the documentations on site
including work pictures.

9. Safety management
All required permits will be obtained prior to any works commencing
All works shall comply with safety procedure or instruction as set in out in project Safety Plan
and Municipality rules and regulation.
A safe system of work and appropriate control measures will be provided wherever persons are
exposed to a risk of falling during excavation work. It is a HSE requirement to effectively fence
all excavations and holes more than 1.2m deep. It will also be noted that all platforms, open
sides of stairways and stairway landings will be fenced.
Mechanical plant, vehicles, storage of materials or any heavy loads will be prevented from
approaching within or encroaching on the zone of influence of the excavation unless the support
system has been specifically designed for such loads.
