Reviewer#1:Thissubmissiondidnotcomplywiththelongabstractrequirement.Still,thesubject
presentedisofsufficientinteresttoinviteasubstantiallyrevisedlongabstractsubmissionforasecond
review,andpossiblyapaper.MostofthecontentisderivativeofpastiRAPandSWOVpublications,and
offerslittlenewinsight.WhatisofparticularinterestisapplicationofiRAPinIndia,andhowthiscouldbe
usedtosupportdevelopmentofastrategicapproachtoroadsafety,andparticularlytoSafeSystem.


Reviewer#3:1.Thesubmissionhasnotfollowedtheformattingguidelines.
Theseinstructionsandtemplatewereclearlyavailableinthecallforpapers.

2.Thereisalotofpaddinginthispaper.
TheAuthorsaresimplypresentinginformationthatisalreadywellknown.
TheAuthorsshouldfocusonwhatisnewcomingfromIndiaintermsofroadassessments.

3.TheAuthorsusetheword'Accident'

Twodefinitionsoftheterm"accident"providedintheOxfordDictionaryare:"anunfortunateincidentthat
happensunexpectedlyandunintentionally,typicallyresultingindamageorinjuryaneventthathappens
bychanceorthatiswithoutapparentordeliberatecause".Webster'sDictionarydenotes"actsofGod"as
those"accidents"whicharisefromphysicalcauses,andwhichcannotbeprevented.Continueduseofthe
word"accident"promotestheconceptthattheseeventsareoutsideofhumaninfluenceorcontrol.
However,wecanidentifythecausesof"accidents"thatis,theyarenot"actsofGod"butpredictable
resultsofthelawsofphysics.Infact,theyarepredictableresultsofspecificactions.Moreover,withinthe
UnitedStates(US)DepartmentofTransportation'sNationalHighwayTrafficSafetyAdministration(US
DOT/NHTSA),theword"accident"isnolongerusedinmaterialspublishedanddistributedbythatagency.
Inaddition,NHTSAisnolongerusing"accidents"inspeechesorotherpublicremarks,incommunications
withthenewsmedia,individualsorgroupsinthepublicorprivatesector(Anikeeff,1997).More
appropriatetermssuchas"crash","collision","incident",and"injury"assubstitutesfortheword
"accident"unlessitisembeddedinapreviouslyquotedpassagepresentedbyotherauthorsintheir
citation.Thisisparticularlyimportantforlowertomediumincomecountrieswherefatalismcandominate
attitudestowardsroadsafetycountermeasures.

4.Thereisverylittlescientificorpolicyoriginalityinthissubmission.TheAuthorsneedtostatewhatis
originalandnovel.

5.TheEnglishisverylabouredwithpoorgrammaticalstructureinsomeparts.
TheAuthorsneedtogetacompetentnativeEnglisheditortoreviewthepaperandmakesuggestions.
