PROFESSIONAL EXPERIENCES

Since May 2013 Finance Manager of Handicap International Bangladesh programs to Support to persons with
to till date disabilities in order to improve their lives under ECHO, EIDHR, DFID, USAID, COMIC RELIEF,
BMZ, UNHCR, IOM budget:

Overall Management: Organization of Financial management services, strengthening financial


procedures, coordination between site offices, Monitoring of services and ensure compliance of the
financial procedures, Capacity building of Project and Budget managers, fianc and accounts team
and partners.

Description of Duties:

A. Ensures the programme's accounts management:


Validate the monthly accounts
Carry out the necessary accounting controls (validity of vouchers, quality of the
accounting transactions, etc.)
Carry out the necessary controls of payable and receivable account management
Ensure accounting closure operations

B. Carry out management of the budget and funding schedule


Realise & analyse internal and donor budget monitoring together with Administrative
Coordinator
In coordination with the project managers, draw up budgets for proposals or calls for
projects and validate consequences on the funding schedule with the Administrative
Coordinator
Monitor expenditure commitment

C. Ensures the programme's cash-flow management


Check compliance with expenditure commitment processes (payment
of invoices, keeping of log books. monitoring of advances, cash
inventories and bank reconciliation statements, etc.)
Ensure the management of bank accounts, safes and cash boxes and appropriate security
system
Carry out physical checks of safes and cash-boxes in the capital and ensure control rules
are being applied on sites
Draw up cash-flow forecasts and ensure the optimal management of cash flow

D. Carry out management of the budget and funding schedule


Realize & analyses internal and donor budget monitoring together with Administrative
Coordinator
In coordination with the project managers, draw up budgets for proposals or calls for
projects and validate consequences on the funding schedule with the Administrative
Coordinator
Monitor expenditure commitment
Assist the Admin Coordinator in producing and updating the programme's annual budget
Draw up the financial reports for institutional donors for validation by Admin
Coordinator
Keep up-to-date with the procedures of institutional donors for the programme and
ensure that these procedures are adhered to by the project teams
Validate the financial aspects of the partnership contracts

Worked with various capacities like Accounts Officer and Finance Officer in Handicap International
Bangladesh program to carry out the financial requirements of the program.

Worked with International Rice Research Institute (IRRI) as Accountant, an International


Organization, Head Quarter in Philippines from January 2002 to 22 June 2008

Accounting:
Prepare monthly Receipts and Payments Account;
January 2002 Prepare IRRI Payroll/Salary Statement;
June 2008 Prepare IRRI Petty Cash Statement;
Monitor over Office Utility bills payment;
Check incoming bills, fund request claims by the Project Leaders;
Ensure that fund releases to sub-projects are within approved budget;
Prepare monthly Inventory/Equipment Statement;
Prepare & maintain monthly IRRI Stock Register;

Financial Reporting:
Prepare and send weekly Financial Statement for submitting IRRI Philippines HQ (Head
Quarter);
Prepare and send monthly Financial Statement with supporting receipts and vouchers. (Taka &
US Dollar Accounts);
Prepare and send complete Quarterly Financial Statement with reconciliation to
DFID/European Commission, Bangladesh as well as IRRI Philippines HQ;
Meet up all Financial queries through phone, e-mail and/or in person with the Project
Collaborators, NGOs etc;

Fund Management:
To ensure that fund position of IRRI accounts are in adequate amount before submitting Fund
Request to IRRI HQ;
IRRI Format is used for submission of Fund Request to IRRI HQ and acknowledge fund
receipt through e-mail on regular basis;
Disbursement of fund to different partners organization/ NGOs & ensure adjustment of
fund.

Banking:
Prepare bank reconciliation statement ( Both TAKA & DOLLAR Accounts) by checking bank
statement on weekly basis (Report to IRRI Philippines,
Maintain liaison with bank on various financial matters on regular basis;
Prepare & arrange fund transfer through Telegraphic Transfer (TT) to the various
collaborators are in-country and abroad;
