Determination of the District NCLB Rating


District AYP is determined from three indicators: Reading, Math, and Other (Graduation or Attendance). AYP in
Reading or Math must be met by meeting both Proficiency and Participation targets. Graduation must be met in the
High School grade span, and Attendance in the Elementary and Middle grade spans.

These indicators are examined within the three Grade Spans: Elementary (K-5), Middle (6-8), and High (9-12). The
grade spans are the same for all districts and may not correspond with the configurations of schools in the district. AYP
is met when the indicator (Reading, Math, and Other) is met in one more grade spans.

A district is designated as in Need of Improvement when it does not make AYP in the same indicator for two
consecutive years. Designations are applied to the indicators of Reading, Math, and Other. The indicator designation is
advanced when AYP is not met, across all three grade spans for two consecutive years. To exit from an indicator
designation a district must make AYP in that indicator for two consecutive years.

The overall district designation follows from the most stringent designation of the three indicators. For example, if the
district is Progressing in Math, SI-1 in Reading, and SI-2 in Other, the district is designated SI-2.

Application of the One Percent Rule


The One Percent Rule set by the US Department of Education requires that the percentage of students scoring
Proficient or above on an alternate assessment cannot exceed one percent of the total number of students tested in the
district. In districts where the one percent threshold was exceeded, a random sample of all proficient scores in excess
of one percent were set to non-proficient prior to calculating AYP.
