Japanese Government (MONBUKAGAKUSHO: MEXT) Scholarship for 2016


(Research Students) by University Recommendation

MEXT (Ministry of Education, Culture, Sports, Science and Technology) offers scholarships
to international students under the Japanese Government (MEXT) Scholarship Program for
2016 as follows:

1. Qualifications and Requirements


(1) Eligibility: A postgraduate-level foreign individual with outstanding academic
achievement who will newly travel to Japan from abroad to pursue his/her study
at a university in Japan.
(2) Nationality: Applicant must have the nationality of a country which has diplomatic
relations with the Japanese government. An applicant who has a Japanese
nationality at the time of application will not be eligible. However, if he/she lives
outside of Japan, holds dual nationality in Japan and other country at the time of
application, and will select other countrys nationality, expatriating himself/herself
from Japan, by the time he/she gets to Japan will be eligible.
(3) Age: Applicant must have been born on or after April 2nd, 1981.
(4)Health Condition: Only those who are physically and mentally healthy enough to pursue
his/her study at the university may apply.
(5) Arrival in Japan: If the program recommendation is granted, the grantee must arrive in
Japan at least two weeks before or after the date of commencement of each
semester according to the date that the host university appoints (either in
September or October, in principle, excluding the April semester). A grantee who
will not be able to arrive during this period must forfeit the scholarship. No travel
expenses to Japan will be paid if the grantee arrives in Japan prior to or after this
period.
(6)Others: Applicants who meet any or all of the following conditions are not eligible. If
identified after the start of the scholarship period, the applicant will be required to
withdraw from the scholarship:
a) Those who are active military/military related personnel;
b) Those who will not be able to arrive in Japan by the date designated by the host
university;
c) Those who were grantees of a Japanese Government Scholarship within the last
three years prior to application. However, this three-year rule does not apply to
those (i) who were Japanese Language and Culture Course students, (ii) who
were Japan-Korea Joint Government Scholarship Program in Science and
Engineering students, or () who were Young Leaders Program students
d) Those who are already enrolled in a university in Japan with Ryugaku
(College Student) resident status, or are/will be enrolled in a university in
Japan as privately-funded international students between the date of
application and the start date of the scholarship payment;
e) Those who will apply for the scholarship through more than two universities in
Japan;
f) Those who will receive other scholarship support during the same period
g) Those who cannot graduate his/her current college of enrollment by the
designated graduation date before starting to study at a university in Japan
under this scholarship program; and/or
h) Since this scholarship is designed for international students who are motivated
to study/research at a university in Japan, those who hope to conduct field
works/internships outside of Japan will not be regarded as appropriate
candidates.

2. Details of the Scholarship:


(1) Amount of the scholarship:
143,000 yen per month for research students
144,000 yen per month for masters program students
145,000 yen per month for doctoral program students
- Students who will receive education or do research in specific areas will
receive extra 2,000 yen or 3,000 yen per month.
- Note that these figures are subject to change depending upon the Program budget of
each academic year.
(2) Tuition Fees: Tuition fees will be paid by the university.
(3) Travel Expenses
a) Travel Expenses to Japan: MEXT will provide the grantee with an economy flight
ticket between the international airport nearest to the grantees residence* in his/her
home country and Narita International Airport (or the international airport usually
used by the host university) with the flight date and route designated. It is the
grantees responsibility to pay for the necessary fees other than the international flight
tickets such as transportation fees to get to the airport in his/her home country, airport
usage fees, airport taxes, and travel expenses in Japan.
*The grantees residence refers to the address specified in the application form. Flight ticket from
countries other than the grantees country of citizenship will not be provided.

b) Travel Expenses from Japan: If the grantees return to their home country in the
month when the scholarship programs conclude, an economy flight ticket between
Narita International Airport (or the international airport usually used by the host
university) and the international airport nearest to the grantees residence in his/her
home country will be provided upon the request by the grantees.

Note that travel insurance fees will not be covered by MEXT, and both the departure
and arrival airports have to be located in the grantees country of residence.

(4) Period of Scholarship: The period of scholarship payment differs in accordance with the
grantees university status as follows:
1) For a research student, the scholarship will be paid up to one and a half years
between October 2016 and March 2018.
2) For a masters program, a doctoral program, or a professional postgraduate program
student, the scholarship will be paid from October 2016 to the designated formal
completion date of the respective graduate school program. If a masters program and
a doctoral program are combined as a five-year graduate program, the first two years
of the program are regarded as a masters program, and the later three years are
regarded as a doctoral program.
3) If those who meet necessary criteria with excellent academic achievement hope to
proceed to an upper-level graduate program, for instance from a research student to a
masters/ professional postgraduate program, or from a masters/ professional
postgraduate program to a doctoral program, they have to be formally approved by
MEXT in order to extend the scholarship period before entering the upper-level
graduate program. Note that
a) the scholarship period will not be automatically extended;
b) he/she cannot extend the designated scholarship period as a research student;
c) the scholarship payment will be cancelled if he/she proceed to an upper-level
graduate program without having a formal approval of the extension. (This will not
apply to those who will proceed to a graduate program as a privately-funded
student);
d) if he/she is not able to pass an entrance examination to enter an upper-level
graduate program while studying at a university as a research student, he/she will
not be qualified for the scholarship extension;
e) travel expenses back to his/her home country will not be provided if he/she leaves
Japan without entering a graduate program after having applied for the extension of
the scholarship period; and
f) if he/she hopes to go on to an upper-level graduate program after entering a
university as a research/ masters program/ professional postgraduate program
student under this scholarship program, he/she has to choose an upper level
graduate program of the same university.

3. Remarks
(1) The scholarship will be rescinded in the event of any of the following, and the affected
grantee may be ordered to return the scholarship payments already made:
a) If any of the application documents are found to be false;
b) If the grantee violates the pledge which he/she has made to the MEXT Minister;
c) If he/she disciplinary action such as program dismissal or expulsion from the
university;
d) If it becomes clear that he/she will not be able to complete his/her graduate program
within the standard course term because of poor academic performance or suspension;
e) If he/she leaves the university, or transfers to another graduate school.
f) If his/her resident status as Ryugaku (College Student) is changed to another
resident status;
g) If he/she receives another scholarship (except for a scholarship designated only for
research expenses); or
h) If he/she proceeds to a more advanced level program of education without receiving
formal approval for an extension of the term of the scholarship.
(2) If the scholarship recipient takes a leave of absence or misses classes for too long period
of time, the scholarship will be rescinded.
