FACTS:

Dec. 3, 2014 - 1st Request for for a Certification of Accountability/Non-

accountability sent to Atty. Dela Cruz
(Note: denied to have been received by Atty. Dela Cruz)

March 19, 2014 -2nd Request sent to Atty. Dela Cruz

May 5, 2016 -Atty. Dela Cruz replied that she inquired from the OCA
whether or not copies of marriage certificates could be
considered as property accountability of JTD
(Note: copies of MCs were lost in the office)

April 14, 2015 -OCA-Property Division replied to the query of Atty. Dela
Cruz and to quote:

Please be informed that Property Division of the OCA

only considers office equipment, books and furniture
purchase from SC funds as property of the Judiciary.
(underline supplied for emphasis)

Confirming on whether or not MC is considered as

property is beyond our capacity and authority.
However we feel that custody of these MCs is part of the
task, accountability and other responsibility of the
 concerned court personnel. Thus this is a consideration
and requirement in their clearances.

Jan. 12, 2016 -Compliance and 3rd Request for the Issuance of
Certification sent to Att. Dela Cruz
(Note: copies of MCs were certified true copies secured
from the LCR)

Jan. 28, 2016 Atty. Dela Cruz refused to issue the requested
Certification for the reason that MCs were mere
photocopies and one *marriage certificate was allegedly
not registered as per 2 Certifications issued by the LCR)
(*referring to the marriage of Dennis Manalastas and
Olivia del Rosario)

Aug. 5, 2016 two sets of Forms (Certification for Money and/or

Property Accountability/Non Accountability) sent to Atty.
Dela Cruz requesting her to just state in the Certification
that MCs are really part of my accountability but she
refused to do so

Oct. 7, 2017 *Letter sent to the OCA attaching thereat copies of the
MCs
(referred to the office of DCA Delorino by the OCA)

Jan. 24, 2017 JTD was able to secure a Letter from the LCR reversing
the 2 Certifications and confirming the truthfulness of the
MC of Sps. Manalastas
