REGULATION ORDINANCE NO. 2017-063

AN ORDINANCE CREATING TWO (2) ARCHITECT II - SG/16, TWO (2)
ENGINEER II - SG/16 (CIVIL ENGINEER), ONE (1) ENGINEER II -
SG/16 (ELECTRICAL ENGINEER) AND ONE (1) ENGINEER 11- SG/16
(ELECTRONICS ENGINEER) IN THE CITY ENGINEER'S OFFICE AND
APPROPRIATING FUNDS THEREOF

WHEREAS, due to the increasing workload in evaluating building/structure
documents, the City Engineer's Office is in need of additional manpower to meet with
the demands of their office and submit necessary reports for the interest of quality
service;

WHEREAS, there is a need to create new positions in order to equally distribute

the workload of the said office, optimize and expedite their works and enhance the
services they render to their clients;

WHEREAS, the creation of One (1) Engineer II - SG/16 (Electronics Engineer) is

in compliance to Section 31 of the RA. 9292 or the Electronics Engineering Law of
2004, an act providing for a more responsive and comprehensive regulation for the
registration, licensing and practice of Professional Electronics Engineers, Electronic
Engineers and Electronic Technicians;

WHEREAS, Section 76 of R.A. 7160 of the Local Government Code of 1991

states that:

"Sec, 76 - Every LGU shall design and implement its own structure
and staffing pattern taking into consideration its service requirements and
financial capability, subject to the minimum standards and guidelines
prescribed by the Civil Service Commission."

NOW, THEREFORE, be it ordained, as it is hereby ordained by the Sangguniang

Panlungsod, in session assembled, that:

Section 1. - New positions in the City Engineer's Office are hereby created as
follows:

i. Two (2) Architect 11..SG/16

ii Two (2) Engineer 11.:.. SG/16 (Civil Engineer)
iii One (1) Engineer II - SG/16 (Electrical Engineer)
iv One (1) Engineer II - SG/16 (Electronics Engineer)

Section 2. Responsibilities - The main function of the proposed creation is to

extend services to the Office of the Building Official to evaluate building/structure
documents as to compliance to technical requirements for:

A Architect II - SG/16 shall evaluate the requirements for the following:

Types of construction
Requirements of Fire Zone and Fire Resistive Regulation
Building projections over public streets
Access streets/roads and alleys
Architectural interior/interior design
Classification and general requirements of all buildings by use or occupancy
Maximum height of buildings/structure
Parking and loading/unloading space requirement
Corner building with chaflans
Occupant load
Glazing of opening
Architectural accessibility/features
Light and ventilation
Construction of Buildings/Structures within the obstacle limitation surfaces of
Aerodromes
Building and other ancillary structures within cemeteries and memorial parks

B. Engineer II (Civil Engineer) - SG/16 shall evaluate the requirements for the
following:

General Design and construction requirements

Structural design requirements
Excavations, foundations and retaining walls
Prefabricated construction
Protection and safety requirements for Construction, Demolition and
Excavation
Abatement/Demolition of Building

Structural Plans and Details

Floor/roof framing plans and details
Structural design and design analysis
Boring and load tests
Seismic analysis

C. Engineer II (Electrical Engineer) - SG/16 shall evaluate the requirements

for Electrical Plans and Technical Specifications containing the following:

Location and site plans

Legend or symbols
General notes and/or specifications
Electrical layout
Schedule of loads, transformers, generating UPS Units
Design Analysis
One Line Diagram

B. Engineer II (Electronic Engineer) - SG/16 shall evaluate the requirements

for Electronic Documents but not limited to the following:

General layout plans with legends

Single line diagram
Riser diagram
lsometry of the system
Equipment specifications
Design analysis, as applicable
Cost estimates

Section 3. - The lloilo City Government shall appropriate budget for the
implementation of this ordinance.

Section 4. - This ordinance shall take effect upon approval.
