FIRST CALL FOR APPLICATIONS

OFFICIAL ANNOUNCEMENT OF INTERNATIONAL INCOMING FELLOWSHIPS IN ACCORDANCE


WITH THE CONEX PROGRAMME OF UNIVERSIDAD CARLOS III DE MADRID
(1 March 2014 Resolution by the Rector of Universidad Carlos III de Madrid)

1. OBJECTIVE AND PURPOSE

The Universidad Carlos III de Madrid (UC3M) is launching a new fellowship programme for incoming mobility, called CONEX CON-
nectingEXcellence to UC3M. The main objective of CONEX is to provide excellent training and career development opportunities for
researchers, so that these funded researchers can make significant steps in their scientific careers. This program is supported partial-
ly by European Union through Marie Curie-COFUND programme (PCOFUNG-GA-2012-60371), the Spanish Ministerio de Economa y
Competitividad (COFUND2013-40258) and Banco Santander.

Through CONEX, researchers who are not residents in Spain are enabled to carry out extended periods of research in one of UC3Ms
research departments. Researchers are entirely free in the choice of their research topic, department and supervisor/mentor, allow-
ing for maximum benefit of the fellowship in their career development.

To support the researchers in their professional advancement, all fellows will have a supervisor or mentor and will be required to set
up and evaluate a Personal Career Development Plan.

Two different calls for this programme are expected to be launched in March 2014 and October 2014. Applications will be evaluated
by transparent processes and criteria, and candidates will be notified through an openly accessible web mechanism. The evalua-
tion process is based on a peer-review process which will be done by an external agency ANEP (Agencia Nacional de Evaluacin y
Prospectiva) and an internal committee.

The selection process, recruitment and project execution will follow the guidelines of The European Charter for Researchers and
Code of Conduct for the Recruitment of Researchers (http://ec.europa.eu/euraxess/index.cfm/rights/europeanCharter)
The CONEX Programme is complementary to and coherent with other UC3M supported initiatives that currently facilitate the
incorporation of international talent. CONEX is also expected to have positive effects on UC3M, in particular through its policy of
Concentrating talent and on the Spanish landscape in general. CONEX supports the objectives of the activity heading Life-long
learning and Career Development and other European policies, such as the Innovation Union.

2. FELLOWSHIP DESCRIPTION

For the first call, the CONEX programme offers:

6 fellowships with a minimum duration of 36 months to Very Experienced Professors (>10 years research experience), with a gross
yearly salary of at least 65,861.69, in addition to other economic benefits, such as mobility allowance and contribution to research
expenses.
10 fellowships with a minimum duration of 36 months to Experienced Professors (4 10 years research experience), with a gross
yearly salary of at least 37,019.85, in addition to other economic benefits, such as mobility allowance and contribution to research
expenses.

Scientists of any nationality may apply, provided that they are not residents in Spain during the three years prior to the call deadline.
Applicants can submit their proposal, which should be adjusted to the research lines of the corresponding Department, in one of
the three areas of the CONEX programme:
1. Engineering, Applied Mathematics and Physics
2. Social Sciences and Law
3. Humanities, Library Science and Communication

3. APPLICATION PROCEDURE

The period for the submission of applications will end on May 29, 2014 at 12:00 A.M.CET.
All applications will be made through CEMS (CONEX ElectronicManagementSystem) an online system available at:
www.uc3m.es/conex
The official language for this call is English; applications filled out in any other language will not be eligible.
An application will be considered complete when it includes:

Part A
The filled-in application form

Part B
1.The applicants scientific Curriculum Vitae (CV)
2. A technical-scientific description of the proposal
3. Ethical issues monitoring form

Part A and Part B must follow the guidelines provided in the Guide for applicants in order to be eligible.

The submitted documentation may not be modified after the call deadline.

4. ELEGIBILITY CRITERIA

4.1.-The eligibility criteria for the applicants are as follows:

a) Applicants must have a doctorate and research experience (full-time equivalent) appropriate to the CONEX scheme to
which they apply at the time of recruitment (see point 6):

1) CONEX Very Experienced Professors:


This scheme is aimed at very experienced researchers with a track-record of significant research achievements within the
past 10 years. These years of experience are measured from the date the researcher obtained his/her first doctoral degree.
The main objective of this scheme is to allow the professors to set up their own new research lines in UC3M. Professors ex-
cellence will be bolstered and recognized, highlighting personal achievements, while supporting their further professional
development and international recognition.

2) CONEX Experienced Professors:
This scheme is aimed at PhD holders with 4-10 years of research experience. These years of experience are measured from
the date the researcher obtained his/her first doctoral degree.
The main objective of this scheme is to provide professors with training to deepen and/or broaden their skills and to begin
or consolidate their own independent research team or project.

b) Applicants must engage in international mobility. Applicants must not have resided or carried out their main activity in
Spain during the three years prior to the call deadline.

c) Applicants may be of any nationality. This includes researchers with Spanish nationality, who have not been residents in
Spain during the three years prior to the call deadline.

4.2.-Eligibility criteria for applications:


Each application must:

a) be completed as indicated in point 3


b) be submitted through CEMS before the call deadline as indicated in point 3.
c) include only one candidate
d) include a tentative starting date of the contract according to point 6.

Each candidate can only submit one application in this call. The application can include more than one Department indicating
order of priority but the proposal can only be executed in one of them.

5. SELECTION AND EVALUATION CRITERIA

The eligibility check will be executed after the call deadline.

The submitted documentation may not be modified after the call deadline.

All eligible applications will be included in the evaluation process. Applications from ineligible applicants / ineligible proposals will
not be evaluated.

UC3M will send a notification through CEMS to the ineligible applicant. This notification will be sent within 15 calendar days after
the deadline.

5.1 EVALUATION PROCESS

The evaluation process has two steps:

First evaluation step (External agency, ANEP)

The first step of the evaluation is carried out by the National Evaluation and Foresight Agency (ANEP).

Evaluation in this step will focus on the scientific and technological quality of the proposal and the applicant.

Each proposal will receive a score of up to 80 points. The reviewers will also indicate whether, in their view, the proposal deals with
sensitive ethical issues.

Second evaluation step (Selection Committee, UC3M)

The second step involves evaluation by the UC3M Selection Committee.

The Selection Committee will evaluate only those proposals which have reached a minimum threshold of 45 points in the previ-
ous step.

The second evaluation step involves a strategic evaluation and a remote interview by a selection panel. The UC3M Selection Com-
mittee of UC3M can assign up to till 20 points for to each proposal.

Evaluation in step two will focus on the expected impact of the fellowship on the researchers career. The Selection Committee will
examine the strategic aspects of the application in relation to the objectives of the CONEX-programme.

Candidates who have passed the threshold will be invited to an interview with the Selection Committee. The interview may be con-
ducted by tele- or videoconference. The language of the interview will be English, but the candidate and the committee can agree
to use Spanish.

5.2 EVALUATION CRITERIA

The weight of the four evaluation criteria and sub-criteria will be different for applicants in the two schemes in order to allow for
their different research experience and training needs.

5.3 EVALUATION RESULTS

The final score for each proposal will be the sum of a maximum of 80 points awarded by the Evaluation Committee in ANEP, and a
maximum of 20 points awarded by the UC3M.Selection Committee.

An Evaluation Summary Report and a notification letter will be sent by e-mail to each applicant within 90 calendar days from the
deadline of the call, informing them of the evaluation results. The applicants will also receive information about the possibility of
starting a redress procedure, in line with the provisions of the national law Ley 30/1992, de 26 de noviembre, de Rgimen Jurdico
de las Administraciones Pblicas y del Procedimiento Administrativo Comn. Successful applicants will receive a notification letter
to initiate contract negotiations with Universidad Carlos III de Madrid.

For each scheme and area of CONEX programme, a Resolution from the Office of the University Rector with a ranking list of the
successful candidates who have passed the threshold will be published. The results will not be published prior to 30 September
(August is not an official working period for the University).

Funding for each research area will be allocated pro rate to the number of proposals submitted within each research area. Funding
will be awarded until the budget for each scheme is depleted.

The University will reserve the right to leave vacancies when candidates have not passed the threshold in the evaluation process.

6. EMPLOYMENT CONDITIONS PROVIDED TO FELLOWS

In the following 30 days after reception of the evaluation result, successful applicants will receive a draft of a contract to be signed.

The contract will be in conformity with national legislation; experienced and postdoctoral researchers are employed with an em-
ployment contract which entitles them to full Social Security coverage.

All fellowships have a minimum duration of 36 months.

CONEX fellows will receive a competitive salary.

To allow for the differences in research experience between the two schemes, two salary categories have been defined:

- Very Experienced Professors will receive a living allowance of at least 65,861.69 / year. This amount shall be paid in 12
monthly installments.
- Experienced Professors will receive a living allowance of at least 37,019.85 / year. This amount shall be paid in 12 monthly
installments.

The duration and living allowance amount is the minimum amount and will be negotiated subject to additional non-sporadic aca-
demic activities.

In addition to the living allowance, all fellows will receive a monthly mobility allowance of 684 per professor without family and
977 per professor with family. This amount shall be paid in 12 monthly installments.

Moreover, each grant holder will receive a contribution to research expenses of 782 per month for Very Experienced Professors
and 391 per month for Experienced Professors.

The payments included herein are subject to the fiscal obligations and Social Security costs which, if applicable, are established by
current Spanish legislation.

The holders of the contract are expected to start their fellowship within 4 months after the publication of the Resolution from the
Office of the Rector, unless there are circumstances (such as visa problems, other professional commitments), preventing the
fellow from doing so. In such case, these circumstances must be adequately justified.

7. RIGHTS OF CONTRACTED PERSONNEL

a) Receipt of the corresponding payments, as established in point 6 of this call.


b) Obtaining the cooperation and support from the University necessary to carry out research work.
c) Benefits from any corresponding intellectual and industrial property rights arising from research activity, according to the
legislation and regulations currently in effect.
d Use of University services and participation in the whole of its activities in accordance with internal regulations.
e) Enjoyment of University faculty rights, benefits and privileges.
f) Having a supervisor or mentor and a Personal Career Development Plan

8. OBLIGATIONS OF CONTRACTED PERSONNEL

a) According to professor nationality, application for and obtaining of the corresponding permits allowing the candidate to
work under contract, in the terms established by the current legislation and for the period indicated in point 6 of this call.
b) Adherence to the internal norms and particular regulations of the University as well as those of the corresponding academ-
ic department.
c) Full-time incorporation within the department in the period indicated in point 6 of this call.
d) Declaration, in any advertising or publication, of his/her assignment to the Universidad Carlos III de Madrid and the corre-
sponding academic department, under CONEX programme, Banco Santander and other external funds
e) Submission of an interim scientific report within 30 days after the first and second annual deadline of the project. These
reports must describe the project, give relevant information on its development as well as the preliminary results obtained,
and describe any changes compared to the original proposal.
f) Within 30 days after the end of the project, the fellows must submit their final scientific report. All interim and final scientific
reports must be sent to the management team.
g) Fellows are asked to complete a final evaluation form with details and personal impressions regarding their experience at
the host institution.
h) Fellows are asked to sign all essential documents to ensure the confidentiality policy of UC3M
i) Acknowledgement in any diffusion activities of the programme, of the participation of Universidad Carlos III de Madrid,
Banco Santander and other external funds.
j) Collaboration with the Communication Service of UC3M in the dissemination activities of CONEX carried out by UC3M.

9. OBLIGATIONS OF THE UNIVERSITY

a) Execution of the full-time contract in accordance with the current regulations, for a minimum period of three years.
b) Provision of the facilities and material means available to contracted persons to carry out their work as well as guarantee-
ing the rights and provisions enjoyed by personnel of a similar category.
c) Obtaining the fellowship and execution of the corresponding contract will not bind the University to any commitment to
later incorporate the recipient into its faculty.

10. INCOMPATIBILITIES OF CONTRACTED PERSONNEL

a) The condition of being contracted in this program is incompatible with other contractual or statutory links that could take
away from the exclusivity of dedication to research.
b) Payments from academic activities (courses, conferences or speaking engagements) or research (books or articles), directly
associated with research, may be authorized, as long as they are of a sporadic and not of a habitual nature.

11. CONTRACT EXECUTION

In order to execute the labour contract, the beneficiary of the fellowship must present the following documents in the University
Human Resources and Organization Service (Servicio de Recursos Humanos y Organizacin) before the anticipated date of incorpo-
ration:

A copy of his/her identity card or passport.


A certified photocopy of his/her degree.
A photocopy of his/her Social Security number (if beneficiary does not have one, it shall be necessary to apply for one in any
Social Security office).
Bank account information.
A passport photo.
Non-European Union beneficiaries must present the corresponding work permit which allows them to work under contract.
Documents to prove the mobility condition: marriage, a relationship with equivalent status to a marriage recognised by the
national legislation of the country of the beneficiary or of the nationality of the professor, or dependent children who are
actually being maintained by the professor.
Proof that the candidate has been engaged in international mobility not living in Spain in the three years prior to the call
deadline. (vg, home institutions certificate)

The documents must be notarized if necessary.

12.-CONTRACT MODIFICATIONS

Interruptions

a) Interruptions in situations of temporary incapacity for a period equal to or greater than three consecutive months, because
of maternity, adoption or transitional or permanent foster care of minors under the age of six, will have the duration equal to
those legally established for said cases.
b) In accordance with current regulations, the fellowship will be extended for the same period of time it was interrupted for
any of the reasons cited in the previous section.

Contract termination

UC3M, as the employer of funded fellows, has the right to cancel a fellowship that has already been awarded in the following situations:

a) the fellowship has been accepted but has not commenced within the timeline, unless for justified reasons (e.g. difficulties
in obtaining the necessary documents).
b) the fellowship is interrupted without justified reasons-
c) A justified suspension of a maximum of 30 days is not considered a cause for cancellation.
d) The evaluation of Interim and final scientific reports, required in paragraph 8e) and 8f), has not successfully been passed.

Contract Resignation

Should the fellow not be able to conclude his/her fellowship period for personal reasons, he/she must promptly notify the CONEX
management team.

13. DATA PROTECTION

a) The information provided by the candidates will be incorporated into a file of the Universidad Carlos III de Madrid with the
aim of processing and awarding the fellowship.
b) According to Organic Law 15/1999 of December 13 regarding protection of personal information, persons who wish to do
so may exercise their right to access, rectify and cancel their data in the General Secretariat of the University.

14. INTELLECTUAL PROPERTY RIGHTS

Concerning Intellectual Property Rights regulations, the UC3M institution ensures that fellows can benefit from the exploitation (if
any) of their R&D results through legal protection and, in particular, through appropriate protection of Intellectual Property Rights,
including copyrights.

The Technology Transfer Office at UC3M will work in close collaboration with fellows to actively identify and manage results with a
potential to be transferred into products for the benefit of society.

The Spanish Universities Law recognizes the right of professors to benefit from the income obtained through exploitation of the
results from which he/she is the inventor.
