1.0 Project Information
!
1.1 Project Description
!
The wind turbine is designed to mainly transfer the energy from wind to electricity. In order to
produce electricity very effectively a place with a vast blow of wind has to be chosen. As per the
request made by the client, for an output of 5W, the wind turbine should be able to absorb the
maximum wind speed. Considering all the details and wind directions we have chosen a wind
turbine head which can be rotated around the vertical axis of the Galvanised pipe to capture
continuous maximum wind speed.

The entire height of the specified wind turbine will be 2.75m(including the blades and the
basement). This is a good dimensional height to capture the maximum wind speed as the wind
blowing at a higher elevation contains a maximum speed.
!
This is a horizontal axis type turbine and the system is consisted of 3 blades for the balanced system
and reduces the initial cost. After giving several considerations at the same time going with request
made, we came up with the choice of using PVC for making the blades of the turbine. PVC is
reliable and will help to reduce the weight of the head.
!
As we have to construct the wind turbine inside the University, we considered about the safety of
the University students as well. Also to place the turbine, a land(basement) with hard soil also
should be satisfied.
!
After considering all these factors and as per the request made by the consultant the wind turbine
will be placed on the roof top of the Engineering building, which is situated at the east corner of the
university.

Construction of the project is expected to take approximately three weeks from the date of approval
of the project depending on the weather condition.

1.6 Summary of work
!
The Stone Constructors & consultants(PVT) Ltd is responsible for providing the service during pre-
construction,construction and post construction of the project. The chief engineer will be actively
involved in all the tasks at the time of the construction is under going and after the construction is
done, technical officers will be there at any time for a repair if needed.
!
Our professional chief engineer and the officers will perform a wide rage service and quality
assurance, material testing, safety, documents controls and claims mitigation during the construction
of the wind turbine.
!
We are planning to do the constructions within three weeks. We have mentioned the time period
below that we are planning to allocate for each task.
!
Material requirements for the wind turbine will be bought from the Sharda hardware which is at
NO. 159/9/1 Kaduwela Road Malabe in a lorry to the job site which will be in our company
premises, where we will have a proper storage place to store the equipments while the construction
is undertaking and after the construction of the wind turbine we will take it to the SLIIT premises in
a lorry .There will be twenty one employees all to gather with us and seven of them will take
rotations and will work at the site. The Working hours will be from 8AM to 5PM.

We are going to start the construction from the foundation and we are going to allocate seven days
for it because we think this is one of the main parts in the wind turbine and if the construction is not
done properly this will affect the outcome straightaway. First GI pipes will be taken and the
structure of 2m into 2m square will be made. To this we will fix the 3m height cable supported GI
pipe. This pipe will be made for three parts and fill fix to the foundation after that the foundation
and the GI pipe is fixed foundation will be fixed to the soil with four nails at four sides of it, for this
we are going to allocate two days. Next we will make the operating tower for this we will allocate
next 12 days because in this there are lot of parts to be made there are about six parts to be made to
get the operating tower properly. After the construction is done in the wind turbine major parts we
will fix four cables to the pipe for it to be more stable.

Bidders may withdraw their proposal and submit a revised proposal prior to the response deadline.

indicate the entire document is the confidential or proprietary information of the sender or that

the Cost Proposal or wind resource data to be confidential or proprietary, those portions of the
proposal must be clearly marked Confidential on every page requested.

4. Submission of Proposal
4.1. Proposal Size and Format
!
Proposers shall submit proposals in the following format, the proposal should not exceed 50 pages
of text, exclusive of attachments and appendices. The font should be clearly readable, similar to
Times New Roman and no less than 12 point. All pages, exclusive of attachments and appendices,
should be in 8.5 x 11 paper format and have at least one (1) inch margins. Submit 2 paper copies
and 1 electronic copy.

vendors and the project team is permitted during the bidding process, from the time the RFP is
posted on website until award of the contract. Vendors should not contact individual of SLIIT. Any

6. Acceptance criteria
!
The Company will not sell any real property for this project. Proposals that include the sale
of University real property will not be considered.
The proposal must satisfy all requirements of this RFP, but all innovative project delivery
methods and partnering options will be considered.
The business structure should involve the constructor and the constructor only and should
not have partnerships, tie ups, or any kind of connection or support from a third party unless
been informed formally and been approved by our company.
The business structure and proposal must guarantee that the University will be the primary
and preferred user/customer of the WTG(s) electrical output

3.Scope of work
!
As we have mentioned before we are planning to make the wind turbine within three weeks. We are
planning to make the wind turbine for three main parts. First the foundation part will be made from
seven days, the one leg which will be supported from four cables (we hope to use cable supports)
will be made next within two days.
!
Next twelve days will be allocated to make the operating tower and for testing the wind turbine. The
wind turbine will be construct in our office premises where we have allocated space for
construction and storage place for materials and equipments. Finally it will be transported to the
SLIIT premises.
!
In the bill of quantities table we have mentioned the equipments and materials that we are going to
buy for the construction from the Sharda hardware which is at NO 168/8/2 Kaduwela Road Malabe.
!
Our construction starts from the foundation. To build this part we are going to take the GI pipes and
make the structure of a square of 2m into 2m and the diameter of these GI pipes will be 2. To fix
the pipes into each other we will weld them together and will make the structure we think
foundation is the most important part of the wind turbine because this hold the upper body of the
wind turbine together. The final structure of the foundation will be like this.
The tower which is supported by four cables will be made next for this we will use a 3m height GI
pipe with a diameter of 2. This will be fixed to the foundation and would be welded.
Finally the operating tower will be made in this we have several main parts to be fixed to get the
whole part as one part. First the blades will be made for an angle of 35 to the vertical plane. This
blades will be made from PVC pipes.

Next the pirex or fiberglass back wing will be made and that will be fixed into the 1 PVC
conducer, this conducer PVC pipe which has a back wing fixed onto it will be next fixed to the
canopy which has the circuit in it. Finally the blades will be fixed to this conducer PVC pipe using a
plastic cup. Then this operating tower will be fixed to the tower. These are the views of the above
mentioned procedure.

The circuit that we are using for this wind turbine project will contain two parallel capacitors at the
value of 6.4F and 10F, 1K resistor series to LED panel and a LM7812CT regulator this is the
drawing of the circuit.
Finally the cables will be placed to the tower to balance the whole wind turbine.

4.Design and performance specifications
!
Codes and Standards
!
All equipment, material and construction procedures shall be in conformity with the latest
applicable laws of Sri Lanka and all local authorization. In the case of conflict between standards,
the more severe standards shall apply.
!
All required stamps shall be affixed to denote accordance to the appropriate codes. Code
requirements shall be based on codes and standards in effect at the contract date for the WTG
unit(s) and support structures. Data reports required by the applicable codes shall be submitted to
the Epic constructions Pvt Ltd designated engineer.

Design Submittals
!
The Wind Project Developer shall submit individual sets of calculations as requested by the SLIIT
Management. All sets shall be of similar format, self-explanatory and vivid to review. Sets of
calculations shall be submitted both electronically and in hardcopy, bound, titled, given unique
numbers and indexed.
!
When required, the Wind Project Developer shall provide an explanation together with evidence to
verify computer programs used for design calculations. Calculations and drawings shall always be
submitted with document number, revision suffix and date of issue. All drawings shall be to scale
and fully detailed, dimensioned and legible.
!
The Wind Project Developer will be responsible for the submission of calculations and drawings to
the local authority for planning and building regulation approval. Immediately prior to such
submission, the Wind Project Developer shall provide the SLIIT Management with a complete set
of all documents intended for inclusion in the submission.
!
Construction will not be permitted on site until the relevant designs and drawings have been
reviewed and approved by the SLIIT Management and the relevant local authority approvals have
been obtained. The Wind Project Developer shall support, cooperate with, and participate in the pre-
design meetings for every aspect of the projects design.
!
Project Developer shall use reasonable effort to accommodate the Universitys preferences for the
projects design. The Wind Project Developer shall also submit the design drawings and
calculations for each aspect of the projects design to the SLIIT Management for its review and
comment at a point roughly equivalent to being 60 and 100 percent complete. Upon initial
completion of each of the projects design, all project designs and calculations shall be submitted to
the University for its review and approval prior to construction. In all cases, the University may
engage an independent engineer to further review and approve design documents and calculations.

Review and approval of design documents by the University or the Epic constructions Pvt Ltd shall
not relieve Wind Project Developer of any responsibilities for completeness and sufficiency of the
design nor in any way transfer the Wind Project Developers responsibility for sufficiency of the
work to the SLIIT Management or the Epic constructions Pvt Ltd COMPLY

Performance Criteria

Testing
!
A complete Instructing and Testing Plan shall be submitted to the SLIIT Management or
the Epic constructions Pvt Ltd designated engineer for approval. The Wind Project Developer shall
provide notice, in writing, to the SLIIT management or its representative and to the local service of
its resolute to commence the system one week prior to the proposed startup date.
!
After receiving written permission to commence the system from the SLIIT Management or its
representative and the local service the Wind Project Developer shall instruct the system in keeping
with all requirements of the Commissioning and Testing Plan.
Testing includes operational testing and executional testing.
The Wind Project Developer shall correct any frailties revealed by testing prior to completion of
Commissioning of the system.

Wind Project Developer Retesting and Turbine Modifications
!
In this endeavor, if the WTG(s) do not meet the Performance Guarantees specified in the contract,
the Wind Project Developer may perform an additional power output performance test to verify the
results of the previous test. There shall be no tolerances or concession for testing error applied to the
test results. The Wind Project Developer shall bear the test related expense costs for the test.
!
If the unit has not met the performance guarantees, then the Wind Project Developer shall, without
cost to the SLIIT Management, make such alterations and modifications as required to obtain the
guaranteed performance. The alterations and modifications shall be completed in a manner that is
convenient to the SLIIT Management.
!
The schedule for alterations and modifications shall be subject to review and approval by the SLIIT
Management. The alterations and modifications shall be completed within 30 calendar days
following the performance test. After the alterations and modifications have been made, the
WTG(s) shall be retested.
!

The entire expense of the additional test demonstrating the effect of such alterations and
modifications shall be borne by the Wind Project Developer. The entire expense means all
charges acquired by the Wind Project Developer during the retesting. Furnishing and installation of
additional instrumentation, instrument costs, data logging, computations, reports, and similar
requirements necessary for the retest will be included as part of the entire expense cost.

The SLIIT Management shall have the right to review the Wind Project Developers test data, test
calculations, all test data corrections, and test results. Disagreements or differences between the
Clients and Wind Project Developers calculations and analysis shall be resolved in a manner
acceptable to the SLIIT Management.

6.0. Safety Statistics

Our company always makes sure our employees are well protected when they are working in a site.
So to make sure of this safety and to prevent minor injuries becoming major injuries we as a team
has taken several steps to prevent these. If an emergency situation occurs then we can get a idea
about the incident and we can prevent it happening for the second time.
The steps we have taken to prevent injuries while working in the site.
Every employee must wear a helmet which is made according to the standards and will
protect head injuries.
Appropriate gloves and boots must be worn according to the situation.
Wires must be kept properly in a side.
While the construction is going on nobody is allowed to the site area.
No food is allowed to the site area while the construction is undertaking.
Proper clothing must be worn, Example : (sarongs are not allowed).
If electric work is undertaking special goggles have to be worn.

6.1.1. Personal Protective Equipment (PPE)

Head protection
!
On almost all construction sites there are situations where head injuries could happen. The work
should be organized to minimize this risk, for example: preventing objects falling by using scaffolds
with toe boards and, if necessary, brick guards. But if even after doing this, risks of head injury will
normally still remain and you should:
Ensure all workers are provided with, and wear, suitable head protection.
Head protection should:
Be in good condition. If its damaged, throw n away;
Fit the person wearing it and be worn properly;

Clothing and footwear
!
Clothing needs to protect against hazards on site. The main reason for protecting the lower legs is to
help guard against cuts, grazes and splinters etc. in an environment where any skin damage can lead
to infection.
During bright days it is important to protect against over exposure to sunlight which can
cause skin cancer. Cases of malignant melanoma have increased dramatically in recent years.
Construction workers are expected to wear protective footwear whilst on site and doing
heavy work. The bones in the foot are quite delicate and easily damaged and any muscle or tendon
damage can prevent normal movement for several months. Steel toecaps (or equivalent) protect
against dropped objects. Midsole protection (usually a steel plate) protects against puncture or
penetration if you tread on a nail

Eye protection

Goggles or another form of approved eye protection must be worn all the time in construction area.
These are steps, some main ways to prevent injuries and what injuries can cause to you
and the steps to prevent an injury but if by mistake an injury happens there are few forms we have
with us to keep records of those and to prevent them happening again.

6.2 Health and Safety Induction

As part of the health and safety induction, an oral induction should be given prior to any site visit or
active involvement in construction process.
1. Health, safety and environmental policy Contractors commitment and general policies related to
health, safety and environmental issues related to the people work at the site as well as the
neighbors.
2. Emergency evacuations and fire prevention methods and evacuations measures established at the
site
3. Welfare of the site and maintenance site should provide necessary facilities for staff working
there. Also it should be kept clean in a manner appropriate skips used for different types of wastes.
4. Standard site rules or signs particular to each project, the site should underline the standard
rules. In general four different colors are used to display the site rules.
i. Red - Prohibitive (Must not do)
ii. Blue - Mandatory (Must do)
iii. Yellow Caution (Hazard warning)
