BP plugs well with mud;
feds say much oil is gone

NEW ORLEANS — BP
claimed a key victory today
in the effort to plug its
blown-out well as a govern-
ment report said much of the
spilled oil is gone — though
what’s left is still nearly five
times the amount that poured
from the Exxon Valdez.
More than three months
after oil began gushing from
the sea floor, officials offered
cautious remarks indicating
that an end to one of the
world’s worst spills was in
sight while some Gulf Coast
residents expressed skepti-
cism.
BP PLC reached what it
called a significant milestone
overnight when mud that was
forced down the well held
back the flow of crude. That
means the procedure known
as a “static kill” appears to be
working, though crews now
must decide whether to fol-
low it up with cement.
Federal officials won’t
declare complete victory until
they pump in mud and then
cement from the bottom of
the well, and that won’t hap-
pen for several weeks.

Nearly three-quarters of
the oil — more than 152
million gallons — has been
collected at the well by a
temporary containment cap,
been cleaned up or chemi-
cally dispersed, or naturally
deteriorated, evaporated or
dissolved.
“It was captured. It was
skimmed. It was burned.
It was contained. Mother
Nature did her part,” White
House energy adviser Carol
Browner said on NBC’s
“Today” show.
That leaves about 53.5
million gallons in the Gulf.
The amount remaining — or
washed up on the shore —
is still nearly five times the
size of the 11 million-gallon
Exxon Valdez spill, which
wreaked environmental havoc
in Alaska in 1989.
About a quarter of the oil
evaporated or dissolved in the
warm Gulf waters, the same
way sugar dissolves in water,
federal officials said. Another
one-sixth naturally dispersed
because of the way it leaked
from the well. Another one-
sixth was burned, skimmed or
dispersed using controversial
chemicals.
More than 205 million gal-
lons gushed from the well
after the Deepwater Horizon
rig exploded off Louisiana
on April 20, according to
government estimates. Crews
managed to burn, skim or
siphon off more than 30 mil-
lion gallons in the days after.

Bomb squad
ignites interest at
‘Elida Night Out’

ELIDA — The Village of
Elida held its annual “Elida
Night Out,” Tuesday, giving
community members a closer
look at equipment used by
the local sheriff’s depart-
ment, mounted posse, police
and fire departments, as well
as S.W.A.T., K-9 unit, Life
Flight and bomb squad.
Various pamphlets were
available to interested parties
containing information about
topics such as home security
and safety, identity theft, bul-
lies, abuse and cyber-safety.

personnel were available to
chat about the equipment and
its use. Though all of the teams
were equally approached, the
bomb squad seemed to inspire
the most curiosity.
“We’re the Allen County
Regional Bomb Squad but
we cover 12 counties,” said
Commander Deputy Phil
Miller. “We also go any-
where else in the state we’re
called to, if it’s something
major. We aren’t a full-time
bomb squad. In fact, the only
full-time squad in Ohio is
Columbus Fire. We all do
other things primarily: two
of us are at the Allen County
Sheriff’s Dept., two are at
the Lima Police Dept. and
the two newest are at the
Lima Fire Department but
when we get a call, we drop
what we’re doing and head
out. We average about 50-75
calls a year. We also have
three other support members
who aren’t trained.”
What drew most people to
the bomb squad’s display was
the mannequin wearing a stan-
dard bomb suit.

weighs about 20 pounds and
you have to have it fastened
down so you don’t turn into
a bobblehead,” Miller contin-
ued. “It’s made to withstand an
explosion and a certain amount
of fire. It’s Kevlar and it has
shock plates and rib support
similar to a football uniform.
In this kind of heat, you could
probably sweat 5-10 pounds of
water weight off wearing one
of these things.”
When a Life Flight/Mobile
Life Critical Care Transport
Network helicopter arrived,
the Elida High School football
team was required to re-locate
in order to accommodate the
demonstration. The Life Flight
team allowed people in and
out of the aircraft.
“With a helicopter, you
won’t get the same kind of
turbulence you would with an
airplane,” said Darren Hulbert.
“The air foil is bigger on a
plane. With a helicopter you
just get buffeted around like a
ping pong ball.”
The Life Flight network
encompasses five air medi-
cal helicopters, seven mobile
life units and more than 150
employees between Mercy
St. Vincent Medical Center,
University of Toledo Medical
Center and St. Rita’s Medical
Center.
“We have five base sites
and we go anywhere from St.
Rita’s to OSU,” Hulbert said.
“We can get to Columbus in
about 30 minutes. It’s pretty
nice to not have to deal with
roads and traffic.”
The younger communi-
ty members appeared more
intrigued by the aircraft than
its purpose.
“There are a lot of buttons in
there,” joked Life Flight team
member Andrew Hoffman.
“Kind of like a video game.”

believing BP’s claims of suc-
cess with the static kill and
similarly dismissed the idea
that only a quarter of the oil
remains in the Gulf.
“There are still boats out
there every day working, find-
ing turtles with oil on them and
seeing grass lines with oil in
it,” said Boggs, 45. “Certainly
all the oil isn’t accounted for.
There are millions of pounds
of tar balls and oil on the bot-
tom.”
A 75-ton cap placed on the
well in July has been keeping
the oil bottled up inside over
the past three weeks but was
considered only a temporary
measure. BP and the Coast
Guard wanted to plug up the
hole with a column of heavy
drilling mud and cement to seal
it off more securely.
The static kill — also known
as bullheading — involved
slowly pumping the mud from
a ship down lines running to
the top of the ruptured well a
mile below. A previous, simi-
lar effort failed in May when
the mud couldn’t overcome the
unstemmed flow of oil.
BP won’t know for certain
whether the static kill has suc-
ceeded until engineers can use
the soon-to-be-completed relief
well to check their work.
In the Gulf, workers stopped
pumping mud in after about
eight hours of static kill work
and were monitoring the well
to ensure it remained stable,
BP said.
“It’s a milestone,” BP PLC
spokeswoman Sheila Williams
said. “It’s a step toward the
killing of the well.”
The pressure in the well
dropped quickly in the first 90
minutes of the static kill pro-
cedure, a sign that everything
was going as planned, wellsite
leader Bobby Bolton told The
Associated Press on Tuesday.

Sr., 81, of Delphos, died
at 7:30 p.m. Tuesday at St.
Rita’s Medical Center.
He was born July 6, 1929,
in Portland, Ind., to Dayton
and Dulcie (Ketchum)
Gunter.
On May 29, 1948, he mar-
ried Virginia P. Klaus, who
survives in Delphos.

co-president with his wife for
two years. He was awarded
the first annual Honorary
Wildcat service award in 2004
and was past president of the
Delphos Jefferson Alumni
Association in 1975, which
was the 100th anniversary of
the school.
He was a devoted hus-
band and father, loved his
grandchildren and great-
grandchildren and followed
them in sports and all their
school activities and followed
Jefferson sports. He enjoyed
gardening and raising veg-
etables and flowers. He liked
to take trips to the Smokey
Mountains and loved working
on the railroad and continued
a deep interest after retire-
ment.

Tuesday at his residence.
He was born April 17,
1945, in Lima, to Gilbert and
Edna (Nichols) Hedrick.
He married Dorothy J.
Suever on Aug. 20, 1966; she
survives in Delphos.

Robert A. “Bob” Heitz, 84,
of Wapakoneta died at 9:30
a.m. Monday at his residence
surrounded by his family.
He was born May 16, 1926,
in Fort Jennings, to Otto and
Rose (Stauterman) Heitz, who
preceded him in death.
On June 29, 1949, he mar-
ried Dorothy Kaverman, who
survives in Wapakoneta.

fully completed their terms of
probation and were released.
The court collected $5,419.62
in fines and court costs.
Sixty-four percent of the

Man banished
from town to
be re-sentenced
WADSWORTH (AP) —
A man essentially ordered to
keep out of an Ohio com-
munity two years ago over
repeated calls to City Hall will
be re-sentenced.
Barberton resident Jeffrey
Aberegg admits to calling
police and other departments
in nearby Wadsworth numer-
ous times beginning in 2001,
because of problems with his
ex-wife and other individuals.
The city south of Cleveland
says the calls interfered with
official business, and in 2008
Aberegg was convicted of
telecommunications harass-
ment.
In an unusual sentence, the
judge ordered him to stay off
city property for five years.
Wadsworth’s law director
says that included streets and
sidewalks, meaning Aberegg
was banished.
The Ohio public defender’s
office appealed, and the city
has agreed to re-sentencing.
No date has been set.
Feds pounce on
Ohio pain clinic
operators
WAVERLY (AP) —
Federal and local authori-
ties say six people have been
indicted on charges alleging
a southern Ohio pain manage-
ment clinic sold drug prescrip-
tions fraudulently.
Authorities say the alleged
“pill mill” operated under dif-
ferent names and let people
get pain medicine without a
doctor’s exam or legitimate
medical need. They say as
many as 80 people a day paid
up to $180 for visits to Ohio
Medical and Pain Management
in Waverly.
Clinic owner Nancy
Sadler faces the most charges
in the federal indictment in
Cincinnati: 29 counts, includ-
ing 24 counts of unlawful dis-
tribution of controlled sub-
stances.
The clinic’s voicemail was
full today and there was no
listing for Sadler.
Ohio authorities have
stepped up efforts to fight pain
medicine abuse.

Voinovich
Congress narrowly
approved yet another unem-
ployment insurance exten-
sion, but my colleagues on
the other side of the aisle
continue to miss the forest
for the trees.
Instilling certainty into
the economy by providing
relief to the unemployed is
important. But creating sus-
tainable jobs is where this
debate should be focused.
Over the past two years,
our nation borrowed $123
billion to pay for unemploy-
ment insurance extensions,
our national debt increased
by almost $4 trillion, and
Democrats passed a $2 tril-
lion health care bill and a
stimulus bill now estimated
by the Congressional Budget
Office to cost $860 billion.
In spite of all this spending,
people are asking, “Where
are the jobs?”
Most Americans would
rather have a job than col-
lect unemployment insur-
ance. Let’s stop kicking the
can down the road and work
together on creating jobs —
particularly since the answer
actually lies on that road —
by passing a robust surface
transportation reauthoriza-
tion bill.
A multiyear transportation
bill that is paid for would be
a real economic stimulus and
create immediate jobs. The
Transportation Department
estimates that for every $1
billion the federal govern-
ment invests in highways and
bridges, 34,800 jobs are cre-
ated or maintained. Highway
projects worth more than
$47 billion are ready to go,
according to state depart-
ments of transportation.
But President Barack
Obama is doing nothing to
get these projects off the
ground. This year, 21 states
have indicated that they are
likely to be forced to reduce
transportation investments
because of Washington’s
inaction.
The transportation con-
struction industry supports
more than 3 million jobs.
Just think about the massive
impact this industry has on
employment in the U.S. It
provides more domestic jobs
than both U.S. motor vehicle
and parts manufacturers and

participated; each designat-
ing their own local food bank
as the recipient. The com-
pany, as a whole, was able to
donate nearly 270,000 pounds
of food to very worthy local
charities. In last year’s food
drive the company raised just
over 134,000 pounds of food
companywide.

market uncertainty,” Foss

makes it difficult to hold
onto valued employees. It
makes it hard to convince
subcontractors to work for
us. And it makes it hard to
convince lenders to invest
in us.”
A robust new highway
bill is a three-fer. It is good
for jobs and for an industry
that is struggling, good for
our competitive position in
the global marketplace and
good for our environment
— traffic congestion, for
example, contributes almost
30 percent to our greenhouse
gas emissions.
In addition, construction
is an economic stimulus we
can afford at a time when
we are borrowing more than
41 cents of every dollar we
spend.
We do not need to borrow
money for the transportation
bill. We can pay for it by
increasing the gas tax, which
has not risen since 1993. The
gas tax is a user fee, and just
a few cents could help create
jobs, improve our infrastruc-
ture and better the climate.

Ohio Hardest-Hit Fund
plan approved by U.S.
Department of Treasury
$172M to assist
Ohio homeowners
facing foreclosure
COLUMBUS — The U.S.
Department of Treasury today
announced the approval of
the Ohio Hardest-Hit Fund
(Ohio HHF) plan. The Ohio
Housing Finance Agency
(OHFA) will use the alloca-
tion of $172 million in federal
foreclosure prevention fund-
ing to help families struggling
to pay their mortgages.
“Ohio families have felt the
effects of the national hous-
ing crisis harder than most.
Through this partnership with
the Obama Administration,
the Ohio Hardest-Hit Fund
will keep more Ohio families
out of foreclosure while add-
ing stability to the housing
market,” Ohio Governor Ted
Strickland said. “The Ohio
Hardest-Hit Fund will be
another tool for homeowners
to stay in their homes, along
with ongoing state initiatives
like Save the Dream and the
Foreclosure Compact that
bring homeowners and lend-
ers together to avoid home
foreclosure.”
Ohio has received the third
largest allocation of Hardest-
Hit funds to date as part of
the U.S. Treasury’s second
round of funding. OHFA has
worked with Governor Ted
Strickland, the Department
of Commerce and the Save
the Dream Ohio partners to
develop a comprehensive,
statewide strategy. The plan
aims to assist 18,500 unem-
ployed and underemployed
homeowners who are experi-
encing financial hardship and
are at-risk of mortgage loan
default or foreclosure.

Reagan knew America
was in dire straits and fought
hard for a gas tax increase
once he realized the effect
it would have on the econ-
omy. It was a tough pill
for his conservative col-
leagues to swallow. But, in
the end, Congress passed
the much-needed Surface
Transportation Assistance
Act of 1982, which provided
a 5-cent gas tax increase and
created hundreds of thou-
sands of jobs. History speaks
for itself.
Today, groups that
don’t traditionally back
tax increases — among
them, the U.S. Chamber of
Commerce, the National
Association of Manufacturers
and the American Trucking
Association — have come
out in support of a gas tax
increase because of this
reauthorization bill’s ability
to put Americans back to
work.

Economic recovery falls

buzzed with questions and
concerns about the forced
ouster of a black Agriculture
Department employee. But
no one stepped in to stop

Justice Ruth Bader Ginsburg,
the prospect of three women
on the Supreme Court is
exhilarating, and she intends
to stay around and enjoy it.
After the death of her
husband and her own treat-
ment for cancer, there was
speculation that the 77-year-
old justice would step down.
But she told The Associated
Press on Tuesday that she
plans to remain on the court
for the foreseeable future and
still wants to match Justice
Louis Brandeis, who retired
at age 82.
Ginsburg talked with the AP
in her wood-paneled office at
the court as the Senate began
debate on the all-but-assured
confirmation of high court
nominee Elena Kagan, chosen
by President Barack Obama to
replace John Paul Stevens. Last
year, Justice Sonia Sotomayor
joined the court after David
Souter retired.
With Kagan’s confirma-
tion, there would be three
women serving together on
the Supreme Court for the
first time. “To me, it’s one of

almost entirely from debit
cards, which rose to $465 bil-

The White House offi-
cial said it’s unclear wheth-
er Obama was told about
these concerns when he was
first briefed on the incident
Tuesday afternoon. In the
briefing, he told staff that he
trusted Vilsack and stood by
the secretary’s decision.
Vilsack stood by his original
decision as well. While he also
had not seen a full transcript of
Sherrod’s remarks, he issued a
second statement Tuesday that
said the controversy surround-

Family says racial bias caused gunman to snap

MANCHESTER, Conn. — Omar Thornton
sat calmly in a meeting with union representa-
tive and his supervisors as they showed a video
of him stealing beer from the distributor where
he worked.
Busted, he didn’t put up a fight, company
officials said. He quietly signed a letter of res-
ignation and was headed for the door when he
pulled out a gun and started firing — “cold as
ice,” as one survivor described it.
In the end, Thornton killed eight people,
injured two, then turned the gun on himself in
a rampage Tuesday at Hartford Distributors
that union and company officials said they
would not have anticipated from someone
with no history of complaints or disciplinary
problems.
Yet relatives say Thornton, 34, finally
cracked after suffering racial harassment in
a company where he said he was singled out
for being black in a predominantly white work
force.
“Everybody’s got a breaking point,” said
Joanne Hannah, the mother of Thornton’s
longtime girlfriend.
After shooting his co-workers, Thornton
hid as police moved in. He called his mother,
who tried for 10 minutes to talk him out of
killing himself, his uncle Will Holliday told
reporters.
“He said, ’I killed the five racists that was
there that was bothering me,”’ Holliday said.
“He said, ’The cops are going to come in so I
am going to take care of myself.”’
Authorities said they found him dead.
Thornton had said he found a picture of a
noose and a racial epithet written on a bath-
room wall, said Hannah, of Enfield, whose
daughter Kristi had dated Thornton for the
past eight years. Her daughter told her that
Thornton’s supervisors said they would talk to
his co-workers.
Brett Hollander, whose family owns the
distributor, denied any racial bias. And a union
official said Thornton had not filed a complaint
of racism with the union or any government
agency.
“I can assure you there has never been
any racial discrimination at our company,”
Hollander said.
Teamsters official Christopher Roos said,
“This is a disgruntled employee who shot a
bunch of people.”

told The Associated Press he was stunned by
Thornton’s rampage after a meeting in which
he calmly agreed to resign instead of being
fired:
“He was cool and calm. He didn’t yell. He
was cold as ice. He didn’t protest when we
were meeting with him to show him the video
of him stealing. He didn’t contest it. He didn’t
complain. He didn’t argue. He didn’t admit or
deny anything. He just agreed to resign. And
then he just unexplainably pulled out his gun
and started blasting.”
Steve Hollander said he thinks Thornton
had guns stashed in his lunch box. The execu-
tive said two people standing near him were
fatally shot in the head, but he was only grazed
in the jaw and the arm.
“He shot at me twice and hit me a couple
times,” he said. “By just the grace of God, I
don’t know how he missed (killing) me.”
About 50 to 70 people were in the Hartford
Distributors warehouse about 10 miles east of
Hartford during a shift change when the gun-
man opened fire, said Brett Hollander, Steve
Hollander’s cousin.
“I was on the phone with 911 and then I
saw him running outside of my office win-
dow, shooting his gun, carrying his lunch box,
which must have had his weapons in it,” Steve
Hollander said. “It doesn’t seem real to me
now.”
The shooting was over in minutes. The
victims were found all over the complex, and
authorities said they didn’t know whether
Thornton fired randomly or targeted people.
Workers flooded out of the building as
police officers raced into it, Manchester police
Chief Marc Montminy told the town’s board of
directors Tuesday evening.
“Some were hiding in the woods and some
were hiding under cars,” he said.
State police found weapons in the suspect’s
car, Montminy said, without providing details.
Thornton was not a problem employee and
had not had any previous disciplinary issues,
said Gregg Adler, a lawyer for the Teamsters
Local 1035. He said he was not aware of how
much beer Thornton was accused of stealing.
Kristi Hannah had been with him Monday
night and had no indication he was planning
anything violent, her mother said.
Joanne Hannah described Thornton as an
easygoing guy who liked to play sports and
video games. She said he had a pistol permit
and planned to teach her daughter how to use
a gun.
Police declined to release the names of
those killed.
Among the dead was Bryan Cirigliano,
51, of Newington, president of Teamsters
1035, according to the union. He had been
Thornton’s representative at Tuesday’s disci-
plinary hearing, the union said.

NEW YORK — The face on the cover of Time magazine is
graceful, composed and unthinkably maimed. The heart-shaped
hole where 18-year-old Aisha’s nose should be is a mark of
Taliban justice — a visceral illustration, the headline suggests,
of “what happens if we leave Afghanistan.”
The portrait has quickly become a symbol of the stakes of
a nearly decade-old war. It has been brandished before House
Speaker Nancy Pelosi on television, dissected in online com-
mentary and extrapolated into a conversation-starter about
topics ranging from anti-abortion activism to violence against
women.
If the response proves it’s still possible for pictures to
provoke a visually saturated culture, it also shows how much
viewers have come to accept graphic images. Time braced for
an outcry — even consulting psychologists about how the photo
might affect children — but relatively little of the ensuing dis-
cussion has centered on the graphic nature of the image.
Under orders from a Taliban commander acting as a judge,
Aisha’s nose and ears were sliced off last year as punishment
for fleeing her husband’s home, according to Time’s story and
other accounts. She said she fled to escape her in-laws’ beatings
and abuse.
Now in a women’s shelter, she is set to get reconstructive
surgery in the U.S., with the help of Time, humanitarian orga-
nizations and others.

TEHRAN, Iran — A conservative Iranian website said
President Mahmoud Ahmadinejad escaped an assassination
attempt after a handmade grenade exploded near his convoy
today, but Tehran state TV denied the report.
Other media reported an explosion in the area but gave
conflicting accounts about the cause. Some said it was a fire-
cracker.
The website, khabaronline.ir, said the grenade detonated
near Ahmadinejad’s convoy as he was on his way to address
a crowd in the western Iranian town of Hamedan but did not
harm him.
The president later gave his speech as planned, and it was
broadcast live on state television. He made no mention of the
attack in his remarks, focusing instead on the country’s dis-
puted nuclear program.
Several media outlets differed in the details about what
happened.
The semiofficial Fars news agency said a handmade gre-
nade was thrown at the path where the president and his entou-
rage had been but only after they had left the site. Fars said the

SHREVEPORT, La. — Christopher Patlan was hanging out
with friends on the Red River when he heard the desperate screams
coming from seven teenagers. One minute they were wading in
shallow water, the next they plunged into a dropoff 25 feet deep.
Patlan bolted the three yards to the river and jumped in, saving
15-year-old DeKendrix Warner. By the time he had dragged the
boy to safety, the six others from two families — all nonswimmers
— had drowned. Family members, who also can’t swim, watched
helplessly.
“Everything happened so fast. It was like a wreck,” Patlan said
Tuesday.
Just minutes earlier, Monday afternoon had started out as a
typical summer get-together. A large group of relatives and friends,
including about 20 children, gathered on a sandy shore near the
northwest Louisiana river’s bank to cool off from the oppressive
heat and to barbecue. They hadn’t even set up the grill.
The teens were splashing around in waist-high water when
DeKendrix stepped off a slippery ledge. As he kicked and flailed,
one cousin rushed to help — and found himself plunging into the
severe dropoff. Then another.
“I stepped and I started drowning,” DeKendrix told The
Associated Press on Tuesday, speaking in a low voice outside his
inner-city Shreveport home, a one-story white clapboard structure
with peeling green trim and an unkempt yard.
“It’s hard when you can’t save your kids,” said Maude Warner,
whose 13-year-old daughter Takeitha and sons 14-year-old JaMarcus
and 17-year-old JaTavious were among those who drowned.
“It’s hard when you just see your kids drowning and you can’t
save them,” she told KTBS TV.
The other victims were three brothers: 18-year-old Litrelle
Stewart, 17-year-old LaDairus and 15-year-old Latevin.
The area of the drownings is near a public park, but it’s not a
designated recreational or swimming spot and no lifeguards are on
duty. It’s frequented by swimmers and fishermen, who must walk
through woods along a path to reach the river. The city had just dug
a trench to limit access to it.
“The river is a dangerous place. It’s no place to even put your
foot in if you don’t know how to swim,” said Shreveport Fire Chief
Brian Crawford.
The lone life jacket nearby was thrown to the victims but none
could reach it.

The picture and story have elicited more than 500 comments
on Time’s website alone, plus countless others on social net-
works and websites ranging from the political behemoth The
Huffington Post to BagNews, a forum for dissecting photogra-
phy. While it’s too early to gauge whether the piece affected the
magazine’s sales, it already has brought in more than twice as
many e-mailed letters to the editor as hot-button issues usually
generate, the magazine said.
“It’s provoked a tremendous amount of conversation, which
is exactly what we wanted,” Time Managing Editor Richard
Stengel said. “It both gets people’s attention and kind of repels
people’s attention, but it commands you to look at it and have
an opinion about it.”
Some observers have invoked comparisons with one of pho-
tojournalism’s most enduring images: the arresting, green-eyed
refugee girl who appeared on National Geographic’s cover in
1985 and became an emblem of Afghanistan’s suffering under
Soviet occupation.
But if Aisha is the new “Afghan girl,” some feel she’s being
used as a poster child for a political message.
“It’s not the photo,” journalist Irin Carmon wrote on the
feminist blog Jezebel. “It’s the headline. ... There is an elision
here between these women’s oppression and what the U.S. mili-
tary presence can and should do about it.”
At least some commentators, including some writing from
Muslim perspectives, are troubled by the photo itself or its
placement on the cover of a magazine with a 3.25 million-copy
print circulation and a website that drew nearly 9 million unique
U.S. viewers last month.
DETROIT — Automakers posted higher U.S. sales last month,
a sign that Americans are still willing to buy big-ticket items even
though concerns linger about the economy and hiring.
After a sluggish June, sales rose slightly for General Motors Co.
and Chrysler. Foreign-based companies such as Toyota and Honda
posted bigger gains. Ford, meanwhile, had flat sales.
Sales were boosted by easier credit and new versions of cars and
trucks ranging from Jeeps to large family wagons. Summer promo-
tions also helped.
Car loan approvals have risen for buyers. And GM announced
last month that it will buy a company that specializes in loans to
shoppers with poor credit. Those subprime customers represent a
big chunk of car buyers.
But the car industry is still vulnerable. Auto sales are recovering
from a 30-year low in 2009, but the pace has been fitful. Month-
over-month sales have fallen as often as they have risen in the first
half of the year. Most automakers saw sales fall from May to June
as shoppers worried about home values and high unemployment.
But when final sales figures are tallied late Tuesday, July could
rank as one of the strongest sales months this year. It could also
eclipse July of 2009, which was partly helped by the government’s
Cash for Clunkers rebate program.
Sales at General Motors Co. rose 2.6 percent over June, boosted
by promotions to make room for 2011 models. Newly launched
models also helped. The Chevrolet Camaro muscle car, Chevrolet
Equinox crossover, Buick LaCrosse sedan and Cadillac SRX
crossover showed strong increases, the company said. Crossover
vehicles are roomy inside like a truck, but are usually built on a
more nimble car platforms.
Ford Motor Co., which has enjoyed a strong 2010 so far, said its
sales were flat from June. They rose 3 percent compared with July
last year, lifted by stronger sales of its Ford-brand cars and trucks.
Children, teacher killed in attack
BEIJING (AP) — A knife-wielding man went on a slashing ram-
page in a kindergarten in eastern China, leaving three children and
one teacher dead in the country’s latest school attack, area residents
said today.
The official Xinhua News Agency said police had detained a
26-year-old man who had confessed.
Officials refused to release details of the attack, saying they feared
reports could inspire copycat killers. The assault was among the worst
in a spate of gory rampages this year in schools and in public spaces
that have left dozens of people dead and scores wounded.
The assailant entered the Boshan District Experimental
Kindergarten’s Jinfengyuan branch in a suburb of Zibo in Shandong
province at about 4 p.m. Tuesday as parents were picking up their
children, according to people living nearby contacted by telephone.
About 20 children and staff members were injured, two of the
children seriously, they said.
Official news media were largely silent on the attack today — a
sign editors had been told to steer clear of the topic as part of efforts
to discourage more violence and calm public fears.
Online postings about it were deleted by mid-afternoon by gov-
ernment censors who police the Internet for material considered
politically sensitive.
However, Xinhua issued an English-language report late today
saying police had detained a 26-year-old man on suspicion of killing
at least three children.
It said self-employed worker Fang Jiantang had admitted com-
mitting the attack with a 24-inch (60 centimeter) knife, but his motive
was unknown. Assailants in previous attacks have often suffered
from mental illness, held grudges against their victims, or were angry
over personal failures.
Xinhua said three children died at the scene, and three other chil-
dren and four teachers were taken to a hospital. Two of the teachers
were in serious condition, it said.
Earlier, the head of the Zibo government propaganda depart-
ment’s news office, who gave just his surname, Bi, would say only
that there had been “very few deaths and injuries.”
NYC panel clears way for mosque

NEW YORK — A city panel Tuesday cleared the way
for the construction near ground zero of a mosque that has
caused a political uproar over religious freedom and Sept.
11 even as opponents vowed to press their case in court.
The Landmarks Preservation Commission voted unani-
mously to deny landmark status to a building two blocks
from the World Trade Center site that developers want to
tear down and convert into an Islamic community center and
mosque. The panel said the 152-year-old lower Manhattan
building isn’t distinctive enough to be considered a land-
mark.
The decision drew praise from Mayor Michael Bloomberg,
who stepped before cameras on Governor’s Island with the
Statue of Liberty as a backdrop shortly after the panel voted
and called the mosque project a key test of Americans’ com-
mitment to religious freedom.
“The World Trade Center site will forever hold a spe-
cial place in our city, in our hearts,” said Bloomberg, a
Republican turned independent. “But we would be untrue
to the best part of ourselves, and who we are as New
Yorkers and Americans, if we said no to a mosque in lower
Manhattan.”
Bloomberg said Tuesday that denying religious freedom
to Muslims would play into terrorists’ hands. He said fire-
fighters and other first responders who died in the Sept. 11
attacks had done so to protect the U.S. Constitution.
“In rushing into those burning buildings, not one asked,
’What god do you pray to? What beliefs do you hold?”’
Bloomberg said of the first responders. “We do not honor
their lives by denying the very constitutional rights they
died protecting.”
The Cordoba Initiative says on its website that its goal
is to foster a better relationship between the Muslim world
and the West, “steering the world back to the course of
mutual recognition and respect and away from heightened
tensions.”
The center’s board will include members of other reli-
gions, the project’s backers said. There also will be a Sept.
11 memorial to the victims of the attacks, Khan said.
Cordoba wants to transform the building into a glass
tower with a swimming pool, basketball court, auditorium
and culinary school besides the mosque.
Landmarks Commissioner Stephen Byrns said the build-
ing’s proximity to ground zero and the fact it was struck by
airplane debris during the Sept. 11 attacks don’t qualify it
as a landmark.
While landmarks commission members went over the
existing building’s architectural features such as cornices
and colonnades, some in the audience of about 60 at Pace
University in lower Manhattan held signs telegraphing their
opposition.
Linda Rivera’s sign read, “Don’t glorify murders of
3,000. No 9/11 victory mosque.” She cried after the board’s
vote.
“I lost 3,000 American brothers and sisters, including
courageous policemen and firemen, and this is a betrayal,”
she said.
But Zead Ramadan, president of the board of the New
York chapter of the Council on American-Islamic Relations,
said Islam is “a religion of peace and justice.”
