6.2 Civil Completion

6.2.1 Construction Site

The Construction Site will be totally separated from the existing plant which remains in full operation, including
necessary transport routes.
The Cosun terrains, south of the Potendreef, will be used for parking area and storage / assembling site. The
access road on the south side is needed for building transports and connection with the assembling site on
the Cosun sites.

6.2.2 Demolition works

Before construction starts the existing Sorting Hall with its concrete platform will be demolished. Base for
BVR is a construction site, free of electrical cables and piping.

6.2.3 Building Section 1: Turbine Building (BS01)

Parallel with the activities of the Tipping Hall (west side) this building will be erected. First of all the cellar and
the turbine foundation will be made, after that concrete structure and steel structure of Water post-, Turbine-
and Electrical Building with Air coolers (BS08) can be built. Roof and faade will be installed in the train of
Bunker / Boiler House / Flue Gas Treatment Building.

6.2.4 Building Section 2: Tipping Hall (BS02)

Because of the need of a second (mobile) crane during the sliding formworks of the Bunker, the concrete
works of the Tipping Hall is divided in two phases. The west part starts the same time as the Turbine Building,
while the east side can start after dismantling the equipment of the sliding formwork.

6.2.5 Building Section 3 / 4: Bunker / Boiler House up to ground level (BS03/04)

The Bunker floor and the cellar floor of the Boiler House are situated in a construction pit. The sheet piling of
this pit starts shortly after demolition works. After that the Vibro piles will be installed and the excavating will
be executed. Before excavation a framework will be installed to stud the sheetpile walls. Furthermore a

7 MECHANICAL COMPLETION

7.1 Final Installation Inspection

7.1.1 Goal and purpose

These instructions describe how and according to what documents to proceed for deliveries and services to
acquire the preacceptance from the customer for the incinerator plant once installation is complete.

7.1.2 Scope of application

These instructions apply for the complete scope of delivery by Von Roll Environmental Technology, hereafter
called the contractor.

7.1.3 Other relevant documents

GP 424 Installation and commissioning

GP 423 QA-Process
AA 423 04 Planning and processing of quality tests
AA 423 F03 Test report
AA 423 F04 List of variations

7.1.4 Final installation inspection

The final installation inspection has the purpose of checking together with the customer/owner as well as the
supplier the contractual deliveries and services at the end of installation for completeness, conformity with the
agreement/order, installation quality and usefulness (operability). A passing of risk and the acknowledgement
of contractual performances are not associated with the final installation inspection.

To speed processing and minimise interruptions, the final installation inspection can be carried out not only in
its entirety, but also in stages parallel to the installation sequence.

The result is recorded in a test report.

7.1.5 Planning

The final installation inspection must be prepared by the Technical Project Manager (TPM), who is
responsible for the relevant order. The documents must be handed over to the inspector (who may also be the
TPM himself) and to the construction site. The dates agreed upon with the construction site will be observed
for the pre-tests and the MEK in the MEK planning form.

P_10AAA1_Construction-Erection Management Plan_01_RFD_BVR.doc 24/29

BAVIRO

7.1.6 Preparation

The TPM must prepare the Test report form AA 4 23F 03 with a list of all test points. The participants for the
final installation inspection (e.g. customer/consultant, manufacturer's representative, any EMSR supplier,
construction site manager (CSM), Quality Assurance Engineer (QSE), Quality Assurance construction site,
order processing agent), will be invited in writing by the CSM 14 days in advance. A representative of the
customer must participate so that at the time of the final installation inspection, customer complaints can be
recorded and acknowledged by the supplier for rectification. The Construction Site Manager must first carry
out an inspection with the supplier with support of the TPM and suggest the rectification of major defects.

Contents of the MEK documentation:

1. Test report
2. Extract of agreement
3. TBU
4. R&I flow chart
5. Instructions and drawings
6. Order-related instructions
7. QA documentation
8. Defects list - Damage reports

7.1.7 Execution

The TPM, QA construction site or the person in charge of the final inspection will carry out the inspection with
the help of the prepared list (AA 423 F 03), and the prepared documents according to step 8. During the
inspection, the report is prepared and the component data are checked using the documents.

The detected faults are recorded in the Fault list AA 4 23F 04 and the R+I and lists are corrected. The parties
must jointly divide the faults into two categories and schedule them. These are significant defects that can
prevent start of the cold commissioning and insignificant defects that can be processed later.

As long as remaining tasks are to be executed, the parties will jointly determine if such tasks will hinder the
commissioning. If not, the remaining tasks are jointly determined in a written remaining points list and the
dates for their completion are agreed upon and can hence be completed after the pre-acceptance.

The final installation inspection can be refused if it is ascertained that the installation is not yet complete or
major faults are present.

If the final installation inspection is refused, it can be requested again only after the ascertained faults have
been rectified. If the final installation inspection is refused, the sub-supplier (SS) bears the risk for failing to
comply with the order schedule for its share of the delivery.

All those who participated in the installation will sign the report at the end of the inspection.

7.1.8 Location of MEK reports

The original remains at the construction site so that the processed points can be initialled. A copy goes to the
TPM to Zurich. All reports will be collected in a folder. After a specific time frame, but no later than after PAC,
the file will be sent to Zurich. All open points that have not yet been processed must be included in the
common loop list and must be marked on the report with e.g. "included in loop list".

8 COMMISSIONING

For detailed information please see Commissioning Management Plan

9 SCHEDULING
9.1 Time Schedule

The main purpose of the Overall Project Schedule (OPS) is to set up an overall monthly project status, used
by the Project Management to take appropriate decisions. This schedule covers all project phases by WBS in
each building section and discipline. It identifies the main milestones necessary to reach the contractual
objectives and the main interfaces between the groups of tasks in each discipline.

The OPS which is a synthesis of the Discipline Schedules is intended to provide overall control of the job,
defining interface milestones for design and construction activities and shows the major restraints and
relationships between them. This schedule is a roll-up of the Discipline Schedule. This schedule covers all
phases of the project scope, engineering, procurement, construction, commissioning and start-up by group of
activities and units and identifies:
The interfaces between engineering disciplines.
The interfaces between construction disciplines.
The activities of various subcontractors involved in construction works, taking into account the necessary
interfaces.

The OPS equals for all parties at detailed level 3. The detailed time schedule from VRI (level 4) is also
integrated. In the available views this can be filtered out, so that all parties have a good overview.

9.2 Scenario Book

The scenario book is a visualisation of the time schedule and the activities on site.
There are three different levels:

Level 1
- See attached file: Time Road Diagram
- Level 1 gives an overview on one page over all mean activities on the site.
Vertical is the time axe, on the horizontal axe you see the different building sections.
Level 2
- See attached file: Scenario Book Level 2
- Level 2 is a visualisation of time schedule per month horizontal projection
(Overview for each month on one page over all mean activities on the site)
Level 3
- See attached file: Scenario Book Level 3
- Level 3 is a visualisation of time schedule per month vertical projection
(Overview for each month on one page over all activities on the site)
