1. SCOPE

This specification covers the general requirements for the design, manufacturing,
connection and testing of electrical metal-enclosed/metal-clad switchboards (medium
voltage switchgear, MVSG, medium voltage motor control center, MVMCC, low voltage
switchgear, LVSG, low voltage motor control center, LVMCC).

The general term switchboard applies to factory-built assemblies (FBA), such as


switchgear, motor control centers, control gears and distribution boards. Which have the
following associate specifications:

- CA04-04-33-P-SP-003, Medium & Low Voltage Switchgear.

- CA04-04-33-P-SP-004, Medium Voltage Motor Control Center.

- CA04-04-33-P-SP-005, Low Voltage Motor Control Center.

This specification applies to general purpose switchboards, for indoor installation in non-
hazardous locations and corresponds to minimum requirements.

Unless otherwise specified in the Material Requisition (MR) and Data Sheets this
specification shall apply to switchboards with rated voltages in the following bands:

A. LV (low voltage)

B. Above 1kV and up to and including 72.5 kV AC

This specification is appropriate for use in conjunction with the Material Requisition (MR)
and Data Sheets. Unless otherwise specified in the MR and Data Sheet, Seller shall
comply with the requirements of this specification. Should conflict exist between
requirements of this specification and those of the MR and Data Sheets, the latter shall
govern, in case of doubt Seller shall notify the Buyer in writing for resolution. Any
deviation shall be listed by Seller in his bid, with explanation of reasons and advantages
of suggested solution.

2. CODES AND STANDARDS


A. Unless otherwise specified in the MR and Data Sheets, the following
recommendations and standards shall be applied:

Energa Elctrica y de Comunicaciones, Norma COVENIN 734. This
document is based in the National Safety Code of ANSI C2.

B. The equipment and materials furnished shall be labeled, listed, certified, accepted or
otherwise determined to be safe for the use intended by an internationally recognized
testing laboratory.

C. Units, electrical terms and definitions.

Units, electrical terms and definitions used in this specification and to be used by
Seller, shall be in accordance with IEC recommendations:

IEC-60027 - Letter symbols to be used in electrical technology.

Electrical diagrams shall be with graphical symbols in accordance with IEC-


60617 graphical symbols for Diagrams.

3. DATA SHEETS AND SELLER INSTRUCTIONS


A. Seller shall complete data sheets and return to the Purchaser. Seller to fill in Seller
Confirmation column with data as appropriate. All rows shall be filled in or package
will be returned to Seller as incomplete.

B. Data and information provided by Seller in the data sheets will be considered
contractually binding, since they will be used in the overall design.

C. Equipment arrangement and space limitations are generally shown on the equipment
layout drawings, as accurately as possible, but are not intended to represent design
of bus, which remains Sellers responsibility.

4. SITE CLIMATIC CONDITION & TROPICALIZATION REQUIREMENT

If mechanical cooling of the substation building fails, equipment shall withstand without
any damage and degrading a temperature of 40C and a relative humidity of 93% for four
(4) days

5. DESIGN CRITERIA
The design and construction of electrical switchboards shall be such to ensure:

A. safety of personnel under all operating and expected fault conditions;

B. construction and operating reliability;

C. possibility of future extension;

D. minimum maintenance requirement.

6. ACCESSIBILITY
A. Operators position

All normal service operations shall be performed from the front of the
switchboard. Inspections and alike are not considered normal service operations
and may be from the rear.

B. Operators accessibility

a) Occasional handling

All internal parts of the switchboard that require accessibility for


occasional handling, such as replacing of fuses, lamps, setting or
resetting of relay, etc., shall be accessible from the front.

b) Maintenance access to individual units

In the case of individual drawout units (such as drawout starters of motor


control centers, MV circuit breakers, voltage transformers and alike),
accessibility to terminal boards and devices of the unit downstream of the
isolating device shall be allowed without deenergizing the main busbars
supplying that device (*).

(*)Attention shall be given to possibility of back-supply through measuring


or control circuits.

Suitable warning tags shall be fitted when necessary, in Spanish.

c) Removable lifting facilities shall be supplied with each shipping section of


equipment.

C. Power and control circuit breakers or fuses shall be accessible for replacement
without need to remove any components from the control device assembly or to
disconnect any of the assembly wiring.

7. MECHANICAL DESIGN
A. The switchboard shall be free standing or self supported. The mechanical design of
all enclosures and chassis shall be such as to ensure that they will not permanently
distort during operation, faults, maintenance or installation and transport. The
minimum sheet steel panel thickness shall be 2.5 mm.

a) Unless otherwise specified in MR and Data Sheets, the switchboard shall be


provided with ventilation louvers and with anti-vermin screens. For both LV
and MV switchboards grates and wire screens for ventilation and gas venting
shall have openings not greater than 6 mm and shall not be located close to
live parts.

b) Floor channels shall be provided on the base of the switchboard in order to


secure the equipment to the floor.

c) Preferably throughout the switchboard and in all cases subject to vibration or


shock, whether mechanical or electromagnetic in origin, bolts, nuts and studs
shall be fitted with shakeproof nuts, locking nuts, lock-washers or similar.

d) All devices which are particularly sensitive to shocks and vibrations (such as
relays, recorders and similar) shall be fitted with an antivibration mounting.

e) All withdrawable units of the same rating and function shall be fully
interchangeable within the switchboard. This shall apply to circuit breakers,
starters, auxiliary and protective relays etc.

f) Preferably the fixed parts of each cubicle or withdrawable unit should be


suitable for the maximum size of device that might be installed therein, and
similarity for the connections.

g) If a main device, such as a circuit breaker, is employed at other than its full
rated capacity, its cubicle shall be capable of accommodating auxiliary

devices such as current transformers of a rating corresponding to the full


rating of the main device.

h) Each unit of a switchboard shall be segregated from the others by means of


earthed metal barriers in order to:

ensure protection against direct contact with live parts;

minimize the effect of accidental arcing and/or fire;

prevent extraneous bodies falling from one unit into another.

The floor will not be used as part of enclosure

In addition, the propagation of a possible arc is to be hindered in at least


the following locations:

across or around incoming circuit breakers, whether in the


DISCONNECTED or CONNECTED position;

across or around bus-tie breakers;

from one vertical MCC section to another.

i) Fasteners and hinges shall be of corrosion resistant material and are not to
be painted.

j) Spare breaker compartments shall be fully equipped with the exception of the
breaker element.

k) The degree of protection to IEC 60529 shall be a minimum of IP 31 (indoor


equipment), although IP 41 is preferred.

l) Automatically operated safety shutters shall be installed in the partitions


between the busbar, the circuit breaker or the contactor and the cable
compartments. These shutters shall positively prevent an operator from
accidentally reaching live parts when the contactor is withdrawn with the front
door open.

m) It shall be possible to operate each shutter assembly manually for test


purposes, while the other shutters remain closed. The shutters shall
completely shroud and prevent access to the fixed contacts.

B. Performance on short circuit

Each switchboard as a whole and each one of its components shall be suitable
for supporting all the expected dynamic and thermal stresses produced by short
circuit currents. Where current limiting devices, such as limiting fuses, limiting
impedances, etc., are utilized, the above mentioned stresses are referred to the
limited currents downstream of the devices.

a) Short circuit withstand capability.

Generally the short circuit withstand capability of a switchboard can be


specified by:

the maximum value of prospective short circuit current on the


busbars (r.m.s. value) the switchboard can withstand;

the peak value and the symmetrical equivalent r.m.s. value of


the expected short circuit current for a short time period of one
second.

b) The short circuit withstand capability of a switchboard shall be extended to all


its components, whatever may be the fault and wherever it may occur, except
as limited in magnitude or duration by integral interposing devices; if the
interposing device is controlled by a protection relay, the duration shall be
considered to be at least 0.2 s or as specified. If protection is by limiting
fuses, let through energy shall be considered.

c) The switchboard shall be arc-resistant preferably verified by a type test or


otherwise documented.

C. Possibility of future extension

Generally, possibility of future extensions shall be provided on both ends of the


switchboards without making cuts or welding. Main and auxiliary busbars shall
be arranged for bolted connections to future extensions.

D. Locking facility

Where a device is specified as being lockable, this facility shall be provided either
by a padlock hasp on the panel front or a lock integral with the operating handle
hub. Where the device is mounted on a portion of the switchboard separated
from a lockable drive mechanism mounted on the door, the operation of the
device, when the door is open, shall not be possible without the use of a tool and

it shall not be possible to close the door unless the handle and the device
positions match the open or deenergized condition.

8. INTERLOCKS
A. Mechanical interlocks shall be provided on all switchboards to prevent connecting the
drawout circuit breaker while closed and to prevent closing of the circuit breaker
unless the power drawout disconnect devices are fully connected or separated by
safe distance.

B. Draw out devices and assemblies

a) Such devices and assemblies shall be equipped with a mechanical or


electrical latching interlock to prevent withdrawal or insertion when the
associated switching device is closed. In particular the insertion or
withdrawal must not cause an accidental closing of the contacts.

b) Each position, in service, isolated, and withdrawn shall be well


delineated, positively located and labeled.

C. When interlocking facilities shall be actuated between switchboards or equipment


supplied by different Sellers, it shall be the responsibility of Sellers to exchange due
information.

9. BUSBARS
A. Bare copper busbars are preferred but, if primary insulation is applied directly to the
busbars, it shall be capable of withstanding the temperature rise experienced under
expected short time current conditions. Additionally, if any insulation applied to the
busbars is used as part of the busbar support system, it shall be capable of
withstanding all forces resulting from the expected short circuit current.

B. The main buses shall be capable of carrying the rated current continuously as
specified without exceeding the allowable temperature rise above the ambient
temperature. The bus conductor shall be of copper. Buses shall be totally enclosed
in a grounded metal compartment isolated from all other components.

C. Each bolted joint shall contain a minimum of two bolts. Bolts shall be tightened to
torque setting and marked as specified by Seller during manufacture and shall be
fitted with a friction grip, locking or lock nut, bell washer or similar. Locking
compound is not acceptable.

D. The joint faces of copper busbars shall be silver plated.

E. The resistance of any busbar containing a joint shall not exceed the resistance of a
similar joint-free length by more than 50 micro ohms.

F. Main buses, ground bus, and control power buses shall be arranged for possible
future expansion at both ends.

G. Buses and taps of feeder circuit breakers shall be rated to carry the maximum rating
of the breaker not of the current transformer rating.

H. If main bus neutral is specified without specifying its current rating, the rating shall be
50% of the phase bus current rating.

I. Main bus neutral, when specified, shall extend the length of the switchgear and
control center, and shall be insulated from ground.

J. A means for isolating neutral buses from the supply system source neutral, such as a
bolted link, shall be provided.

K. Switchboard assemblies shall be provided with a copper ground bus (minimum 6.35
mm x 50.8 mm), sized to carry a current equivalent to the momentary rating of the
largest circuit breaker in the assembly. The ground bus shall run the full length of the
assembly and shall be connected to all necessary control devices and mate with the
circuit breaker when in the compartment. The ground bus shall be provided with
solderless connectors, high compression type, suitable for stranded copper cable,
size 70 mm2 at each end, unless otherwise specified in MR and Data Sheets.

10. EARTHING
Means shall be provided for the earthing of the incoming and outgoing high voltage
circuits and the busbars, preferably as an integral feature of the equipment. Permissive
earthing interlocking shall be in accordance with the requisition (e.g. key locking or
padlocking).

A. With integral earthing devices it shall only be possible to select an earthing


position if the circuit breaker is open and in the disconnected or withdrawn
position.

B. Earthing shall be through appropriately rated switches sufficient to withstand


a fault level equal to that of the Switchgear and Control Center ratings or
through the circuit breaker. Locking facilities shall be provided for the earthed
position.

C. When circuit breakers are used for earthing, means other than locking shall
be provided to ensure that the electrical tripping of the circuit breaker is
inoperative both during closing and when closed. Mechanical tripping shall
be rendered inoperative when the circuit breaker is closed. It shall not be
possible to return the equipment to the service position and reclose the circuit
breaker without canceling the means provided to render the electrical and
mechanical tripping inoperative.

D. Indication shall show clearly when the earthed condition exists.

E. When earthing is achieved by means of a portable earthing device then one


such device shall be supplied for each size and type of unit. Earthing devices
shall be provided complete with a lockable box.

F. All earthing switches shall have auxiliary switches for remote indication, with
at least 1 N.O. + 1 NC contacts, wired to the terminal strip. They shall be
operated from the front with the door closed.

11. ELECTRICAL DESIGN


A. Power circuits phase sequence and geometrical arrangement. Generally the phase
sequence shall be as follows:

L1, L2, L3, N from front to back, from top to bottom, and from left to right facing
front.

The incoming terminals shall be arranged to allow the easy reversing of the
phase connections.

B. Correlation between alphanumeric notation, graphical symbols and colors (IEC -


60446).

C. Low voltage switchboards.

Incoming circuit breakers shall be sized with Rated Service short circuit breaking
capacity (Ics). Outgoing breakers shall be sized with Rated ultimate short circuit
breaking capacity (Icu). When fully rated outgoing breakers are not available; as
an alternate current limit type breakers will be considered. See data sheets for
short circuit withstand capability.

a) The devices shall be erected and connected so that interaction between them
(such as heating, arcing, shocks, vibrations, energy fields, etc.) do not affect
their performance.

b) When the foreseen working conditions, in particular the temperature inside


the cubicles, differ from those recommended for the protective devices, such
as circuit breakers, fuses, thermal relays, etc. Seller shall give all ratings and
settings etc. of the devices at the actual working conditions and shall be
responsible for ensuring that their performance is correct.

E. Switchgear shall be monitored and controlled by Electrical Monitoring and Control


System (EMCS). See individual equipment datasheets for I/O requirements.

F. Cubicle heaters

Each cubicle shall be provided with anticondensation heaters. Where heaters


are fitted, a suitable terminal box and temperature control switch, with indicating
lamp, shall be provided and mounted in an accessible position. Heaters shall be
of the low temperature metal clad type. Space heaters shall be rated 120V AC
and shall be connected to the space heater bus of switchboard. The space
heaters shall be designed for low watt-density characteristics to prevent failure
when operated continuously.

G. Standardizing of circuitry and of relays

Each similar unit within a switchboard shall be wired in an identical fashion, using
identical wire colors, identification tags and the schematic diagram. In
switchboards incorporating withdrawable units, special devices such as timers
and interposing relays required for individual units only, shall not be mounted on
the withdrawable units in order to reduce the number of typical units. Generally
on switchboards in which units are used as motor starters, only relays and
devices of general application for a typical unit may be mounted on the starter
cubicle. Devices common to more than one circuit and devices required for
individual units only, such as reacceleration control relays, shall be mounted on
common service cubicles within the switchboard.

12. CONTROL AND PROTECTION CIRCUITS


A. The control circuits of the switchboard shall be designed so that any external control
circuit current is limited to 2A steady state or 10A transiently. Unless otherwise
specified in the MR and Data Sheets, control power shall be 125 V DC and 120
V.A.C.

B. All necessary auxiliary devices or relays, terminal blocks, small wiring, auxiliary
contacts, switches and fuses required for the proper operation of the switchgear line-
up shall be furnished and installed at the factory. All auxiliary contacts and other
devices for Buyers use shall be wired to terminal blocks.

C. Each cubicle shall be provided with disconnect switches and circuit protective
devices to isolate the cubicle from all power sources. Common fuses shall be
provided in the trip and close circuits.

D. Breakers used as controllers shall be provided with an externally operable control


switch. The switch shall have 3 positions marked remote-trip-off (trip in center
position) and shall be non-spring return with contacts arranged to perform the
following:

a) The remote position shall give the control station at the motor or central
control room, control of the circuit breaker.

b) The trip position shall open the circuit breaker and lock out control of the
breaker from the control station at the motor.

c) The off position shall isolate the control station at the motor from all control
and alarm circuit voltage.

E. For breakers without maintenance closing button on the removable element, the
externally operable control switch shall have position as follows:

REMOTE-TRIP-OFF-MAINT.CLOSE

The maintenance close button and the control switch (when in MAINT.CLOSE
position) shall close the breaker when the breaker is in test position.

F. Each auxiliary device shall be installed and connected according to the


recommendations of the relevant Manufacturer (e.g. clearances, position, etc.). Seller
shall be responsible for ensuring that any bought-out device is employed correctly.

G. Voltage for control power buses shall be supervised by normally energized auxiliary
relays located inside the switchgear assembly. Relays shall be suitable for
continuous operation at control power bus voltage without tendency to stick in the
energized position and shall be time delay on drop-out. Time delay shall be long
enough to prevent operation on transient voltage dips. One relay shall be provided
for each control power bus, and its coil shall be connected to the bus at the furthest
point from the supply connection to the bus. A normally open contact from each

relay shall be wired in series and used to actuate a Loss of Control Power alarm for
the Buyers use.

H. Voltage transformer fuses, control fuses, and control power switches shall be
accessible for replacement or operation. These devices shall be isolated a safe
distance away from noninsulated current carrying parts of the switchgear.

I. Seller shall be responsible for the selection of the electrical and functional
characteristics of the auxiliary contacts.

a) Seller shall properly select auxiliary contacts of the drawout circuit breakers
so that the directly actuated and the indirectly actuated contacts have a
suitable function in respect of the operational and test conditions when the
circuit breaker is in test position.

b) Current carrying capacity and breaking capacity of auxiliary contacts, unless


otherwise specified in the MR and Data Sheets, shall be not less than as
given in the following table:

J. The auxiliary circuits are to be protected against short circuit, except where such
protection would endanger a major electrical system or a part of it. The conductors
and the equipment of such an auxiliary circuit must be arranged so that the possibility
of short circuit is practically excluded.

K. Within switchboard cubicles and enclosures the auxiliary circuits shall be


mechanically protected by means of suitably rigid or flexible conduits or channels,
especially when wire is taken to components on a hinged door.

L. Auxiliary conductors shall not be fixed directly to an earthed metallic part, but
supported by insulating hooks or plastic clips. Conduits and channels shall not be
filled more than 50%.

M. The conductors of the auxiliary circuits shall be single core plastic insulated stranded
copper wires; the minimum allowed cross section shall be 1.5 mm2.

a) For particular types of protection, such as differential, where the windings on


the secondary side of the current transformers are rated 5A, they shall have
at least 4 mm2 cross section. Flexible conductors shall be provided with
compression type cable terminals.

b) No joints in conductors are allowed, unless made on the terminals of


equipment and/or on terminal blocks.

c) The connections to equipment mounted on moving parts (such as doors,


removable panels, etc.) shall be made with extra flexible single core stranded
copper wires.

N. Each conductor shall be identified at both ends by numbered ferrules in conformity


with schematic and/or wiring diagrams.

O. The relay test provision shall consist of built-in test plugs or switches, or separately
mounted test terminal blocks. The test provisions shall permit the shorting of any
current transformer circuit and for the selective disconnection of the relay from
current transformers, voltage transformers, auxiliary power, and circuits controlled by
the relay.

P. The relay test provision shall be arranged so the relay cover or relay compartment
door cannot be closed while the relay connections are in the test position.

Q. On MV switchboards, the auxiliary circuits shall be provided with suitable isolating


devices, in order to allow work on these circuits without any danger for the personnel
or any untimely operation of the switchboard. Isolating position of such devices shall
be easily visualized.

R. Where terminals of different relays and auxiliary devices are connected in parallel,
they shall be interconnected where possible, on terminal blocks.

S. All circuit breaker trip coils and all lockout relay coils shall be supervised by a
normally energized healthy trip pilot light. Light shall be of white color.

T. Control switches, pushbuttons, selector switches, isolators, etc. shall be standardized


throughout the switchboard. The rating, number of positions, etc. shall be as
specified.

U. The direction of actuation, identification, color, etc. of the control devices shall be in
accordance with IEC Recommendations or in accordance with the MR and Data
Sheets.

13. INDICATORS
A. Unless otherwise specified in the MR and Data Sheets, instruments shall be semi-
flush mounted, with accuracy 1.5% of full scale. All instruments on a switchboard
shall be of similar type and present an uniform appearance.

B. Motor ammeters shall have scales where the full load amps represents
approximately 67% of the scale (i.e. 100 FLA, 150A scale). As an alternate,
electronic digital meters and the display of an electronic protection relay are
acceptable.

C. Indicating lamps shall be replaceable from the front of the switchboard. The
maximum nominal lamp voltage shall be 120V to earth. Unless otherwise specified,
lamps shall be color coded as follows:

Green device open or off


Red device closed or on
Yellow circuit breaker trip coil healthy
White position indicating lock out healthy trip circuit

D. Meters and relays shall be capable of withstanding, without damage, the secondary
current associated with the switchboard rated fault current following in the primary of
current transformer taking into account current limiting effects of protective devices.

14. CURRENT AND VOLTAGE TRANSFORMERS


A. In MV switchboard the CT circuits are to be taken through terminal blocks fitted with
suitable multiple test terminals.

a) In particular, the star point of CTs shall be provided on the terminal blocks
and not by connections at the CT terminals.

b) CTs are to be wired to shorting type terminal blocks.

B. The secondary windings of VTs and CTs are to be earthed on the terminal blocks
independently of the earthing of the exposed conductive parts of such transformers.

The secondary terminals of the CTs will be normally earthed, except where
otherwise required for particular conditions (e.g. differential protections).

C. The earthing of the VT circuits shall be made as follows:

on the star point of the secondary windings for the star connected VTs;

on the middle for V connected VTs;

on the first terminal corresponding to phase L1 for open delta connected


VTs.

D. The secondary windings of the interposing and isolating VTs and CTs shall be
earthed according to the relevant schematic and/or wiring diagrams.

E. Current transformer location shall be such that their current ratio and polarity
markings can be readily identified after their primary connections have been made.

F. Current transformers shall have five (5) amperes secondary windings. The same
current transformer may be used for metering and relaying.

G. Current transformer burdens shall be selected to guarantee that current transformers


will not saturate for the rated short circuit capacity of the switchgear.

H. Current transformers shall withstand stresses resulting from currents up to the rated
shortcircuit capacity of the switchgear.

I. Current transformers shall comply with IEC 60185 including the appendices which
give guidance in the application of current transformers.

J. The Seller shall be responsible for ensuring that the CT ratio, accuracy, VA rating,
saturation factors, etc. of the CTs provided by the Seller are completely compatible
with the primary and secondary circuits.

K. Magnetising and core loss curves shall be provided for each type and rating of
current transformer.

L. Balance protection current transformers shall be matched and shall be easily


identified without reference to the serial number data.

M. Current transformers shall have the following accuracies as a minimum:

N. Voltage transformers shall comply with IEC 60186.

O. Voltage transformers shall be suitable in rating and accuracy for their functions, loads

P. Voltage transformers and their fuses shall be mounted in a separate compartment of


drawout construction or equivalent. The primary connection shall be disconnected
before the transformer or its primary fuses become accessible. A similar arrangement
shall be provided for the primary fuses of control power transformers.

Q. Voltage transformers secondary leads supplying remote meters shall be individually


fused at the voltage transformer.

15. TERMINALS AND CABLE TERMINATION


A. Terminal blocks shall be provided for all secondary (such as metering, relaying and
control) circuit connection points to facilitate trouble-shooting and maintenance.
Blocks shall be mounted inside the switchgear and shall be accessible from the front
of the switchgear without exposure to energized power voltage components. Blocks
shall be of the barrier type with screw terminals for use with spade or ring style lugs.
Quick disconnect type terminal blocks are not acceptable.

B. Terminal racks and blocks shall be built up from separate terminals, each consisting
of a screw clamp and a supporting insulator, arranged in such a manner to prevent
direct contact with live parts. The insulator shall be of non-hygroscopic material.

C. Each conductor of a multicore cable and each conductor shall have its own terminal,
unless special terminals, suitable for multiple connections or fitted with equipotential
cross connectors are used.

D. For each type of incoming and outgoing cable, a suitable terminating arrangement
(such as glands, terminators, and compression fittings) shall be provided; such
terminations shall be suitably arranged for the earthing of all metallic armor, sheaths,
shields and tapes of the cables. Special precaution shall be taken to ensure that no
closed iron magnetic circuits formed around single-core cables or around any cables
liable to carry unbalanced load currents. This shall particularly apply to gland plates.

E. All terminal racks and blocks shall be mounted in accessible positions for inspection
and maintenance, in all cases they shall be spaced at least 300 mm from the floor.

F. As far as applicable, terminals for LV power circuits shall be of the composite type,
fixed on standard profile, DIN 46277 or equal.

G. Terminals operating at different voltages or performing different functions shall be


segregated from each other.

H. Terminal strips for auxiliary circuits shall be of the composite type fixed on standard
profile, DIN 46277 or equal.

I. Terminals fitted in accessible cubicles shall provide protection against direct contact
equivalent to IP 20.

16. PAINTING
A. All metallic parts shall be suitably protected against corrosion by means of surface
treatments (galvanized, anodizing, etc.) and/or painting. When installed in the
presence of gases and vapors, such finishes shall be submitted to the Buyer for
approval.

B. Before painting, all metal enclosed switchboards shall be prepared by making the
edges earth smooth and unless the sheet material has an integral anti-corrosive
finish, the entire surface shall be sanded or sand-blasted to a smooth finish. The
painting shall comply with SINCOR specification # CA04-00-00-G-SP-018.

C. Immediately prior to painting, metal switchboard shall be cleaned with a degreasing


solvent.

D. The minimum painting acceptable is one coat primer followed by two coats of
finishing enamel. Surfaces shall be rubbed down between coats. Semi-gloss or
egg-shell finishes are preferred.

E. Switchboard internal surfaces shall have a coat of anticondensation paint, suitable


for the specified ambient conditions.

17. ACCESSORIES
A complete set of special tools and Manufacturers standard accessories shall be
furnished for the installation, maintenance, test, and operation of the equipment.

18. LABELING & NAMEPLATE


A. Labels shall be of plastic with black lettering on a white background, except for
danger labels (e.g. on bus bar covers), which shall have red letters on a white
background. Labels shall be screwed or similarly positively fixed to the switchboard;
self-adhesive labels are not acceptable. Labels shall be in Spanish.

B. Item or alphanumeric identification code of main devices and auxiliary devices shall
be clearly labeled. Labels shall not be fixed to with drawable or auxiliary devices.

C. One phenolic nameplate with black lettering on white background, mounted in center
of line-up. Lettering height shall be minimum 12 mm.

D. Phenolic nameplates shall be provided for the following:

a) On the front of the enclosure of each circuit breaker, starter, or auxiliary


compartment identifying its service by name or equipment number;

b) On the front of panels, identifying each relay, showing the device function
number;

c) On the front of panels, giving reset instructions for transformer protection


lockout relays;

d) On the front of panels, identifying remote trip pushbutton for source breaker
(when provided);

e) On the front of panels, giving secondary selective transfer instructions;

f) All interior devices (relays, transformers, terminal blocks, etc.)

19. TESTS
A. General

Unless otherwise specified in the MR and Data Sheets, the tests shall be performed
in accordance with IEC - 60439 for LV switchgear, IEC -60298 for MV switchgear and
IEC 60060 - High Voltage test techniques.

a) Three weeks in advance notice shall be given to buyer for required inspection
and testing.

b) The Buyer reserves the right to inspect the equipment at the Manufacturers
plant prior to shipment and to witness routine tests. Inspector may accept or
reject pieces if they are not according to standard or specification.

c) Release of equipment shall not relieve the Seller of the responsibility of


furnishing equipment conforming to all requirements of Purchasers order nor
invalidate any claim, which Buyer might make because of defective and/or
unsatisfactory equipment.

B. Type tests

a) The purpose of type tests is to check if all the design characteristics of


electrical switchboards of a certain type are strictly in accordance with the
requirements stated by the applicable codes and standards, by this
specification and by the MR and Data Sheets.

Unless otherwise specified in the MR and Data Sheets, a successful type test
on a first production or representative prototype switchgear, where these are
identical, may be accepted as valid for any other switchgear of identical type
and configuration without necessity of repeating it.

b) Should additional type tests be required, they shall be carried out on a


representative sample of the switchgear or on several sections of them, which
have the same characteristics and configuration as the components of the
switchboard to be supplied.

The type tests shall be carried out at Sellers workshop and/or at an


acknowledged testing institute.

c) The type tests shall include:

impulse voltage dry tests (only for MV switchboards),

power frequency voltage dry tests,

temperature rise tests,

short circuit tests on main and earthing circuits;

mechanical operation tests,

checking of degree of protection against direct and indirect contacts


(IP degree of protection); complete checking of IP degree of
protection,

verification of clearances and creepage distances.

C. Individual routine tests

The individual routine tests shall be carried out in order to check that no defect
exists either in the material used in a switchboard or in the construction of the
same.

They will be performed at Sellers workshop on each switchboard, when


completed and fully assembled.

a) Switchboards including standard bought-out components and fittings


used and mounted in accordance with the recommendations of the
relevant Manufacturer, but without the direct assistance of the latter,
must be individually tested by the switchboard Seller for correct
operation.

Bought-out components and fittings employed not according to the


relevant manufacturers recommendation shall be type tested to the
applicable standard(s) by Seller for the particular application
envisaged.

The switchboard shall be tagged with Sellers name and Seller is


responsible for the supply of the whole switchboard as a packaged
unit.

b) The individual routine test at Sellers workshop doesnt relieve Seller


from checking the board after the delivery on site.

c) The individual routine test shall include:

power frequency voltage dry tests;

voltage tests on auxiliary circuits;

mechanical performance checking;

checking that the switchboard is in accordance with all order


documents (specifications, MR, Data Sheets drawings, etc.);

verification of wiring;

functional tests, including operation of and by all protection


relays and other automatic systems (electric, pneumatic and
hydraulic devices);

checking of the degree of protection against direct and indirect


contact (IP degree of protection), for components not type
tested only.

D. Voltage and short circuit tests

Purchaser reserves the right to require the following:

Tests shall be performed either on the whole switchboard with all its switching
devices closed and all removable parts in their service position, or on a
representative part of it; in this case the representative section shall be complete.
Any special bus bar arrangement, such as a crossover or busbar transition
section shall also be short circuit tested.

Where switchboards contain shutters of insulating material a further voltage test


shall be made with removable parts in the removed position.

E. Voltage tests for control and auxiliary circuits

Voltage tests for control and auxiliary circuits shall not be carried out with applied
voltages values lower than the ones specified here below for any type of
application, unless otherwise specified in the particular specification or in the MR
and Data Sheets.

a) Circuits up to and including 50 V A.C. and 75 V D.C. (extra low


voltage circuits): 1kV.

b) Circuits up to and including 1000 V A.C. and 1500 V D.C. (low voltage
circuits):

2 kV for wiring

2 U + 1 kV, with a minimum of 1.5 kV (where U is the rated voltage


in kV), for control and auxiliary equipment and devices (relays,
selector switches, fuses, breakers, etc.)

c) For particular equipment or devices which are not suitable to


withstand the above specified test voltages, Seller shall notify to the
Buyer in writing for resolution. Certain items designed for a lower test
voltage shall be disconnected.

F. Temperature rise tests

Buyer reserves the right to require the following:

Tests shall be performed on the complete switchboard or on a part of it. In the


case of switchboards consisting of multiple identical sections the tests shall be
performed on at least three vertical sections wholly equipped in order to check
the temperature rise of the busbars. Such a test shall also be performed on each
type of incoming and outgoing unit, when specified in MR and Data Sheets. Test
arrangement shall permit to simulate true rated temperature conditions. In case
of doubt Seller shall notify to the Buyer in writing for resolution.

The diversity factor to be applied for assessing the temperature rise of an


assembly of distribution switchgear and controlgear shall be in accordance with
IEC - 60694.

G. Functional tests

On any complicated circuit, Seller shall arrange suitable provisional circuits and
devices (push-buttons, signaling lamps, relays, etc.) in order to simulate all the
devices which are outside the equipment, but interact with the circuits under test.

H. Checking or relay setting

After testing, Seller shall check that all devices are set in accordance with the
design documents. If seals on subsupplied devices have to be broken for setting
or to check their setting, Seller should seek the agreement of the SubSellers to
reseal the devices.

I. Waiver on test requirements

If Seller can provide test certificates of type tests and/or other particular tests,
applicable to the specified switchboard, parts or components and acceptable to
Contractor, the relevant required tests can be omitted, provided that Seller
supplies such certificates and obtain the Buyers approval before the date on
which the tests are due.

20. DRAWINGS AND TECHNICAL DOCUMENTATION


A. All Sellers documents shall be in English. Operation manuals, installation, safety and
maintenance instructions shall also be in Spanish.

B. All dimensions, calculations, and engineering scientific and commercial units of


measurement shall be given in SI metric units. U.S. customary units may be shown
in parenthesis next to metric units for reference only. The same shall apply for all
markings on equipment (e.g. nameplates, gauges, and readouts).

C. Seller shall show on the switchboard one-line diagram, all the devices with relevant
item number, type and/or catalogue number and main characteristics.

D. Seller shall furnish minimum of the following documents for approval:

a) One-line diagram

b) Three-line diagram

c) Front view of line up with overall dimensions and shipping splits

d) Plan view of lineup

e) Approximate weight of switchboard

f) Schematic diagrams

g) Wiring diagrams

E. Schematic and wiring diagrams shall show identification numbers, letters and/or
colors of all wires and terminals as built.

Seller shall also show on his drawings the power and auxiliary cables, with the
relevant identification numbers, letters and colors in accordance with Contractors
drawings and documents.

F. Total Joule-losses

Seller shall calculate the total Joule-losses while all units of the switchboards are
simultaneously operating at rated conditions, in order to provide data for the
design of the ventilating and/or conditioning system of the electric switchroom.

G. Selectivity studies

Seller shall furnish selectivity curves for all protective devices within his supply
limits, including those on auxiliary circuits.

21. PACKAGED UNITS


A. Each electric switchboard shall be considered as a packaged unit.

B. When it is delivered dissembled in two or more parts, the reassembly


interconnections of all power and auxiliary circuits pertaining to separate parts and
final checks and tests which must be done on site, are to be considered as an
integral part of the supply of the whole prefabricated assembly.

C. Sellers responsibility and scope of supply shall include the provisions for the
necessary services of specialized personnel, devices and supervision required to
reassemble the switchboard at site.

22. SPECIAL PURPOSE SWITCHBOARDS


Special purpose switchboards (e.g. explosion proof switchboards, weatherproof
switchboards for outdoor installation, etc.) shall comply to this specification with the
additional requirements specified in particular specification and/or in the MR and Data
Sheets.
