1. CITIZENS' TIME
The Planning Commission provides this time for citizens wishing to share their ideas and concerns
with the Commission. This does not include comments on public hearing items as there will be
opportunity when we reach those agenda items. Citizens wishing to address the Planning
Commission should provide their name and residential address. Citizens' comments are limited to
three minutes unless a large number of citizens wish to speak; in which case, the time limit must be
reduced to accommodate all who wish to address the Planning Commission.
2. ANNOUNCEMENTS
This is a public hearing to allow the Commission to gather information from interested citizens on the
agenda items. Citizens may speak in reference to each item on the agenda for a time usually limited
to three (3) minutes. Commissioners and staff may ask questions of anyone attending the hearing.
Speakers are asked not to direct questions or comments to each other. Speakers are not allowed
additional time for rebuttal. This is a hearing, not a debate. Questions may be directed to
Commissioners and staff informally after adjournment or during office hours to the Community
Development staff.
3. A Zoning Ordinance Text Amendment to Create Three New Zoning Districts: Marshall - Town
(M-T), Marshall - Gateway (M-G) and Marshall - Residential (M-R) and a Zoning Map
Amendment to Rezone Properties Within a Portion of Downtown Marshall to These Three New
Zoning Districts and A Zoning Ordinance Text Amendment to Create the Marshall Historic and
Corridor District and a Zoning Map Amendment to include the boundaries of the Marshall
Historic and Corridor District (MHCD) - The three new districts are proposed to replace the existing
C-1, C-2, C-3, R-2, R-4 and TH zoning districts within the area designated on the map. The new M-T,
M-G and M-R districts will result in different requirements for: lot size, lot width, lot shape, setbacks,
build-to-lines, location of access into a lot, number of curb-cuts into a lot, width of curb-cuts, building
height, building stories, ground floor to ceiling minimums, footprints, breaks in building massing,
entrance locations, roof forms, window and door openings, fencing, number of parking spaces,
location of parking on lots, parking reductions, shared and off-site parking, loading spaces, uses and
use limitations, street and alley lay-out, sidewalk and street trees, street lighting, landscaping and
screening, and open space. The amendment will also create revised standards for approving
Administrative Permits and Site Plans and new standards for cluster-type residential subdivisions.

The area designated on the map is proposed to be placed within a local historic and corridor overlay
district as called for in the Marshall Service District Plan and as authorized pursuant to Section 15.2-
2306 of the Code of Virginia. The MHCD would establish standards for development and demolition
within the boundaries of the district. The proposed standards seek to assure broad compatibility of
new construction and exterior changes to the original historic structure and to other historic structures
within the immediate area.

4. A Zoning Ordinance Text Amendment to Article 6 to Reduce the Setback Requirement for
Accessory Structures Not Requiring a Zoning Permit Nor a Building Permit - Accessory
structures are required to meet the side and rear setbacks of the zoning district where located unless
the structure is less than seven feet in height. This text amendment proposes to allow storage
structures to encroach up to five (5) feet from side and rear property lines if certain siting standards

5. Special Exception SPEX-17-007099 - St. Michael's Academy - An Application for a Category 5
Special Exception for a Primary School, Grades K through 5 (PIN 7916-66-8334-000, Scott
District) - The Applicant is seeking approval of a Category 5 Special Exception to allow for a private
Primary School (kindergarten through fifth grade), with a maximum of 90 students and 15 faculty,
staff, and employees. The school is proposed to operate Monday through Friday between the hours
of 7:00 a.m. and 6:00 p.m. The property is located at 6317 Vint Hill Road. (Community Christian
Fellowship, Owner/St. Michael's Academy, Applicant, Sponsor; Adam Shellenberger, Principal
Planner/Urban Designer, Staff)
6. Special Exception/Special Permit SPEX-17-007342, SPEX-17-007355 and SPPT-17-007345 -
Deep Run Farm - An Application for the Continued Operation of a Category 9 Special
Exception to Host Class C Events; a Category 13 Special Exception for a Kennel; and a
Category 13 Special Permit for a Veterinary Clinic (PIN 7825-74-5296-000, Cedar Run District) -
The Applicant is seeking approval for the continued operation of Class C Events, a Kennel, and
Veterinary Clinic. With this application, the Applicant is seeking to increase the number and hours of
Class C Events as well as increase the total number of dogs permitted as part of the kennel
operation. There are no proposed changes to the Veterinary Clinic operation. The property is located

7. Comprehensive Plan Amendment COMA-17-006643 - A Comprehensive Plan Amendment to
Chapter 6 - Opal Service District. Fauquier County Seeks to Review this Service District to
Ascertain Whether it Should be Amended to Contain Updated Information and Planning
Pertaining to PIN 6981-45-6906-000 (Cedar Run District) - The County is seeking a
Comprehensive Plan Amendment to the Opal Service District. The application proposes to remove an
approximately 71.9-acre portion of a parcel from the Service District as it has a conservation
easement restricting its development potential. Further, the application proposes to update the future
transportation network to account for this land's removal from the Service District. The property is
located southeast of the terminus of Avenel Drive, and north of the terminus of Rider Road. (Richard
