I paid nearly $500 for the emails, under my GRAMA request to Orem City. I requested these in January 2017 and received them in May, 2017. Orem City also gave me electronic copies (pdf). If you want all of them I can give them to you. Orem City duplicated some of the emai several times. These emails show a pattem. Steve Downs was the head of a city directed attack on three different petition drives in 2015 and 2016: Steve did not act alone. His actions were directed by city manager Jamie Davidson and Mayor Brunst. State law prohibits Orem Cities use of city resources to stop referendums. The 177 emails identify illegal activities of Steve, in addition to the hundreds of emails he sent out to Republican delegates. Six of the violations are: (1) Mayor Brunst directs Steve Downs to call individuals to make cash contributions to the pro BRT campaign. (2) Jamie and the Mayor direct city employees to monitor petitioners activities and to use city media to counter them. (3) Steve Downs coordinated a pro BRT video with Brandon Fugal and Provo City. (4) Steve Downs solicits pro BRT statements from Matt Holland, Mayor Brunst, Val Hale, Rona Rahlf and Mayor Curtis and ghost wrote a pro BRT op-ed statement for Matt Holland for the Desert News. (5) Pro BRT “strategy” meetings held at Orem City hall. (6) Steve arranged with Rob Kallas (University mall manager) the use of the Mall’s LED billboard for pro BRT electronic signs. Steve explained to Rob the word “petition” would not be in the words though the content would be against the petition. Steve told Rob the mall owed the city free use of the LED sign under their Orem City/mall CDA agreement. It appears Steve Downs broke the law. Steve Downs is Orem’s assistant city manager. Attached, please find a copy of the petition application. Given the nature of the decision made by the city council — a zoning decision ~ the required number of signatures required in this effort is different than in other referendum petitions that the city has been a part of in the past. Utah State Code 20A-7-601(2) requires, in land use matters, signatures equal to 20 percent of all votes cast in the city for all candidates for U.S. president in the last presidential election. The number of required signatures, as confirmed by the Utah County Clerk is 6,418.
